Separating docs applying to older releases

I propose that when a new release of PG changes tuning requirements that the relevant section be re-written to reflect the newer PG and that information on tuning the older PG releases be placed under a heading like:

PostgreSQL X.X or earlier

This allows the user running newer PG releases to skip past information relevant only to older PG releases.
