Office of the Elder:
An important one
Who is an elder?
1. Religious leader of the church
 Must be recognized by the church
as a strong religious and spiritual
leader

 Must have a good reputation “with


them that are without”

2. Assistant to the pastor
 In the absence of the pastor, the
elder stands as the spiritual leader
of the church who by precept and
example must continue to seek to
lead the church into a deeper and
fuller Christian experience

3. Capable of ministering the


Word
 Should be capable of conducting
services of the church
 Must always be prepared to
minister in word and doctrine
Who is an Elder…
4. Consecrated leader
 While elder should be capable of
ministering the Word, elders should not be
chosen primarily because of social position
or because of his/her speaking ability
 But rather because of a consecrated life
and leadership ability. This should be taken
into consideration by the nominating
committee
Qualifications of Elders
1. Committed to Christ – 1 John 1:3
a. Total commitment
“You cannot exert an influence
that will transform others until your own
heart has been humble and refined and
made tender by the grace of Christ”

b. Daily commitment.
c. Time commitment.
2. Example to members
“Those who are appointed to guard
the spiritual interest of the church
should be careful to set the right
example, giving no occasion for envy,
jealousy or suspicion, ever
manifesting that same spirit of the
love, respect, courtesy which they
desire to encourage in the brethren”

you are to help each of your church
members develop the full potential of their
individual gifts for the building up of the
church.
Elders’ term of Office:
Elected for a year or two-year terms
 Maybe re-elected
 The church is under no obligation to re-
elect an elder, the church may choose
another for eldership
 Upon the election of a new elder, the
former elder no longer functions as elder,
but maybe elected to any other church
office
Ordination of Elders:
Election to the office of elder does not in itself
qualify one as an elder
 Ordination is required before an elder has
authority to function in that office
 Ordination is to be performed by an ordained
minister
 For one having been ordained as a church elder,
ordination is not required again upon re-election
to office as an elder or upon election as elder in
another church provided that regular standing in
the church has been maintained
 By the annual council of
1975, reaffirmed at the 1984
Annual Council, both men
and women are eligible to
serve as elders and receive
ordination to this position of
service in the church
Duties of Elders…
1. Foster all lines of church work
 Under the pastor & in the absence of the pastor, the elder
is responsible for fostering all departments’ activities and
church work
 Elder should maintain a mutually helpful relationship with
all other church offices

2. Maintain good relationship with the pastor


 Their work is closely related and they should therefore
work together harmoniously
 Minister should share responsibilities with the elders and
other officers and elders and officers should be willing to
accept these responsibilities

3. Conduct of church services
 Under the pastor & in the absence of the pastor,
the elder is responsible for the services of the
church and may either do it or arrange for
someone to do it

 Only ordained pastor or ordained elder can


conduct communion service

 Ordained pastor usually serves as chairperson of


the business meeting, but in his absence, the
ordained elder can officiate as chairperson

4. Baptismal Service
 In the absence of the pastor, the elder is to
arrange with the mission for the administration of
the rite of baptism

 The elder should not officiate in the baptismal


service without first obtaining permission from the
mission/ conference

5. Marriage Ceremony
 In marriage ceremonies, vows and charge and
declaration of marriage are given only by an
ordained minister

 In delivering the sermonette, offering prayer or in


giving the blessing, either the ordained pastor,
licensed or commissioned or a local ordained
elder may do so

6. To cooperate with the mission
 Should cooperate with the mission officers and department
directors in carrying out local, union, division, and General
Conference plans
 Should inform the church of all regular and special
offerings
 Should promote all the programs and activities of the
church
 Should work closely with all officers and see to it that their
reports are sent to the mission
 Should regard all correspondence from the mission as
important. Letters calling for announcements to the church
should be presented at the proper time

7. To foster worldwide work
 Should foster world mission work

 Should encourage all members to support both


the local work and the mission and world-wide
work as well

 A kindly, tactful attitude of the elder will do much to


encourage liberality on the part of the church
members both in regular church services and in
the Sabbath School

8. To foster tithing
 As one who faithfully returns the tithe, the elder
can set an example and encourage the members
to do the same
 Anyone who fails to set an example in this
important matter should not be elected to the
position of an elder or to any other church office
 The elder should regard all financial matters
pertaining to church members as confidential and
should not place such information in the hands of
unauthorized persons

9. To distribute responsibility
 Care should be observed in distributing
responsibilities, not laying too much upon some
and neglecting those with lesser talents
 The elder should be left free from other burdens to
perform effectually the many duties of this sacred
office
 The elder can requested to lead out in the
missionary work of the church, but even this can
be avoided when other talents are available
Board of Elders:
 In churches with a large membership, it is
advisable to choose more than one elder.
 The burden of the work maybe too heavy
for one and maybe shared with others
 In such event, one of them should be
designated as “first elder”

 The work should be divided among the


elders in harmony with their experience and
ability
Limitations of Authority:
 Elder is not a delegate ex-officio in
sessions, he should be elected if he is to
serve as a delegate

 An elder does not have the authority to


receive or dismiss church members.
 This is done only by vote of the church
 The elder and the church board may
recommend that the church vote to receive or
dismiss members

Deacons &
Deaconesses
Office of the Deacon:
 1 Timothy 3:8-13
 “Diakonos” – means “they that serve”
 Elected to care for several aspects of
church services as well as church
property
 Election of deacons in the early church
brought blessings
 Election of deacons now in the present-
day church brings the same blessings to
the church
Office of the Deacons…
 Deacons must be ordained
 An ordained elder before who is elected
as deacon now need not be ordained
 His ordination as elder covers it
 Deacons are not authorized to preside at
any ordinances of the church, business
meetings, or even the reception or
transfer of members
Board of Deacons
 Formed when there is sufficient number of
deacons
 Head Deacon is the chairman
 Head deacon is a member of the church
board
 Board of deacons distributes responsibilities
and coordinates deacons’ contribution to
the well-being of the church
Duties of Deacons:
1. Assistance at Services and meetings
 Welcome members and visitors and assisting
them if needed to their seats
 Stand ready to cooperate with pastors and
elders to make the meetings function well

2. Visitation of Members
 Board of Deacons assigned the members to
each deacon for visitation in their homes

3. Preparation for Baptismal Service
 Preparation must be done with no confusion
and no delay

4. Assistance at the Communion Service


 Provide everything needed at the footwashing
(towels, basins, water, buckets or pails)
 After the service, they see to it that the vessels
and linens are washed and returned to their
proper place

5. Care of the Sick and the Poor
 Duty to care for the sick, relieve the poor, aid
the unfortunate
 Money from the church fund should be
provided for this work

6. Care and Maintenance of Church property


 In church where there’s no building committee
assigned to take care of the property, the
deacons take charge
Office of the Deaconess
 Romans 16:1,2
 “included in the official staff of the early
Christian Church
 Elected to office
 Does not follow that when her husband was
elected deacon, she will be elected deaconess
 Deaconesses are to be chosen from the
standpoint of consecration and other
qualifications that fit her to discharge the duties
Duties of Deaconesses:
1. Assistance at Baptisms
 Ensure that female candidates are cared for
before and after the baptism
 Also give counsel as to the kind of garment
suitable to wear during baptism
 When baptismal gowns are used, they see to it
that they are laundered and properly kept for
future use

2. Arrangements for communion service
 Assist in the ordinance of footwashing, giving
especial aid to women visitors or newly baptized
women
 Prepare the table linen, towels, emblems, etc.
and see to it that these cloths are washed after

3. The Care of the Sick and the Poor


 Cooperate with the deacons in doing this ministry
Board of Deaconesses:
 Formed when there are several
deaconesses elected in the church
 Head Deaconess is the chairman
 This board is authorized to assigned duties
to individual deaconesses

Sabbath School:

 Primary religious education

Sabbath School 4 Purposes:

 1. study of the Scripture

SS Specific Missions:
 Distribute the SS Bible Study Guide for
all ages levels
 Provide designs for SS programming
within the context of the various world
division cultures
 Provide resources and training system
for SS teachers
 Promote world mission Sabbath School
offerings
Sabbath School Council:
 Administrative body of the Sab. Sch.

 Consist of the following


 Superintendent – to serve as chairperson
 Assistant superintendent
 Secretary & assistant secretary
 Division leaders & investment secretary
 PM leaders,
 ChM coordinator/ VBS director
 An elder and/or a pastor
Sabbath School Council:
 Responsible for the successful operation
of the entire Sabbath School thru the
leadership of the superintendent
 Should meet regularly as needed to
affect proper coordination of program for
all divisions

 Should ensure that program helps and


materials including SS Bible Study
Guide are available to members
Sabbath School Superintendent:
 Leading officer & administrator of the Sabbath School & all
divisions
 Plans for the smooth and effective operation of the
Sabbath School

 Should support the plans and emphasis of the SS


department of the mission
 Call and chair the Sabbath School Council & in-charge of
the teachers’ meetings
 Receive from all division leaders all agenda items
pertaining to the operation & finances of the SS and
present them to the SS Council

 Implement the decisions of the SS council


Assistant Superintendent:
 One or more asst. supt. maybe elected
 Maybe assigned specific responsibilities such as
promotion of SS Evangelism and world missions,

 Coordinate weekly mission emphasis & plan &


promote offering goals

 Foster & coordinate evangelistic outreach plans

 Care for membership by checking SS records with


church membership records

 Make & implement plans to increase SS attendance &


membership
Sabbath School Secretary:
 Faithfulness, accuracy, and Christian courtesy are
especially necessary in the work of the secretary
 Keep all records called for on the official report form
supplied by the mission

 Distribute supplies to the teachers and gather class


records & offerings from each division

 Ensure that various divisions are supplied with materials


needed
 Keep record of the weekly SS offering, 13th SS offering,
B-day/Thanks offering, investments & SS expense off.
 Keep minutes of the SS Council meetings
Sabbath School Asst. Secretary:
 In the absence of the secretary, assumes the
secretary’s responsibilities
 Should be present at each Sabbath School
Service, ready to assist by doing whatever the
superintendent or the secretary may require

 If desired, the asst. secretary may act as


secretary of the teachers’ meetings & report to
the secretary any business that should be
recorded
Sabbath School Division leaders:
 Elected for each division of the Sabbath
School by the Church Board
 Arrange for the weekly program of the
Sabbath School

 Ensure that there is adequate physical


facilities and supplies of the SS Bible Study
Guide as well as goal devices, charts, &
other teaching aids
Sabbath School teachers:
 Chosen by the Sabbath School council and
approved by the Church Board to serve for one
year
 Should have an aptitude for teaching & be
willing to improve their teaching ability

 Should be diligent in preparation, punctual in


attendance, and set an example in the daily
study of the SS Bible study guide
 Regular teachers’ meeting is recommended
Sabbath School Lessons:
 SS officers should do all that is possible to
encourage regular, systematic study of the
Word of God.
 SS Bible Study Guide is designed to
encourage the habit of daily feasting on
the Word
Sabbath School offerings:
 All to be carefully recorded by the SS
secretary
 With the exception of the SS expense
fund, all SS offerings are to be divided
50/50 between the church and the
world mission funds to be sent to the
mission
Sabbath School Quarterly Report:

 Should be completed immediately after the last


Sabbath of the quarter and mailed to the
mission
 Should have presented to the quarterly
business meeting of the church

 The SS secretary takes care of the preparation


and submission of these reports, noted by the
Superintendent

Clerk
 Who keeps the
record of church
members?
An important Office:
 Church clerk has one of the most
important church offices

 Upon the proper administration of the


clerk depends the efficient functioning of
the church
An important Office:
 Like all other office, clerk is elected on a
1-year or 2-year term although,

 because of the importance of this office,


one who can be reelected on repeated
term can be chosen
Duties of the Clerk:
1. Serves as secretary of all the business
meetings of the church
 As such, he/she should keep an accurate and
correct record of all those meetings
 If for some reason the clerk is absent,
arrangement should be made for the assistant
clerk to take responsibility

1. No names to be added or removed
without vote of the church
 No name can be added or removed by the
clerk on the action of the church board alone
 Clerk has no authority to add or remove any
name without the vote of the church except in
cases of death
 When a member dies, the clerk should, at an
early date, record the date of the death
opposite the name in the membership book

 The church clerk handles the correspondence
between the individual members and churches
in the transferring of church membership

Delegates
 The church clerk on authorization of the
church board issues credentials for all
delegates representing the church to all
sessions, sending it promptly to the
mission

5. Regarding reports
 It is the duty of the clerk to furnish promptly
certain report forms (annual or quarterly)
 It is important that they send it on time to the
mission as these reports are important for the
accuracy of reports prepared by other
organizations of the world church
 Information for these reports is to be secured
from the various departmental leaders

6. Concerning church records
 The clerk is the keeper of the church records
 These records should be carefully preserved
 All records and account books of the various
church officers are the property of the church
 They are to be surrendered to the newly
elected clerk at the expiration of the term or
 To the church anytime during the term on
request of the pastor or elder

Treasurer: A Sacred Work:
 Treasurer is called to an important and
sacred task

 The treasurer can greatly encourage


faithfulness in the returning of tithe and
deepen the spirit of liberality on the part of
the church members
 Anyone who fails to set an example in
faithfully returning tithes should not be
elected to the position of a treasurer
Duties of the Treasurer:
1. Custodian of All Church Funds
 Conference/mission funds
 Local church funds
 Funds belonging to the auxiliary organizations
of the local church
Duties of the Treasurer:
1. Custodian of All Church Funds
 All funds are to be deposited by the treasurer
in a bank in the name of the church
 This is a separate bank account that is not to
be combined with any other personal account
 Surplus church funds maybe deposited in
savings accounts upon authorization of the
church board
Treasurer to take note:
1. Conference/Mission Funds
 Includes tithe, all regular mission funds and
funds for especial mission projects
 At the close of each month or more often if
requested by the mission, the treasurer is to
remit the mission funds
 The church may not borrow, use, or withhold
such conference/mission funds for any
purpose

2. Local Church Funds
 Includes funds as church expense, church
building and repair funds, and the church funds
for the poor and needy
 These funds belong to the local church and are
disbursed by the treasurer only by authorization
of the church board or church business meetings
 However, the treasurer shall pay from the church
expense funds all bills for local church expense
authorized by the church board such as rentals,
janitor, light, fuel, insurance, etc.
 Treasurer is to secure receipts for all bills paid

3. Funds of Auxilliary Organizations
 Includes funds as church outreach programs,
funds of various departments, and may include
church school funds
 These funds belong to the auxiliary organizations
of the church and may be disbursed only by the
order of the aux. org. to which they belong
 The treasurer shall give receipts for all funds
received for these funds
 On receiving money from the church treasurer,
the secretary or leader of the auxiliary
organization shall give a proper receipt to the
treasurer
Safeguarding the Purpose of Funds:
 All offerings and gifts contributed by an individual
to the church for a specific purpose be used for
that purpose.
 Neither the treasurer nor the church board has
the authority to divert any funds from the
objective for which they were given
 This is also true with the tithes members has
returned. Neither the treasurer nor the church
board can divert it or use it for other purpose
 Auxiliary funds are held in trust by the church
treasurer and may not be borrowed or diverted
Money for Personal Literature Order:

 Money for personal orders of


literature, books, pamphlets,
magazines, and subscriptions for
periodicals is cared for by the church
treasurer in areas where an ABC
does not exist
Proper Method for Payment of
Money by Members:
 The treasurer should urge that all money paid in
by church members be placed in the tithe &
offering envelopes, instructing the members to
list the various items and amounts, and to make
sure that the money enclosed equals the total
shown .
 Members should sign in their names and
address on the envelopes
 Checks and postal notes should, wherever
legally possible, make sure such checks or notes
are payable to the church and not to any
individual
Receipt to Church members:
 Receipts should be issued promptly for
all money received, no matter how
small the amount, and a strict account
of all receipts and payments should be
kept by the church treasurer

 All general offerings not in the


envelopes should be counted by the
treasurer in the presence of another
church officer, preferably the deacon,
and a receipt given to such officer.
Proper Method of Remitting
Funds to the Mission
 In sending remittances to the mission,
all checks, bank drafts or money orders
should be made payable to the mission
and not to any individual

 The duplicate sheet from the church


treasurer’s book or a voucher should be
enclosed with the remittance.
Preservation of Financial Documents:

 Financial documents, vouchers, or


receipted bills should be secured for all
funds received and disbursed in
accordance with the system authorized
by the local conference/mission
Books should be audited:
 The mission treasurer or some other
individual appointed by the mission audits
the church financial records, usually once
a year.

 The church treasurer’s books and other


church financial records relating to the
work of the treasurer of the church, church
school or any other organization maybe
called for and inspected any time by the
conference/mission auditor, pastor, or any
other authorized by the mission/church.
Treasurer’s Report:

 Reports of all funds received and


disbursed should be presented at the
regular business meetings of the church,
and copy of these reports be given to
leading officers of the church.
Vacation Bible School Director:

 Leads in organizing, promoting, and


launching community evangelism through
Vacation Bible School
 In small churches, this responsibility maybe
given to Children Ministry leader
Music
Place of Music in Worship:
 Music can be a great power for good, yet we do not
make the most of this branch of worship. The
singing is generally done from impulse or to meet
especial cases, and at other times, those who sing
are left to blunder along, and the music loses its
proper effect upon the minds of those present.

 Music should have beauty, pathos, and power. Let


the voices be lifted in songs of praise and devotion.

 Call to your aid, if practicable, instrumental music,


and let the glorious harmony ascend to God, an
acceptable offering.

How to sing?
 Sing with spirit and understanding

 The singing is not always done by a few. As


often as possible, let the entire congregation
join.

 This part of the service is to be carefully


conducted, for it is the praise of God in song

 Maybe appointed by the SS Council to lead
the music of the Sab. School
 Plan with the division leaders for the
presentation of this phase of worship each
Sabbath

 Pianist or organist (not necessarily the Music

Ministries
Personal Ministries:
 Provides resources and trains
church members to unite their
efforts with the ministry and
church officers in the final
proclamation of the gospel of
salvation in Christ
Personal Ministries Aim:

 To enlist every member in


active soul-winning service
for God
Personal Ministries Council:
 Guides the missionary outreach efforts
of the church.
 Enlist the members’ involvement in
outreach activities sponsored by PM
 Literature distribution
 Bible course enrolments
 Entry events such as stop-smoking clinics, cooking
class, stress management, etc
 Bible studies, public evangelistic meetings, seminar
evangelism
Personal Ministries Council…
 Be responsible for the planning and
implementation of the annual ingathering
campaign.
 Train and lead members in Christian
witnessing such as:
 Classes on How to Give Bible Studies
 Classes on Personal Witnessing
 Operation of the Adventist Community Services

 Encourage reporting thru PM secretary
 Supervise the Community Services of the
church
 Cooperate with the mission PM department in
carrying out the programs of the department
 Authorize disbursement of local PM funds

 Elected by the church to lead in training and
directing the church in active missionary
outreach
 Chairperson of the Personal Ministries Council

 May need assistants to coordinate Bible


correspondence school, Bible evangelism,
literature distribution, ingathering, small group
ministries, members’ training and other means
to enhance the church soul-winning program
Personal Ministries Secretary:
 Elected by the church to serve as
representative of the Adventist Book Center
for all departments of the church

 Work closely with the PM leader in developing


the outreach program of the church
Community Service/
Dorcas Leader:
 Important feature of the outreach activities of the
church

 Gathers and prepares clothing, food, and other


supplies for the poor and needy and unfortunate

 Works in close cooperation with the deacons and


deaconesses

 Includes more than material aid, it encompasses


also adult education, visiting, home nursing,
counseling, and other services
Adventist Men:
 Another subsidiary group within the
Personal Ministries

 Chief outreach (missionary) programs


carried on by this group are lay preaching
efforts, prison ministry and community
services

 Works with people with disabilities

Ministries
Health Ministries:
 Accepts its responsibility to make
Christ known to the world and
believes this includes a moral
obligation to preserve human dignity
by obtaining optimal levels of
physical, mental, and spiritual health

 Ministers to those who are ill and
extends to

 The prevention of disease through


effective health education and
leadership in promoting optimum
health, free of tobacco, alcohol, and
other drugs and unclean foods
Health Ministries Council:
 Where practical, maybe appointed to lead out
in developing a schedule of health ministries,
designed to provide dedicated health
leadership to the church and the community
 Members are:

Women's Ministries
 Women's Ministries is the department that ministers to
the spiritual, emotional, physical and social needs of
women.
 It encourages women to improve their potential and
participation in the mission of the church.
 It provides a support system for hurting women, and a
forum to help address topics and issues as they affect
women in and out of the church.
 It promotes programs to mentor young women and
encourages college young women academically
through a scholarship program.

caring nature, a clear spiritual
understanding of God's design for
women, and a burden for women's
broad needs and concerns.

can experience growth.

varied needs.

 Program Development
 The leader will work with her committee and the pastor to
develop and implement Women's Ministries programs or
seminars, and network with existing support groups active in
the church.

 She and her committee may decide to sponsor such programs


as support groups for abused women, support for elderly
members, single parents, health care, hygiene, time
management, grief recovery, spiritual care (discipleship),
witnessing, personal devotions, self-improvement, and support
for women married to non-believers, etc.

 Other activities may include prayer breakfasts, literacy


programs, day care, and programs for the elderly.

 It is the responsibility of the local church Women's
Ministries leader to chair the Women's Ministries
committee.

 She will encourage ideas and plans that maximize


women's contribution to the mission of the church.

discussion, and facilitate group cohesion through
personal sharing, prayer, and fellowship.

Contributions
 It is the leader’s responsibility to keep the church
membership informed of Women's Ministries and its
contributions to church life.

 This responsibility includes allotting time during personal


ministries, announcement period, or Sabbath school to
share with the congregation at large.

 This responsibility includes being a liaison between the


women of the church and the church board members,
assisting the board members to keep in view the needs of
the women in the church and recognizing the Women's
Ministries as a significant and vital part of church growth
and church dynamics
Family
Ministries
FM Objective:
 To strengthen the family as a discipling center.
 The family was established by divine creation as the
fundamental human institution and is the primary
setting in which values are learned and the capacity
for close relationships with God and with other
human beings is developed.

 Family Ministries seeks to enable families to


stretch toward divine ideals, while at the same
time extending the good news of God's saving
grace and the promise of growth possible
through the indwelling Spirit.
FM Tasks and Focus:
 Focuses on people in family relationships

 Reinforces and encourages wholesome


families as they pass through life's
predictable stages and contend with
unexpected changes in their lives
FM Tasks and Focus:
 Extends hope and support to those who have
been injured and hurt by abuse, family
dysfunction, and broken relationships.

 Provides growth opportunities through family


life education and enrichment and encourages
individuals, married couples, and families to
avail themselves of professional counseling
when necessary.
FM Specific Tasks:
 Preparation of resources and leadership
development to equip pastors and lay leaders
to offer services to the community in the areas
of
 premarital guidance,
 strengthening marriage, and
 parent education,
 with attention also given to extended families,
 single parenting,
 step-families and
 the family needs of singles.

 Chair the Family Ministries Committee

 Represent the needs and interests of families through


membership on the church board, and to coordinate FM
plans with the overall church program

 Inform the pastor and church board of Family Ministries


concerns and achievements and encourage funding and
support for the ministry to families

 Identify church and community resources which foster


relational growth and provide help to meet critical needs,
and to heighten awareness of these resources among
church leaders
