We successfully upgraded to Issue Labeler 2.0.0 in #11262. This is a follow-up PR that:

  1. Hard-codes the pull request page_size and page_limit inputs since this repo can only successfully train pull requests downloading 1 at a time (due to GitHub's API performance on this repo and the typical count of files updates in PRs).
  2. Refine the workflows a bit further for this repo, and add comments and a markdown doc capturing the configuration (based on feedback received in other repos' onboarding)

No action is needed after merging this. We do not need to retrain or anything; it just sets us up for the future when we re-train next time that it will not need manual override of the inputs.
