This PR adds a docker and dotnet capable devcontainer as the recommended codespaces image.
Also adding gitlens and omnisharp vscode extensions.
It triggers dotnet restore on the projects so omnisharp features work out of the box.
When opening this repo locally (as a devcontainer), the whole runner directory is mounted, including _layout and _dotnetsdk, so if you're not on a Linux host machine, make sure to
rm -rfthose folders first.
