STAFF DEVELOPMENT
 Staff development is a crucial element in the process of
changing an extension organization.
 It viewed as the activities & programs that help staff members
learn about responsibilities, develop required skills,
competencies necessary to accomplish institutional and
divisional goals and purposes, and grow personally and
professionally to prepare themselves for advancement in the
institution or beyond the campus.
CONTD.,
 Because job descriptions, individual goals & even mission of
the institution, division or department may change, staff
development plans will be reviewed on a regular basis.
 Changes to the staff development plan shall be made as
needed. Both the supervisor and the staff member must agree
upon changes.
STAFF DEVELOPMENT POLICY SHOULD BE DIRECTED TOWARD
THE FOLLOWING OBJECTIVES:
 Clarify expectations for the continued professional education
of each staff member
 Specify the options available for staff improvement
 Make clear the connection between continuous professional
development and institutional rewards
 Ensure adequate funding for staff development activities
 Purposefully determine staff development activities based
upon a careful assessment of staff member needs
 Employ accepted methods of teaching and learning in staff
development activities.

DEVELOPMENT OF LEADERSHIP
 Globalization & free economy have opened up as pandora
box where each organization is facing a stiff competition not
only from organization of its own country but also from
outsiders of geographical territory.
 Fundamental shift in landscape has led business community
to need of re-emergence & re-dedication to the art of
leadership.

Staff training and leadership development
 According to Baldwin and Ford (1988), the success of leadership
development is influenced heavily by the quality of the
programme, level of support and acceptance from superiors, and
the characteristics/learning style of the person being developed.
 Some commentators differentiate between leadership
development and leader development, the former being used
when referring to development programmes focusing on collective
leadership in an organisation and the latter on individuals.

Staff training and leadership development
Leadership development is a common process in succession
planning, which aims to produce high-calibre leaders to take over
senior positions when they become vacant. High-performers are
typically identified for these leadership development programmes,
which may be longer-term and broader than programmes focusing on
tighter end-goals.
“Leadership is a matter of intelligence, trustworthiness,
humaneness, courage & discipline..reliance on
intelligence alone results in rebelliousness”
– Sun Tzu (Chinese scholar)
