[tutorials-qa] QA navigator /tutorial-navigator-qa/ returns 404; /tutorials-qa/* serve empty stubs #1675

Priority: not urgent — scheduled for tomorrow (surfaced during the 2026-08-12 PROD cutover verification).

Symptoms (live PROD, developers.sap.com)

• GET /tutorial-navigator-qa/ → 404 (full styled 404 page, ~59 KB). This is the QA-channel navigator (mirrors prod /tutorial-navigator/).
• GET /tutorials-qa/ → HTTP 200 but only ~638 bytes (near-empty stub).
• GET /tutorials-qa/tutorial-navigator/ → 200, ~640 bytes (stub).
• GET /tutorials-qa/navigator/ → 200, ~638 bytes (stub).
• A direct QA tutorial e.g. GET /tutorials-qa/hana-cloud-mission-trial-4/ → 200 but ~638-byte stub (does not render the tutorial; no op-twocol/aside).

So the QA channel's navigator 404s and the rest of the /tutorials-qa/* surface serves empty stubs rather than real content/pages.

Context

• The QA content channel was rebuilt today (rebuild-content-qa.yml, run 31555301864, success) — so this is a routing/serving gap, not missing content.
• Consistent with the known state: QA channel home built but /tutorials-qa/ root/navigator routing incomplete; navigator historically hardcodes the prod /search/.
• Regular PROD tutorials render correctly (verified post-fix(#1657): balance <div>s in CDS Shiki highlighter — restores tutorial right rail (PROD) #1674 CDS-highlight fix).

Likely area

Approuter route config for the QA channel (/tutorials-qa/* and /tutorial-navigator-qa/) and/or the QA navigator page generation. Needs the QA routes wired to the srv-qa content endpoints + the QA navigator page published/served.

Repro
