        M/s BHEL sub vendor M/s L&T had commenced the
construction of Coal Handling Piers in the CRZ zone water
body in Jan 2021. But in July 2021, local villagers and an NGO
filed a case in the Hon'ble High Court of Madras objecting the
construction of civil works in the water bodies in the
Kosathaliyar River challenging that the construction activities
are being carried out in the deviated route of MOEF approved
route and sand filling causing hindrance to the fishermen
activities. As a result, civil work in the external coal handling
system area from TH-1 to PR 30 was halted on 26.07.2021.
The Joint Action Committee (JAC) has directed that before
resuming any further work in the external coal handling
system area along the Kosathaliyar River, revised approval for
the coal corridor along the existing route must be obtained
from the Ministry of Environment, Forest, and Climate Change
(MoEF).
An Environmental Impact Assessment (EIA) study was carried
out by Cholamandalam MS Risk Services, and the report was
submitted in March 2023. Based on the findings of the EIA,
MoEF has directed to execute the work in the original MoEF
approved route in the Kosathaliyar River area.
        TANGEDCO had given clearance to M/s BHEL to
proceed with the erection activities in the original MoEF
approved route on 27.09.24
        M/s. BHEL has demanded to issue change order and
revised cost approval to proceed with the re-engineering
activity and submitted revised cost. The matter is currently
under discussion, and further meeting with M/s. BHEL is
scheduled on 26.11.2024. However, M/s BHEL has
requesting 23 months period for completion of
reengineering, supply and erection of the coal corridor
works (for Coal handling system and Sea Water Intake
Piping) in the new route of approx. 2126 M length.
