NOTICE INVITING TENDER (NIT)
1. NHAI has been assigned the work of Consultancy Services for Project Preparation
of Feasibility Study/ Detailed Project Report of Road Safety Advocacy Park at
Kanyakumari-End Point (at Km 234/170 of NH-7) in the State of Tamil Nadu

2. Proposals are hereby invited from eligible Consultants for preparation of Detailed
Project Report of <Project Description>. The Letter of Invitation (LOI) and Terms of
Reference (ToR) including Request for Proposal (RFP) is available online on e-
tender portal of [Link] .The document can also be downloaded
from NHAI website ([Link]). The Bidders shall also upload online payment
receipt for Rs. 50,000/- (Rupees Fifty Thousand only) towards payment of Bid
Document in Authority’s designated bank account. Details of designated bank

4. Bidding is open to eligible bidders under single stage e-tender wizards
system bidding procedure.
5. It is mandatory for all the bidders to have class-III Digital Signature
Certificate (With Both DSC Components, i.e. Signing & Encryption in the name of
authorized signatory (who will sign the Bid) from any of the licensed Certifying
Agency (Bidders can see the list of licensed CA’s from the link
([Link] to participate in e-tendering of NHAI.
6. To participate e-bid submission, it is mandatory for the bidders to get
themselves registered their Firm/Company with the NHAI e-tendering portal
([Link] and to have user ID & [Link] Bidders, who have
already obtained such valid user ID and Password for any other project, need not
obtain fresh user ID and Password for the purpose of participation in the present
Project.
7. The RFP has also been uploaded on “INFRACON” ([Link]). As such
before submitting the proposal the Consultant shall mandatorily register and enlist
themselves (the firm and all key personnel), on the MoRTH portal “INFRACON” and
furnish registration details along with its RFP. A copy of Infracon Operation
Procedure is also enclosed for bidder’s reference.
8. All the bidders registered on Infracon shall form a Team on Infracon and which
would be assigned unique Infracon Team ID. Bidders while submitting the
proposal shall quote the Infracon Team ID.
9. Bid must be submitted online at e-tender portal of NHAI [Link]
on or before 07.11.2019 upto 11:00 AM.
10. Submission of the Bids after the Bid Due date and time shall not be
permitted. Time being displayed on e-tendering portal of NHAI (“Standard Time”)
shall be final and binding on Bidder. Bids are required to be submitted by Bidders,
only as per the Standard Time and not the time as per their location/ country.
11. The Bidders are advised to submit their Bids well before the Bid Due Date.
The Authority shall not be responsible for any delay in submission of Bids for any
reason including server and technical problems. NHAI reserves the right to accept
or reject any or all Bids without assigning any reason thereof.
12. The following schedule is to be followed for this assignment:
i) Deadline for downloading of bid: 07.11.2019 upto 11:00 AM.
ii) Last date for submission of queries: 21.10.2019
iii) Pre bid meeting: 21.10.2019 at 03:00 PM
iv) Deadline for Submission of online bids: 07.11.2019 upto 11:00 AM.
