Overview and Functions
1. Introduction
• - Due to the growing complexity of
construction projects, there is a need for
effective cost control and faster
implementation.
• - The Construction Manager fills this need.
• - The Construction Manager may be an
Owner’s staff member or an independent hire.
2.1 Coordination and Supervision
• - Recommends General and Specialty Trade
Contractors.
• - Coordinates and supervises all construction
groups.
• - Approves construction methods and systems.
2.2 Cost and Time Control
• - Plans, schedules, and monitors construction
activities.
• - Prepares Pert CMP and Cash Flow.
• - Reviews all Change Orders and Payments
before Owner’s approval.
2.3 Quality Control & Record
Keeping
• - The Construction Manager oversees the
Construction Supervision Group.
• - The group may be directly hired by the
Owner but works under the Construction
Manager.
3. Limitation of Authority
• - Cannot take over the Contractor’s
responsibilities.
• - Cannot impose methods that alter the
construction schedule or design.
• - Cannot interfere with the Architect’s design
concept.
