Root Observation:
An Assessment of the adequacy and capability of
project /resident engineers to undertake/supervise DPWH
Projects was undertaken in response to the instruction of the
Secretary to come-up with recommendations on how the
capability of the DPWH field engineers could be enhanced.
The idea was supported by the fact that despite the continuous
assessment being conducted by the Department ‘s Quality
Unit’s (QAUs) on various on-going & completed projects,
there are still some projects that exhibit defects/deficiencies &
do not conform with the approved plans & specifications.

Purpose of Issuance:
The results of the study revealed that majority of the
DPWH Field Engineers as Project/Resident Engineer in terms
of their education & eligibility but they have very little technical
training & have inadequate knowledge of DPWH standards &
specifications. Based on these findings, it was recommended
that a 21-day Comprehensive Training for Accreditation of
DPWH Field Engineers be carried out to enhance their
Technical & Managerial Capabilities.

 What is the difference between supervision and
directing?
Direction: It refers to issuing orders and instructions and
motivating subordinates to achieve the objectives and
goals. Supervision: It refers to observing the progress of
assigned tasks of employees or subordinates. Direct
supervision is a term that is used to refer to situations in
which a supervisor is present at all times. The supervisor
oversees activities as they occur and provides constant
direction, feedback, and assistance.

4.0 DUTIES & RESPONSIBILITIES OF FIELD ENGINEERS


b.) Ensures that materials and workmanship are at all times
in accordance with plans and specifications.
- The Project Engineer is authorized to reject materials
which fail to meet specifications requirements even though
they have previously passed requirements.
- The Project Engineer is authorized to require the
contractor to discontinue operations if the workmanship or
methods employed would adversely affect the quality,
durability or appearance of work.

4.0 DUTIES & RESPONSIBILITIES OF FIELD ENGINEERS


 Ensures that materials and workmanship are at all times in
accordance with plans and specifications.
- The Project Engineer shall directly supervise the
sampling and quality control testing as well as check test to
verify the quality of materials for incorporation into the work.
- The Project Engineer may order the pre-testing/retesting
of construction materials. Under the conditions for
acceptance of materials, any material which had been
sampled and passed as satisfactory may be resample and
retested.

CONDITIONS FOR ACCEPTANCE OF


MATERIALS
1.) No material shall be incorporated into the work until
tested and found satisfactory.
2.) The approval of preliminary samples shall not be
considered as a guarantee of acceptance of all
materials from the same source, as the quality or
quantity of such materials.
3.) Any material which had been sampled and passed as
satisfactory may be resampled and retested.

SECTION 1
Any provisions of Law to the contrary notwithstanding,
contractors and sub-contractors who violate any material
provisions of contracts involving public works projects, either
as to materials, quality and quantity of work, resulting to the
prejudice of the government, shall suffer the penalty of from
twelve (12) years to life imprisonment at the discretion of the
Court and shall, in addition suffer perpetual disqualification
from participating in any government contracts.

The offending contractor or sub-contractor shall


further be liable for the cost of reconstructing such
public works project in accordance with the
specifications agreed upon.

Any public official who, by reason of the duties
of his office, shall consent, or through abandonment
or negligence, permit the contractor or sub-contractor
