OFFICE ORDER
In conformity with the approval of Govt. of Odisha, Rural Development
Department communicated vide OSWAS file No. PTl-EICRW-OE-FE-0003-2024
and keeping in view of R.D. Department Notification No.28365301252015/RD
dt.18.05.2023 and on recommendation of the Committee constituted for the purpose
vide this office order No. 43239 dt.31.12.2025, the Junior Clerks under Work
Charged Establishment as per list enclosed (ANNEXURE-A) are hereby brought
over to regular Establishment as Junior Clerks in Level2F of Pay Matrix under ORSP
Rules, 2017 with usual D.A. as admissible from time to time with effect from the date
of their joining and posted as such to the offices shown against their names in
Cloumn-5 of the list against the existing vacancy.
The said regularization of bringing over to regular Establishment is subject to
the terms and conditions as annexed.

They should report for duty at the place of their posting within 15 days
positively under intimation to this office and produce their Original Certificates in
support of Educational qualification, Date of Birth, Caste Certificate, Category,
Special Category, claim of age relaxation if any and other eligible criteria prescribed
for the post as per Rules at the time of joining and also produce 02 (two) copies of
pass port size self-attested photograph .

Establishment. The date of relieve/ joining of the employee may be intimated to this
office for information .

TERMS AND CONDITIONS
e 1. The appointment is purely temporary and may be terminated by the Engineer-in-Chief, Rural
Works, Bhubaneswar at any time without assigning any reason on giving one month notice in
advance or salary in lieu thereof
2 If the candidate wants to resign he/she must give 30 days notice to that effect to the Engineer-in-
Chief, Rural Works, Odisha, Bhubaneswar who is competent to accept the same or in lieu thereof
incumbent will forfeit one month’s pay which should be deposited in advance.
3 No T.A. will be paid for joining the post.
4 The candidate must submit joining report quoting this order at the time of joining.
5 This appointment order will be treated as cancelled if the candidate will not join the post within 15
days from the date of issue of this order.
6 The candidate is directed to indicate whether he/she has more than one spouse living. In the event
his/her declaration in the negative being found to be incorrect after his/ her appointment he/she will
be liable to be dismissed from service
7. The candidate must at the time of joining take an oath in the following form before the office to
whom he will submit his joining report.

8. The candidate must declare his/her assets as on the date of appointment in a sealed cover within
three months from the date as laid down in Home Department Resolution No. 12723 dt. 20.09.53
subsequently amended in Resolution No. 16992-A dt. 19.11.53, No. 4900-A dt. 20.03.54, No.
6696-A dt. 20.04.64 & No. 286-A dt. 31.12.54
9. The appointment is subject to medical fitness of the candidate and also subject to production of
character certificates from two Gazetted Officers of the Central or State Government.
10. As regards other service matters the candidates will be governed by the rules in force under the
State of Government or to be issue from time to time. Candidate is also governed by the
Government servants conduct rules
11. If the candidate belongs to a Scheduled Caste or Scheduled Tribe he will intimate accordingly and
show sufficient proof thereof.
12. He / She should show clear evident in support of date of his birth at the time of joining.
13. He / She should pass an examination in oriya equivalent to the M.E. standard before confirmation if
he/she has not taken this subject in the matriculation of S.S.L.C. examination.
14. The candidate is required to submit the required information in the prescribed form within fifteen
days from the date of his/her joining to the Office under whom he/she is posted regarding
verification of his/her Character and antecedents.
15. If any or some or all the conditions as above is/are not fulfilled the appointment order will be treated
as cancelled and the candidate will have no claim against the post.
16. The candidate is required to produce original certificates in support of his educational qualification
at the time of his/her joining. In case if the certificates found to be fake & false in future, their
appointment will be cancelled.
