[Dev-C++] Win2000 specific function unavailable

I've been trying to use a     in Dev-C++ for Windows.  However Dev-C++ =
throws an error saying :
      implicit declaration of function `int =
SetLayeredWindowAttributes(...)'


I've grepped the Dev-C++ Include directories and the =
SetLayeredWindowAttributes function is missing. Are there any plans to =
update the Include directories?

To fix this, I installed the Microsoft SDK (all 300 MB of it) and =
pointed Dev-C++'s include and lib files to it. However it now throws a =
new error:
166 c:\progra~1\micros~3\include\windef.h from =
C:\PROGRA~1\MICROS~3\Include\windows.h:161,
The specific line in windef.h says " #include <winnt.h> "
:-(    I don't know how to fix this! Someone help?
