The ISA Checklist is a guide for district screening and assessment of projects for potential
hazardouswasteinvolvement. Itisnotintendedtotakealotoftimeandefforttocomplete;
however,someassessmentsmaytakelongertocompletejustbecauseofthemagnitudeand/or
locationofaproposedproject.

ProjectInformationSection

ISAuntilthewrittenprojectdescriptionandlocationmapshavebeenprovided(Sincehazardous
wastecouldeffectprojectdevelopment,itisimportanttoknowwhattypeofworkisproposed
andwhereitwillbelocated).

LocationMap
ItissuggestedthatthelocationmapprovidedbyDesignbeattachedtotheISAChecklistto
providearecordoftheareathathasbeenassessed,aswellasthefindings. Allfutureproject
limitchangesshouldcauseDesigntorequestfurtherassessmentforhazardouswaste.

ProjectScreeningSection
Items1and2areriskindicatorsthatcouldbeusedtodeterminethelevelofeffortrequiredto
completetheISA. Generally,aprojectthatrequiresnewrightofway,excavation,structure
modificationordemolition,orutilityrelocationwillhaveagreaterpotentialforhazardouswaste
involvement than a project that does not include these features. An urban location would
generallypresentmoreofariskthanarurallocation;industriallanduseswouldgenerallybe
moreriskythancommercialuses;andsoon.

Otherthingstolookforincludelandfillsanddumps,surfacestorageofpotentially
hazardousmaterials(sumps,pits,steeldrums,etc.),illegaldumpingsites(especially
onruralprojects),andserpentine.

Basedonthefieldinspection,iftheremayhavebeenapreviouslandusethatcould
stillpresentahazardouswasteorcontaminationrisk,itmaybenecessarytoverify
thepreviouslanduse(e.g.,abandonedservicestationscanusuallybeidentifiedby
thetypeofstructureandlocation:theundergroundtankmaystillbethere).

ISADetermination
TheISAdeterminationissimply"Yes"or"No."

NO:

Nofindingshavebeenmadethatwouldindicateaknownorpotentialhazardous
wasteproblemwithinorneartheproposedproject.

YES:

A known or potential site has been identified that could affect the proposed
project and will take more time and effort to define and coordinate cleanup
options.
