FOREWORD
This Homeowners guide has been carefully prepared to serve as a practical guide for residents
to enjoy living in a hospitable community. It is very important that as a resident/lot owner, you
and your family are familiar with the range of facilities available for your use, as well as your
responsibilities as a resident/lot owner of this unique development.
The Information contained in this handbook includes Village Rules and Regulations which
must be followed by all residents and lot owners. It also includes general rules on the use of
the recreational facilities and common areas as well as important contact information.
From time to time, this handbook may be supplemented and updated by the Board of Directors
of the Association. In any event, the Village Management will notify you of any changes.

The Cainta Greenland Community Association, Inc. (CAGRECAI) has formulated these
guidelines with the intention of maintaining an environmentally friendly and sustainable master-
planned community and one with a friendly neighborhood that is both peaceful and enjoyable.
With this, the House Rules shall be applied for the common good of the owners and residents of
the village. Such rules are designed to:
• Safeguard every resident’s health, safety and welfare by establishing and sustaining a safe,
livable and pleasant community;
• Accord to each resident/ lot owner the full benefit and enjoyment of his property with no greater
restriction than is necessary to ensure the same advantages to other property owners;
• Assure residents that the intended land use and character of their community will be
preserved, protecting their rights to access, utility service and privacy;
• Maintain the high standards that make Cainta Greenland Executive Village an attractive and
desirable place to live in;
• Prevent nuisances and the deterioration of neighborhoods that inevitably follows a “let people
do whatever they want” philosophy of construction, maintenance, and property use;
• Protect property values by ensuring that only compatible developments and densities will be
located within the community.
• Each Lot owner shall automatically be a member of the Association as per Sta. Lucia Deed of
Restrictions. Membership in the Association shall not be transferable separately from the Lot
to which it pertains.
• Homeowners and Lessees must abide by the rules and regulations laid down by the
Association in the interest of sanitation, security, aesthetics and the general welfare of the
community.
• The Association is authorized to collect dues, fees or make assessments to meet its
expenses.
• Each Homeowner/Lot Owner shall be required to advise the CAGRECA Administration Office
of the sale or lease of his Property to another party within 15 days from the date of execution
of the contract covering such sale or lease.
MEMBERSHIP
• Every resident homeowner and lot owner are automatic members of the Association unless
otherwise provided in the Contract to Sell, Deed of Sale, Deed of Restrictions or other
instrument of Conveyance or annotated in the Title of the property.
• A lessee of a homeowner under a contract with at least one (1) year may qualify to be a
member upon procurement of a written consent or authorization from the owner of the unit or
house owner and shall have the rights and privileges, duties and obligations of a member
upon complying with the requirements of membership under the By Laws and the law.
• All homeowners as well as lot owners whose house are already on the construction stage,
are ipso facto declared full members of CAGRECA and subject to regular assessments, fees
and dues for services provided.
• Owners of unoccupied lots are considered associate members. They are obliged to pay
monthly lot owner’s dues for each lot they own in the subdivision to cover the cost of
maintaining the lot and safeguarding it from intrusions by third persons. A lot is defined as a
vacant if there is no house constructed on it and if it is not immediately adjacent to a lot with
a house owned by the same home/lot owner.
• A homeowner who has more than one house and lot in the subdivision should pay
homeowner’s dues for each house and lot owner’s dues for each vacant lot he owns which is
not adjacent to the occupied property.
• All members are required to pay all CAGRECA dues, assessments, and charges that have
been duly passed upon, levied and imposed by the Board of Directors.
• Members in Good Standing. A Member In Good Standing (MIGS) is one who is updated in
the payment of his monthly dues or has no three months’ cumulative arrears nor an
accumulated five months’ arrears. Provided, that he has complied with all the duties and
obligations of a Member as enumerated in Section 10, Article III of the By Laws and the Rules
and Regulations of the Association. Otherwise, he may be considered delinquent or a Member
not in good standing and while remaining as such, his enjoyment of the rights and privileges
as stipulated in section 9, article III is suspended except the right to inspect the books of the
Association.
• To avail of the facilities and basic services of the association subject to its policies, rules and
regulations.
• To be eligible in any elective and appointive positions in the Association. Provided that this
particular item does not apply to Associate Members.
• To vote in any election conducted by the Association and that every house, unit or lot he owns
entitles him to one vote each.
• To join and participate in all sports activities, contests or programs organized or managed by
the Association. This privilege extends to his immediate family members provided the latter
live with him.
• To avail of clearances, permits, certifications and other similar documents subject to the
policies, rules and regulations of the association.
• To avail of any other rights and privileges which the association may, from time to time,
provide.
• To pay his membership fee, monthly dues regularly and such other fees and charges which
may be levied on him by the Association;
• To observe, obey and follow the By-Laws and all the policies, rules and regulations of the
Association at all times.
• To secure clearance from the Association before operating a business and coordinating with
the Association before selling/renting his house/unit.
• To obey and comply the Deed of Restrictions, HLURB Rules and Regulations and such other
rules and regulations which the government and the Association may, from time to time,
promulgate.
DUTIES AND RESPONSIBILITIES OF THE RESIDENTS
• The term residents refer to property owner and his/her lessee, members of his/her lessee’s
family including household helpers residing permanently or intermittently in the subdivision.
All residents are obliged to strictly observe all provisions of the Subdivision Rules and
Regulations including those pertaining to construction and renovation, traffic and parking,
security, water service, sanitation, and CAGRECA facilities.
• Residents shall assume full responsibility for any damage injuries and indebtedness caused
by themselves, their defendants, household helpers, drivers and guest, as well as those
caused by their respective lessees and any other person occupying their respective home
unit(s) either on permanent or temporary basis.
• Residents shall use their home unit(s) only for the purpose as set forth under these Rules.
Property owners shall see to it and shall be responsible for ensuring that their lessees and/or
guests use their property or home unit(s) only for the purpose set forth under these Rules.
• Residents should keep their premises and maintain their home unit(s) in a manner that will
not prejudice, endanger, annoy or cause disturbance to other property owners/residents.
They should not store highly flammable, toxic and combustible materials within the property,
inside their premises or home unit(s), they shall compensate other property owners/residents
for damages and injuries cause by their act or neglect or that of persons they are responsible
for, such as their children and dependents. Property owners concerned shall be solidarity
and jointly liable with their lessees for such damages and injuries.
• Residents shall not do any laundering or washing nor hang, erect, maintain any clothesline,
permanent or temporary in front of their houses or outside of their property or vacant lot(s)
which they may own but not adjacent to their occupied property and unfenced. Consideration
is given during rainy season where after washing/drying of clothes is essential.
• Residents should provide a garbage bin (at least one half drum in size or its equivalent), and
place all waste neatly inside the bin to ensure the cleanliness of their immediate
surroundings. (See details under Appendix C. Sanitation Rules and Regulations.)
• Residents shall keep their area and immediate surroundings clean and should not use vacant
lots as dumping place for garbage, dilapidated vehicles, unused or excess construction
materials, filling materials, debris and other things which is determined by the Board as eye
sores or fire hazards. Penalties for violations thereof shall be imposed by CAGRECA.
• Residents shall allow officers and staff of CAGRECA or any authorized persons to enter the
property anytime for the purpose of inspection, measurement of installations of water, light,
telephone systems, etc. or to make necessary repairs or works on or within property.
• Residents should not make unnecessary noise; they should ensure that their radios, TVs,
and sound systems are set in to a volume that will not interfere with the activities of their
immediate neighbors.
• Residents holding parties should inform the Administration office at least two (2) days in
advance to enable the latter to facilitate the entry of their visitors in the subdivision and
provide necessary security. Residents should ensure the proper parking of cars along the
streets and must, at all times, keep music and noise within reasonable level especially during
nighttime so as not to cause annoyance to their neighbors.
• Residents or their visitors/ guests should strictly observe the prohibition against drinking
intoxicating liquors in public places such as in the clubhouse, promenade, the village lagoon,
tennis and basketball courts, playground, parks, and other open spaces.
HOMEOWNERS DUES
• Each homeowner will be charged homeowners dues (monthly dues, security fee, assessment
fee & such other fee agreed by the members) that will cover security, maintenance of the
village facilities and other funds that may be established, that will preserve other areas within
Cainta Greenland Executive Village.
• Information on payment scheme is posted on the village bulletin board or may be obtained
from the CAGRECA Administration Office.
We have numerous volunteer opportunities. The best way to get involved is to attend General
Assemblies or Committee meetings and get to know other homeowners who may share the same
interests.
There is power in numbers. The very reasonable annual dues are a manifestation of our concern
and commitment to our collective interests. The more people we have involved with the
organization, the more power the organization will have while fulfilling its community vision,
mission and values.
Unless otherwise advised, board meetings are held every 4th Saturday of the month at the village
clubhouse. A calendar of community activities is published regularly through special advisories.
VILLAGE RULES
SECTION 1
GENERAL PROVISIONS
These Subdivision Rules and Regulations (Rules) are promulgated by the Board of Directors
pursuant to the authority granted to it under the Articles of Incorporated and By-Laws of
CAINTA GREENLAND COMMUNITY ASSOCIATION, INC. (CAGRECA, Inc.). All pertinent
conditions and restrictions contained in the Contract to Purchase and to Sell, Declaration of
Restrictions of the Cainta Greenland Executive Village, (Subdivision), and Master
Encumbrances in the title to the property within the Subdivision which may or may not be
specifically provided in these Rules, are considered integral part of these rules and regulations.

3.8. Type of Membership
3.8.1. Regular Member. Every resident homeowner shall be called a Regular Member
and henceforth is entitled to enjoy?
SECTION III
USE OF PROPERTY
3.1 House and Lots in the Subdivision should be used solely and exclusively for residential
purposes only and should not be used for business, illegal or immoral activities.
3.2 Each lot is only for one single-family residential building. Construction of apartment row
house is prohibited. Houses being rented must be covered by a lease contract copy furnished
by the CAGRECA office. In such cases where construction of apartment/row house is
inevitable, a resolution should be made by the CAGRECA Board of Directors approving such
construction. In effect; thereafter, homeowner will automatically enroll such apartment as a
separate membership per household unit.
3.3 All buildings and renovation plans must be approved by the Chairman of the CAGRECA
Infrastructure and Construction Committee. Construction / Renovation of home units
approved by CAGRECA shall be governed by CAGRECA’s Construction Rules and
Regulations shown in Appendix C, the existing Building Code, and other pertinent national
and local government regulations and from the declaration of restrictions of the Subdivision
and master encumbrances indicated on the title of the property.
3.4 Commercial or advertising signs should not be placed, constructed or erected on the lot or
any portion of the building. Name plates or professional signs of homeowners / residents are
permitted so long as they do not exceed 6 x 12 inches in size.
3.5 No animals such as pig, cattle, sheep, goat, duck, goose, chicken, or rabbit shall be
maintained within the village, Pet dogs, cats, birds, and the like shall be restricted inside the
homeowner’s/residents premises except with leash and accompanied by a member of the
household. All stray animals and pets will be impounded.
SECTION IV
PAYMENT OF ASSESSMENTS
4.1 All property owners (homeowners and lot owners) shall pay all regular assessments within
ten (10) days of each calendar month at the Administrations Office. The CAGRECA
Administration Office shall send monthly bills/statements. Special assessments are to be paid
within ten (10) days upon receipt of the notice of assessment.
4.2 Property owners are primarily responsible to the Association for the payment of all dues,
assessments and charges levied by the Association, regardless of their arrangements with
their lessees under their respective contracts of lease for the payment of these dues,
assessments and charges. It shall be the responsibility of the property owner to ensure the
prompt and full payment of these dues, assessments and charges by their lessees, if under
their lease contracts, their lessees are obliged to pay these dues, assessments and charges
to the Association. All bills / assessments and official receipts shall be in the name of property
owners.
4.3 No partial payments for current and delinquent accounts shall be accepted. It shall be the
exclusive right of the CAGRECA Administration Office to apply payments made by property
owners to any outstanding accounts of property owners.
4.4 All regular assessments not paid at the end of the calendar year and all special assessment
not paid 30 days after the date of notice are considered delinquent. All arrearages for dues,
assessments and charges shall be subject to interest charges equivalent to three (3%)
percent per month of the total of arrearages computed from the due date of the payment of
such dues, assessments and charges until such arrearages are fully paid.
SECTION V

B. PROPERTY OWNERS
5.12 Property owners selling, leasing their respective property should immediately notify the
CAGRECA Administration Office the name of the person buying or leasing the property. They
should furnish the CAGRECA Administration Office copy of Lease Contract and any
amendments made thereto.
5.13 All property owners should not involve CAGRECA, Board of Directors and CAGRECA
Administration Office in any case filed in court by the property owner against his/her lessee.
5.14 Property owners who are not residing in the Subdivision should immediately inform the
Administration Office of any change in their residential address and /or office address, and
telephone and telefax members to facilitate conveyance of information to and from the
CAGRECA Administration Office and property owners.
5.15 Property owners should advice their lessees and guests of their duties and responsibilities
as residents / visitors of the Subdivision and ensure that said lessee / guests abide by the
Subdivision Rules and Regulations.
C. LESSEES
5.16 The lessee (tenant) shall have the same duties and responsibilities of a resident set forth in
these Rules.
5.17 The CAGRECA Board of Directors is responsible for all matters relating to the common
welfare and interest of property owners and residents. It shall not concern itself with matters
relating to the property or lease arrangements between the property owner and lessee if the
same has no bearing on the well-being of the other property owners, residents and the
subdivision as a whole.
5.18 The CAGRECA Board of Directors shall be responsible for setting the rules, regulations and
guidelines for the property owners, residents, guests and associations, or organizations
within the Subdivision. The Board of Directors or its authorized representatives shall ensure
that such rules, regulations and guidelines are strictly complied with by the said parties.
5.19 The CAGRECA Board of Directors shall ensure that property owners, and residents use and
maintain their respective properties in the subdivision in accordance with these Rules.
5.20 The CAGRECA Board of Directors shall employ individuals or corporations to maintain peace
and order within the Subdivision, ensure the safety and security of all residents and their
properties and assist the Association in enforcing Subdivisions Rules and Regulations. (Vide:
Appendix A Security / Safety Rules and Regulations.)
5.21 CAGRECA Board of Directors shall be responsible for maintaining all facilities and open
spaces in such condition and employ maintenance crews and / or enter into contract with
individual or corporations to provide the repair and maintenance, sanitation, security and
other essential services for the Subdivision, (Vide: Appendix D: Construction Rules and
Regulations, Appendix X: Sanitation Rules and Regulations, Appendix F: CAGRECA
Facilities Rules and Regulations.)
5.22 The CAGRECA Board of Directors shall employ personnel necessary to perform
administrative and other necessary functions to assist the CAGRECA Board of Directors to
effectively administer and oversee the Association’s activities as well as supervise, monitor
and implement the Association’s development projects (See Section V.E. for duties and
responsibilities of Administration Office)
5.23 The Board of Directors shall ensure that property owners and residents are kept regularly
informed of its activities and to render an annual report of its accomplishments during the
year and financial performance and condition of Association.
5.24 It shall be the responsibility of the Board of Directors to immediately render a response in
writing to the complaining property owner / resident and to act upon such complaints and
recommendations as soon as practicable.
E. ADMINISTRATION OFFICE
5.25 CAGRECA maintains an Administration Office which manages the day-to-day affairs of the
Association, sees to the implementation of resolution, and policies of the Board of Directors,
Subdivision Rules and Regulations as well as directives of the President and other officers
of the Association.
5.26 The CAGRECA Administration Office is under the direct supervision of a VILLAGE
OPERATION MANAGER who manages the day-to-day operations of the Administration
Office, and supervises all employees of the Association such as office personnel, security
guards, maintenance crew, pool tenders, laborers and other persons employed or under
contract with CAGRECA.
5.27 The position of a CAGRECA INSPECTOR is hereby created. He shall be tasked with
conducting daily inspections of all constructions / renovations of houses with the village and
the general well-being of the community. He shall report any unauthorized construction
and/or violations by homeowners on any of the Rules provided herein for the proper
disposition of the Administrative Office.
5.28 Residents shall not ask CAGRECA employees to perform personal services for them
particularly during the regular working hours of employees EXCEPT when they are availing
of the Service Providers Request from the CAGRECA Administration Office.
5.29 All CAGRECA employees should always wear their uniform and ID whenever they are inside
the subdivision.
5.30 Upon their resignation, they should surrender their ID’s to the Administration Office.
5.31 Security guards should inspect thoroughly all baggage of CAGRECA Maintenance crew upon
their entry and departure from the Subdivision gates.
5.32 CAGRECA employees are required to secure a gate pass signed by the Village Operation
Manager for any materials, tools and equipment they bring out of the Subdivision.
5.33 CAGRECA employees are strictly prohibited from providing any information regarding any
property, property owner / lessee to anybody except with the expressed authorization from
the property owner / lessee and the President or the Village Operation Manager and in
compliance with the court order. In all cases regarding confidential information. CAGRECA
office employees should seek advice, inform and get approval from concerned member of
the Board or the President.
F. SECURITY GUARDS
5.34 Security guards are responsible for strictly enforcing the Subdivision Rules and Regulations
especially security / safety as well as traffic / parking rules and regulations (Vide: Appendix
B: Traffic / Parking Rules and Regulations and Appendix A Security / Safety Rules and
Regulations.)
5.35 In general, security guards are responsible for maintaining peace and order within the
subdivision, ensuring the safety and security of all residents, securing all facilities and
properties of CAGRECA and Subdivision residents against theft, pilferage, robbery, arson
and other acts by strangers or malefactors; they also assist in combating fires.
5.36 Security guards should immediately control and report to CAGRECA Administration Office
any disturbances within the Subdivision.
5.37 Security guards must always maintain vigilance on any possible cause, condition or indication
of theft, pilferage, robbery, arson, or fire; they must report immediately such conditions or
indications to the CAGRECA Administration Office.
5.38 Security guards shall control and monitor the ingress and egress of all persons; ensure that
the only bona fide property owners and residents in the Subdivision, their household helpers,
authorized guests and visitors, as well as Administration Office staff members, workers and
contractors with valid identification cards from CAGRECA Administration Office are allowed
entry into the Subdivision, during night time, they should also control loitering, unauthorized
parking within the Subdivision, standing by in the park area and other public places; check
suspicious characters found inside the subdivision.
5.39 Security guards should regularly check the Association’s facilities, Subdivision street lights,
perimeter fence, open spaces and vacant lots, including construction sites and vacant home
unit(s); they should report any all matters pertaining to three properties and places requiring
immediate attention of the CAGRECA Administration Office.
5.40 Security guards should control and stop unnecessary noise within the Subdivision from
whatever source; prevent loitering within the Subdivision especially during nighttime and
curfew hours of household helpers.
5.41 Security guards should control and monitor the ingress and egress of motor vehicles and
ensure that such more vehicles have valid car stickers or visitor car pass; they should also
ensure the observance of CAGRECA’s traffic / parking rules and regulations inside the
Subdivision by all motor vehicles including tricycles; they should also control the operation of
authorized tricycles and behavior of tricycle drivers inside the Subdivision.
5.42 Security guards are responsible for checking all articles brought in and out of the Subdivision
and ensuring that the same are with the knowledge and consent of concerned residents.
5.43 Security guards should maintain up to date accurate logbook; prepare incident and other
periodic reports as may be required by the CAGRECA Administration Office, CAGRECA
officials and Board of Directors.
5.44 While performing their duties, security guards should be in proper uniform, equipped with
necessary firearms, radio, flashlights, whistles and other paraphernalia and should refrain
from drinking, gambling, playing parlor games, sleeping or performing any errands for any
resident should the same require them to be absent or away from their assigned posts or
negligent in the performance of their duties.
5.45 Security guards are instructed to strictly enforce CAGRECA Subdivision Rules and
Regulations. Thus, all property owner/residents are requested to fully cooperate with the
security guards in the enforcement of these rules.
5.46 Any comments, suggestions, questions, complaints pertaining to any CAGRECA rules and
regulations should NOT be made to security guards. These should be forwarded IN WRITING
to the CAGRECA Administration Office or any member of the Board of Directors.
5.47 Property owners/residents are requested to inform immediately the CAGRECA
Administration Office or any member of the Board of Directors of any rules and regulations
not being enforced or any violations in the rules and regulations not attended to by security
guards.
SECTION VI
HOUSEHOLD HELPERS / DRIVERS
6.1 Residents shall at all times be responsible for the behavior and conduct of their household
helpers (maids, cooks, laundry woman, houseboys, drivers, etc.).
6.2 Residents should secure IDs for all their household helpers whether these helpers
permanently or temporarily reside in the Subdivision.
6.3 Residents should require their household helpers to surrender their IDs to the security guards
when they leave the Subdivision. The IDs will be returned to them on entering the
Subdivision.
6.4 All residents should surrender to the Administration Office IDs of household helpers whose
services they have terminated.
6.5 Curfew for all household helpers is from 10:00 P.M. to 4:00 A.M. Household helpers will not
be allowed to enter and get out of the Subdivision during the curfew house unless they have
written authorization from concerned residents.
6.6 Household helpers leaving the Subdivision with baggage must have gate pas duly signed by
concerned residents. Whenever they are entering or leaving the Subdivision, household
helpers must submit their baggage for inspection by security guards.
6.7 The entry and departure of all household helpers will be recorded in a logbook by security
guards.
6.8 Residents should instruct their household helpers not to loiter in the Subdivision at any time,
especially during nighttime.
6.9 Residents should furnish the CAGRECA Administration Office with the photocopy of the
license of their driver(s) and should instruct their driver(s) to observe CAGRECA’s traffic /
parking rules and regulations.
SECTION VII
COMPLAINTS / SUGGESTIONS
7.1 All complaints / suggestions should be in writing signed by the property owner / residents and
sent to the CAGRECA Board of Directors through the CAGRECA Administration Office. No
unsigned complained or suggestion shall be acknowledged, entertained, nor acted upon by
the CAGRECA Board of Directors (See Section V.D. 5.24).
SECTION VIII
ABATEMENT OF VIOLATIONS
8.1 In the event that the property owner / resident or his lessee fails or refuses to comply with
any limitation, restriction, covenant, or condition as herein set forth, within the time fixed in
the notice given to the property owner / resident / lessee, the Board of Directors or its duly
authorized representative, shall have the right:
8.2 If the breach or violation is committed by a lessee, guest of the property owner / resident or
lessee, or any person allowed access to the Subdivision by the property owner / resident or
lessee, the Board of Directors or its duly authorized representative, shall require the property
owner / resident to ask the lessee, guest or person allowed access to the Subdivision to leave
the Subdivision. If property owner / resident or lessee, ignores or fails to accede to the request
of the Board of Directors or its authorized representative to deny his lessee, his guest or
lessee’s guest access to the Subdivision, the Board of Directors shall hold the property owner
/ resident the continued violation by or continued presence of his lessee, guest or his lessee’s
guest(s) in the Subdivision, in addition to penalties that the Board of Directors may impose
against such erring property owner / resident or lessee.
8.3 Moreover, the Board of Directors, in the interest of the Association and upholding the law in
specified cases/may summarily deny access to a lessee, guest or his lessee’s guest to
CAGRECA’s recreational and other facilities, services, and may work for their ejectment from
the Subdivision. This right shall be expressly indicated in all lease agreements entered into
by property owners and lessees.
8.4 In case of nonpayment of delinquent account(s) by the property owner, the Board of Directors
through its authorized representative, after proper notice and reminder and for the interest of
the Association, will stop all essential services to the property owner/ resident. The property
owner / resident, members of their families, guest and household helpers will be denied use
of all CAGRECA recreational and other facilities and will be deprived of security and other
services. Specific measures taken to deny them of these services shall give due
consideration to the security and health of their neighbors.
8.5 Legal action for collection of all outstanding accounts shall also be taken against delinquent
property owner / resident.
8.6 The remedies herein granted to the CAGRECA Board of Directors shall be in addition to the
remedies or penalties provided for in pertinent laws, as well as the Articles of Incorporation
and BY-LAWS of CAGRECA and Declaration of Restrictions of the Cainta Greenland
Subdivision including the master of encumbrances of the title to the property inside the
Subdivision, other provisions contained in the appendixes of these rules and regulations.
SECTION IX
AMENDMENTS
9.1 These rules and regulations may be amended from time to time by the CAGRECA Board of
Directors of Cainta Greenland Association, Inc.
9.2 Amendments to the rules and regulations shall take effect on the date designated by the
Board of Directors, after due notice is given to all property owners / residents, and other lawful
occupants of the property.
SECTION X
SEPARABILITY
10.1 The invalidity of any provision of these rules and regulations shall not in any manner affect
the validity or enforcement of other provisions.
A. GARBAGE DISPOSAL
A.1 Every resident must provide a waste bin inside the homeowner’s premises at their own
expense to temporary hold their waste while waiting for their garbage to be collected.
A.2 The waste bin or garbage container (at least one drum in size or its equivalent) must be
properly covered and kept odor-free. Paper or plastic bags and cartons cannot substitute
for garbage containers.
A.3 Burning or incineration of any trash, garbage, garden cuttings or other rubbish on any lot
is prohibited.
A.4 Wet garbage should be placed inside plastic bags which should be securely tied before
being placed inside the garbage container.
A.5 Garbage containers should be kept inside the lot and must be brought out only during
garbage pick-up hours. Garbage will be routinely picked up from every residence.
A.7 Residents are expected to be diligent in disposing their garbage at all times. There must
be no litter left on the front of their residence.
A.8 Owners/occupants must avoid littering within the village. They shall keep and maintain their
premises and common areas in a clean and sanitary condition, free from all obnoxious or
unpleasant odors.
A.9 The residents ensures that all matters constituting fire hazards like cigarettes butts,
matches and the like flammable materials and chemicals must not be thrown at the garbage
areas without being properly extinguished.
A.10 Garbage bins, garbage bags and the likes containing waste materials of the homeowners
are strictly prohibited at the spaces and vacant spaces. Construction debris must not be
discharged by the contractor at the open spaces or vacant lot.
A.11 Clotheslines, piles of wood, construction materials and/or equipment must be concealed
from public view.
A.12 Cutting of tree is prohibited unless there is prior permission from the CAGRECA Operation
Manager and Barangay Administrator or Head of Municipal Environmental & Natural
Resources Office (MENRO), Cainta.
A.13 Dumping of trash, construction materials, litter, discarded materials of any kind (including
but not limited to broken furniture; packaging materials and debris, tools and equipment)
on vacant lots are strictly prohibited.
A.14 Planting agricultural, commercial, or ornamental crops or gardens on vacant lots and at the
sidewalk planting strips is strictly prohibited not unless you have a written consent from the
lot owner.
A.15 Residents, owners and tenants should, at all times, conserve, cooperate in conserving, and
ensure the conservation of all resources, natural and otherwise, of the country and of the
village.
A.16 Residents must observe the Municipal Ordinance pertaining to “waste management and
disposal” notably the proper designation of the color coded trash bag.
B. GARBAGE COLLECTION
B.1 Garbage is collected by the Waste Management Office (WMO) - Cainta at least 3x a week.
The garbage collector is instructed to collect empty or used cans, bottles and other materials
found in the immediate vicinity of the garbage container
B.2 Construction and other material should not be left on vacant lots as they may be mistaken
by the garbage collector for garbage.
B.3 The Association shall make arrangements for pick-up and disposal of garbage, and notify
ALL the homeowners of the periodic schedule of such service and of the Solid Waste
Management program of the Association.
• MONDAY: Phases 1, 2
• TUESDAY: Phases 3, Phase 3-B and 4 (Sunflower Kanan and Kaliwa), including
Morning Glory and Phase 7
• WEDNESDAY: Phases 3 and 4 (Buenmar Main Road), Cosmos, Daffodil and Laurel
Streets.
• THURSDAY: Phase 4 (Dolores, Adelfa, Magnolia, Canella, Buttercup and Marigold
Streets); Jasmine, Mayflower, Peony, Tassel, Lilac and Tulip, including Sitio Kababan,
Grapefruit, Apricot and Cherry.
• FRIDAY: Dogwood Kanan, Gardenia, Clover and Cactus
• SATURDAY: Phase 6, Hanthorn, Sunflower (Phase 6), Mistletoe, Bluebonnet, Golden
Rod, Sagebrush up to Bule, V.V. Soliven
• Note: It should be noted that there may be some changes in the collection of garbage
depending on the capacity or volume of garbage being collected.
Homeowners would be able to make queries to our Waste Management Office of Cainta
with Office Phone Number 654-6474.
C.1 Dumping of garbage on adjacent lots is subject to fine and to be determined by the
CAGRECA Board of Director. In addition, a fine will be charged for each day the dumped
garbage is not removed even after a written Notice of Violation (NOV) and fine is served.
C.2 The cost of removing dumped garbage and the clearing of piles from excess construction
materials in vacant lots shall be charged against the property owner/ resident who used the
vacant lot.
C.3 The Operation Manager reserves the right to issue a Notice of Violation (NOV) with
corresponding penalties, subject to reasonable adjustment as may be deemed necessary
by the CAGRECA Board of Directors on any violations committed by the Residents in
relation to the items stipulated in Sanitation and Garbage Disposal.
D.1 Regular defogging control for the entire Subdivision can be coordinated with the Local
Government Unit (LGU) Cainta or through Barangay San Juan or Cost of regular defogging
control for the entire Subdivision can be supported later by an assessment fee.
D.2 The regular cleaning of creek found inside the Subdivision from floating water lilies.
D.3 In coordination with the Local Government of Cainta, a regular injection of anti-rabies to all
pets inside the Subdivision will be done on a yearly schedule.
D.4 Residents must comply with the primary requisites of proper pet handling which is securing
a written certification from a licensed veterinarian that their pet is vaccinated.
D.5 Pets must be properly restrained or contained whenever they are taken out of the house.
E. PETS
E.3 Pets, where applicable, must be periodically vaccinated with anti-rabies and distemper at
the expense of the owner.
E.4 Residents must comply with the primary requisites of proper pet handling which is securing
a written certification from a licensed veterinarian that their pet is vaccinated.
E.5 Pets must be properly restrained or contained whenever they are taken out of the
homeowner house or lessee rented house unit.
E.6 Keeping of pets shall be conditional upon the strict compliance with the following rules and
definition.
E.6.1 Definition of Pet - Residents shall be allowed to keep the following pets in their
premises: dogs, cats, birds, and aquarium or pond fish. Cattle, pigs, fighting cocks,
goats, sheep, poultry animals or the like are not allowed and may not be
maintained within the lots or units.
E.6.2 Vaccinations - Each owner or tenant is required to have their pets in the premises
vaccinated against rabies and other required vaccinations valid for the period within
which the dogs/cats are in the premises.
E.6.3 Leash- Pets, most especially dogs, must be leashed at all times when taken outside
the homeowner’s premises including sidewalks, roads, lots or houses without fence,
and public or common areas. The leash should be non-extendable, and should not
exceed 2.0 meters in length.
E.6.4 Cage Location - Cage areas must be within the owner’s premises. Dogs kept on
leash must also be situated within the premises. No dog cage or leashed dogs may
be located in the front lawn of the house or garages in residences without a front
fence.
E.6.5 Noise - Owners must ensure that their pets do not disturb nearby neighbors with
excessive barking.
E.6.6 Stray - Unleashed dogs or cats roaming the streets shall be considered stray and
will be hunted by the security guards. Stray pets may be redeemed within 48 hours
after paying the appropriate penalties. All stray dogs or cats caught will be turned
over to the Society for the Prevention of Cruelty to Animals (SPCA) for proper
disposition.
E.6.8 Clean-As-You-Go - All pet droppings will immediately be picked up, bagged and
disposed of in proper cans or dumpsters. Residents and tenants shall be held
responsible for (a) injury to person or property caused by pet(s) within his
possession and (b) cleaning any pet dropping produced in the common areas.
Persons authorized to walk the pets must carry adequate scooper and/or
receptacles of the pet droppings.
E.6.9 No Trespassing - Pets of any kind are not allowed within the clubhouse, park
and/or landscaped areas, kids’ playgrounds, and in any other sports facilities of the
village.
E.6.10 Penalties - Any violation of these rules shall incur a fine as indicated in the Table
of Penalties per occurrence. Once three (3) violations of any nature are committed,
the matter shall be elevated to the CAGRECA Board of Directors for its evaluation
and disposition.
The Association likewise reserves the right to require a pet owner to remove from
the village any pet that has been the subject of a written complaint from two or
more residents based on the violation of rules as outlined. Likewise, the same
applies to pets that the Association finds to be a nuisance or danger to the
community. The CAGRECA Board of Directors reserves the right to evaluate these
complaints.
E.6.11 Pet Disposal - Owning a pet is not just a privilege – it is a responsibility. This
responsibility does not end when an animal dies. For this reason, the CAGRECA
Board of Directors has approved only one method of disposal for pet remains
(especially cats and dogs) within the confines of the village: burial in the pet owner’s
preferred methods outside of the village are at the owner’s option.
The following procedures are to be observed for the disposal of the remains of a
pet:
a) Pet must be buried within 24 hours of its demise at the owner’s expense and
within his premises, if possible.
b) Hole must be dug beforehand and must be at 3-4 feet deep to the dimension of
the pet.
d) In burying a pet, make sure to put something heavy on top to discourage digging
by live pets.
e) Burying on vacant lots, parks, and other common areas is strictly prohibited
except when the lot is owned by the pet owner.
A. MOTOR VEHICLES
A.1 All motor vehicles entering the Subdivision must have a valid car sticker (homeowner
stickers’ identified as sticker with a CAGRECA green logo or non-homeowner stickers’
identified as sticker with a CAGRECA red logo) or a visitor car passes prominently
displayed affixing on the upper left front side of the driver.
A.2 Lot owner’s or Resident’s vehicles without a valid car sticker will be treated as driven by
visitors. They will be required to secure a visitor’s car pass from Security Guards before
their vehicles are allowed entry into the Subdivision.
A.3 Security Guards should ensure fire hydrants inside the subdivision are not blocked at any
time.
A.4 Residents should provide drivers, who are not immediate members of their families
(children or parents) with a written authority to drive out their car outside the Subdivision
after 10:00 P.M.
A.5 All commercial vehicles (trucks, vans, jeepneys, taxis, etc.) will be subjected to routine
inspection upon entering and leaving the Subdivision Gates.
A.6 All vehicles entering and leaving the Subdivision after 12:00 MN (including those driven by
property owners/ residents) will be subjected to routine inspection by the Security Guards
for identification purposes.
A.7 All vehicles parked in the streets and public places / open space inside the Subdivision
after 12:00 MN will be subjected to routine inspection removal.
A.8 Public utility jeepneys, trucks and delivery vans owned by a homeowner shall not be
allowed to park inside the Subdivision unless the owner will provide a property which he
owns, to serve as a garage thereof (not as a repair shop), and the same shall be enclosed
by concrete fence to seal it from public view.
A.9 Dilapidated cars which are no longer being used shall be removed from the streets by the
homeowner within the reasonable time, at his own expense. Otherwise, if CAGRECA has
to move it, a service charge will be paid by the homeowner.
B. VISITORS
B.1 Security Guards should verify the identity of all visitors to the Subdivision (through
appropriate ID’s), their purpose in entering the Subdivision and the name(s) and the
address(es) of residents they wish to see in the Subdivision.
B.2 Security Guards should never leave the entrance gate unattended to entertain questions
from visitors especially those riding in motor vehicles. Guards must ensure that visitors’
vehicles are properly parked so as not to obstruct entrance or exit gates.
B.3 Security Guards must require all pedestrian visitors to leave an appropriate government
issued ID and sign on the visitors’ logbook before allowing such visitors entry into the
subdivision. Security Guards should note down the time of departure of these visitors from
the Subdivision before returning the visitor’s ID.
B.4 Security guards should only give the direction to the visitor in going to the resident’s house
after having done initial screening process (Rule B. 1 above) and after the visitor has given
the name and address of the resident he wishes to see in the Subdivision. Guards are
strictly prohibited from providing the names and addresses of property owners/ residents
of the Subdivision to visitors under whatever guise or reason (Visitors who do not know the
name(s) nor address(es) of residents they wish to see should not be allowed entry into the
Subdivision).
B.5 No visitors will be allowed entry into the Subdivision if nobody is in the house of the resident
even in such visitor shows a written authority from the resident Property owners/ residents
expecting to be absent from their house when their visitors arrive must inform beforehand
the CAGRECA Administration Office in writing to enable the Security Guards to
immediately inform their visitors.
B.6 Residents, expecting visitors and guest should inform the security guards of the names of
their visitors and guest and their expected time of arrival to facilitate the entry of such
visitors and guests into the Subdivision.
B.7 Security guards should inspect all pieces of baggage / packages carried by all visitors
entering and leaving the Subdivision. If they detect anything suspicious, they should
immediately inform the CAGRECA Administration Office and concerned resident; or if
necessary, the Cainta, Taytay and Antipolo Police Department, whichever is applicable,
for appropriate action. They should record this matter in the logbook.
B.8 All visitors with vehicles are required to surrender any government issued identification
cards in exchange for a Guest Pass before they may gain access inside the premises.
B.9 All visitors should proceed directly to the house of the resident they are supposed to visit.
No visitor should be allowed to loiter inside the Subdivision. Security Guards may stop and
subject them to routine security questioning.
B.10 All visitors must return the gate pass to the Guard House they have entered before they
are allowed to exit the premises. Corresponding fees is imposed by the CAGRECA
Administration for the lost Visitor/Guest Pass.
B.11 All Cainta Greenland subdivision visitors are obliged to abide by the House Rules and
Regulations of the Association.
B.12 Residents are responsible for the appropriate behavior and conduct of their guests while
inside the village.
B.13 The Association reserves the right to prohibit entry of any guests.
C. HOUSEHOLD HELPERS
C.1 Residents shall at all times be responsible for the behavior and conduct of their household
helpers (maids, cooks, laundry woman, houseboys, drivers, etc.).
C.2 Residents should secure IDs for all their household helpers whether these helpers
permanently or temporarily reside in the Subdivision.

guards.
C.8 Residents should instruct their household helpers not to loiter in the Subdivision at any
time, especially during nighttime mainly curfew time.
C.9 Residents should furnish the CAGRECA Administration Office with the photocopy of the
license of their driver(s) and should instruct their driver(s) to observe CAGRECA’s traffic /
parking rules and regulations.
D.1 Before any construction / renovation / repair authorized by the CAGRECA Board of
Directors commences, property owners / residents must furnish the CAGRECA
Administration Office the names, their respective Barangay clearance and result of drug
test and expected duration of work of worker and contractors they engage. They should
secure IDs or require their workers and contractors to secure IDs from the CAGRECA
Administration Office.
Likewise, it is the responsibility of the homeowner or his assigned contractor to surrender
the issued ID to his worker(s) once respective worker(s) service is terminated. Otherwise,
a penalty or fine will be imposed to the contractor or homeowner in the amount of Php
5,000 to be deducted from his construction bond.
D.2 Security guards should check the CAGRECA issued ID’s of workers and contractors before
they permit them to enter the subdivision. They should ensure that such workers and
contractors are the person engaged by the property owner / resident as per list submitted
by property owner / resident.
D.3 All workers / contractors should always wear their IDs. While inside the Subdivision, they
may be asked by security guards to present their IDs for identification purposes.
D.4 All workers / contractors should proceed directly to the construction site or property they
are supposed to work in. They are strictly prohibited from loitering inside the Subdivision.
D.5 Security Guards should inspect all baggage brought in and out by workers and contractors.
They should require workers and contractors to produce a gate pass duly signed by the
property owner / resident for any item they are taking out of the Subdivision.
D.6 Drinking of intoxicating liquor, gambling or any chance by workers and contractors within
the Subdivision are strictly prohibited. Workers/Contractors violating these rules will be
ordered to leave the Subdivision immediately.
D.7 All workers / contractors must stay in their respective construction sites from 10:00 P.M. to
5:00 A.M. They should not loiter in the Subdivision especially after 10:00 P.M.
D.8 Workers / Contractors are prohibited from fraternizing with household helps, maintenance
men and security guards.
E.1 The owner/occupant shall be responsible for the behavior and conduct of their household
helpers, drivers and other persons under their employ and shall ensure compliance of all
such persons with the Village Rules and Regulations and the Deed of Restrictions.
E.2 To ensure proper security and restriction of persons roaming the village between 10 PM
and 5 AM of the following day, any household help found roaming during this time may be
stopped and escorted by security to the house of his/her employer.
E.3 All domestic helpers and drivers shall secure the Village ID card from the CAGRECA
Association office and must readily be able to identify themselves within the village when
required.
E.4 When leaving/entering the premises, the household helpers and drivers shall present their
respective IDs. They shall also be subject to luggage and package inspection.
E.5 Visitors of Domestic Helpers shall be allowed entry within the village only with prior
clearance from their respective employers.
E.6 No household staff, driver, nanny, et al. can be employed by another resident without the
written consent of the previous employer.
F. FIREARMS
F.1 All visitors, including personal or official staff or property owners / residents should be
required to deposit their firearms with the security guards. Any person refusing to surrender
his firearms should not be allowed to enter the Subdivision. If the person insists on entering
without depositing his/her firearm, security guards should immediately report the matter to
the CAGRECA Administration Office and Cainta Police Department for proper action and
record the incident in the logbook.
F.1.1 Exception to this rule is that if there is a legitimate police/PDEA operation, in hot
pursuit, or person with Permit to Carry (PTC) firearm; then they may be allowed to enter
the subdivision.
F.2 Displaying of firearms in public within the Subdivision is strictly prohibited. Any resident /
visitors displaying their firearms in public - will be requested to return to their residents or
to leave the Subdivision. Should they refuse, security guards should immediately report
the matter to the CAGRECA Administration Office and Cainta Police Department for proper
action and record the incident in the logbook.
F.3 Target practicing even inside the property of the property owner / resident is strictly
prohibited.
G. FIRE EMERGENCY
G.1 In case of fire, call Village Security at 0938-415-6344 or the Fire Department at 654-4977
or 696-2616.
G.2 The OIC of Village Security shall inform the President, Administrator or Operation Manager
of CAGRECA and the Bureau of Fire Protection, respectively.
G.3 While fire is in progress; the on-scene commander shall muster the occupants of the
residence involved. In the same manner, neighboring households shall be mustered to
prevent further casualty.
G.4 Fire emergency equipment such as fire extinguishers, etc. are available at the security
office. (CAGRECA should provide the Security of these equipment). All efforts shall be
exerted by the Village Emergency Brigade Team. It is suggested that all satellite Phases
should create their own Emergency Brigade Team to prevent spillover of fire incident to
neighboring houses using all available resources at hand.
G.5 A roving guard shall be dispatched at the emergency entrance gate to escort all responding
fire trucks to the fire scene.
G.6 The OIC of Village Security on duty shall record the sequence of events and must submit
a post operation report to the Board of Directors; copy furnished the President or Operation
Manager within 24 hours after the incident.
G.7 As a requirement of the Philippines’ building occupancy law, every homeowner must have
at least 1 working (content unexpired) fire extinguisher (FireX) inside the property. The
FireX will be inspected prior to occupancy of the property.
G.9 Vehicles are not allowed to park at fire emergency lanes (beside a fire hydrant). The driver
of the vehicle will be fined One Thousand Pesos (Php1, 000.00) and any damage incurred
to any vehicle during a fire emergency response will not be covered by CAGRECA.
H. MEDICAL EMERGENCY
H.1 In case of medical emergency, call the Village Security at 0938-415-6344 or Ambulance
Phone # 535-0131 or Roving Guard 583-6448.
H.2 Emergency Brigade Team shall attend to the victim and provide first hand emergency care
or first aid, as deemed necessary.
H.3 The OIC of Village Security shall inform the Operation Manager and request an ambulance
dispatch from Cainta Hospital or other nearby hospitals.
H.4 Upon arrival of the ambulance at the village entrance, a security officer shall escort the
ambulance to the residence of the victim.
H.5 In the absence of an available ambulance to retrieve the victim, the village service vehicle
shall be used to transport the victim to the nearest medical facility. However, a waiver
must be signed by a relative or any closest kin member relinquishing Village Security or
any CAGRECA Management of any legal obligations in the event of death or further injury
resulting from the carriage of the victim to the hospital.
H.6 The OIC of Village Security or his designated officer/guard on duty shall record the
sequence of events and must submit a post-operation report to the Board of Directors;
copy furnished the President and Operation Manager within 24 hours after the incident.
I.1 Visitors of lot owners/occupants shall be required to leave a valid Government identification
card to the guard posted at the gate before entering the village.
I.2 Objects, materials, and any other form of property may only be brought out of the village
premises by any person other than the owner or tenant only upon presentation of a gate
pass signed by the owner/occupant.
I.3 Deliveries of furniture, appliances, etc. are permitted only between 8am to 7pm, Mondays
to Saturdays. Any exception must be cleared with the CAGRECA Administration Office.
I.4 Bags and packages brought in and out by domestic helpers, drivers, workers, visitors or
other persons shall be subject to search or inspection by Security guard and must be
accompanied by a gate pass duly accomplished by owner/tenant. Commercial vehicles
(taxi units, etc.) shall also be subject to inspection by the security guards.
I.5 Guests of the homeowners and/ or lessees will be requested to leave their Identification
document at the gate guard which will be returned before leaving the subdivision. They
must have prior clearances with the homeowner or lessee concerned before they will be
allowed entry.
I.7 Criminal offenses committed inside the village will be reported to the OIC, Security and
further relayed to applicable nearest Philippine National Police (PNP) Department.
I.8 Noise that disturbs peace and tranquility is discouraged and should be strictly avoided.
Minimize party noise between 10:00PM – 6:00 AM so as not to disturb sleep patterns. For
late night activities, consent of the neighbors within the area should be mandatorily sought.
J. FRATERNIZATION POLICY
J.1 The Association prohibits fraternization and all other unprofessional relationships between
its CAGRECA Administration, Security, Maintenance and residents’ household personnel,
that are exploitative or coercive in nature or which are prejudicial to good order and
discipline, or may pose a risk of a conflict of interest within the village and the Association.
K. OTHERS
K.1 All property owners / residents leaving their house vacant for any duration of time should
always lock all their gates, doors and windows when they leave. They should also inform
the Security Office if they are leaving their house vacant for any considerable length of
time. They can avail of security personnel to temporarily man their house for a considerable
fee.
K.2 Roving guards should inspect at proper intervals public places / open spaces and perimeter
walls; conduct routine inspection of vehicles parked during nighttime on the street, public
place / open space, verify identity and interrogate persons loitering inside the Subdivision
after 10:00 P.M.
K.3 No personal and other information regarding any property owner / resident nor information
about vacant houses must be given to anybody including the military and the police,
especially through the telephone by the CAGRECA Administration Office employees and
security guards unless authorized by the property owner, the Executive Committee or in
compliance with proper court order.
K.4 No vendors, solicitors or similar types of persons are allowed to enter and practice their
trade inside the subdivision unless authorized by the CAGRECA Administration Office.
These authorized vendors, solicitors and similar types of persons must secure permits and
IDs from the CAGRECA Administration Office and should always wear their IDs and
uniforms while inside the Subdivision. Security guards may ask them to present their IDs
for identification purposes.
K.5 PLDT / MWCI personnel will be allowed entry only after verification of job orders and upon
authorization of property owner / resident or CAGRECA Administration Office. If PLDT /
MWCI vehicles are needed to be brought inside the Subdivision, these vehicles should be
inspected thoroughly before these are allowed to get in and out the Subdivision.
K.6. Security Guards should prevent any act of trespassing. They should immediately inform
the CAGRECA Administration Office and if necessary call the help of Cainta Police
Department should they detect any trespassers.
K.7 The Security personnel of the Association are responsible in keeping the security and
safety within and throughout of the property premises specifically on the common areas.
Residents are responsible for the security and safety of their belongings and properties
inside their residences.
K.8 The housekeeping personnel of the Association are responsible in keeping the
maintenance and sanitation of the common areas only.
K.9 The maintenance personnel of the Association are responsible for the repair works of the
common areas and drainage.
K.10 The CAGRECA Management and Operation Manager are not responsible or liable for the
services provided, and guarantee or warrant the qualities of services, it is understood that
availing services performed by a personnel of the Association at the request of the resident
is done at their own risk.
K.11 Tipping security guards and utility maintenance personnel is prohibited as acceptance of
a tip may result to a personnel’s dismissal.
3. TRAFFIC / PARKING RULES AND REGULATIONS: For security and safety of all property
owners / residents and the orderly flow of traffic and parking within the Subdivision, all
property owners / residents should fully cooperate in the implementation of and strictly abide
by the following Rules and Regulations. They should also instruct members of their families,
household helpers, and visitors to also abide strictly with these Rules and Regulations.
A.1 CAGRECA is strictly enforcing the NO VEHICLE STICKER / NO ENTRY policy to all
vehicles (both to homeowners and non-homeowners). Only vehicles with a valid sticker or
visitor’s pass properly displayed on the upper left side driver portion of windshield or
dashboard of the vehicle will be allowed entry inside the Subdivision. Any vehicles, even if
driven by the driver of or by property owner / resident himself, without valid vehicle sticker
will be considered driven by a visitor and such will be subjected to routine inspection by
the security guards. Property owner / resident will be issued a visitor’s pass, upon
surrendering a valid Government issued ID, before they are allowed to enter in the
Subdivision.
(Note: Security guards are not and should not be expected to know all the property owners
and residents of the Subdivision.).
A.2 The STICKER or VEHICLE PASS is secured in order to be allowed entry in all the Cainta
Greenland Gates (Gates 1, 2, 3, 4, & 5) of the Subdivision.
A.3 The Sticker or Vehicle Pass is a property of CAGRECA and this is being renewed annually.
Expired sticker will ONLY be given a FIFTEEN CALENDAR (15) DAYS grace period, after
which, starting January 16 of every year thereafter all vehicles with expired sticker or
vehicle pass that will be passing through the gates will be charged with twenty (20) pesos
per entry as covered by Board Resolution until a new sticker is installed.
A.4 Only members in good standing (homeowners’ who have paid their Monthly dues) may
obtain the Cainta Greenland Community Association, Inc. stickers from the CAGRECA
Administration office subject to the following:
A.4.1 Submission of a duly accomplished application form taken from the CAGRECA
website or from CAGRECA Administration office.
A.4.2 A picture of the car that is “parked” on the garage showing the car plate number.
A.4.3 Submission of copies of the vehicle’s Certificate of Registration (CR) and Official
Receipt (OR).
A.4.4 If the vehicle is newly acquired, a copy of the Deed of Sale or Sales Invoice;
whichever is appropriate, can be submitted in lieu of the CR and OR.
A.4.5 If the sticker is being requested for a company vehicle, submission of the company’s
authorization/certification is required. If there is no fix car allocated to the employee
(changing car issue weekly) by the company, then the employee must have a
double ID with the duplicate ID being provided to the company dispatcher.
A.5 Policy and Procedures in securing the “Sticker or Vehicle Pass” from the CAGRECA
Administration office is as follows:
A.5.2 The applicant must attach a photocopy of the specified latest/updated vehicle OR
and CR together with their Driver’s License.
A.5.3 Special Power of Attorney is required for those homeowner who uses a company
issued vehicle.
A.5.4 The Sticker or Vehicle Pass as well as the “Non-Homeowner sticker” must be
permanently plastered at the upper LEFT driver side of the windshield and visible
at all times.
A.5.5 Residents/ Homeowners and Non-Homeowners who will sell their registered
vehicle must inform the Operation Manager or the CAGRECA Administration
Office to cancel the clearance/validity of the issued Sticker / Vehicle Pass.
A.5.7 The Vehicle Pass or the Stickers are given FREE to Homeowner’s as long as the
said Homeowner’s are updated on their “monthly association dues” or considered
as a good standing homeowner provided that he/she has the garage that could
accommodate all their cars.
A.5.8 For every three (3) months a Homeowners have paid on his monthly association
dues; homeowners can have One (1) free sticker.
A.5.9 Relatively, for every nine (9) months you have paid on your monthly association
dues; as well as the Security/Roving Fee then, Homeowners can have Three (3)
free vehicle stickers. Only the registered homeowner can claim the three (3) free
stickers for as long as the registered homeowner have also the three (3) cars
registered in his name.
A.5.10 For those Homeowners who have paid their association dues, as well as the
Security/Roving Fee, for a full year, correspondingly they would be given four (4)
free vehicle stickers.
A.5.11 If a Homeowner has availed a full year payment of their association dues, as well
as the Security/Roving Fee, but having only One (1) vehicle on their name, then
that particular Homeowner cannot get the other three (3) vehicle stickers in order
to distribute it to their friends or relatives.
A.5.12 Homeowners who have paid their association dues, as well as the Security/Roving
Fee, for only three (3) months but having two (2) vehicles on their name can only
avail a One (1) free vehicle sticker, however, he will have to pay Php150.00, as
additional sticker fee, for the second vehicle pass.
A.6 All residents should secure the same number car stickers as the number of cars they own.
They car stickers should be plastered properly on the upper left side windshield of the car
to enter the Subdivision.
A.7 In case the car sticker is destroyed or lost, this should be reported immediately to the
Administration Office for replacement. The cost of the replacement is Php100.00.
A.8 Property owners who have leased their property must immediately provide a copy of the
lease contract to the Administration Office. Property owners should ensure that their
lessees surrender to them the car sticker(s) upon termination of their lease contract.
A.9 Property owners who sell their property must remove car sticker from their car and inform
the Administration Office of the name of the new property owner.
A.10 Property owners / residents should not secure a car sticker to be used by car owners
(outsiders/non-residents) who are not residents of the Subdivision.
A.11 Stickers may be issued to Homeowners who are members in good standing subject to the
payment of corresponding monthly dues, for the purpose of regulating the use and access
to all roads within the village. Other sticker classifications or entry permits for trucks,
jeepneys, and public utility vehicles may be issued at the discretion of and subject to the
rules prescribed by the Association.
A.12 Only vehicles with Cainta Greenland Community Association, Inc. stickers will be given
immediate access to the village. Lot owners and Residents of Cainta Greenland Executive
Village are automatic member to CAGRECA as provided by Sta. Lucia Realty and
Development Inc. in the “Deed of Restrictions.”
A.12.1 For a lot that is registered under a company name, only the authorized
representative(s) stated in the Secretary’s Certificate issued by the company can
avail of the sticker.
A.12.2 Only CAGRECA authorized representatives shall be the sole person allowed
plastering the stickers on the upper left side of the driver or windshields of vehicles.
A.13 Unless a delinquent homeowner decided to pay his/her arrears, he/she inherit the rights
and privileges as set forth in securing a free sticker.
A.14 Car stickers shall be renewed yearly. Note: Sticker is a property of CAGRECA, and should
be removed by CAGRECA authorized representative; Administration Office upon the
submission of the Application Form, for renewal.
A.15 The Homeowner vehicle (Truck, School Bus, Van, Taxi, SUV, Tricycle, etc.) being used for
commercial/business purposes are not part of the privilege or free sticker granted to
homeowner. The homeowner will be required to pay the amount as specified in the Board
Resolution (BR) 2015-34 dated November 22, 2015.
Below is the rate of payment corresponding to the Homeowner vehicle being used for
commercial and business purposes:
A.16 The Association shall be free from any liability for any untoward incidents or damages that
may occur arising from or during the use of motor vehicles and/or the use of village stickers
within Greenland. The issuance of this sticker does not carry any acceptance of liability on
the part of the CAGRECAI Management or any of its employees.
B.1 Security guards should ask all drivers of private and commercial vehicles (truck, trailers,
buses, delivery vans, taxis, jeepneys, etc.) the purpose of their entry into the Subdivision
and the name and address of the resident they wish to see in the Subdivision. Visitors who
have no legitimate purpose (personal or business) in the Subdivision should not be allowed
entry in the Subdivision. Visitors who do not know the name and address of the resident
they wish to see / visit should not be allowed to enter the Subdivision.
B.2 All drivers of vehicles with legitimate purpose should be required to surrender their valid
government issued ID in exchange for a visitor’s car pass. Drivers should be instructed to
display properly the visitor’s car pass on the dashboard of the vehicle while inside the
subdivision.
B.3 All visitors’ and commercial vehicles should be subjected to routine inspection upon
entering and leaving the Subdivision by security guards.
B.4 All large delivery vehicles (trucks, trailers, deliver vans) with or without cargo will be
required to pay an entrance fee in accordance with the schedule of fees approved by the
CAGRECA Board of Directors. Other small commercial vehicles, except taxi, will be
charged an entrance fee if they have cargoes for delivery inside the Subdivision.
B.5 No vehicles delivering any cargo or merchandise to resident or to authorized stores will be
allowed entry after 7:00 PM.
B.6 CAGRECA shall impose the appropriate toll fees to delivery trucks, UV Express, taxis and
vans that enter the village.
C. TRI-MOTORIZED VEHICLE
C.1 Only tricycles with authorization from the CAGRECA Board of Directors are allowed to
enter and operate in the Subdivision. Only a limited number of tricycles are permitted to
operate in the Subdivision and cannot be used for other routes or to operate in another
place.
C.2 Annually, all tricycle owners should secure CAGRECA stickers for tricycles from the
CAGRECA Administration Office. These stickers’ serves as the authority of tricycles to
operate in the subdivision. These will be issued only after tricycle owners meet specific
requirements promulgated by the Board (e.g. copy of registration papers, Certificate of
Coverage, valid photocopy of insurance, franchise with copy of receipt, business permit/or
permit to operate, ownership by homeowner of the Subdivision, proper maintenance and
road worthiness, etc.).
Unauthorized tri-motor vehicles; other than the recognized tri-motorized vehicles, are not
allowed to enter the subdivision. Unless permitted by the recognized tri-motorized vehicles
association but with a fee corresponding to Php20.00 per entry.
C.3 All tricycle drivers are also required to secure ID’s from the CAGRECA Administration
Office every year after meeting certain specific requirements (e.g. copy of driver’s license,
ID pictures, no record of reckless driving or complaints from passengers) are met.
C.4 Tricycles should have a unique number painted on the body of the tricycles. This number
should be the same as the CAGRECA stickers for tricycle.
C.5 A maximum of six (6) passengers are allowed for each tricycle.
C.6 Fares to be collected by tricycle drivers from passengers should not exceed to those
mutually approved by CAGRECA and its authorized tri-motorized transport services within
the subdivision.
C.7 Overcharging of fares, reckless driving, overloading, driving under the influence of alcohol,
discourtesy to passengers, or any unruly behavior by tricycle drivers will result in the
revocation of IDs of tricycle drivers and other penalties which may be imposed by the
CAGRECA Board of Directors.
C.8 CAGRECA Board of Directors has every rights to impose appropriate fines and penalties;
as deemed appropriate, to its authorized operator/driver of tri-motorized transport services,
if found guilty.
D.1 The maximum speed for any motor vehicle inside the subdivision is 30 KPH.
D.2 Drag racing and practice driving by student drivers or driving of vehicles by persons without
driver’s license or under the influence of alcohol inside the Subdivision are strictly
prohibited.
D.3 While driving inside the Subdivision, drivers should ensure that they display properly the
valid car stickers or visitor’s car pass. Vehicles without valid car pass / stickers will be
stopped and subjected to inspection and drivers will be subjected to interrogation.
D.4 Unnecessary blowing of car horns or engine warming of car engines while inside the
Subdivision should be avoided at all times, especially in the early mornings and late
evenings.
D.5 To properly obey the CARGRECA rules and regulations and strictly follow the safety driving
practice when inside the subdivision.
D.6 Open muffler is strictly prohibited inside the subdivision. Exception to this rule is the big
bike (400 cc and above) which is owned by the homeowner.
D.7 Practice driving inside the subdivision is strictly prohibited. This applies to motorbike and
any four wheel vehicles.
E. PARKING
E.1 Major Street 1 (Buen-Mar Avenue down to Dogwood Street) and Major Street 2 (Buen-Mar
Avenue, to Cosmos, to Sunflower down to Sage Brush Streets) is a NO PARKING Area
and Homeowners are advised NOT to park on these designated major streets.
E.2 Double-parking in any part of the village thoroughfares shall not be allowed.
E.3 Parking on the streets should not cover the sidewalk even partial. Sidewalks are provided
for pedestrians and are not designed to carry heavy loads.
E.4 Driveways should be free from parked vehicles or any other form of obstructions at all
times.
E.5 Parking should be parallel with the streets, otherwise shall be considered obstruction to the
flow of traffic.
E.6 No parking is allowed up to seven meters away from a street corner or in a blind curve
of the village thoroughfares as well as in any slope preceding a long stretch of the road.
E.7 The Association shall not be held liable for any loss of or damage to cars or other vehicles
in the common parking areas. The CAGRECA Administration Office, however, will conduct
an investigation into such incidents and submit an appropriate report to the homeowner or
lessee involved. Residential building/s with more than ONE (1) car/service vehicle(s) shall
provide adequate parking inside the property.
No overnight parking will be allowed along the street fronting the property otherwise
unauthorized parking will be subjected to fine of Php20.00/day.
E.8 Adequate parking shall be provided by the lot owner inside the property. No overnight
parking along street will be allowed by CAGRECA on those house(s) constructed beginning
year 2016. CAGRECA Management will be very strict with this which means NO GARAGE
NO CONSTRUCTION CLEARANCE.
E.9 Building/s to be constructed intended for commercial purposes shall provide ONE (1)
parking slot for every unit of ground floor commercial space of ONE (1) parking slot for
every FIFTEEN (15) square meters of ground commercial space inside the boundary of the
lot.
E.10 Multi-storey commercial building (3 story & up i.e. office, residential, apartments, school
etc. shall provide ONE (1) parking slot for every ONE HUNDRED FIFTY (150) square
meters of commercial space inside the boundary of the lot.
E.12 Cars should be properly parked along the streets of the Subdivision. They should not block
any driveways, be left in front of fire hydrants nor obstruct the free flow of traffic within the
Subdivision.
E.13 Commercial trucks, trailers and other vehicles used for business like taxis, passenger
jeeps, delivery van, and tricycles are prohibited to use the streets of the subdivision as
parking space. Said vehicles may be allowed a reasonable time to load or unload their
cargoes, after which said vehicles must leave immediately. (Tricycles have a designated
parking place near the gate of the Subdivision for taking passengers.)
E.14 All Vehicles parked inside the Subdivision after 10:00 P.M. especially in front of public
places / open spaces (park, recreational areas, clubhouse, vacant lots), will subject to
routine inspection and drivers of these vehicles will be required to remove these vehicles
from these places or be subjected to fine or penalty in the amount of Php20.00/day as
parking fee.
E.15 Illegal parkers will be clamped and will be sanctioned with corresponding penalty.

4. ID SYSTEM: Property owners, residents and lessee will be required to secure association ID
card, which may be used for easy entry into the village. The Village ID distinguishes the
homeowner from non-association members and helps provides better security in the village.
The Village ID is vital to association members who wish to use amenities or facilities. One
vital component of the Village ID is an assigned customer number which serves as reference
for any transactions entered into within the village (such as the payment of dues).
A. APPLICATION REQUIREMENTS
A.2 Copy of Lease Contract or Authorization letter from Owner, if Tenant or Lessee
B.1 Identification Cards are to be assigned to owners or authorized tenants only and if need
be, the members of their immediate family.
B.2 These Identification Cards will be controlled by a number that will identify the Owner or
Tenant’s transactions with the Association.
B.3 The Card will also be used as identification for ingress and egress to all Subdivision
Gates of Cainta Greenland Executive Village.
B.4 All transactions with the Association shall be monitored through this number.
B.5 For residents, tenants and non-homeowners, the Identification Card shall be renewable
every year.
B.6 All village personnel such as security, maintenance and those working for the
Association, shall also be issued village Identification Cards. These must be
surrendered upon resignation or termination of contract from the Village Association.
B.7 Village security as well as maintenance (technical & grounds) personnel must display
both their village ID.
C. DOMESTIC HELPERS:
C.1 Village ID – this will allow entry into the village and will serve as employment
Identification as well as travel identification.
C.3.1 The Employee Identification Cards shall only be valid if authorized by the Owner
of the property or the authorized tenant.
C.4.4 When leaving the village and entering the premises, they are subject to
inspection by security personnel at the village gate
D. CONSTRUCTION WORKERS:
The contractor of each construction site shall be responsible for acquiring the ID cards from
the CAGRECA Administration office prior to construction in the Village. Validity is only up to
12 months or upon termination of contract/ completion of project, whichever comes first.
D.1.4 Personal appearance at the CAGRECA Administration Office for the ID photo
D.2.1 The Construction Workers Identification Card shall only be valid if authorized by
the CAGRECA Administration or its authorized representatives.
D.2.2 The Identification Card shall be noted by the CAGRECA President first prior to
issuing the card.
D.2.4 When leaving the village and entering the premises, they are subject to
inspection by security personnel at the village gate
D.2.5 The construction worker ID card will only be valid for 12 months.
D.3 Temporary Pass shall be issued for construction workers or suppliers whose work shall
be less than five (5) days.
E. Visitor’s Pass/Car Pass shall be issued to walk-in guests of the residents. A valid issued
Government ID shall be given to the main gate guard in exchange for the Visitors Pass.
F. Events Pass - during big events (i.e. Weddings, Baptisms, Parties), the host’s invitation shall
serve as entry pass to the village. A sample must be given to the CAGRECA Administration
Office not less than one (1) week before the scheduled event. A guest list shall also be
submitted to the CAGRECA Administration Office not less than one (1) week before the
scheduled event.
G. Village Gate Pass shall be used to regulate the exit of resident’s guests / employees in
bringing items out of the village. This can only be authorized by the Owner of the property
or the authorized representative. The pass should likewise be noted by the CAGRECA
Administration before the guard-on-duty can allow the release.
5. UTILITIES
5.1 No Property owner shall be allowed to install any additional drainage line outside
his property without the written approval of CAGRECA Administration Office.
5.2 If drainage, water, roadway and/or other utilities are affected by house construction,
expansion or whatever reason, the owner shall shoulder the repair and the cost
involved. (Please refer to CAINTA GREENLAND COMMUNITY ASSOCIATION, INC.
Deed of Restrictions for details).
6. GARAGE SALE
A permit from the Association is required before any garage sale is allowed. Only second-
hand household good and not brand new items and/or export overruns should be sold.
Garage sales are limited to a maximum period of two (2) days per garage sale, twice a year.
7. STREAMERS
Putting up of streamers in front of one’s house is not allowed. Approval to put up streamers
at the gate is decided by the Board on a case-to-case basis.
8. GENERATOR SETS
Generator sets should be placed inside concrete housing and reinforced with heavy-duty
muffler to minimize noise. Residents are encouraged to switch off their generator sets after
10:00 PM to maintain the peace and quiet of the neighborhood.
The discharge of firearms inside the village is prohibited. Also prohibited is the use of
firecrackers and similar pyrotechnics except on New Year’s Eve and the Lunar Chinese New
Year. Proper safety procedures must be followed.
Door to door solicitations, surveys, samples and the like are not allowed. Distribution of
notices, circulars, flyers, etc., must be cleared and coursed through the CAGRECA
Administration office.
Party noise and excessive sound after 10:00 PM that disturbs the peace and tranquility of
the neighbors is discouraged, not allowed and should be avoided.
Each owner shall be required to advise the Association of the sale or lease of his/her Lot and
Dwelling Unit to another party within fifteen (15) days from the date of execution of the
contract covering such sale or lease. However, the following guidelines cover such
transactions:
12.1.2 Each owner shall submit to the association the Occupant’s Info Sheet provided
by CAGRECAI, duly accomplished and signed by both owner and lessee
containing among others, the following:
a. Name of the lessee and the member of his family and household authorized
to enter the village.
b. The provision of the lease contract, which obligates the lessee to comply
with and abide by the rules and regulations of CAGRECA.
d. Name of person (owner or lessee, but not both) authorized to represent the
owner (if such is delegated) in association meetings and/or elections.
12.1.3 Any violation of any restriction on leases or rentals automatically gives the
association the right to deny the owners, lessees, occupants, and properties
concerned any and all services and amenities, without need for notice or
demand. The CAINTA GREENLAND COMMUNITY ASSOCIATION, INC.
Homeowners Association shall take legal action, if need be, to implement these
rules.
13.1 MOVE-INS. Anyone who wishes to move into any house in the village must first obtain a
written clearance from the CAGRECA Administration Office for presentation to the security
guard upon entry. Requirements for “move-in” clearance shall include:
13.1.4 Any new village resident is encouraged to secure his/her ID from the CAGRECA
Administration Office immediately after moving into the village.
13.2. MOVE-OUTS. For registered owners / lessees moving out, proper written clearance must
be sought from the CAGRECA Administration office a day prior to moving out.
Requirements for “move-out” clearance shall include:
13.2.1 Written notice to the CAGRECA Administration Office filed during office hours
within five (5) working days before any registered owner / tenant decides to move
out.
13.2.2 All CAGRECA issued IDs should be surrendered to the security office.
13.2.3 Full settlement of accounts / dues must first be made before the resident is issued
a gate pass. The CAGRECA Administration Office reserves the right to deny any
owner, resident written clearance to leave the subdivision if accounts are not fully
paid.
13.3 KEYS
13.3.1. Should the homeowner or lessee leave his/her house for any appreciable length
of time, the keys to the door of the house shall be left to the person of his trust.
The CAGRECA Administration Office shall be informed of the same time.
13.3.2. If the key is entrusted by a homeowner or lessee or by any member of his family,
or by his agent, employee, servant, or visitor to Operation Manager, whether for
his house, car, baggage, storage room or other personal property, the acceptance
of the key shall be at the sole risk of such homeowner or lessee and neither the
Homeowners’ Association nor the Operation Manager shall be liable to the injury,
loss or damage, of any nature whatsoever directly or indirectly, resulting there
from.
15.1 All Homeowners or the occupants (as may be required under their respective lease
contracts with the owner) shall be liable for the duly authorized association expenses
and projects which shall be assessed against each one of them and paid to the
CAGRECA Administration Office subject to the requirements of the Master Deed.
15.2 Association dues shall be due and demandable on the 1st of each month; however,
the same may be paid within the same month.
15.3 For homeowners with delinquent accounts, they shall not be allowed to use the
facilities and amenities of the village. Their lessees, guests or relatives will not be
allowed as well to use the facilities and amenities of the village.
15.4 The CAINTA GREENLAND COMMUNITY ASSOCIATION shall take legal action
against any homeowner who fails to remit payment after repeated reminders from the
CAGRECA Administration Office.
These rules and regulations were established by the CAINTA GREENLAND COMMUNITY
ASSOCIATION, INC. (CAGRECAI) to ensure order and proper maintenance of village amenities
such as the main clubhouse, swimming pool, social hall, satellite basketball courts and other
facilities.
As specific rules and regulations to be strictly followed by association members and their
visitors when utilizing common sports and recreational facilities at CAINTA GREENLAND
COMMUNITY ASSOCIATION(CAGRECA)
To serve the best interests and preserve common properties of members of the CAINTA
GREENLAND COMMUNITY ASSOCIATION, (CAGRECA).
USE OF AMENITIES

2. A summary of facility opening hours is provided for your easy reference at the end of this
section. Facilities, however, maybe be closed without notice (e.g. upon hoisting of storm
signal No. 2 or any higher category storm-warning).
3. Users of all facilities are kindly requested to refer to and strictly observe the rules and
regulations articulated in this document as well as those prominently posted at respective
sites.
4. All amenities and recreational facilities areas are declared “smoke-free zones” unless a
designated “smoking area” is assigned.
5. All sports and recreational facilities are for the exclusive use of CAGRECA members in good
standing, lot owners, residents, tenants and their immediate dependents (up to 1st degree of
consanguinity) only. Unless, visitors and non-homeowners are allowed to join during the
“open tournament proper” or an event whom pre-approval was sought to CAGRECA
Administration Office before the tournament proper and/or event.
6. Suspended and delinquent homeowners are not allowed to avail of these facilities during
the period of their delinquency.
7. CAGRECA and any of its employees shall not be held responsible for any untoward incident
resulting in any harm or injury that may occur to any person or persons using the facilities.
8. Security Guards on duty are in charge of enforcing these rules and regulations. Any
disagreement between a member or guest and such an enforcer will be referred to the
Operation Manager or Association President for arbitration.
9. All CAGRECA members and guests must observe proper decorum and attire.
10. Any visitor to the village facilities such as Grass garden and Social Hall is required to
prominently display a visitor’s ID whenever it is possible to do so.
11. CAGRECA reserves the right to refuse any individual or group the use of its facilities (Grass
Garden and Social Hall).
12. CAGRECA management and any of its employees shall not be responsible for any valuables
lost or damaged during the use of any of the facilities.
13. Members using the facilities (Grass Garden and Social Hall) shall be held responsible for
damages caused by their guests to such facilities/ amenities. Damage assessment can be
accomplished jointly by the member, the guest and CAGRECA representative.
14. Certain fees shown in the tabulation which is part of this document will be charged for the
use of facilities/ amenities to help defray maintenance and security costs.
15. Alcoholic drinks or beverages, prohibited drugs and firearms are not allowed.
1. Requests for the use of the Clubhouse shall be made through the CAGRECA Administration
Office on a first-come, first-served basis.
2. CAGRECA Administration Office shall charge fees for private parties and social functions
held at the common facilities to cover expenses for the consumption of electricity, water,
security and janitorial personnel. (Pls. refer to Appendix A).
3. Village amenities should not be used in a manner that will cause undue disturbance to the
community. As such, boisterous behavior and loud noises are strongly prohibited after 10:00
P.M.
4. Opening and closing times and set hours for each activity in any facility/amenity must be
strictly observed.
5. Members, users or their caterers are responsible for cleaning up after parties or events.
Members and/or users will be held responsible for any damages incurred during such party
or event.
7. Association members may secure reservations at the CAGRECA Administration Office for
the use of the Social Hall on a first-come-first-served basis.
8. The CAGRECA Administration Office and Operation Manager reserve the right to regulate
the number of residents and their guests using the Social Hall.
9. The use of Social Hall for parties or events is limited to homeowners in good standing with
the association on a first-come-first-served basis.
10. For corporation-owned properties, reservations for the use of the Social Hall can be made
only by a card-carrying, duly registered representative who has the right to exercise the
corporation’s voting rights in village association elections.
11. For private functions or parties like birthdays, baptisms, weddings, anniversaries and others,
the CAGRECA Administration Office shall charge a fee to offset the costs of electricity,
security, maintenance personnel and the use of other clubhouse facilities during the duration
of the affair.
12. For private parties, the Social Hall being used as venue shall be turned over after its use
without any damages. A cash bond will be required prior to use. CAGRECA Administration
Office reserves the right to charge the host member for the damages and other incidental
expenses to restore the facilities and its equipment to its original condition.
BOOKING PROCEDURES
1. Prior application to use the Social Hall must be made with the CAGRECA Administration
office. Booking shall be accepted in advance and duly accomplished reservation form must
be submitted to the association office. For large events (i.e. Weddings or Anniversaries)
needing earlier reservation, booking will be accepted 6 months in advance.
2. A deposit fee of 20% of the total booking cost (per event) is required for the reservation of
the Social Hall. The deposit will cover for any damage that may be incurred during the use
of the Social Hall and is refundable.
4. Bookings are only confirmed if the cash payment or check for the deposits, booking charges
and completed Reservation Form is presented to the CAGRECA Administration office at the
time of booking. The facility is considered booked upon approval of the Reservation Form
by the CAGRECA Administration Office.
5. Upon confirmation of bookings, the host and caterer shall undergo briefing or reminded of
the amenities guidelines by the CAGRECA Administrative Office or any of its authorized
representatives.
6. A 50% down payment or full payment must be settled within ten (10) days after booking
confirmation or within five (5) days before the booking event, whichever comes first.
7. For bookings made more than 30 days in advance, full payment and security deposit (for
incidental charges) of Php 2,000.00 must be settled 30 days before the date of the event.
8. The member shall furnish the CAGRECA Administration Office a guest list including guests’
car plate numbers and a copy of the invitation distributed to the guests at least 5 days prior
to the event. The invitation will serve as security pass to the village and must be presented
to the guards at the main gate or at any gate whichever guests enter into.
9. At least one week’s notice should be given for any cancellation of booking; otherwise,
payments made will not be refunded for late cancellations of bookings. No penalties will be
imposed if the reason for late cancellation or no show is due to fortuitous events such as a
storm under signal No. 2 or above.
10. Security deposit will be refunded after 3 days from the date of event.
1. Users of the Social Hall and pantry are expected to observe proper behavior at all times and
not indulge in any overly noisy or boisterous activities, in accordance with the village rules
and guidelines.
2. Users should keep the Social Hall and Pantry tidy and reasonably clean after use. Maximum
clean-up period is 2 hours after the event. Clean-up will be charged as succeeding hour’s
rate. The member, member’s caterer or event organizer is responsible for the clean-up after
the event and must provide their own trash bags or receptacles and take these away with
them when they leave the village.
3. Catering crew members should be dressed properly while inside the village.
5. Smoking is not allowed in any part of the village clubhouse unless a designated smoking
area is assigned.
6. Vandalism, theft and other forms of inappropriate behavior are ground for immediate
expulsion from the premises. The accused is then subjected to proper lawful ground as
mandated by the rules and regulations of the subdivision or Cainta Municipality.
9. The CAGRECA Administration Office will not be responsible for any damage, injuries or loss
sustained by people while using the social hall, its facilities and the pantry.
10. The CAGRECA Board of Directors/Operation Manager reserves the right to amend and
supplement the above rules at any time without notice.
1. Swimming pools are for the exclusive use of CAGRECA members, lot owners, residents,
tenants in good standing and their immediate dependents only. For purposes of registration,
CAGRECA members and their dependents must present their Village Identification Cards to
the CAGRECA personnel-in-charge before using the facilities. For rental and fees please
refer to Appendix A.
2. The pools will be officially available for use from 9:00 AM to 10:00 PM only. Night swimming
is considered from 6:00pm to 10:00pm only. Due care and caution should be taken by all
users of the pools and its surroundings (including shower rooms) to avoid injury or accidents.
The CAGRECA Association will not be responsible for any untoward or unfortunate incidents
arising from the use of the pools at any time.
3. The number of guests of any resident using the pool must not exceed thirty (30) at any time.
4. Only swimsuits and swimming trunks are allowed as proper swimming attire.
5. Children five (5) years old and below are not allowed in the swimming pools unless
accompanied by a parent or guardian at all times.
6. Users of the pools are expected to observe proper behavior at all times and not to indulge
in any excessively noisy or boisterous activities. Strictly no diving from the edge of the pool.
No pushing or roughhousing around the pools. “Splash bombing” and water polo are strictly
prohibited.
7. A swimmer and/or his host will be held responsible for damages resulting in the
indiscriminate use of pool equipment/facilities.
8. Persons suffering from any infectious / contagious diseases, cough, colds, communicable
diseases or with open wounds are not permitted to use the pools.
9. Nurses, domestic helpers, caregivers or any other person in the employ of resident’s/
association members are allowed to use the pool only while safeguarding or providing
personal aid to residents, their family members and guests.
10. Eating and drinking of non-alcohol beverages are allowed only at designated areas
near the pool.
12. Domestic pets are not allowed in and about the pool area.
13. No radios or any electronic gadgets maybe brought into a pool. Portable or handheld
electronic gadgets can be used at poolside but should be operated at volumes that will not
disturb others.
14. Swimmers shall not be allowed from using the pool during thunderstorms and other severe
weather disturbances.
17. A swimmer and/or his host will be held responsible for damages resulting in the
indiscriminate use of pool equipment/ facilities.
18. Swimming lessons can be conducted only after permission is secured from the
administration office.
19. The CAGRECA Administration Office reserves the right to refuse entry to the pool to any
person suffering from any infectious disease or to someone who may be under the influence
of drugs or alcohol, or for whatever reason the CAGRECA Administration Office or its
representatives may consider unsafe and/or unwise for everyone concerned.
20. Rules that is being posted in the swimming pool area must be strictly followed and adhered
to.
21. The CAGRECA Board of Directors/Operation Manager reserves the right to amend and
supplement the above rules at any time without notice.
1. The children’s playground will be open from 6:00am to 6:00pm. The CAGRECA
Administration Office reserves the right to close the Children’s Playground to allow for
cleaning and maintenance.
2. No entry to the children’s playground is permitted upon hoisting of storm signal No. 2 or any
higher public storm-warning signal.
4. An adult must accompany children at all times. Adults accompanying children are
responsible for their safety.
5. Guests are only allowed to use the children’s playground when accompanied/sponsored by
a resident.
8. The CAGRECA Management is not liable for any accident, injury or loss that may be suffered
or incurred by anyone in the play area.
9. Parents and guardians are encouraged to take all necessary steps and precautions to
safeguard children at play.
10. The CAGRECA Board of Directors/Operation Manager reserves the right to amend and
supplement the above rules at any time without notice.
1. The court is for the exclusive use of CAGRECA homeowners, lot owners, residents, tenants
and their immediate dependents; in good standing.
2. Guests may be allowed to use the court as long as they are accompanied or sponsored by
a homeowner with good standing.
3. The use of the court will be on a first-come-first-served basis and for a minimal fee.
4. No entry to the court is permitted upon hoisting of storm signal No. 2 or any higher public
storm-warning signal.
5. Indoor Basketball court is open from 6 AM to 6 PM. For the exclusive use of the court later
than 6:00 PM, a fee of Php 150.00 per hour will be charged for the use of the electricity.
6. The reservation of the courts for all games, tournaments, practices, and other events will
strictly be on a “first come, first-served basis” with a maximum of two (2) playing dates per
reservation except for CAGRECA Administration Office approved tournaments. All requests
for the reservation for the exclusive use of the court should be obtained first from the
CAGRECA Administration Office or to any of basketball court being handled by respective
satellite offices.
7. A reservation is good for a maximum of two (2) hours. However, when no reservation is
made for the succeeding hours at the same date, teams or groups on the court may be
allowed to extend their allotted time if no other booking is made by other group who wishes
to play.
8. Players are required to use the proper playing shoes and attire when playing on the court.
10. Rough playing, vandalism, and other indiscriminate behavior are not permitted.
11. Smoking, use of alcohol or controlled substances, littering, gambling is prohibited in the court
area.
12. In the case of games played at night, the security guard on duty shall turn on the lights upon
presentation of documents as proof of reservation by CAGRECA Administration Office.
13. The CAGRECA Management and the Operation Manager will not be responsible for any
damage, injuries or loss sustained by people while using the court.
14. The CAGRECA Administration Office reserves the right to make the court unavailable for
use for purposes of carrying-out repair and maintenance work or where inclement weather
prohibits the safe use of the court.
15. The CAGRECA Board of Directors reserves the right to amend and supplement the above
rules at any time without notice.
1. The CAGRECA Board of Directors and Operation Manager and maintenance personnel are
responsible to maintain all the common areas in a clean, sanitary and tidy condition as well
as in good repair. Should there be any deficiencies, please notify the CAGRECA
Administration Office and Operation Manager immediately to act appropriately as deemed
necessary.
2. No notices, except those issued by the CAGRECA Administration Office and Operation
Manager, are allowed to be posted in any of the common areas.
3. Smoking is not allowed in the common areas in the clubhouse unless otherwise “smoking
area” is assigned.
1. All owners and occupants/tenants shall comply with these House Rules and Regulations as
may be revised, modified amended or supplemented from time to time by the CAINTA
GREENLAND COMMUNITY ASSOCIATION, INC.(CAGRECAI) Board of Directors).
2. Compliance with these rules must form part of all lease contracts entered into by the lot
owner.

These rules and regulations may be changed, amended and, or repealed only by a Resolution of
the majority of the Board of Directors of the Cainta Greenland Community Association
Incorporation (CAGRECAI).
AND FOR THIS PURPOSE, I hereby hold the Cainta Greenland Community Association Board
of Directors and/or the Operation Manager free and harmless from and further agree to
indemnify the Cainta Greenland Community Association Board of Directors and/or Operation
Manager for, any form of liability, damage, cost or expense of any persons (including third
persons) or property, arising out of my failure to comply with the rules of the Subdivision and/or
arising from the enforcement by the Cainta Greenland Community Association Board of
Directors and/or the Operation Manager of such rules of the Subdivision.
This undertaking shall be essential consideration for the permit and approval granted to me
by the Cainta Greenland Community Association Board of Directors and/or the Operation
Manager to enable me to cause any improvement or renovation on the Property.

B. STREETS RULES
3.1 The maximum speed limit of 30 kph within the subdivision must be observed at all
times.
3.2 Only trucks weighing a maximum twenty (20) metric tons, whether loaded or unloaded,
may enter the village. Only 10 wheelers ready mixer will be allowed to enter.
3.3 Anyone riding a motorcycle should NOT wear safety gears such as crash helmet inside
the village.
3.4 Unnecessary/excessive car horn blowing is not allowed within the village especially at
night and during wee hours.
3.5 In no case shall smoke-belching vehicles be allowed within the village. Public utility
vehicles, TODAG tricycles, Public utility vehicles (with village stickers), Taxis and Grab
may be allowed to enter the village upon leaving their driver’s license (or any valid
government issued ID’s) at the guard house which will be returned to them before they
are allowed to leave the village gates.
3.6 For visitors who have surrendered their IDs (valid government issued ID’s) at the gate,
the numbered vehicle card (given by the gate guard) must be prominently displayed
at the dashboard, seen through the windshield of their vehicles.
3.7 While at the premises of the village, drivers of homeowners and lessees are prohibited
from gambling, drinking liquor or loitering, indulging in horse play or other rowdy
behavior, staying and / or sleeping inside parked vehicles or any similar activity.
Drivers shall stay in their employee’s house only. Drivers shall abide by the rules &
regulations of the village.
3.8 Intoxicated persons (homeowners’, non-homeowners, taxi drivers and TODAG tricycle
drivers) are not allowed to operate any type of motorized vehicle inside the village.
3.9 Student drivers are not allowed to practice driving skills within the village premises.
3.10 Whether parked or in transit, the volume of car stereos should be limited so as not to
disturb the peace and quiet of the residents.
3.11 Open muffler: Motorbikes and the like are not allowed to enter in the village.
3.12 Any violation of the traffic rules and regulations shall subject the owner/occupant
concerned to sanctions/fines that may be promulgated and enforced by the village
Association. (See Appendix on Fines and Penalties)
5.1 Stickers may be issued to Homeowners who are members in good standing subject to
the payment of corresponding monthly dues, security/roving fee, for the purpose of
regulating the use and access to all roads within the village. Other sticker
classifications or entry permits for trucks, jeepneys, and public utility vehicles may be
issued at the discretion of and subject to the rules prescribed by the Association.
5.2 Only vehicles with Cainta Greenland Community Association, Inc. stickers will be
given immediate access to the village. Lot owners and Residents of Cainta Greenland
Executive Village are automatic member to CAGRECA as provided by Sta. Lucia
Realty and Development Inc. in the “Deed of Restrictions”.
5.3 Only members in good standing and school bus drivers may obtain the Cainta
Greenland Community Association, Inc. stickers from the Administration office subject
to the following:
5.3.1. Submission of a duly accomplished application form taken from the CASA
website, copy of OR and CR of the vehicles and the payment of the monthly
dues. If you have paid for a quarter on your monthly dues, then you will be
given a free one sticker provided that you have a garage for that car.
5.3.3. If the vehicle is newly acquired, a copy of the Deed of Sale or Sales Invoice
whichever is appropriate, can be submitted in lieu of the CR and OR.
5.3.4. If the sticker is being requested for a company vehicle, submission of the
company’s authorization/certification.
5.3.5. For a lot that is registered under a company name, only the authorized
representative(s) stated in the Secretary’s Certificate issued by the company
can avail of the sticker.
5.3.7 Unless a delinquent homeowner(s) paid his dues arrears can and will enjoy the
benefits of availing the village sticker.
5.4 Car stickers shall be renewed yearly. Note: Stickers is a property of CAGRECA, and
it should be surrendered back to Administration office upon the submission of the
Application Form.
5.5 Only the legitimate or registered homeowners in good standing, including those
persons that are living in his/her house can enjoy the privilege of providing a
homeowner sticker(s). This privilege is not transferable or given to any of his relatives
(parents, siblings, relatives or friends) who are NOT living in this subdivision. The
OR/CR of the vehicle is required when applying for a sticker to prove of applicant’s
residency; as such if there is a discrepancy to applicant’s address he/she shall
produce/provide any Government issued IDs (SSS, License, GSIS, Unified ID, etc.)
proving of his/her residency or deeds of sale proving of ownership.
5.6 The Association shall be free from any liability for any untoward incidents or damages
that may occur arising from or during the use of motor vehicles and/or the use of village
stickers within Greenland. The issuance of this sticker does not carry any acceptance
of liability on the part of the CAGRECAI.
5.7 Any unlawful act, duplication, forge or fake sticker confiscated affixing to any car or
vehicle shall be subjected to fine or penalty of Php 5,000.00, confiscation of fake
sticker and possible ban, if a violator is a non-homeowner, from entry of the car/vehicle
within the subdivision. Whereas, if the same offense is committed by a homeowner,
he/she will be fined of the same penalty and possible filing of criminal offense against
him/her. Please refer to Board of Resolution No. 2019-115 dated June 28, 2019.

2. While absolute ownership of the facilities and utilities for security service, water supply,
street lighting, maintenance of roads and drainage and such other facilities and utilities that
may be put up for the promotion of the general welfare, health, safety and morals of the
Association, shall continue to remain in the name of the DEVELOPER, CAGRECA shall
conduct the affairs and activities of the Association related with the proper operation,
maintenance, securities and beautification of the housing units and the subdivision and
shall manage and maintain the facilities aforementioned, subject however to the control
and supervision of the DEVELOPER. It is expressly stipulated further that the imposition
and adjustment of such fees, charges, dues and assessment for water and temporary
electrical facilities shall exclusively belong to the DEVELOPER. In the event that the
DEVELOPER continues to provide security and utility services, a corresponding payment
of fees therefore shall be imposed.
3. Furthermore, the PURCHASER shall faithfully comply with all the rules and regulations,
which in every instance must be made and promulgated by the Association with the prior
written approval of the DEVELOPER; sign standard contracts for such facilities and utilities
and faithfully pay the fees, charges, dues and assessments imposed for the use of such
facilities and utilities. A lien shall be established in favor of the Association and/or the
DEVELOPER over the property or properties of any member delinquent in the payment of
such fees, charges, dues and assessments and, in addition, the Association and/or the
DEVELOPER can take such action as may be appropriate to ensure payment thereof.
The following are regulations capsulized from our existing subdivision rules and regulations
in relation with construction which are likewise in accordance with the National Building Code to
serve as our guidelines.
1. The required setbacks are 2.00m along the sides and rear and 3.00m along the streets.
2. Garage roofs must be set back by 1.00m from property line along the street with its vertical
support set back by 2.00m from the same property line.
3. Construction of Firewalls shall be limited on two (2) sides, right and left, in full length of the
lot and a maximum of fifty percent (50%) on the rear. No firewall shall be constructed at the
front and one side as in the case of a corner lot. In case of a lot adjacent to an alley, firewall
shall be permitted to a maximum of fifty percent (50%) of the side of the lot.
4. Firewalls are allowed only for garages under the following conditions:
i) That the firewall should only be one-story high with a maximum height of 3.50 from
Natural Ground Level (NGL)
ii) That the firewall should extend up to only 60% of the property line (sides or rear) where
the firewall is proposed.
iii) That a written permission from the Owner of the adjacent property where the firewall is
proposed to be put up, be secured except on situations such as:
(1) The proposed firewall should be on the property line along the perimeter of the
subdivision.
(2) There already exists a firewall in the adjacent property, using the extent of the
existing firewall as the limitation and the area enclosed by the firewall can be utilized
for other residential purposes other than garages.
5. Perimeter fence must be 2.00m only in height from the natural ground level (NGL).
6. Overhead water tanks are not allowed as per DENR regulations except when they are
completed with an underground water system or above-ground water tank.
8. The owner and / or Contractor shall inform and request the CAGRECA Administration
Office to conduct inspection in the following periods:
Residential and Commercial Lots are subject to an easement or setback from the property
line to the building line.
11. Shall enclose the construction site with sawali / blue sack covers which remain on the entire
direction of the construction.

FOR THE SECURITY AND SAFETY OF ALL PROPERTY OWNERS / RESIDENTS AND
THE ORDER IN CONSTRUCTION AND RENOVATION OF HOUSES WITHIN THE
SUBDIVISION. ALL PROPERTY OWNERS / RESIDENTS SHOULD FULLY COOPERATE IN
THE IMPLEMENTATION OF AND STRICTLY ABIDE BY THE FOLLOWING RULES AND
REGULATIONS. THEY SHOULD ALSO INSTRUCT MEMBERS OF THEIR FAMILIES,
HOUSEHOLD HELPERS, AND VISITORS TO ALSO ABIDE STRICTLY WITH THESE RULES
AND REGULATIONS.
I. The Lot owner and / or Contractor must obtain a House Construction Permit from Cainta
Greenland Homeowners Association office prior to the start of construction. Issuance of the
permit shall be subject to the compliance of the Lot Owner and / or Contractor with the
following requirements
1. Letter of Intent
2. Three (3) sets of House Construction Plan on A3 size with the following:
a. Location and Vicinity Plan with Certificate of Relocation signed by a licensed
Geodetic Engineer.
II. Prior to the issuance of the Construction Permit, the Lot Owner shall submit a certification
issued by a licensed Geodetic Engineer attesting that the lot has been relocated on the
ground with concrete post or mujon and the location of the lot and its technical descriptions
are in accordance with the Transfer Certificate of Title. In the event that the lot owner
constructs his/her house on a wrong lot, the owner shall remove the same at his/her
expense without the necessity of a court order and without any criminal and/or civil liability
whatsoever on the part of the Association or its officers, board of directors and employees.
III. In the event that the lot owner decides to do backfilling on his/her vacant lot/s, the owner
should also secure a Filling Permit for the purpose from the Association and pay the
prescribed fees. In addition to the payment of prescribed fees, the Owner shall deposit to
the Association the amount of Php 10,000.00 as Construction Bond to guarantee
compliance of the terms and conditions of the Construction Permit and to any damage to
the subdivision’s properties.
IV. Walls on the perimeter of the property shall not exceed one (1) meter and eighty (80)
centimeters in height, except that no restriction as to height applies to walls made of live
vegetation. Firewall beyond two (2) meters shall also be allowed upon approval of
CAGRECA.
V. As required by the Revised Building Code of the Philippines, fences of more than 1.80
meters in height shall be required to submit an approved plans and Building Permit issued
by the Building Official concerned.
VI. No gate structure shall extend beyond the property line, including the gate panel itself when
it is in its closed position.
VII. As for the fencing activity only, the lot Owner must secure a Construction Permit from the
Association prior to commencement of the construction and upon payment of the
prescribed fees authorized by the Board of Directors. In addition to the payment of the
prescribed fees, the Owner shall deposit to the association the amount of Php 5,000.00,
as Construction Bond to guarantee compliance of the terms and conditions of the
Construction Permit and to any damage to the subdivision’s properties.
Note: Fees paid in securing this permit cannot be carried over in the Construction of the
building.
1. Requirements for application of Construction Permit:
a. Architectural and structural plans signed by a Licensed Architect / Civil
Engineer,
b. Bills of Materials and Material specifications.
c. Plumbing and Water Plans
d. Electrical and Trusses Plans
e. Sewage Plan
f. Parking Plan
2. The Contractor should provide a color coded uniform to every worker.
3. Proof of ownership by providing the office with a photo Copy of Transfer Certificate
of Title, (TCT)
4. Deed of Absolute Sale to validate proof of ownership.
5. If applicant is not the real owner, Original Letter of Authority or Special Power of
Attorney from the Owner.
6. Payment of the following fee:
a. Restriction and Construction Bond (Refundable)
b. Construction Permits
c. Fencing and Filling Permits
d. Absentee Fee (if the specific lot is in the Area between Phase 1 to 7)
e. Inspection and Processing Fee

VIII. No Construction Clearance shall be issued unless the Lot Owner shall have paid the
prescribed Fees as authorized by the Board of Directors. In addition to the payment of
prescribed fees, the lot owner shall deposit to the Association the amount of Php 10,000.00
as Construction Bond to guarantee compliance of the terms and conditions of the
Construction Permit (and to any damage to the subdivision properties such as, but not
limited to, sidewalks, gutters, roads, water lines, electrical and communication lines of
public utilities and other penalties mentioned thereof); and Php 20,000.00 as Restriction
Bond to guarantee compliance of building height code and ease from boundaries.
The Restriction and Construction Bond deposit shall only be refunded to the owner
only after completion of the construction and submission of the Certificate of Occupancy
issued by the Cainta Municipal Engineering concerned and by the Association; stating that
there was no violation of the terms and conditions of the Permit and the Deed of
Restrictions.
If the deposited Bond has been forfeited by the Association during the Construction
period for violation of the conditions of the permit, the owner shall be required to make a
new deposit under the same terms and conditions. Failure to make a deposit upon demand
shall be a ground for suspension of the construction and may be lifted only upon compliance
thereof.
IX. The Lot Owner and / or Contractor, after obtaining the Construction Permit from Cainta
Greenland Community Association must obtain clearance / approval from City / Municipal
Engineer’s Office.
Note: No diggings, lay-outs, construction or delivery of construction materials shall be
allowed without first securing a Construction Permit from the Association and Building
Permit from the local government concerned. Any construction commenced without prior
approval of the building plans and issuance of permit thereof by the ASSOCIATION may
be suspended, stopped and all construction materials for use in the construction thereof
including construction workers shall be refused entry to the subdivision.
X. The Lot Owner / Contractor must submit a list of construction workers to the office, a
requirement needed to secure Subdivision ID cards. ID cards are as follows:
1. Construction Worker Bio data
2. Signed request letter from the lot owner / contractor
3. Barangay Clearance
4. NBI or POLICE Clearance
5. Drug Test result
THE CONTRACTOR/FOREMAN AND HIS DAILY WORKERS MUST PRESENT THEIR
ID CARDS TO THE SECURITY GUARD IN CHARGE UPON ENTRY AT THE CONTROL
GATE.
TO BE ALLOWED ENTRY IN THE SUBDIVISION GATE, THEY ARE REQUIRED TO
WEAR THEIR ID CARDS AT ALL TIMES WHILE INSIDE THE SUBDIVISION.
XI. Construction personnel may use the construction site as sleeping quarters subject to the
following rules and regulations:
1. A list of stay-in workers must first be submitted by the Lot Owner or the contractor
to the Security Office;
Note: Only two (2) stay-in workers are allowed by the CAGRECA office.
2. The use of illegal Drugs, drinking of intoxicating liquor and engaging in all forms of
gambling or games of chance within the construction site is strictly prohibited.
3. Discourteous and arrogant behavior of the Construction workers inside the
subdivision is not allowed and will be dealt with stiffer fine.
4. Curfew are to be observed between 8:00 P.M. to 6:00 A.M. No construction worker
shall be allowed to loiter or roam around after 8:00 PM. Violators will be questioned
and subjected to fines in accordance with the schedule. The homeowners and
contractors shall be jointly and severally liable for the payment of such fines.
5. Workers are not allowed to fraternize with maids or residents. Any worker found
gambling, drunk or disturbing the peace and order shall be brought to the Security
Headquarters for proper action. If warranted, the violating workers may be
surrendered to the proper Police Authorities and later on banned from entering the
Subdivision.
6. Cooking of Food items for construction workers may be allowed provided that the
same is done only within the construction site; It shall be the duty of every foreman
in a construction project to see to it that food and construction materials are not
scattered within or around the construction premises and a garbage can shall be
provided for the proper disposal of the above items. Spoils and debris shall be
disposed properly.
8. Construction personnel should wash and / or take baths in an enclosed area within
the site. Persons scantily dressed are prohibited from working and loitering
anywhere inside the subdivision.
9. Every construction site should have adequate covered toilet facilities which should
be kept sanitary at all times by covering same with lime and earth at frequent
intervals.
10. All kinds of waste, garbage, and refuse must be disposed of outside the subdivision.
11. The privilege so granted to the construction workers is limited to themselves and
does not extend to the members of their respective families;
12. CAGRECA may from time to time impose additional Rules and Regulations which
it believed will promote orderliness and sanitation inside the subdivision.
XII. All buildings shall be constructed at a distance of three (3) meters fronting the street/and
at the rear and shall not be less than two (2) meters from the other boundaries of the lot.
Exceptions may be allowed to the following such as roof over carports, garages, terraces.
Also a lot area below 120 square meter and/or similar structures is also exempted subject
to the approval of the CAGRECA Board provided, an appropriate firewall is constructed.
All building plans and restrictions shall be approved by Sta. Lucia and Municipal Engineer
(Cainta and Taytay) and will be checked and inspected by CAGRECA during construction.
Failure to follow the “approved building plans” by the Sta. Lucia and the Municipal
Engineer shall automatically cause the forfeiture of the Restriction Bond deposited to and
in favor of CAGRECA.
It should be noted that all satellite Phases (1, 2, 3, 4, 5, 6 and 7) that were turned over to
CAGRECA Management sometime 2013 need not to coordinate with Sta Lucia Realty
Dev. Inc. (SLRDI) to secure a Construction Permit except those covered by expansion
projects (Phases 3 B, 4-C-1, 4-C-2, 4-J-1 and 6-A) must coordinate with SLRDI to secure
a Construction Permit.
XIII. As a general rule, all building/s shall not be more than NINE (9) meters above the ground.
Failure to follow the above “restrictions” shall automatically cause the forfeiture of the
Restriction Bond deposited to and in favor of CAGRECA
XIV. The lot owner shall construct a building or residential house on said lot in the amount of at
least Php 1,000,000.00. In determining this amount, the owner shall submit a copy of the
Bill of Materials to the Association, for evaluation. No galvanized iron sheets or nipa shall
be used as roofing for any residential dwelling as stated on the Deed of Restrictions from
the SLRDI developer.
Failure to follow the above “restrictions” shall automatically cause the forfeiture of the
Restriction Bond deposited to and in favor of CAGRECA
XV. The streets shall not be used for mixing concrete aggregates. Cement mixing box is
required prior to the approval of construction clearance. Violation of this condition shall be
a ground for immediate suspension of the construction.
Failure to follow the above regulations shall automatically cause the forfeiture of the
“construction bond” deposited to in favor of CAGRECA.
XVI. The streets are not to be used as storage for construction equipment, materials and / or
supplies such as sand and gravel piling as these will block the drainage system of the
subdivision. All storage of construction material equipment should be done within the
construction site. Violation of this condition shall be a ground for immediate suspension of
the construction.
Failure to follow the above regulations shall automatically cause the forfeiture of the
“construction bond” deposited to in favor of CAGRECA.
XVII. The Lot owner/s agrees to allow the entry of the CAGRECA inspector/s or representative/s
into their house/s, during reasonable hours of the day to carry-out into effect the purposes
for which the easement is created, to inspect and relocate monuments and/or to admit
representative/s of the Association and/or any public utility entities to install or disconnect
lines for light, telephone or water and other like facilities or services.
XVIII. Power and water connection with the main lines or pipes to the lot and / or house cannot
be made installed by the Lot Owner and / or contractor. Said connections are to be made
only by the Meralco and MWCI Field Engineers after payment of the proper fees. The lot
owner and / or contractor shall, at his expense, furnish all the materials needed by both
utilities. Electrical connections shall follow Meralco Regulations.
XIX. Lot owner or any person shall not tap or be permitted to tap into the CAGRECA water
reticulation without the written permit or clearance from CAGRECA to Manila Water.
The Manila Water Company, Inc. is the concessioner of Manila Waterworks and Sewerage
System and shall be responsible for the water installation/connections to the CAGRECA
water reticulation or system. The Lot owners shall comply with the requirement for water
connection from CAGRECA office and shall pay the usual fees and charges.
XX. The septic vault to be constructed must have two (2) chambers at least six (6) feet in depth
and that before pouring the concrete slab; the said vault must first be inspected for approval
by CAGRECA representative.
XXI. No lot owners shall be allowed to install any drainage line outside the property without the
express approval from CAGRECA. The drainage plans and specifications shall be
incorporated in the building plan.
XXII. It shall be the duty of every foreman in a construction project to see to it that food and
construction materials are not scattered within or around the construction premises and a
garbage can shall be provided for the proper disposal of the above items. Spoils and debris
shall be disposed properly.
XXIII. No “deep wells” may be dug on any lot without the prior written approval from CAGRECA
and or the proper Government Offices concerned.
XXIV. A garage or carport must be provided, at least, one for every dwelling unit by the home
owner inside the property measuring 3 m x 5 m (minimum). No overnight parking along
street will be allowed by CAGRECA management on those house(s) constructed beginning
year 2016. CAGRECA management will be very strict with this, which means NO GARAGE
NO CONSTRUCTION CLEARANCE will be issued to the applicant.
XXV. Driveway ramp shall be constructed in such a way of maintaining the gutter line of the road.
No ramp shall be constructed extending beyond the gutter line that will alter the gutter line
alignment. Also, garage steel door should not extend beyond the property line. Violation of
the above construction rules and regulation will mean forfeiture of the “construction bond”.
XXVII. No vehicular entrances or exits shall be allowed along circular curves at street intersections.
XXVIII. Storing of combustible material in the subdivision is strictly prohibited. However, during the
painting of the building, paint thinner can be brought into the construction site in quantities
sufficient only for the painting job. During the painting of the building, smoking within the
area shall be prohibited.
XXIX. Undeveloped property or vacant lots along the subdivision shall not be used or maintained
as dumping ground for construction refuse, rubbish, trash, garbage or other materials or
aggregates.
XXX. Upon completion of the construction, the Lot owner and / or contractor should clear the
construction site and surrounding properties of all construction refuse and dirt and leave
the same in a neat and clean condition in order for Lot owner to claim his “clearing bond”.
XXXI. Lot owner / contractor shall replace and / or repair any damages that have been caused to
surrounding properties such as gutter, sidewalk or road or else his “construction bond” will
be forfeited.
XXXII. “NO overtime work” in the project site shall be allowed without a 24-hour prior written notice
approved by the CAGRECA Infrastructure Head or Village Operation Manager.
XXXIV. Unnecessary noise will not be allowed during Sunday and Holiday work, which simply
means a NO OVERTIME WORK ON SUNDAYS and HOLIDAYS policies.
XXXV. CAGRECA security and representative may, at any time, inspect the construction site to
ensure compliance of these Rules and Regulations.
XXXVI. CAGRECA may refuse entrance to or to expel from subdivision any such construction
worker who may be found guilty of or violating any of these Rules and Regulations.
XXXVII. Violation of any of the above rules and regulations and / or non-payment of the penalties
will constitute sufficient cause for CAGRECA to deny the entry of the owner into the
subdivision for the purpose of occupying the finished house.
XXXVIII. Even after the completion of the construction of the residential house/building and the
return of the restriction and construction bond, the premises shall continue to be subject to
inspection by the CAGRECA inspector/representative or CAGRECA Security personnel to
ensure that the building restrictions are continually adhered to.
XXXIX. In the event that an existing home owner decides to extend vertically or renovate his/her
residence, the owner shall submit a building plan for approval by the Association (does not
need to apply at Sta Lucia) prior to the issuance of Construction Permit and upon payment
of the prescribed Association fees. In addition to the payment of prescribed fees, the owner
shall deposit to the Association an amount of Php 10,000.00 as Construction Bond and
Php 5,000.00 as Clearing Bond to guarantee compliance of the terms and conditions of the
Construction Permit and shall be subject to all foregoing rules and regulations of the
subdivision.
XL. Any substantial violations of the foregoing rules and regulations on future improvement and
alterations shall be subject to penalties, including the suspension/stoppage of the authority
to renovate, if any was obtained, and the prohibition of entrance into the subdivision of the
construction supplies and materials and construction workers.
XLI. Precautionary measures shall all be taken by the construction workers when cooking food
at the barracks.
XLII. Excavation on sidewalks shall be properly coordinated with CAGRECA office and shall be
cordoned off to avoid any pedestrian from accidentally falling in the pit.
XLIII. Warning signs or lights shall always be installed for the safety of the homeowners
/pedestrians on project sites whenever necessary.
XLIV. Construction equipment/materials shall not impede the free flow of vehicular/motorcycle
traffic on any subdivision streets.
XLV. Nothing herein contained shall be construed to limit the authority of CAGRECA to enforce
additional Rules and Regulations which may deem necessary to protect life, health, and
property within the subdivision.
I hereby agree to be bound by the provision of the above Rules and Regulations
implemented by CAGRECA.

any reason, but instead he/she will look into and exhaust prudent, compassionate measures (without rushing) to
rehome their pet if absolutely necessary.
