Introduction
The Sangguniang Kabataan (SK) is the main platform for youth
involvement in governance in the Philippines, tasked with delivering programs
on education, health, livelihood, and empowerment. In Barangay Namnama,
Isabela, SK officials are expected to represent youth interests and implement
programs that promote their welfare. However, the effectiveness of these
programs largely depends on the satisfaction and participation of the youth.

Challenges such as limited funding, political interference, lack of training,


and low youth engagement often hinder SK performance. While some initiatives
like sports events and clean-up drives are appreciated, others lack sustainability
or relevance. Additionally, successful programs may go unnoticed due to poor
communication.

There is a lack of focused research on youth satisfaction with SK services,


especially in rural areas like Namnama. This study aims to assess the level of
satisfaction among the youth regarding SK services, identify the types of

CONCEPTUAL FRAMEWORK
According to the principles and provisions of Republic Act No. 10742, also
known as the Sangguniang Kabataan Reform Act of 2015, SK officials are
mandated to uphold transparent, accountable, and youth-driven governance.
The law emphasizes that SK leaders should not only represent the youth but
also serve as advocates and implementers of meaningful programs that address
the specific needs and interests of young people in their respective barangays.
In this regard, youth satisfaction becomes a crucial measure of how
effectively the SK fulfills its responsibilities. It is based on the idea that
satisfaction is shaped by several important components of service delivery.
These include the type and scope of programs provided—such as educational
support, sports and recreation, health initiatives, and leadership training—as
well as their accessibility, relevance, efficiency, and overall impact on the
youth. In addition, the level of youth involvement, the clarity of communication,
and the responsiveness of SK officials all contribute to the level of satisfaction
among the young constituents.

RESEARCH PURPOSE STATEMENT:

The purpose of this study is to assess the level of satisfaction among the
youth in Barangay Namnama, Isabela, regarding the programs and services
delivered by the Sangguniang Kabataan (SK) officials. As the primary body
representing the youth in local governance, the SK is expected to implement
initiatives that promote education, health, livelihood, leadership development,
and community engagement. This study aims to examine how relevant,
accessible, and effective these programs are in meeting the actual needs and
interests of the youth. Furthermore, it seeks to explore the various factors that
influence satisfaction levels, such as the quality and efficiency of service
delivery, the clarity of communication, inclusiveness, and the extent of youth
participation in planning and implementation. Through this, the study intends to
generate meaningful insights that can guide the improvement of SK initiatives,
strengthen youth involvement, and ensure that governance at the barangay
level becomes more responsive, inclusive, and impactful for young constituents.

RESEARCH PARADIGM
The Input which includes the independent variables such as the Profile
of the participants in terms of: Age,Educational Attainment and Sex. The
Satisfaction of Youths in the Delivery of Service in SK Officials as assessed by:
Barangay Officials, Sangguniang Kabataan Officials and Katipunan ng
Kabataan . Significant difference on the Satisfaction of Youths in the Delivery
of Service in SK Officials. Significant difference in the Satisfaction of Youths in
the Delivery of Service in SK Officials when grouped according to their profile
The process frame consists of Assessing the profile of the respondents.
Assessing The Satisfaction of Youths in the Delivery of Service in SK Officials as
assessed by: Barangay Officials, Sangguniang Kabataan Officials and
Katipunan ng Kabataan . Assessing the Significant difference on the
Satisfaction of Youths in the Delivery of Service in SK Officials and Assessing
the Significant difference in the Satisfaction of Youths in the Delivery of Service
in SK Officials when grouped according to their profile The Output frame it is
the concept the researchers are trying to explain and predict on the

SIGNIFICANCE OF THE STUDY


Youth of Barangay Namnama. Enables them to voice their
opinions, concerns, and level of satisfaction with the services
provided by SK officials.
Sangguniang Kabataan (SK) officials. Provides them with a
clear understanding of how their services are perceived,
helping them to align their initiatives more closely with the
actual needs and interests of the youth.
Barangay officials and local government units (LGUs).
May also gain valuable insights to better support SK activities
and strengthen youth development at the community level.
Researchers. Promotes transparency, accountability, and the
continuous improvement of youth services in the barangay.
Future Researchers. may use the findings as a basis for

SCOPE AND DELIMITATION OF THE STUDY

This study aims to evaluate the satisfaction of youths in the


delivery of service in SK Officials in Barangay Namnama, Isabela and
the respondents of the study are composed of 3 groups of
respondents; Barangay Officials, Sangguniang Kabataan Officials and
Youth members of Namnama, Isabela using total enumeration for
primary groups of respondets and simple random sampling for second
group of respondents. This includes youth respondents aged 15 to 30
years old, who are bona fide residentsM of Barangay Namnama and
who have participated in or are aware of SK programs and services
within the past year. Meanwhile, the exclusion criteria individuals who
are below 15 or above 30 years old, non-residents of the barangay,
and those who have not engaged with or have no knowledge of the
SK’s programs or activities.

DEFINITION OF TERMS
Barangay Officials. Elected officials of the barangaygovernment who
oversee local governance, provide guidance, support, and resources to the
SK and its programs.

Delivery of Service. The process by which SK officials plan, organize,


implement, and evaluate various youth programs and activities, how well
the services are executed and how accessible or beneficial they are to the
intended youth population.

Katipunan ng Kabataan (KK) Members. Composed of Filipino citizens


aged 15 to 30 years old who reside in the barangay and are registered in
the official list of youth voters.

Republic Act No. 10742. Also known as the Sangguniang Kabataan


Reform Act of 2015, this law governs the structure, duties, and
responsibilities of SK officials in the Philippines. It mandates SK councils to

DEFINITION OF TERMS
Sangguniang Kabataan (SK) Officials. These are elected youth leaders,they
are responsible for planning, implementing, and evaluating youth-related
projects and services in accordance
with RA 10742.

Satisfaction. Refers to the perceived level of approval, contentment, or


fulfillment felt by the youth beneficiaries in relation to the programs, services,
and performance of SK
officials.

CHAPTER 2: SYNTHESIS
The present study shares similarities and differences with the study
of Lamuas (2023) on the implementation of the SK Reform Act in Cauayan
City, Isabela. Both studies highlight that SK officials and youth are generally
aware of the SK's roles and mandate under RA 10742. A key similarity is the
low level of active youth participation despite this awareness, indicating a
gap between policy and engagement. Satisfaction levels in both areas are
also similar, with youth respondents generally feeling neutral to moderately
satisfied. However, differences emerge in the specific challenges faced:
Cauayan City struggles with procedural issues like poor mobilization and
budgeting, while Namnama may experience more severe resource
limitations or different dynamics in collaboration with local councils. These
variations influence how youth perceive SK services and their overall
impact.

DATA GATHERING TOOL


In gathering the data needed the researchers used the
questionnaire as their primary tool to gather information necessary
for the study regarding the level of satisfaction of youths in the
delivery of service in SK Officials in Namnama, Isabela. The
questionnaire will be patterned on the study of Chua, L. L., et al.
(2020) entitled “Performance of Sangguniang Kabataan Officials in
Barangay Adlay as Mandated by Republic Act No. 10742” The
questionnaire consists of two (2) parts. Part I elicited items on the
respondents’ profile while Part II the level of satisfaction of youths
in the delivery of service in SK Officials in Namnama, Isabela

DATA GATHERING PROCEDURE


A letter request will be made by the researchers. The letter will
be addressed to the Dean of College of Criminal Justice Education
to be checked by the research adviser requesting permission to
conduct the study before the conduct of formal survey. Moreover,
the Institution Review Board, IRB or informed consent form will be
obtained in the proper office to uphold ethical standards of the
research and conformed in all the rules and regulations of the
conduct of research.
A request letter by the researchers for permission to Barangay
Captain of Namnama, Isabela will be sought to conduct their study
will be sought. The distribution of survey questionnaire will be
done by the researchers themselves and will wait being filled-up by
the respondents for easy retrieval and to prevent it from getting

DATA ANALYSIS/STATISTICAL TOOLS


The following statistical tools will be used for the analyzation of the
data that will be gathered: Frequency and percentage counts will be used to
analyze the profile variables of the three groups of respondents. Weighted
mean will also be utilized to analyze the level of satisfaction of youths in the
delivery of service in SK Officials in Namnama, Isabela.
It will further analyzed using 3-point Likert scale below:
