Name of Program: COMMUNITY-BASED EMERGENCY CRISIS MANAGEMENT
TRAINING
Brief Description: This program involves the conduct of a series of capacity
development interventions for all barangays in the municipality
to improve preparedness and response at the household level
before, during, and after disasters and to provide the means for
force multipliers to work together in a coordinated manner.
Program Components: Conduct of training on community-based emergency crisis
management, 3 days each session
Proponents: MDRRMO
Justification: The country faces great risks from the occurrence of stronger
typhoons year by year. The region including the province has
dealt with massive damages from super typhoons particularly
in agriculture and businesses. Though the municipality has a
consistent record of zero casualty during disasters, there is a
need for the citizens to assess and analyze the disaster risk and
crisis environment, and follow coordinated and integrated
approaches to address different type of disasters and crises.
Intended Beneficiaries: The targets of the program are one member/participant from
each purok in the 46 barangays of the municipality.
Estimated Cost: Php 100,000.00 annually

Success Indicator: 1. Decrease in the number of households affected by disasters
Possible Risks: 1. Low absorptive capacity of participants

Name of Program: INSTITUTIONALIZED “ANG SERBISYONG BARANGAY”
(GOVERNMENT ON-WHEELS)
Brief Description: This program institutionalizes the “Ang Serbisyong Barangay”
Project of the current adminstration which brings government
services closer to the people by mobilizing local officials, LGU
personnel, and service providers to far-flung areas in the
municipality to deliver basic services that are normally not
availed of by citizens due to financial constraints and
geographic location.
Program Components: 1. Medical and dental check-up
2. Birth and marriage registration
3. Family counseling
4. One stop shop for business permits and licenses
Proponent/s: LCE
Justification: Part of the whole-of-nation approach in addressing insurgency
is to ensure that government services are felt by the people,
most especially those at a disadvantage due to geographic
location. This program is one of the many measures of the local
government to counter insurgency.
Intended Beneficiaries: The targets of the program are constituents from far-flung
barangays.
Estimated Cost: Php 250,000.00 annually

Success Indicator: 1. Increase in number of people availing of social services of the
local government unit
Possible Risks: 1. Differences in political backgrounds of the LCE and Punong
Barangays concerned causing inadequate services

Name of Program: PROCUREMENT OF PERSONAL PROTECTIVE EQUIPMENT
Brief Description: This program involves procurement of PPEs to improve fire
services and fire safety measures in the municipality.
Program Components: Purchase of the following:
1. Belts and harnesses
2. Breathing apparatus
3. Eye protection
4. Firefighting boots
5. Fire helmets
6. Gloves
7. Suspenders
8. Turnout Gears
Proponent/s: BFP
Justification: In cases of fire, it is important that firefighters are well-
equipped to respond properly and as much as possible avoid
damage to life and property. Personal protective equipment
(PPEs) are designed to protect firefighters from serious injuries
or illnesses that may arise while performing their duties. Hence,
it is important that these equipment are in place as well.
Intended Beneficiaries: The beneficiaries of this program are BFP personnel assigned in
the municipality of Tumauini.
Estimated Cost: Php 100,000.00

Success Indicator: 1. Decrease in the amount of properties lost due to fire incidents
2. Decrease in the number of injured firefighters

Name of Program: PROCUREMENT OF FIRE TRUCK
Brief Description: This program involves procurement of one penetrator fire truck
that is custom-made to enter narrow areas in the municipality.
Program Components: Purchase of one (1) penetrator fire truck
Proponent/s: BFP
Justification: In cases of fire, it is important that the Bureau of Fire Protection
is equipped with facilities to respond properly and as much as
possible avoid damage to life and property. The procurement of
a penetrator fire truck will allow responders to enter narrow
areas, especially barangays within the municipality.
Intended Beneficiaries: The beneficiaries of this program are BFP Tumauini and the
citizens of the municipality in general.
Estimated Cost: Php 1,115,000.00

2. Decrease in the amount of time needed to respond to fire
