- 7. SEBI’ Role The offer document is now made public. Companies making their first public issue are eligible to do so only if they have 3 years of dividend paying track record preceding an issue. Companies are required to get their issues rated by an official rating agency while making any public issue. All brokers are required to register themselves with the stock exchange in which they wish to operate. Brokers are required to maintain separate accounts for clients. Stock brokers are required to have their books audited.
