Document requirements necessary to generate Qt sbom in json format

      To generate a <project>.spdx.json file when building Qt, one needs to install the spdx-tools python package, and ensure it's found the build system when looking for a python interpreter.

      This is currently undocumented.

      We should add docs to mention that.
