GHMC Transport Operations Overview

The Transport Section of GHMC oversees the maintenance of all GHMC vehicles across its various departments. There are five transport workshops located across the city that are responsible for maintaining vehicles in different circles. Previously, GHMC had 773 vehicles but has since condemned and sold many aging vehicles. Reforms to the transport system included decentralization, online monitoring of vehicles and fuel usage, and hiring additional private vehicles. These reforms have improved efficiency and reduced costs. Going forward, GHMC aims to further enhance online monitoring and procure more vehicles to support waste collection.

HISTORY OF TRANSPORT SECTION :: GHMC

The Transport Section of GHMC is under the Administrative control of


Addl. Commissioner, (H&S), GHMC. It functions under the over all supervision of
the Executive Engineer(SWM&TR), GHMC, assisted by (6) Deputy Executive
Engineers and Transport AEs

The Transport Section exercises the maintenance of all vehicles of GHMC


viz., Health, Engineering, Veterinary, Horticulture, Town Planning, Malaria and
Cars / Jeeps of all Officers and Departments. There are three Parking Yards at
Malakpet, Khairtabad and Kavadiguda. For administrative convenience the
maintenance and repairs of vehicles are decentralized as furnished here under..

TRANSPORT WORKSHOP AT MALAKPET

It is under the supervision of Deputy Executive Engineer-Malakpet with


Technical Staff looking after the maintenance of the vehicles of Circle No
1,2,3,4,5,6,7,8,9,10,11.

TRANSPORT WORKSHOP AT KAVADIGUDA, SECUNDERABAD

It is under Deputy Executive Engineer-kavadiguda for maintenance and


repairs of vehicles of Circle-14,15,16,25,26,27,28,29,30 Apart from the Cars and
certain Jeeps are also repaired here.

TRANSPORT WORKSHOP AT KHAIRTABAD

It is under the supervision of Deputy Executive Engineer-khairtabad for


the maintenance and repairs of the vehicles of Circle No. 17,18,19,12,13

There are three independent Diesel Bunks at the above places to cater
the needs of the vehicles of the respective Circles.
TRANSPORT WORKSHOP AT SAROORNAGAR

It is under the supervision of Deputy Executive Engineer-east zone with


Technical Staff looking after the maintenance of the vehicles of Circle No
1,2,3,4,5.

TRANSPORT WORKSHOP AT KHAITHLAPUR

It is under the supervision of Deputy Executive Engineer-west zone with


Technical Staff looking after the maintenance of the vehicles of Circle No
20,21,22,23,24

There is a land filling site (Jawaharnagar Trenching Ground) besides


Transfer Stations at various Zones The conservancy vehicles such as Tata
Tippers, Mahindra Tippers, Dumper Placers and Krishi etc., after collecting
garbage from the Wards and unload into the 10 & 25 Tonner Tippers at
respective Transfer Stations. The 10 Tonners & 25 Tonners Tippers inturn will
dump the garbage at Jawaharnagar Trenching Ground. This has been done to
facilitate the reduction of consumption of HSD, since only the 10&25 Tonner
Tipper goes to the land fill sites and the rest of the vehicles windup at the
Transfer Stations only. Thus, garbage collected in Circle No. 1 to 30 is dumped
at Jawaharnagar Trenching Ground.

PREVIOUS DATA

 Previously GHMC was consisting of (18) Circles and (17) Transfer


Stations and approximately on an average 3800 MT of garbage is
generated from all the circles of GHMC
 Previous the total GHMC fleet was 773 nos of vehicles & machinery
(including Sanitation, LMVs & other wings).
 276 nos of vehicles and machinery were identified for condemnation and
89 nos. were sold in the year 2016
 Due to condemnation of the vehicles and increase in the garbage from
day to day, additional private vehicles are hired to transport the backlog
garbage and to maintain zero garbage at the transfer station
 A total of 171 nos vehicles were hired previously which was reduced to
90 nos vehicles and machinery in 2016-17
 2000 Swachh auto tippers introduced in 2015 are collecting the garbage
door-to-door and transporting to Transfer stations daily.
 37 Refuse Compactor vehicles were added into the fleet in 2016 for an
effective transportation of garbage. So far, 1425 Compactor bins have
been deployed
 26 sweeping machines were procured in the year 2008
 Total of 977 Drivers and 1537 Labours are working under Transport wing

Present Data
 At present GHMC was consisting of (30) Circles and (20) Transfer
Stations and approximately on an average 5000 MT of garbage is
generated from all the circles of GHMC
 Presntly the total GHMC fleet 452 nos of vehicles & machinery (including
Sanitation, LMVs & other wings).
 188 nos of vehicles and machinery were identified for condemnation and
87 nos. were sold in the year 2017
 A total of 234 nos vehicles and machinery are hired at present for
collection and transportation of garbage from households to jawharnagar
dumping yard
 At present a total of 43 sweeping machines are running in GHMC
 Total of 977 Drivers and 1537 Labours are working under Transport wing
Reforms in Transport:

 The transport section of GHMC had been decentralized w.e.f. Feb 2016
and are under the control and supervision of the Zonal Commissioners/
Additional Commissioner concerned.
 Additional transport AEs were inducted into transport section for better
monitoring
 Online Monitoring dashboard and VMS of Diesel issuance ,repairs and
vehicle fleet was introduced
 Pin point programmes for bin lifting
 Utilisation of Compactor vehicles for garbage collection
 GPS devices are used for tracking the vehicle movement and analysis.
 Generation of online weighment slips for the garbage transported to
jawaharnagar dumping yard
 Geo tagging of bins with RFID tags
 Condemnation of 15 years above vehicles

Learnings from reforms:

 Diesel consumption has come down as diesel was issued through


online coupons.
 There has been a substantial fall in consumption of Diesel and
expenditure towards repairs of vehicles and machinery after
decentralization.
 After decentralization appointment of TVS (Transport vehicle
supervisor) from existing staff for supervision and clearance of
garbage complaints had come down.
 Segregation of dry and wet garbage at household level through
introduction of swacch auto tippers.
 Transparency in payment through generation of online weighment
slips.
Road map for coming years

 Online tracking of bins lifting .


 Introduction of under ground bins.
 Procurement of additional 500 SATs.
 Improvement in Online monitoring through introduction of various
applications.
 Branding of GHMC vehicles with awareness messages as a part of
swacch bharat mission.
