Even a simple OS would be a very difficult thing to do. Adding multimedia requires supporting the hardware used with it. You would need drivers and such software for Modems, Graphics Cards, Sound Cards, and maybe some other stuff. Building an OS for one particular or a generalised standard system is feasable for an individual, building up an OS that supports the vast variety of PC's available is mind-bogglingly hard and would take a concerted effort from a large team (either open source communitoy or in house). The linux kernel may be a good place to start and you could probably build up a linux OS package with ready made software that would perform the tasks you need. If you understand it then you could take the open source's and glue together the bit's you need with your own code and produce an multimedia station/OS. Remember any Open Source stuff you modify will have to be released back into the open source world. I'm not trying to stop you from going for it, but you need to realise how difficult the task is. I'm curious as to what exactly you intend to use this software for? An OS covers a broad range of ideas, do have a specific purpose for why you want to make one? Just for fun? I like creating things like this, but I'm not sure where to even start in the design of one.
