[Dev-C++] cgi script

I have a problem with a cgi script...
I upload a file on apache using a php script , no problem...
Then i tryed to read this file from a cgi script but it always sayd that
the file doesn't exist....
But it exist, and to open the file i use :
ifstream in("file.txt"):
i tried also to put the path like
ifstream in("cgi-bin/file.txt"):
and
ifstream in("cgi-bin/file.txt"):
but is always the same... it doesn't find the file...
What appen???
