fix(admin): UI5 CDN pin 1.136.0 → 1.148.12 — PROD Admin UI outage - #2658

1.136.0 was purged from the UI5 CDN (versions removed 1yr after EOM), 404ing the admin-shell bootstrap and taking the whole Admin UI down in PROD. 1.148 is the current LTS (maintained through Q3/2027+). - admin-shell + display-app CDN loader URLs -> 1.148.12 (exact live patch) - all 32 ui5.yaml framework.version -> 1.148.12 (ui5 build resolves this) - all 53 manifest.json minUI5Version floors -> 1.148.0 Verified: ui5 build of admin-shell succeeds; dist/index.html loads 1.148.12.

PROD outage — Admin UI fully down
The admin-shell bootstraps SAPUI5 from a hardcoded CDN path
https://ui5.sap.com/**1.136.0**/resources/sap-ui-core.js. SAP has removed 1.136.0 from the CDN (versions are purged ~1yr after end-of-maintenance), so the bootstrap 404s ("The requested UI5 version is outdated and has been removed"). Since the shell is the host for all 14 admin componentUsages, the entire Admin UI is inoperable in PROD.Fix
Repin to 1.148.12 — the latest live patch of the current LTS line (1.148, maintained through Q3/2027, patches to Q3/2028). More modern than 1.136 and longer-lived.
