Rabii, the Director of the Bureau of State Payroll Services for the Office of the State Comptroller (OSC), provides oversight and direc on of payroll policy, planning, and opera ons for one of the largest centralized payrolls in the world. With over 25 years of experience in fiscal management, human resources, payroll and change management, he’s led organiza onal changes that improved work environments, enhanced customer service, and streamlined opera ons. Robin successfully introduced new ini a ves since coming to OSC in 1999. He effec vely led a collabora ve effort to implement statewide performance measures and standards in the Payroll community; improved the rela onships between State Agency users and OSC; and he established new business units to improve communica on, training and quality assurance. Robin chairs the New York State Payroll Users Group, which he founded in 1999. He is a member of NASACT (Na onal Associa on of State Auditors, Comptrollers and Treasurers), the American Payroll Associa on, and is a Fellow of the State Academy for Public Administra on. In 2005, Robin was a recipient of the Governor’s award for excellence in State Government service.
