RDSS PROJECT GUJARAT –

SAURASTRA (PGVCL)
 Total 12 district in PGVCL-RDSS project.
 RDSS MVCC (Medium Voltage Covered Conductor) project divide into 6
packages .
 2 packages- P1 & P2 TKC-M/s Vijay electrical ltd.
 Remaining four packages- P3, P4, P5 & P6 TKC- M/s Apar industries ltd.
 RDSS LTAB project divides into 6 packages

Revamped Distribution Sector Scheme:
Reforms-Based and Result-Linked (RDSS).
The government of India has approved the Revamped
Distribution Sector Scheme (RDSS) to help DISCOMs
improve their operational efficiencies and financial
sustainability by providing result-linked financial
assistance to DISCOMs to strengthen supply
infrastructure based on meeting pre-qualifying criteria
and achieving basic minimum benchmarks.
REC and PFC have been nominated as nodal agencies for
facilitating the implementation of the scheme.

The scheme aims to meet the following


objectives:
 Reduction of AT&C losses to pan-India levels of 12-15% by 2024-25.
 Reduction of ACS (Average cost of supply)-ARR( Average revenue realized) gap to
zero by 2024-25.
 Improvement in the quality, reliability of power supply to consumers through a
financially sustainable and operationally efficient distribution sector.

he Scheme has the following components:

Part B – Training & Supporting Activities.

Role & Responsibility of material
expert in RDSS project (PGVCL)
 Vendor approval as per material requirement in approved GTP .
 Prototype inspection call raised by TKC (PGVCL).
 PGVCL inform inspecting officer through letter which includes Address of vendor factory
, Date of inspection , member to contact with prototype quantity to be inspected.
 Inspection conducted by PGVCL in manufacturer factory and if prototype material is
pass then vendor approve for raise inspection in future.
 Inspection raised by vendor for RDSS project requirement .
 Vendor inform TKC material is ready for future inspection. Quantity ( KM / No.), Date of
inspection & Address of factory where inspection will be conducted mentioned in
inspection call letter raised by vendor.
 TKC inform PGVCL through letter that material is ready & send PGVCL represtative for
inspection
 PGVCL release letter to inform inspecting officer for inspection , in PGVCL letter it
includes address of vendor, material name and quantity to be inspect. PGVCL have 10
days for allocating inspecting team as per AT .
Role & Responsibility of material
expert in RDSS project (PGVCL)
 Inspection conducted on specific date and inspection report generated , if material pass as per
material related IS & approved GTP then material approved for RDSS & DI will generated.
 If inspection will fail/vendor not able to conduct inspection then TKC will be fine of 50000
rupees plus taxes & all travelling cost of inspecting officer as per AT.
 If second time same situation will generated by vendor or inspection getting fail then vendor
will be debarred from RDSS project as per AT.
 After inspection report , TKC will send inspection report to PGVCL & PMA. .
 After material expert confirm inspection report , mail sent to PGVCL regarding inspection
report.
 DI generated and shared with TKC & PMA .
 Afterwards material will be delivered within 21 days .
 Within 21 days vendor will deliver all inspected material at store . If material is not received at
store within 21 days from DI date then DI will consider cancel & fresh inspection required for
new DI . All expense incurred by TKC.
 TKC will inform PGVCL & PMA for material verification reached at store .
 As per contract clause 48.1 – separate store shall be maintained for each package.
 PGVCL send mail to PMA & RDSS assigned DE, EE & PGVCL store in charge for physical
inspection of material reached respective DI .
Role & Responsibility of material

 After material verification , sampling will be done for ERDA (electrical research and development
association)
 After sampling and verification , report will be generated respectively and shared with PGVCL &
PMA.
 PGVCL store in-charge will send sample to ERDA .
 After ERDA confirmation report , material will be used for site. If material fail in any test conducted
by ERDA then particular lot will be rejected as per AT clause GCC 23 part 5.
 If second lot of same material of same vendor will fail in ERDA testing facility , then vendor will be
debarred from RDSS project & 1 % of contract value + taxes fine imposed on TKC as per AT
 Every lot of MVCC 55 sq mm conductor , LTAB cable, MVCC accessories and LTAB accessories ,
sampling will be done for ERDA report. First two lot ERDA testing amount borne by TKC & after 2
lots amount borne by PGVCL
 All other material 2 nos. lots sampling will be done . 1st lot of material and randomly one more lot
selected by PGVCL as per AT clause 50.1
 After ERDA report , material expert will inspect material in store . If any discrepancies found
regarding stacking of material, inform to PGVCL to issue a letter against TKC for rectification of
discrepancies raised during store visit .
 All material sent to site is to be tacked by material expert with respective of DI .
 PGVCL have right to send installed material to ERDA lab , TKC will borne amount of inspection.
