CODE OF PRACTICE FOR BUILDING INSPECTION


REPORTS
PART A: EXECUTIVE SUMMARY
• PROPERTY INFORMATION
This section indicates the name of the owner, details of the addresses
including area and location and purpose of the report. This section can be
presented in a point form format according to Client’s Details, Property
Address etc.

• APPOINMENT LETTER
This surveyor needs to attach a copy of the appointment letter with the
endorsement by the client or his/her representative and dated. The letter
may indicate the agreed consultancy fees and basis for payment and
additional fees subject to the latest approved scales of fees.
• TERMS OF REFERENCE
This section describes the scope of work and limitations of the report that
are required by a surveyor. This covers the detailed instructions given by
the client, which includes the purpose of the survey, inspection date, the
likely delivery date of the report, any specialist inspection required,
insurance details, dispute procedure, payment method and any
limitations. The limitations of the report could cover any assumptions
made, general content of the report, hazardous materials, human and
environmental issues.

• LIMITATION OF INSPECTION
This section describes the protocol and practices of inspection adopted,
for instance only Protocol 1: Visual inspection is carried out. It also lists
the area/space that is not readily accessible during the course of
inspection, or any inspection work that may have high risk and may affect
to the existing condition of building or injury to the surveyor or the third
party. The surveyor also needs to list any assumptions made in order to
express the inspection work diligently (teguh).
• FINDINGS AND RECOMMENDATION
This section explains the overall building rating (extracted
from BARIS) either Good, Fair or Dilapidated. It states the
total marks, number of defects and the total score; for the
overall defects. The surveyor also needs to highlight any
indication of the building elements or components that might
become worst if left unattended over period of time,
particularly yellow-coded defects (if any). The surveyor must
highlight to the client any other information that in his/her
opinion that affects the current and future condition of the
building.
• SURVEYOR’S DECLARATION
In this section, the surveyor shall certify the inspection work that was
carried out, together with endorsement and qualification. For
example:
“I hereby testify that the building has been inspected on (dd/m/yy)
until (dd/m/yy) and certify that the condition level of the building as
marked and described in this report and its assessment rating is
stated in the attached Inspection Declaration Certificate”.

• COPY OF INSPECTION CERTIFICATION


A copy of the inspection certificate needs to be attached in this
section.

• SURVEYOR’S COMPETENCY
In this section, a surveyor needs to attach his/her competency
certificate that is issued by The Royal Institution of Surveyors
Malaysia.
PART B: MAIN REPORT
• INTRODUCTION
This states the client instruction, scope and limitation of inspection work,
the building capacity and surveyor’s competency such as the weather
condition at the time of visit, purpose of inspection and the related scope
of work.

• DESCRIPTION OF PROPERTY
This section describes the location and the physical accessibility, types of
building, the general design, physical condition and type of construction,
estimated age of building, special features, materials, function and usage,
tenure / lease period, record of previous inspections and maintenance (if
any) and full address of the property.
In addition, it includes a brief history of the property, ownership and post
construction scenario; such as renovation, alteration, conservation,
preservation damages, defects, breakdowns, malfunctions of services,
change of use, previous and current maintenance activities conducted.
• METHOD OF INSPECTION
This describes survey protocols employed for the inspection, tool and
equipment used for rating and measurements, manpower, programme
and schedule of work and any specific service collaboration with other
professionals.

• BUILDING CONDITION ASSESSMENT


This examine the condition and significant defects of the building, in which
the worst defects shall be described first. The defects may be supported
by photographs or sketches and technical provisions used to express
surveyor’s findings. The data acquisition during building inspection shall
be used to describe building condition and analysis in BARIS (Building
Assessment Rating System).

• EXTERNAL / SITE CONDITION


This describes the site and ground condition, exterior elements of
building, parking areas, driveway, covered car park, landscape, compound
lightings, perimeter fences, gates and refuse disposal.
• FACBRIC AND COMPONENT
This describes the components of the building envelope such as the roof
top; parapet, external and internal façade; apron, perimeter drain, beam,
column, floor, staircase, ceiling, wall, window and door.

• SERVICES
This describes the building mechanical and electrical services such as hot
and cold water supply, the air conditioning and mechanical ventilation
system, sanitation and cleansing system, sewerage system, fire protection
system, vertical and horizontal transportation system, gas, special services,
public address system, communication and network system, surveillance
system, electrical services, safety and security and sustainable services
system.
In defect indication plans, the following coding shall be used:
E (External/site), F (Fabric) and S (Services).
Example: E1 for ground condition, F1 for rooftop, S1 for hot and cold water
supply.
• DEFECT ANALYSIS
This describes the analysis that illustrates the frequency and/or
percentage concerning the defects in Schedule of Building Condition. This
might be presented in the form of a bar chart, pie chart, line or spider web
charts. The overall defects findings are analysed and shall be presented
using the Schedule of Building Condition. Any ICT or related software such
as GIS, SPSS, Microsoft Excel, BUILD-IR or others used in the analysis shall
be mentioned. BARIS shall be used tom indicate the overall building
conditions.

• CONCLUSION AND RECOMMENDATION


The conclusion provides the overall building condition assessment and
rating of the property. This includes any recommendation for repair and
remedial works to be carried out. The recommendations may be shown
under a separate heading. An estimated cost of repair may be included if it
is specified in the scope of work.
PART C: APPENDICES
• LOCATION AND SITE PLAN
Location, site plan, site boundary, outline in it red. Site plan clearly show it
building & boundary. photo of (site, surrounding, façade of inspected
building)
• AS BUILT DRAWING / BUILDING PLAN
Full set of drawings/plan, show existing condition during inspection,
drawing show actual existing condition/space layout/openings, as
opposed to designs or proposed condition. Tidy & free from any marking
(no marking defects location)
• DEFECT SHEET
simplified format of the on-site survey checklist. Parallel accordance to
Schedule of Building Condition and Defect Indication Plan. Comprise
defect sheet number, photograph/sketch section, level, location,
element/component, scoring information (i.e. BARIS), defect description,
possible causes and any necessary information.
• DEFECT INDICATION PLAN
In parallel accordance to Schedule of Building Condition and Defect Sheet.
All defects shown in this plan/elevation according coding system. Only
coding shown in Defect Indication Plan. Surveyor is allow to include any
photo that might useful in reading plan (if that is a placed in a neat & tidy
manner)
• BUILDING SPECIFICATION (IF ANY)
Extract from tender/contract document of building, record spec of main
building elements and any specific construction or services that being
installed, list and contact of all consultant, main contractor or other
stakeholder that listed in tender/contract document.
• PREVIOUS REPORT (IF ANY FROM OTHER CONSULTANTS)
Might require specific report such (mechanical equipment testing, soil
stabilization survey, condition monitoring or other services provided by
other specialist or construction professional. To be coordinate as part of
main report. Specific report also must be certified with professional
standard & ethics.
