Synthesis
Climate is changing We have to pay attention to our weather and environment and plan accordingly Precipitation (not just typhoon strength and directions) is an important info to have Man made factors have a contribution Risk assessment and proper land development Look at water security and demand trends Social responsibility needs to consider poor and vulnerable sector
Practical considerations Accessing data Interpreting data Taking action
Disaster response Complacency is a luxury we cannot afford Executives and administrators have obligations to invest in knowledge and skills to deal with disasters and emergencies (logistics, supply chain) Inventory of suppliers very useful There is a science to disaster response operations. Should not be patron-donor driven. There seems to be heavy reliance on foreign assistance and coordination.
First do no harm Context: Do not rush to help in a site with your local contacts only (think with brain not with heart) Needs assessment: Relief needs to be planned, coordinated and calibrated. Trust networks and umbrella organizations. Information and intel are tools. If your only tool is media and news report, think twice. Redundancy and oversupply are also reality. Do not donate useless things/expired goods We need to have protocols in dealing with crowd and mob – Priorities on recipients. Accountability with donors and beneficiaries
Dealing with inequity and priorities Prevention & preparedness is still the sensible approach and cost-efficient way Rehab must be integrated with disaster response No choice but we need to work with government (both national and local) – but careful with police harassment. Protect your volunteers (water, food, environment, rotation) BCP considerations – cellphone, headcounts. Donors’ fatigue is a reality
New concepts Capacity building of non-leaders Localized sophisticated technology Food for work Cash for work Future: rehab approaches: geographical or sectoral rehab?
