create default namespaces for sample pipelines dev,stage,prod

This is a major rewrite for how the script installs Spinnaker. It utilizes the Spinnaker-Operator and Spinnaker-Kustomize-Patches

This release enables the user to make remote kubectl calls to the Minnaker instance as long as Minnaker is available on a public IP address. This also enables the user to use Telepresence for plugin development.

Change detection of public IPs (and IP refresh) to use dig on Google DNS instead of curling ifconfig.co (which has proven to be relatively unreliable).

Bump Halyard to 1.9.4
