tst_qqmlextensionplugin: skip iidCheck on static builds
iidCheck_data() builds its rows by scanning the QML imports directory
for dynamic plugin libraries. In a static Qt build the extension
plugins are linked into the application and no such files exist, so
the data table ends up empty and the QFETCH in iidCheck() triggers
testlib's fatal "no testdata available" assert, aborting the test with
SIGABRT.
Skip the test function up front on static builds instead. Shared
builds keep the current behavior, where an empty imports directory
still fails loudly.
