- 3. Mother Tongue Based-Multilingual Education (MTB-MLE) in the Philippines is an approach in education that begins teaching with the learner's first language, also known as the mother tongue, before adding Filipino and English.
- 4. The MTB-MLE strengthens the development of the appropriate cognitive and reasoning skills enabling children to operate equally in different languages starting with the mother tongue.
- 5. In addition to the landmark D.O No. 74, s 2009, a learners right to learn in his or her mother tongue was further reinforced in section 4 of R.A 10533, paragraph 3 of the enhanced Basic education program of 2013, which states that;
- 6. For kinder garten and the first three(3) years of Elementary education, instruction teaching materials, and assessment shall be in the regional or native language learners.

GOALS AND PROVISION OF MTB-MLE • The goal of strong MTB-MLE program is that students will become fully bilingual, biliterate and bicultural and achieve a quality education. • MTB-MLE specific curriculum developed specifically for children who do not understand or speak the official school language when they begin school. • The mother tongue of the learner shall be primary medium of instruction for teaching and learning in the kindergarten level in public schools.
