Scenario 1: Target audience = AMU implementers  Combine IPP and Master Plan Spend 20-30% of effort on IPP/IMP formulation Spend 70-80% of effort on Project Plans formulation Make separate Project Plans for  for example : Teaching & Learning Research Community services Student services HRM Finances Facility management Library & information services ICT infrastructure Most time will probably be spent on  clarifying : what the user departments re. 1-8  want what they will be  able  to do – their absorbtion capacity for ICT
Scenario 2: Target audience = donors Spend 50% of effort on IPP formulation 50% on Master Plan and Project plans Content of IPP: extensive context information solid analysis of opportunities and threats in the environment reference to BPR process + realistic assessment of organizational strengths and weaknesses clear structuring of actual ICT topics conclude with priorities – consistent with the analysis! Indicate what AMU will do anyway, and for what you may require external support  Form of IPP: main document max 15 pages details in annexes
