Why should I receive this Scholarship?
There are so many things I can say about myself, but one for
certain is my unquenchable thirst for learning. However, I have
experienced some traumatic times in my life as a young child
age 5-year-old and an impending teenager age 12-year-old I lose
first my mom and then my dad and the hardest thing anyone can
go through is losing both parents.
I felt like my worst had out weighted my good, I remember that
God is so and that he would never put more on me then I could
bare. This quote reminds me so much of how I felt at only 12
years old. “The Journey of ‘’A Thousand Miles begins with one
Step” Why I say it reminds me of me, is because this journey of
even getting to the 12-grade seemed like a journey I would not
have made it without my mom and dad. But I took that one step
and I did not stop.
I am now my class Salutatorian. I did it all on my own with the
help of God. Because it was many nights of homework, my
grandmother could not help I just had to figure it out on my
own. I am a very perspicacious young lady who drives for more
learning is pushed into overdrive. I feel like this scholarship is
for me because of my ability to not trip over stumbling blocks
in life but to step over them!
I also feel like this scholarship will help me further my
education and help me obtain my degree in culinary arts. When
I earn this degree, I will like to take things a little bit further
and become and entrepreneur and own my own chain of
restaurants.

1. Define the fundamental responsibilities and key
characteristics of the Chief Information Officer (CIO) and Chief
Technology Officer (CTO) within health care organizations.
Make one (1) recommendation where they can utilize their
expertise to assist with employee and patient satisfaction.
Support your response with related examples of such expertise
in use
The responsibilities of Chief Information Officer and The
Chief Technology Officer in healthy organization have with no
doubts become very strategic and very critical towards the
success of a health care organization. This position is
responsible for managing the technology of an organization and
health care organizations are no exceptions. Director of
technology or technical services are the names that were used to
refer to those who were responsible of technology before it was
transformed to Chief Technology Officer although the names
are still used to date in small organizations. The responsibility
of the director of technology was to manage the hardware and
live in the data Centre. Managing infrastructure was also their
responsibility as well as technology management. A visible
leader was required for this position who could respond well
towards technology when requested and do so in such a way that
even those who do not understand technology could also
understand.
The chief technology officer has undoubted role in health
care organizations. Many health organizations are realizing the
need for employing Vice President, CTO who highly participate
in governing committees and work closely with the other
administration and other clinical leaders. The Vice President
Chief Technology Officer will report to the Chief Information
Officer. The main duty is to develop and to lead the
infrastructure strategy and the technology and makes sure that it
is in line with objectives of the organization. This position is
also responsible for making sure that the overall IT visions and
strategy are established. The CTO will bring knowledge and
experience to support standards, procedures and service and
also performance management. The VP CTO already has the
knowledge of the IT trends in the health care which include
computing and the technology. IT in health organizations
applied in building health information exchanges, the planning
for ICD-10, for continuously improving the security
infrastructure and therefore CTO position has become as critical
as any other position in the health care organization.
2. Suggest two (2) developing technologies that health care
systems should use in order to improve health care processes
and thus increase the quality and lower the cost of health
services. Provide a rationale to support your response.
To improve health care process and also to improve the
quality of services while lowering the cost of health services
there are various developing technology strategies being used in
the health care organizations Technology has greatly improved
how healthcare providers take care of their patient. The methods
of diagnostic procedures and treatment have greatly changed
with the changing technology. Pharmaceutical devises needed
for treatment and diagnosing have also greatly improved with
the improved technology. The improved medical technology has
come with many benefits which are felt by both the care
providers and the patients.
Among the many advantages is the improved diagnosis
whereby by technology has greatly helped in the invention of
medicines and equipment which will help to diagnose the
patient effectively. Thanks to technology we have thing like X-
ray machines, CAT-scans which diagnose the condition of the
patient accurately without any mistake. The tradition method of
palpation which the physicians went through using their naked
eyes has now stopped. This method has many errors unlike
nowadays where due to technology machines which are highly
technical usually avoid human errors and provide adequate
assessment of the patients. Great wonders have also been
brought to the health care fields by medical technology. Most
diseases that were regarded as untreatable can now be treated.
Diseases such as diabetes which were regarded as long-
term are easily curable due to the improved level of technology.
Improved medicines and equipment are now available for such
diseases. New documentation and analysis techniques have also
been brought by the new technology. The patient’s history of
both the present and the past can now be stored in computers.
This information is important in monitoring the health of the
patient. Information stored in computers is easy to access than
looking for the same information in loaded paperwork. This
will provide the needed information about the patient any time
and at any station in that hospital.
3. Determine two (2) significant methods that health care
systems should use in order to prevent misuse of information
and protect data privacy and thus achieve a high level of
security of health information. Provide a rationale to support
your response.
In order to prevent misuse of information and protect data
privacy in health care systems several measures must be put
into considerations. This will achieve a high level of security of
health information. Due to the changes of security within an
industry, in case there are leakages of information it becomes a
very big issue. Some of the measure that should be taken to
protect this information includes performing a risk assessment.
Understanding where there is a threat and the vulnerability of
the patient is the first step taken in performing a risk
assessment. Ways of accomplishing risk transfers and mitigation
ways are also new emerging threats. Mitigation of threats in
healthcare organizations is also changing. Unlike in the past
where the IT department was given directions and money that
they were supposed to deploy technology which is latest that
was a narrow way to solve the problem and that was not where
most vulnerability lied.
Another strategy that can be used to protect data privacy in
health care organizations is developing a PHI security. This
means developing a security strategy which is appropriate
depending on the information that one is having. This means
that you are not only trying to understand the information and
where it is but also coming up with a strategy of protecting that
information. Once the information has been identified, it is
important to let the employee know and any other members who
are a part of that system. It is also important to have a third
party coming in to bring a new perspective during the stages of
assessment and also help in creating a strategy. In case there is
an inner team they must be keener in dealing with that
information. Another important thing that should be done is to
add experts in case there is breach occurring somewhere this
means having someone trustworthy in the organization and also
having an outsider who will take care of the risk that the health
care organization is exposed to.
4. Suggest one (1) strategy for health care organizations to train
providers in using technology in health care. Provide a rationale
to support your response.
Health care providers are trained so that they are able to
tackle any situation no matter how crucial they find themselves
in. With the advanced technology we have simulation training
which will provide conducive learning environment for the
students as well as for the health care professionals who are
going on with their training. Simulation training is done by
imitating or representing an act by another, this is according to
the society for simulation in healthcare. This kind of learning
gives a good arena for learning and making mistakes is a
valuable part of the process and however the patient’s life is not
put at risk. Simulation training will work to bridge indoor
classroom learning and the real experiences of the clinical
officers.
With the advancement of technology in simulation
learning, opportunities of teaching medical care to students has
no boundaries and the patients simulators are as well more
advanced. Just like real humans most of them can cry, breath,
and even have a heartbeat and a pulse also. This technology can
copy every other body function of the real human being, once
they are plugged to monitors. The simulator has the ability to
recognize medications that have been injected though RFID and
they will in return respond with the expected signs. With this,
the student is able to identify wrong medicines according to
how the simulator will behave. Dr. Fatimah Lateef feels like
simulation education is more of a real thing and it provides a
platform which gives a valuable tool in learning to prevent
ethical tensions and solve dilemma in practices. For successful
training to happen in healthcare simulation must be involved
and it is obvious that simulation is only possible due t o the
advancement in technology which has made it more accurate
and excellent, Raphael-Grimm & In Zuccarini, (2015).
5. Provide three (3) best practices for effective IT alignment
and strategic planning initiatives. Justify your response.
In 2016, Galibus, Krasnoproshin, De, & Pignaton
explained that health care information technology has gone
through transformation at a very high rate thus strategic
planning becoming a major point to discuss among the CIOs,
CTOs and other IT directors. It is important for the experts to
view health IT from an IT management perspective. Some of the
practices for effective IT planning and strategic planning
initiatives include discovering and collaborating with other
planning partners. Determining the existence of strategic
planning groups which have significant maturity within the
same organization is not a common thing. It is essential to
include all other stake holders that is the customers, regulators
and other business partners. They are mainly the determiners of
strategic plan turning to be successful.
Establishing a top down and cross functional business
health IT governance which will include a steering group that
will provide oversight, share aspirations and provide strategic
direction. A focused work group will also be established by the
chattered steering committee. Broad representation from
corporate, mobilizes, program offices, field level, stakeholders
will all be included in the work group. The main work of the
work group is to engage in debates and also collaborates on
strategic issues. This group usually has meetings once after
every two months minimum whereas the health IT strategic
planning team must have meetings after every two weeks with
the sponsors.
In Round ( 2016), operationalizing the strategic plan is
also another practice for effective IT alignment. The
implementation of this plan involves the development of health
information, health IT principles, health goals and health
objectives. The action plan, milestones and measures of
performances are then developed. The other step is where then
strategic plans are linked together in the ecosystem of planning,
which is then followed by required strategic measures and other
business architecture are driven together. Budgeting is then
done on health IT portfolio management, alignment of recourses
is also done and the capital being planned to be used. The last
step is for planning the evaluating progress and it is usually
done on two times a year basis.
The above practices greatly help the CIO and CTO to
manage health IT strategically and also help in the reduction of
risks. With the practices, CIOs can easily deal with
microeconomic challenging environment and other hardships in
healthy IT and making decisions such as reduction of
operational costs, waste elimination, establishing businesses
that align well with IT and economies of scale achievements. To
achieve the above in a health care organization, the CIOs and
CTOs must come up with a good health information and health
IT strategic plan for them to be able to manage more
strategically.
