We use environment "Deployment protection rules" on some workflow steps to check for manual approval before GHA can continue. This puts the workflow run in a "Waiting" state.
We use this workflow to cancel previous runs when new changes are pushed. It doesn't cancel a run that is "Waiting".
If we call the Force cancel endpoint - then the previous run is cancelled as expected.
