Update HarfBuzz-NG for Qt

    • 98e0a7e0a (dev), a1b4480c5 (6.9), 8261829c3 (6.8), ede1f9a8d (tqtc/lts-6.5), 6c63f3fb1 (tqtc/lts-5.15)

      We need to make sure all security critical 3rd party modules (https://wiki.qt.io/Third_Party_Code_in_Qt) are the latest one before we can release.

      It seems that harfbuzz needs an update; we are using 10.4.0 but 11.0.0 is already available:
