● The ASEAN was found on August 8,
1967.

● The Foreign Ministers of Indonesia,


Malaysia, the Philippines, Singapore and
Thailand sat down together in the main hall
of the Department of Foreign Affairs building
in Bangkok Thailand and signed a
document. By virtue of that document, the

Abdul Razak of Malaysia, S. Rajaratnam of Singapore,

most successful inter-governmental organization in the
developing world today. And the document that they
signed would be known as the ASEAN Declaration.
● ASEAN is a regional grouping that promotes
economic, political, and security cooperation among its
ten members: Brunei, Cambodia, Indonesia, Laos,
Malaysia, Myanmar, the Philippines, Singapore,
Thailand, and Vietnam.

● In 1976, the members signed the Treaty of Amity


and Cooperation, emphasizing ASEAN's promotion of
peace, friendship, and cooperation to build solidarity.

●Today, ASEAN is considered one of the most
successful intergovernmental organizations in
the developing world. Since its founding, the
grouping has expanded to include other
Southeast Asian states Brunei (1984),
Vietnam (1995), Laos (1997), Myanmar
(1997) and Cambodia (1999).
AIMS AND PURPOSES

As set out in the ASEAN Declaration, the aims and


purposes of ASEAN are:

• To accelerate the economic growth, social


progress and cultural development in the region
through joint endeavors in the spirit of equality and
partnership in order to strengthen the foundation for
a prosperous and peaceful community of Southeast
Asian Nations.
• To promote regional peace and stability through abiding
respect for justice and the rule of law in the relationship
among countries of the region and adherence to the
principles of the United Nations Charter;

• To promote active collaboration



and mutual assistance
on matters of common interest in the economic, social,
cultural, technical, scientific and administrative fields;

• To provide assistance to each other in the form of


training and research facilities in the educational,
professional, technical and administrative spheres:
•To collaborate more effectively for the greater utilization
of their agriculture and industries, the expansion of their
trade, including the study of the problems of international
commodity trade, the improvement of their transportation
and communications facilities and the raising of the living
standards of their peoples;

• To promote Southeast Asian studies; and

• To maintain close and beneficial cooperation with


existing international and regional organizations with
similar aims and purposes, and explore all avenues for
even closer cooperation among themselves.
ASEAN Community Councils
The ASEAN Community Councils came
into force on 15 December 2008. The
councils had provided the institutional
framework required to achieve the ASEAN
Community by 2015. Under the
requirements of the Charter, this forms the
newly approved organizational structure of
the ASEAN Secretariat .The ASEAN
Community Councils includes the three
pillars of ASEAN.
ASEAN Community Goals

The ASEAN Community shall be established


comprising three pillars, namely political
and security community, economic
community, and socio-cultural
community that are closely intertwined and
mutually reinforcing for the purpose of
ensuring durable peace, stability, and
shared prosperity in the region.
1) ASEAN Political-Security Community (APSC) Blueprint

The APSC Blueprint promotes political


stability, democracy and good governance
among the member countries. It also
contains the promotion and protection of
human rights and fundamental freedoms
to enhance political development. As the
rule of law, human rights is addressed as a
rules-based community of shared values
and norms.
1) ASEAN Political-Security Community (APSC) Blueprint

Under APSC, lists of specific action are to be


undertaken by ASEAN member states to
promote and protect human rights including
the rights of migrant workers, the rights of
women and children and other civil
society organizations as well as to
education and public awareness on
human rights.
2.) ASEAN Economic Community (AEC)
Blueprint

The AEC Blueprint fosters


equitable and stable economic
development on a global level. It
includes establishment of a
single market, production base
regional competitiveness.

• Facilitate the movement of goods,
services, investments, capital and
skills
• Increase trade (goods and services)
and investments among Member
States
• Promote and expand regional
production sharing and network
3.) ASEAN Socio-cultural Community (ASCC)

The ASCC Blueprint establishes a


socially responsible ASEAN
community with the view of achieving
as well as building a sharing and
caring society to fill the gap at the
country level.

The goal of the ASCC Blueprint is to


enhance the well-being and provide
equitable access to human resource.
It calls for access to primary
healthcare of the vulnerable groups
or people at risk.
2.) ASEAN Economic Community (AEC)
Blueprint
This is in line with the Declaration of the
Right to Development by the UN General
Assembly on 4 December 1986. Three
objectives are set to achieve the ASCC
Blueprinadvancing and prioritizing
education, investing in human
resource development and promotion
of decent work.t:
