- 2. 58% of children do not complete primary education in India. HIGH • Increase in student attendance after Sarva Shiksha Abhiyan (SSA). • Substantial increase in educational investment under SSA. LOW • Teacher to Student ratio is 1:80. highly far from ideal 1:30. • 10 crore children are two or more years below their grade level. • 53.2% standard 5 student could not read text from standard 2.
- 3. Reasons 1. Lack of application oriented teaching in schools (report of PISA). 2. Lack of School Management Committees (RTE norm) in many schools. 3. Even if SMCs are formed parents members and teachers remain unaware of the responsibilities. 4. Over 99 percent of the 7.95 lakh teachers who appeared for the latest Central Teacher Eligibility Test, a benchmark for teacher eligibility, failed to clear the exam. 5. Teachers absence rates nearly 25%. 6. 36% of all sanctioned posts of teachers in country lying vacant (more than 6.5 lac in number) 7. 12% of teacher’s time is spent in not-teaching activities.

Promising Facts • NGOs working for the betterment of primary education use method of Activity Based Learning (ABL) to improve the understanding for students. • More than 35,000 NGOs are working for education and literacy in India, around 10,000 from which more inclined towards primary education. • Organizations like Vigyan Ashram, Akshar Nandan, Grammangal and individual like Arvind Gupta and Krishna Kumar have given better teaching model than traditional ones. • Organizations like VolunteeringIndia have placed more than 3000 skilled foreign volunteers in India in different schools and orphanages.

We will build a network of trained volunteers working with educational NGOs in nation. • A network of volunteers trained by selected NGOs will be created. • A central authority consisting of official from ministry of education and members of some profound NGOs will decide the yearly plan for the whole network. • Volunteers will train the teachers of the assigned schools for academic subjects. • Resources will be provided to all the schools under the network for interactive learning (ex. Telescope to teach the geography).
- 6. Network Model • Central Authority : Ministry of Human Resource Development + members of Profound NGOs. • Schools Management Committees Headmasters + selected Parents members + coordinator (from selected NGOs) • Volunteers Trained members of selected NGOs
- 7. Working Model • Central Body will assign the Coordinators to the schools. • Coordinators with help of HMs will design course schedules for schools. • Volunteers will be appointed and managed by coordinators. • Volunteers will train teachers and teach students.
- 9. Impact Volunteers Volunteers will get chance to work on the important issues. Teachers Quality of teaching will increase to great extent. Students The most important stakeholder here will be student. He/she will get benefit of quality education.
- 10. Challenges • RTE norms must be followed to achieve the goal. • SMCs strictly required in each school. • Volunteers must maintain consistency. • Volunteer coordination is important.
