EDUCATIONAL INSTITUTIONS IN INDIA, 2023
• Enables Indian and Foreign HEIs to offer Twinning,
• Foreign Higher Educational Institutions (FHEIs) can offer programmes- Joint Degree, and Dual Degree Programmes

STATUS OF PERMANENT PREMISES FOR
MGIEP

Article 3.3 in the Second Operational Agreement (2020-2024) between the Government of India and

UNESCO states that the Government of India shall provide land for the permanent premises of the Institute.

As per the Agreement, capital fund of Rs. 137 Crore is allocated for land and building.

Status:

• A land Transfer Agreement between GoI and JNU has been signed on 18th April, 2024, wherein a parcel

of 2 Acres of prime land located on Nelson Mandela Marg has been transferred by JNU @ Rs. 1 per month

for a period of 99 years to MoE in order to provide a permanent premises for MGIEP.

• Client brief elaborating functional requirements of the building has been shared by MGIEP.

• Preliminary discussions have been done with School of Planning & Architecture (SPA), MGIEP and JNU to

gain clarity on project timelines.

• Possession of land to be entrusted to CPWD which will execute the project in consultation with SPA who

will serve as technical partners for designing phase of project.


PROPOSAL FOR ADDITIONAL FUNDING OF
MGIEP

In its recent proposal, MGIEP has sought additional core funding of 5 million USD p.a. (vis-a-vis 3.5 mn

presently) to incorporate the plans for scaling up of activities in the third operational agreement 2025-2029..

This amounts to overall contribution of USD 25 million from Government of India during the five-year period.

Observations:

• MGIEP has forged a global footprint in peace building activities and education for SEL through pilots,

capacity building workshops and youth networks in Asia Pacific (Bangladesh, Sri Lanka, Bhutan, India,

Maldives, Myanmar) and Africa (South Africa, Nigeria, Ghana, Kenya, Tanzania, Uganda, Seychelles)

• Going forth, MGIEP if leveraged in the right manner could be an effective instrument of global outreach,

education diplomacy and soft power for the Indian state.

• MGIEP’s projected resource mobilization is modest at $1-1.275 million per year, especially given

Institute's long presence. Scope for more partnerships and revenue streams exist with the onus being

upon UNESCO HQ to explore and leverage the same in consultation with MGIEP.

• Rate of utilization of budget by MGIEP has hovered around 86% during the period of the second

operational agreement, which indicates a need for improving efficiency of utilization of grants.

to provide the Ministry with a shortlist of 3 suitable cities to facilitate the selection process for
final nomination.

National Book Trust India followed up on the initial call for applications by inviting cities to
submit a letter of intent based on the criteria of population, literary heritage, active
publishing industry, public infrastructure, and policy initiatives. Three Indian cities -
Ahmedabad, Pune, and Lucknow - submitted their Letters of Intent to participate in the
programme. These cities were provided with guidance and support to prepare the proposal
and draft the application.

A four-member committee headed by Prof. J. S. Rajput evaluated the proposals on 7 May


2024 and recommended the proposal of Lucknow on the following grounds:

• Strong commitment from the Government machinery including State and Local
Government in terms of financial and human resources.
• Concrete plan for mobilising Rs 133 crores from public and private sources for structural
interventions (creating library in each ward, Library square, lounge libraries, distribution
of books through Anganwadi etc) to cultivate appreciation for books and reading and
create entire ecosystem for the same
• Rich, diverse and inclusive literary heritage of Hindi, Urdu, Persian, Awadhi story-telling
and art forms
• Well thought out events (3 local and 2 international as required to be undertaken by the
Book Capital) catering to various demographic profiles.
