Tourists on a jungle safari

Saturday evening after
their canter broke down in
Zone 6 during the return
journey. The vehicle, car-
rying men, women and
children, developed a
technical snag, leaving

The Forest Department
has banned three canter
drivers—Kanhaiya,
Shahzad Chaudhary and
Liyaqat Ali—and guide
Mukesh Bairwa-II, hold-
ing them responsible for
negligence. Officials said

the tourists, forcing one
passenger to seek help at
a forest chowki, where
staff allegedly delayed
their response.

A chilling case resem-
bling the Meerut drum
murder has emerged in
Khairthal-Tijara, where
the body of a young man
was found stuffed in a
blue drum on a rooftop in
Adarsh Colony on Sun-
day. The deceased was
identified as Hansaram
alias Suraj, a resident of
Shahjahanpur, Uttar
Pradesh, who had been
living in a rented house
with his wife Sunita and
three children for the past
six weeks.
Police said his throat
was slit and salt sprinkled
over the body to hasten
decomposition. Han-
saram reportedly drank
frequently with Jitendra,
the landlord’s son, who is
now missing along with
Sunita and the children.
The discovery was made
after the landlord’s wife,
Mithlesh, complained of
a foul odour. Police have
launched a search for the
missing family members

misconduct with a
female employee
has been reported at Jai-
pur Airport. The incident
took place at Terminal-1
on Saturday night, where
a passenger behaved
inappropriately with a
woman staff member in
the duty-free area. The

scheduled to travel from
Jaipur to Bangkok on an
AirAsia flight, misbe-
haved with the duty-free
female staff. Following

Jaipur: A 64-year-old retired army officer died after
allegedly being run over by a car while he was
cycling in Jaipur’s Gandhi Path area, police said on
Sunday. The accused woman driver was released on bail
while her vehicle was seized and driving licence cancelled
as further probe is underway, they said. The police said in-
cident happened on August 15, retired Army Captain Narsa
Ram Jajda was cycling on the Gandhi Path stretch when an
SUV mowed him down before speeding away. The incident
was captured on a CCTV that showed a car running over a
man in white T-shirt and then fleeing from the spot.
Baran: Bapcha police in Baran have arrested a
brother and sister with 3.95 kg of illegal can-
nabis. The two have been identified as Lucky Ya-
dav and Heena Yadav of Lanka Colony. SHO Budhram
Jat said that the two were arrested during a blockade
and drugs were recovered from their bags. A case has
been registered against them under the NDPS Act and
started investigation. ASP Rajesh Chaudhary took ac-

State govt to spend `100 cr on developing

The State govt will spend Rs 100 crore for Maharana
Pratap Circuit. Chapli & Chittorgarh have also been
included in this circuit, which will cover 150 kms with his-

Authority (JDA) organ-
ised a special Samadhan
Camp on Sunday, at the
Citizen Service Centre in
the JDA premises. The
main objective of the
camp was the quick and
proper resolution of cas-
es related to JDA’s online
services whose deadlines
had already expired.
Inspecting the camp,
Jaipur Development
Commissioner Anandhi
said that the camp was
especially organised for
cases that had been pend-
ing for a long time. The
JDC informed that, in
line with instructions
given to the Dy Commis-
sioners for speedy dis-
posal of long-pending
cases, 410 applicants
with marked cases were
invited to attend.
134 attended while
251 remained absent.
Of the total cases, 188
were resolved, 37 were
cancelled/disposed of
due to non-compliance
with rules, and in 105
cases, further action
was required at the ap-
plicant’s end.

police will launch a spe-
cial drive ‘Surakshit Sa-
far (Safe Travel) from
September 1 to strength-
en the safety of school
and college-going girls.
Under the campaign, it
will be mandatory for all
school buses to be
equipped with GPS sys-
tems and CCTVcameras.
Police verification of bus
drivers and conductors
will also be compulsory,
officials said.
The decision was tak-
en at a meeting chaired
by the DCP (Traffic)
where instructions were
issued to rectify deficien-
cies in safety arrange-

The drone testing at
Ramgarh Dam has turned
into a farce. So far, five
attempts have been made
to fly the drone, out of
which three ended with
the drone crashing to the
ground. The first two
times it fell in the catch-
ment area, and today it
crashed in Gopalgarh vil-
lage. Villagers recorded
videos of the fallen drone
in the field and circulated
them on social media.
The drone was first flown
on 12 August, the launch
day of the artificial rain
programme. On that day,
it was flown 3 times, but
twice it crashed in catch-
ment area. The reason
being cited for crashes is
improper GPS signals.
This has increased
public distrust in the arti-
ficial rain programme.
People are saying that
Ramgarh Dam would fill
only if encroachments in
Ban Ganga and its tribu-
taries were removed.

enrolment this year while
private schools have wit-
nessed an increase. Ac-
cording to data, enrol-
ment in 68,000 govern-
ment schools across the
state has fallen by 1.42 l
compared to last year. In
contrast, private schools
have crossed the 91 lakh
mark in enrollment. Last
year, private schools had
admitted over 89.50 l stu-
dents which have now
risen to 91.43 lakh.

These three incidents ex-
posed the alliance of India’s
justice system, national se-
curity, and so-called ‘hu-
man rights organizations.’
In all these cases an in-
visible but highly active
and impressive thread is
clearly visible—and that is
some NGOs, Muslim or-
ganizations, and high-pro-
file lawyers suddenly be-
come active. Each time a
terrorist or deadly criminal
is caught, an entire network
comes into action: expen-
sive legal aid and the media
erecting and presenting a
picture of ‘human rights’
on international forums—
as if everything has been
cooked in advance.
On 3 January 2025, in a
historic verdict in the
Chandan Gupta murder
case, Special Judge V.S.
Tripathi convicted 28 ac-
cused associated with the
Muslim community and
sentenced them to life im-
prisonment. But this deci-
sion was not just a punish-
ment—it was a courageous
step to break the silence,
which the country’s judi-
cial system has been ignor-
ing till now. In his judg-
ment, Justice Tripathi said
in clear terms, “Every time
a terrorist is caught, some
NGOs provide expensive
lawyers to protect him.
Where the funding of this
legal aid comes from, who
gives, and what its final
purpose is—it should be
investigated in depth.
Judge Tripathi pointed
out a well-planned network
of organizations and identi-
fied seven whose role has
been found suspicious. - 1.
Citizens for Justice and
Peace,Mumbai;2.People’s
Union for Civil Liberty,
Delhi; 3. Release Forum; 4.
Alliance for Justice andAc-
countability, New York; 5.
Indian American Muslim
Council, Washington DC;
6. South Asia Solidarity
Group, London; and 7. Ja-
miat Ulema-e-Hind Justice.
He sent a copy of this order
and directed the Union
Home Ministry and the Bar
Council of India to initiate
an institutional inquiry to
investigate the mutual alli-
ance and the functioning of
these organizations.
Jamiat Ulema-e-Hind is
the same organization that
actively advocated for the
accused in the Bombay
train blast case. Similarly,
in the Kanhaiyalal murder
case, this organization also
provided legal assistance to
the accused and appointed
a team of senior lawyers,
like Dr. S. Muralidhar, to
protect them. Kamlesh Ti-
wari’s killers were also pro-
vided legal protection. The
role of Ulema-e-Hind was
not limited to these matters
only. It has advocated for
theaccusedinmanyserious
cases challenging the coun-
try’s security and social
harmony. These included
the 26/11 Mumbai terror at-
tack, theAkshardhamTem-
ple attack of 2002, the 2010
PuneGermanBakerybomb
explosion, the Chinnaswa-
my Stadium blast in Ben-
galuru, the Jhaveri Bazaar
serial blast of 2011, con-
spiracies related to Indian
Mujahideen and Simi, the
Ghatkopar bomb blast, and
cases of Uttar Pradesh re-
lated to theAl-Qaeda mod-
ule and ISIS.
In all these cases, the le-
gal assistance given by
these organizations to the
accused raises the question
of which ideology and pur-
pose protect people in-
volved in anti-national ac-
tivities? Is not the attach-
ment of foreign funds in
judicial cases in India a
crime? Also, its funding
sources, foreign relations,
and transparency of legal
intervention now need ex-
tensive investigation and
public discourse.
At the same time, the
NGOs who name illegal in-
filtration as ‘refugee rights,’
after losing in the court,
knock on the door of the
Supreme Court and blow
off the Indian law in the
nameof‘educationrightsof
children.’When they oper-
ate from New York, Lon-
don, and Washington, this
question is natural: are they
really human rights organi-
zations, or part of a foreign
lobby dissolving the slow
poison in India’s social and
legal structure?
The thinking thing is that
when famous lawyers like
Dr.RajivDhawan,Prashant
Bhushan, Colin Gonzalvis,
and Kapil Sibal stand in Fa-
vour of a Rohingya intrud-
er, why do the same law-
yers remain silent for thou-
sands of victims? Not only
this, but ten expensive and
influential lawyers of the
country protest against the
petition to stop forcible
conversion, and 22 top law-
yers openly protest against
the petition challenging the
place of worship, including
the current and former
MPs, MLAs, Law Minister,
Home Minister, Foreign
Minister, and Education
Minister—so the question
arises: what is the biased
advocacy in the name of
justice? This is the reason
that such important cases
have been pending for
years. The behaviour of the
top lawyers raises the ques-
tion whether advocacy has
now become a ‘fee-based

this, the fees of the lawyers
should be public, their
property and income tax
details should be transpar-
ent, fees should be charged
only through banking me-
diums, and in special cases,
through affidavit, it should
be declared the name of the
payee.This is not a political
demand but requires moral
responsibility and transpar-
ency. When doctors and
journalists can be account-
able, why not a lawyer?
Honouring the freedom
of the court and lawyers is
certainly necessary, but this
freedom cannot be free
from responsibility. Now
the time has come to raise
some basic and serious
questions.The first demand

warning that has been ex-
posed by Special JudgeTri-
pathi in his judgment is an
opportunity—a voice that

is, will we support him, or
will we wait for a sacrifice
of Kanhaiyalal next time?

ence Day address sought to blend economic
promise with national resolve. His emphasis
on next-generation reforms in the Goods and Ser-
vices Tax was a signal that the government is prepar-
ing to re-energise consumption and demand. The
Group of Ministers on Rate Rationalisation, expect-
ed to meet soon, will likely set the stage for what the
Prime Minister described as a “Diwali bonanza.” If
implemented wisely, such reforms could simplify
compliance, reduce anomalies, and place more mon-
ey in the hands of consumers—an essential boost for
the economy. Equally striking was the renewed em-
phasis on Swadeshi. Self-reliance, Mr. Modi under-
lined, remains central to India’s progress. This theme
has gained momentum in his recent speeches and
amid global uncertainties, where supply chain dis-
ruptions and geopolitical rivalries highlight the need
for domestic strength. The challenge lies in ensuring
that reforms and self-reliance complement each oth-
er rather than slip into protectionism. Balancing
openness with resilience will define the Prime Min-
ister’s economic vision.

he much-anticipated meeting between US
President Donald Trump and Russian Presi-
dent Vladimir Putin in Alaska has ended
without any tangible breakthrough. Trump had hoped
to secure at least an agreement on a ceasefire in
Ukraine, but the talks failed to yield even that mini-
mum result. His remark afterwards — “no deal till
there’s a deal” — underscored both his frustration
and the absence of progress.
For Ukraine, the lack of a ceasefire means Russian
troops retain freedom to advance further, tightening
Moscow’s grip on the battlefield and making peace
even more unachievable. This failure casts doubt on
Washington’s ability
to use high-level di-
plomacy to alter the
course of the war. It
also raises questions
about the prepared-
ness and leverage of
the US negotiating
position going into
such a crucial en-
counter.
Putin, by contrast,
emerges stronger. He
came to Alaska with-
out conceding ground
and left without hav-
ing to make commit-
ments. For him, sim-
ply sitting across the
table with the Ameri-

terms reinforced Russia’s image as a global power able
to withstand Western pressure. The fear that looms is

The optics matter. While Trump stressed that talks

face of a determined Russia. Diplomacy thrives on
persistence, but symbolism matters as much as sub-

Jammu: The Army
on Sunday de-
ployed helicopters
and several columns in
the cloudburst-hit Jodh
Ghati village of Jammu
and Kashmir’s Kathua
district, officials said. The
calamity struck the village
and Janglote amid heavy
overnight rains, leaving
seven persons dead. Sev-
eral army columns were
inducted into the operation
in the affected areas to
rescue stranded people
and evacuate the injured
to hospitals, the officials
said. An Army helicopter
deployed for rescue opera-
tions in Ghatti airlifted 15
people to hospital, they
added. The Dhruv heli-
copters airlifted injured to
a hospital in Pathankot in
Punjab. Troops from Rising
Star Corps are working
on the ground with police,

families, providing food and
medical care, the officials
said.

left vacant as panchayat
and civic elections are
scheduled for December.
Since the establish-
ment of the State Elec-
tion Commission in
1994, a total of seven
commissioners have held
the post. They include
Amar Singh Rathore, NR
Bhasin, Indrajit Khanna,
AK Pandey, Ram Lub-
haya, Prem Singh Mehra
and Madhukar Gupta, all
retired IAS officers.
The State government
appoints the Election
Commissioner at its dis-
cretion. Previous six com-
missioners were IAS of-
ficers of the Chief Secre-
tary rank with Prem Singh
Mehra being the only ex-
ception. Mehra, after tak-
ing voluntary retirement,
assumed the post while
servingasPrincipalSecre-
tary. The tenure of the
Commissioner is six years
or until the age of 65,
whichever comes earlier.
MadhukarGupta,appoint-
ed on 14 August 2022, is
set to retire after three
years of service as he
reachestheagelimitof65.
Appointing a new
commissioner is an uphill
task, as only a senior IAS
officer, serving or retired,
holds the post. Earlier, the
eligibility was restricted
to officers of the Chief
Secretary rank. However,
theVasundhara Raje gov-
ernment in 2017 made a
significant change to the
rules, allowing eligibility
of officers of the Princi-
pal Secretary rank also.
Following this amend-
ment, Prem Singh Mehra,
then Principal Secretary
(Finance), was appointed
Commissioner after tak-
ing voluntary retirement.
The present govern-
ment has a very limited
choice of candidates for
the new commissioner.
Only two names meet the
eligibility criteria, PK
Goyal,whoretiredinFeb-
ruary 2023, and Rajesh-
war Singh, who retired in
July 2024. Both retired as
Additional Chief Secre-
taries and are still two to
three years away from
reaching the age of 65.
A few serving IAS of-
ficers at the level of Ad-
ditional Chief Secretary
or Principal Secretary are
also under consideration,
who could be appointed
as commissioners after
taking voluntary retire-
ment. Among them, the
names of Shubhra Singh
and Anand Kumar are
being discussed as they
are due to retire in about
six months and twenty-
two months, respectively.
It is said that Anand
Kumar had earlier de-
clined the offer to become
the Chairman of the
RPSC. However, in the
changed scenario, he may
now be willing to take up
the role of the State Elec-
tion Commissioner.
Significantly, the new
commissioner will
shoulder the crucial and
highly sensitive respon-
sibility of conducting
panchayat and local
body elections. In this
context, it is essential
for the government to
have complete trust in
the new commissioner,
who will be required to
take several major deci-
sions related to the elec-
toral process.
Earlier, Ram Lubhaya
had clashed with the then
BJP government while
Prem Singh Mehra faced
differences with the then
Congress government

day, said Rajasthan Uni-
versity of Health Sci-
ences (RUHS) will be
upgraded into Rajasthan
Institute of Medical Sci-
ences (RIMS) on the
lines of AIIMS, Delhi.
The project will involve
a phased expenditure of
Rs 750 crore. He directed
officials to accelerate de-
sign and planning works
and ensure timely com-
pletion. Sharma empha-
sised strengthening gov-
ernment hospitals across
the state, including the
capital, to reduce the pa-
tient load on large hospi-
tals like Sawai Man Sin-
gh Hospital. He instruct-
ed that free medicines for
senior citizens above 70
should begin as a pilot
project in one district and
later expand statewide.

maintenance works, the
CM stressed quality, suf-
ficient medicines at
CHCs and PHCs, and
continuous recruitment
to fill vacant posts.

UP IN KOTDA, SAYS VASUDEV DEVNANI
Ajmer: Assembly Speaker Vasudev Devnani said
the Rs 29-cr satellite hospital in Kotda will meet
critical healthcare needs with 50 beds, diagnostics,
treatment, and free medicines. On Sunday, he inaugurated
a Rs 30-lakh CC road in Kotda Krishna Colony, follow-
ing internal roads worth Rs 71 lakh. He highlighted major
development in Ajmer North, including three drinking water
reservoirs worth Rs 270 crore, a 132 KV GSS at Hathib-
hata, and a super-speciality block at Jawaharlal Nehru
Hospital. Today, he will lay the foundation for the six-lane
Lohagal–Janana Hospital road, costing Rs 20.28 cr.

ing to experts, the role of
both directors is crucial
in decision-making and
issuing work orders
after tenders. Recently
in July, a Rs 476 crore

(FRT) in Jaipur Discom
was cleared despite the
absence of a regularly
appointed Financial and
Technical Director,
which drew objections.
Questions have also
been raised over how

specialty medical camp on Independence Day, at Pink Star Hospital,
Mansarovar Extension. Hospital Director Dr Rajvendra Singh Choudhary
and JSG Gold President  Camp Convener Rajkumar Baid informed that
specialists from Neurosciences, Cardiology, Orthopedics, Gynecology,
Dentistry, and Physiotherapy extended services. Secretary Manish
Chandwad, Founder President Rakesh Godha, and Former President
Surendra Patni shared that free CBC, ECG, BP, Sugar, Height, and Weight
tests were conducted, with MRI, CT Scan, and other tests offered at 20%
discount. The camp witnessed participation of Jain leaders including

Just nine days after the death of T-84 Arrow- head, seven-year-old tiger T-120 Ganesh has shown symptoms of a bone tu- mour. A tumour has ap- peared on Ganesh’s right shoulder, while his left canine tooth is also bro- ken, making hunting in wild a challenge for him. T-120 Ganesh is neph- ew of Arrowhead and the son of T-63 Chanda. Ex- perts believe that nearly 80 percent of Rantham- bore’s tigers are linked to a single gene pool (T-16 Machli). While tiger numbers have risen, preserving their quality and genetic diversity has become the biggest challenge. First India Bureau Sawai Madhopur Tourists on a jungle safari in Ranthambore National Park were left stranded on Saturday evening after their canter broke down in Zone 6 during the return journey. First India Bureau Khairthal-Tijara A chilling case resem- bling the Meerut drum murder has emerged in Khairthal-Tijara, where the body of a young man was found stuffed in a blue drum on a rooftop in Adarsh Colony on Sun- day. The deceased was identified as Hansaram alias Suraj, a resident of Shahjahanpur, Uttar Pradesh, who had been living in a rented house with his wife Sunita and three children for the past six weeks. Police said his throat was slit and salt sprinkled over the body to hasten decomposition. The main objective of the camp was the quick and proper resolution of cas- es related to JDA’s online services whose deadlines had already expired. Inspecting the camp, Jaipur Development Commissioner Anandhi said that the camp was especially organised for cases that had been pend- ing for a long time. So far, five attempts have been made to fly the drone, out of which three ended with the drone crashing to the ground. Ac- cording to data, enrol- ment in 68,000 govern- ment schools across the state has fallen by 1.42 l compared to last year. In contrast, private schools have crossed the 91 lakh mark in enrollment. Last year, private schools had admitted over 89.50 l stu- dents which have now risen to 91.43 lakh.

The accused in the Kan- haiyalalmurdercase(2022) in Rajasthan got bail, the accused in the 2006 Mum- bai local train blast was ac- quitted after two decades due to lack of evidence, and the historic decision was pronounced by V.S. Trip- athi on 3 January 2025. These three incidents ex- posed the alliance of India’s justice system, national se- curity, and so-called ‘hu- man rights organizations.’ In all these cases an in- visible but highly active and impressive thread is clearly visible—and that is some NGOs, Muslim or- ganizations, and high-pro- file lawyers suddenly be- come active. Each time a terrorist or deadly criminal is caught, an entire network comes into action: expen- sive legal aid and the media erecting and presenting a picture of ‘human rights’ on international forums— as if everything has been cooked in advance. On 3 January 2025, in a historic verdict in the Chandan Gupta murder case, Special Judge V.S. Tripathi convicted 28 ac- cused associated with the Muslim community and sentenced them to life im- prisonment. But this deci- sion was not just a punish- ment—it was a courageous step to break the silence, which the country’s judi- cial system has been ignor- ing till now. In his judg- ment, Justice Tripathi said in clear terms, “Every time a terrorist is caught, some NGOs provide expensive lawyers to protect him. Where the funding of this legal aid comes from, who gives, and what its final purpose is—it should be investigated in depth. Judge Tripathi pointed out a well-planned network of organizations and identi- fied seven whose role has been found suspicious. - 1. Citizens for Justice and Peace,Mumbai;2.People’s Union for Civil Liberty, Delhi; 3. Release Forum; 4. Alliance for Justice andAc- countability, New York; 5. Indian American Muslim Council, Washington DC; 6. South Asia Solidarity Group, London; and 7. Ja- miat Ulema-e-Hind Justice. He sent a copy of this order and directed the Union Home Ministry and the Bar Council of India to initiate an institutional inquiry to investigate the mutual alli- ance and the functioning of these organizations. Jamiat Ulema-e-Hind is the same organization that actively advocated for the accused in the Bombay train blast case. Similarly, in the Kanhaiyalal murder case, this organization also provided legal assistance to the accused and appointed a team of senior lawyers, like Dr. S. Muralidhar, to protect them. Kamlesh Ti- wari’s killers were also pro- vided legal protection. The role of Ulema-e-Hind was not limited to these matters only. It has advocated for theaccusedinmanyserious cases challenging the coun- try’s security and social harmony. These included the 26/11 Mumbai terror at- tack, theAkshardhamTem- ple attack of 2002, the 2010 PuneGermanBakerybomb explosion, the Chinnaswa- my Stadium blast in Ben- galuru, the Jhaveri Bazaar serial blast of 2011, con- spiracies related to Indian Mujahideen and Simi, the Ghatkopar bomb blast, and cases of Uttar Pradesh re- lated to theAl-Qaeda mod- ule and ISIS. In all these cases, the le- gal assistance given by these organizations to the accused raises the question of which ideology and pur- pose protect people in- volved in anti-national ac- tivities? Is not the attach- ment of foreign funds in judicial cases in India a crime? Also, its funding sources, foreign relations, and transparency of legal intervention now need ex- tensive investigation and public discourse. At the same time, the NGOs who name illegal in- filtration as ‘refugee rights,’ after losing in the court, knock on the door of the Supreme Court and blow off the Indian law in the nameof‘educationrightsof children.’When they oper- ate from New York, Lon- don, and Washington, this question is natural: are they really human rights organi- zations, or part of a foreign lobby dissolving the slow poison in India’s social and legal structure? The thinking thing is that when famous lawyers like Dr.RajivDhawan,Prashant Bhushan, Colin Gonzalvis, and Kapil Sibal stand in Fa- vour of a Rohingya intrud- er, why do the same law- yers remain silent for thou- sands of victims? Not only this, but ten expensive and influential lawyers of the country protest against the petition to stop forcible conversion, and 22 top law- yers openly protest against the petition challenging the place of worship, including the current and former MPs, MLAs, Law Minister, Home Minister, Foreign Minister, and Education Minister—so the question arises: what is the biased advocacy in the name of justice? This is the reason that such important cases have been pending for years. The behaviour of the top lawyers raises the ques- tion whether advocacy has now become a ‘fee-based service.’Special Judge VS. Tripathi Commenting on this, the fees of the lawyers should be public, their property and income tax details should be transpar- ent, fees should be charged only through banking me- diums, and in special cases, through affidavit, it should be declared the name of the payee.This is not a political demand but requires moral responsibility and transpar- ency. When doctors and journalists can be account- able, why not a lawyer? Honouring the freedom of the court and lawyers is certainly necessary, but this freedom cannot be free from responsibility. Now the time has come to raise some basic and serious questions.The first demand isthatthesourceoflegalaid should be made public to the accused involved in ter- rorism, anti-national, and high-profilecases.Also,the fees of those lawyers, cli- ents,andsourcesoffunding who advocate these cases should also be revealed in a transparentmanner.Inaddi- tion,afairinvestigationinto theactivitiesofNGOs,their foreign links, and their op- erations is necessary. The judiciary should no longer take decisions from the point of view of collective national interest. If we re- main silent on these issues today, then tomorrow also the judiciary will also rule the silence and conspiracy. This responsibility is not only for the government or the court but also for every conscious citizen. The State government appoints the Election Commissioner at its dis- cretion. Previous six com- missioners were IAS of- ficers of the Chief Secre- tary rank with Prem Singh Mehra being the only ex- ception. Mehra, after tak- ing voluntary retirement, assumed the post while servingasPrincipalSecre- tary. The tenure of the Commissioner is six years or until the age of 65, whichever comes earlier. MadhukarGupta,appoint- ed on 14 August 2022, is set to retire after three years of service as he reachestheagelimitof65. Appointing a new commissioner is an uphill task, as only a senior IAS officer, serving or retired, holds the post. Earlier, the eligibility was restricted to officers of the Chief Secretary rank. However, theVasundhara Raje gov- ernment in 2017 made a significant change to the rules, allowing eligibility of officers of the Princi- pal Secretary rank also. Following this amend- ment, Prem Singh Mehra, then Principal Secretary (Finance), was appointed Commissioner after tak- ing voluntary retirement. The present govern- ment has a very limited choice of candidates for the new commissioner. Only two names meet the eligibility criteria, PK Goyal,whoretiredinFeb- ruary 2023, and Rajesh- war Singh, who retired in July 2024. Both retired as Additional Chief Secre- taries and are still two to three years away from reaching the age of 65. A few serving IAS of- ficers at the level of Ad- ditional Chief Secretary or Principal Secretary are also under consideration, who could be appointed as commissioners after taking voluntary retire- ment. Among them, the names of Shubhra Singh and Anand Kumar are being discussed as they are due to retire in about six months and twenty- two months, respectively. It is said that Anand Kumar had earlier de- clined the offer to become the Chairman of the RPSC. However, in the changed scenario, he may now be willing to take up the role of the State Elec- tion Commissioner. Significantly, the new commissioner will shoulder the crucial and highly sensitive respon- sibility of conducting panchayat and local body elections. In this context, it is essential for the government to have complete trust in the new commissioner, who will be required to take several major deci- sions related to the elec- toral process. Earlier, Ram Lubhaya had clashed with the then BJP government while Prem Singh Mehra faced differences with the then Congress government over these elections.
