COMPREHENSIVE AGRARIAN REFORM LAW (CARL)
Pursuant to Republic Act. 6657 was implemented to include all agricultural lands not only to lands devoted to rice and corn. Instituted the Comprehensive Agrarian Reform Program (CARP) to promote justice and industrialization. Under this, the stock distribution option (SDO) is allowed as one of the non-land transfer schemes.
PROGRAM FOR DECENTRALIZED EDUCATIONAL DEVELOPMENT (PRODED)
Instituted in all public elementary schools to enhance the quality standard of education in the said level. For secondary education, the Secondary Education Development Program (SEDP) was likewise adopted.

JUSTICE SYSTEM
Death Penalty was abolished to give the criminals a chance to rehabilitate. For capital offenses, the penalty imposed was reclusion perpetua or life imprisonment
HEALTH SECTOR
Generic Act, Republic Act (RA) No. 6675 promote drug safety and ensure the adequate supply of drugs at the lowest price. Community Health Service was also established in every locality.
MARCOS RETURN TO PHILIPPINES
On May 23, 1989, former senator Arturo Tolentino and former solicitor general Estelito Mendoza submitted a petition that prayed for the Supreme Court issue a writ of mandamus to compel the issuance of travel documents to former President Marcos and his family. Aquino Administration refused on the ground that their return would endanger the national security and the nation al interest of the country.
REVIEW OF RP-US MILITARY BASES AGREEMENT (MBA)
The review of MBA between the US and the Philippines led to an agreement of increasing to $1.2 billion of the total amount of US economic and military aid to the Philippines during the last two years of it. On September 16, 1991, the Philippine Senate, by a vote of 12-11, rejected the RP-US Treaty Of Friendship, Cooperation and Security, which will take place at the expiration of RP-US MBA.
ERUPTION OF MT. PINATUBO
Series of volcanic eruptions caused by Mt. Pinatubo took place from July 12 to 15, 1991. Considered as the worlds worst volcanic eruption in the 20th century.
JULY 16, 1990 EARTHQUAKE
On July 16, 1990 at 4:26 in the afternoon (DST), two strong earthquakes struck Luzon.
URING IN ORMOC, LEYTE
Typhoons and floods such as Uring in Ormoc, Leyte on November 5, 1991, had caused the wear and tear of many roads and highways.
EL NIO
The Philippines suffered economic losses from El Nio in 1990-1992, PhP 4.1 B in damage was recorded mostly in agriculture.
