1) I agree with this completely. Host the DevPaks, and the link should 
point to the *webpage* of the creator of the DevPak.

2) I don't think the DevPaks will EVER get above 5 GB, so for a start, 
it will be enough for sure.

3) Indeed it would be nice, but it depends on the community. If they 
download the DevPaks, and also provide new ones, it will eventually 
become "official".
