  • #6: ITaaS Specific workshops are now under way with agency leads on Action Plan deliverables – the ICT as-a-Service (Roadmaps) workshop took place on the 29 January Strategic Procurement planbs Action Plan item 7.06 – Deliver ICT Procurement Reform (short term) The short term reform will drive quick wins including: increases to minimum quote thresholds a simple ICT contractual framework for ICT procurements up to $1 million early and up-front market engagement will be embedded into all projects during business case development Outcomes Faster, agile and simplified means by which to engage Red tape reduction SME growth opportunities Better business cases
  • #7: ITaaS The electronic communication and collaboration panel (email) is currently being finalised (On Shore) Responses to IaaS panel ITO under evaluation – operational by the end of April SAM is now operational – WOG implementation has been structured to incorporate a phased approach, 3 agencies have been identified for a POC Action Plan deliverables 8.01 Government cloud strategy launch and associated guidance/decision framework documentation – end of February 8.02 Government as-a-service policy - which includes an off shore data policy will be released on the QGCIO portal (under initiatives) this week.
  • #8: Relates to ICT Strategy 2013-2017 and ICT Strategy Action Plan alignment: 7.03 (Develop a new ICT sourcing policy), 7.06 (Deliver ICT procurement reform – short term) Commenced in November 2013 – ongoing until Feb/March 2014 Aim to understand the major pain points of the ICT industry and Queensland Government when supplying or purchasing ICT capability Key findings Significant lag between changing ICT vision and ICT procurement practices. Urgent need for strategic ICT leadership function to play an agile and empowering role Significant lack of real ICT procurement experience and commercial acumen within the public sector – this frustrates the public sector more than the ICT industry. No two Agencies follow the same process. A tendency to focus on effects rather than causes in ICT procurement pain (WoG ICT procurement policy change is not the primary issue) The cost of procurement processes – both the public and the private sector accept that Queensland pays twice due to poor and slow process. Delivery of customer capability is challenged by ICT procurement processes (not policy)
