PREFACE

This AEP documents the responsibilities of, as well as the actions to be taken
by Air Traffic Control, Aerodrome Rescue and Fire Services, Police and other
assisting services at or in the vicinity of Ras Al Khaimah International Airport in
the event of:

a) An Aircraft Accident.

b) An Emergency other than at (a)

c) A domestic fire or special service of an emergency nature, on or near the


airport.

The orders cannot be completely comprehensive and Officers in Charge of


Sections are expected to interpret them as circumstances dictate.

The Ras Al Khaimah Airport Authority is responsible for the promulgation and
amendment of these orders. Please ensure that any information contained in
these orders with reference to your organization is accurate and that any

Foreword

Air travel in Ras al Khaimah, UAE and around the world, for business or
pleasure, is within the reach of a rapidly growing number of people. The
frequency of aircraft movements at airports is increasing apace and there is a
trend towards use of larger capacity aircraft. Although it is true that aircraft
safety is continuing to improve due mainly to the superior reliability of modern
advanced technology aircraft and ground support systems, an aircraft accident
is an ever present threat for which planning and preparedness must continue.

International Civil Aviation Organization (ICAO) surveys show that in most


accidents on or near airports, the majority of aircraft occupants survive.

A comprehensive and frequently practiced Airport Emergency Plan, developed


and maintained in consultation with all responsible agencies, is essential to
ensure that loss of life and suffering in the event of an accident, is minimized.

Airport Emergency Planning is the process of preparing an airport to cope with


an emergency occurring at the airport or in the vicinity. The object of airport
emergency planning is to minimize the effects of an emergency, particularly in
respect of saving lives and maintaining aircraft operations. The airport authority
is responsible for establishing this plan and procedures to deal with all unusual
conditions at the airport and for coordinating the plan with surrounding
community authorities.

The purpose of this Emergency plan is to ensure that there is orderly and
efficient transition from normal to emergency operations, assignment of
emergency responsibilities, co-ordination of efforts to cope with the emergency
and safe continuation of aircraft operations and / or return to normal operations
as soon as possible.

This document has been prepared by referring to a wide range of related and
relevant publications.

GLOSSARY

Aerodrome/Airport

A defined area on land intended to be used either wholly or in part for the arrival, departure and
surface movement of aircraft.

Aircraft Accident (1) - GENERAL

An aircraft Accident is an occurrence during the operation of an aircraft in which any person involved
suffers death or serious injury or in which the aircraft receives substantial damage.To be initiated
when an aircraft accident, (with or without fire) has occurred on or in the vicinity of Ras Al Khaimah
International Airport.

Airport Control Tower (ATC)

A unit established to provide air traffic control service to Airport traffic.

Airport Emergency Procedures (Standard Operating Procedures)

Individual agency procedures for meeting the requirements of the Airport Emergency Plan

Aircraft Operator

A person, organisation or enterprise engaged in (or offering to engage in) aircraft operations

Airport Emergency Plan (AEP)

Documented procedures for implementing and coordinating emergency response activities of airport
and other agencies when an emergency occurs on or in the vicinity of an airport. Also designed to
provide a timely and coordinated response for rescue and recovery involving an emergency at the
Airport

RAK Airport Police

The local government agency charged with primary police/security support of


on - airport related emergencies.

Airside

The movement area of an airport plus adjacent terrain and building etc to which access is controlled

Alerting & Activation System

A system for rapidly ‘alerting’ emergency response & support personnel of an emergency situation,
which requires immediate deployment of said personnel for emergency response duties (‘activation’)

Apron
That part of an Airport to be used for the purpose of enabling passengers to board or disembark from
an aircraft, loading of freight onto or unloading freight from an aircraft, refueling, parking or carrying
out maintenance on aircraft.

Assembly Area
A pre-arranged, strategically placed area on or off airport where general airport staff and their
vehicles can be assembled in order to be escorted to the Airport during an emergency.

Care or Treatment Area


The location, at or near an accident site, where first medical care is given to the injured (see ‘Triage’)

Co-ordination

The bringing together of agencies and individuals to ensure effective emergency or rescue
management, but does not include the control of agencies and individuals by direction.

(Uninjured) Crew Reception Centre (Airside) – CRC (A)

All uninjured crew should eventually be transported from the emergency site ‘Uninjured Collection’
area to a secure & private initial holding area within the airside part of the airport building or close by.

Dangerous Goods

Articles or substances which are capable of posing significant risk to health, safety or property

Department of Health and Medical Services – DOHMS (M.O.H.RAK)

The Federal government department charged with all aspects of primary medical support for an
airport related emergency at or in the vicinity of RAK

Department of Civil Aviation (RAK DCA)

The Authority who sets and oversees specific minimum standards and regulations for RAK
AIRPORT– to ensure compliance with ICAO and GCAA guidelines for:

• Airport Operations (see ‘RAK Airport LLC’)


• Air Traffic Services
• Safety and Security

Note - RAK DCA is subordinate to the federal ‘General Civil Aviation Authority’ of the UAE

Emergency / Disaster

An emergency due to an actual or imminent occurrence which:

a) Endangers, or threatens to endanger, the safety or health of persons, and


b) Destroys or damages, or threatens to destroy or damage, property.

Airport Emergency Operations Centre

A designated area on the airport used in supporting and coordinating operations during airport
emergencies. Also will work as Emergency Call Center (ECC) and Emergency Information Centre

Family Assistance Centre - FAC

The FAC is the landside location to which local ‘Friends and Relatives’ (FR) of accident victims
might eventually be taken (if they wish to go there), once processing is complete at the initial Friends
& Relatives Reception Centre’(FRC) facility at the accident airport (or near the accident site), as
appropriate (Ref.FRC)

Full Emergency

A condition declared when it is known that an aircraft approaching the airport is, or is suspected to
be, in such trouble that there is danger of an accident and requiring the response from off airport
agencies.

Friends & Relatives Reception Centre - FRC

Friends & Relatives (FR) waiting for a flight known to have experienced an emergency should be
identified by Aircraft Operator/Pax service/Other staff - and escorted to a separate, cordoned off or
otherwise private location within the airport - or at a very nearby location, known as the FRC and it
will be functioned and located at the Main Terminal Departure Entrance Hall.

General Civil Aviation Authority – GCAA


The federal civil aviation agency(regulatory, compliance etc) of the United Arab Emirates (see also
‘RAK Department of Civil Aviation’ and ‘RAK Airport LLC’)

Grid Map
An area map, overlaid with a square or rectangular geographic grid co-ordination system, used to
identify ground locations. Such maps are in common use to guide emergency response services to
the scene of an airport/off-airport emergency

Aircraft Incident (Ground)

An occurrence, other than an accident, associated with the operation of an aircraft, which affects or
could affect, the continued safety of the operation – if not corrected. An incident does not result in
serious injury to persons or substantial damage to aircraft

Inner Cordon/Perimeter

A secured area - usually associated with an aircraft accident site, which allows for secure, safe and
coordinated operations when dealing with an emergency, including the immediate access and exit of
emergency response personnel and vehicles. An inner cordon is usually circular and based on an
approximate 100-200 metre radius from the emergency site location

Local Standby

A condition declared when an aircraft approaching the airport is known or is suspected to have
developed some defect but the trouble is not such as would normally involve any serious difficulty in
effecting a safe landing and thus NOT requiring a response by off airport agencies.

Medical Transportation Area – Ground Transport

A designated and prepared location, near the collection, triage or initial medical care areas, where
injured persons are held ready for ground and air transportation to better medical facilities – usually
under the supervision of a medical coordinator.

Medical Transportation Coordinator

A person appointed by the Medical Officer ‘/Medical Services’ Saqr Hospital Medical Authority, to
conduct and co-ordinate all medical transport operations at the scene of the emergency. This will
include the ‘tally’ or headcount of which casualties have gone to which hospitals, - together with
when, how and in what status were the casualties, on departure from the emergency location

Mobile Command Post - MCP

A purpose designed (RAK Airport LLC) vehicle, capable of providing suitable accommodation,
infrastructure, facilities and communications to permit the ‘On-scene Commander’ to undertake the
local (tactical), on site command, control and co-ordination roles required of him

Mobile Quarters

Shelters designed for rapid movement to an emergency location, where they can quickly be
activated in order to protect casualties from exposure to the elements which will be arranged as per
the requirements of the day.

Mortuary / Temporary Mortuary

A storage facility for the bodies of dead accident victims - which might be as simple as a field, an
aircraft hangar or refrigerated truck container (temporary mortuary) or purpose built mortuaries in
hospitals, at undertakers etc (permanent mortuary) The Temporary Mortuary will be located in the
Aircraft Hangar(Dana Jet).

Mutual Aid Emergency Support Agreements

Agreements established with appropriate agencies, (such agencies generally operating in the
‘local/surrounding community’) near an airport, defining initial emergency notification and response
requirements, generally related to support of an airport or airport related emergency and vice versa
(where appropriate for latter)

Off-loading/Landing Point

An off-loading/landing point(s) will be designated ‘on the day’ by the On-Scene Commander and/or
the other, relevant emergency services Commander (e.g. the UAE Navy/Coastguard). This point(s)
will serve as a staging area where emergency support personnel, vehicles and equipment can be
held, in preparation for the offloading/landing of aircraft accident victims involved in an emergency
which occurs in the sea.

On-Scene Commander (see ‘Overall Commander’ and ‘Tactical Commander’)

Person pre-nominated or designated on the day to take charge of overall tactical emergency
operations, usually at or related to the scene of the emergency itself.

The HRFS,On-scene Commander of the incident reports to the ‘Overall Commander’(CEO or his/her
representative) in the EOC - insofar as airport or airport related emergencies are concerned.
‘Tactical Commanders’ report to the On-scene Commander

The On-scene Commander is expected to exercise his/her responsibilities from a ‘unified,(joint)


agency command centre’ – usually located at or near the emergency site – such centre known for
the purposes of this plan as the ‘Mobile Command Post’

In the very early phases of an emergency response, Tactical Commanders on site will decide
amongst themselves who will assume the temporary responsibility of On-scene Commander, until
the arrival on site of the pre-nominated or designated person.

This decision will usually by dictated by the type of emergency – e.g. for aircraft accident, the local
Fire and Rescue Services Commander on the spot should normally take the responsibility; for
security type emergencies, the local senior police officer on the spot should take responsibility etc

Similar considerations to those detailed in the two paragraphs immediately above will be taken into
account when designating the On-scene Commander

The Head of Rescue & Fire Service will be the designated On-scene Commander/Incident
Commander of the Crash Site.

Outer Cordon/Perimeter

The area outside the inner cordon, secured for immediate operational support requirements - being
free from unauthorised or uncontrolled interference. The outer cordon is usually circular, with a
radius of 200-300 meters - based on the emergency site location

Overall Commander (see ‘On-Scene Commander’ and ‘Tactical Commander’)

Person pre-nominated or designated on the day to take charge of the overall strategic emergency
operation response for airport or airport related emergencies. The Overall Commander and
supporting team will normally operate from the Airport Emergency Operations Centre (EOC).The On-
scene Commander reports to the Overall Commander
The Airport Chief Executive Officer or his/her Nominee will be the designated Overall
Commander of the Airport Crisis Response

Passenger Information Form (PIF)

This standard form is used at RAK - to record information about possible accident flight victims,
where no passenger manifest / crew list is available/yet available

Passenger Record Card – (PRC)

This standardized form is used at RAK - to record information on all accident flight victims, either
using information provided directly by the victims themselves (e.g. uninjured or slightly injured
survivors at the ‘Survivor Reception Centre - (Airside)’ telling the aircraft operator / GHA who they
are, who they were flying with, who their closest relative is etc) - or as provided indirectly e.g. -
from mortuary or hospital records where a victim’s documentation (e.g. passport or ID card) might be
used to complete the PRC or by third parties (such as friends and relatives) calling the Emergency
Call Centre (associated PRC then completed directly) or by friends and relatives completing
Passenger Information Forms – the latter then being used to update the associated PRC- when the
PRC becomes available

Ras Al Khaimah Directorate General (Off-airport) of Police

The local/Federal government agency charged with primary police/security support, generally
confined to an off airport related emergency or in support of an on airport emergency

RAK Airport LLC

Manages and operates RAK Airport and its associated infrastructure The ‘Crisis Management’
section (or person responsible) of RAK Airport LLC shall be responsible (via its senior management
organization) – directly to the Ras Al Khaimah Department of Civil Aviation and indirectly to the
General Civil Aviation Authority, for the production and maintenance of this AEP document plus the
associated training and exercising necessary to ensure the highest level of crisis management
preparation and preparedness.

RAK Airport LLC is sometimes otherwise known in this AEP as the ‘Airport Authority’

Reconciliation/Reuniting Area – Airport (RA (A)


An identified area, usually at the emergency airport or near the emergency location, set aside for the
airport or accident site reuniting of FR with their associated uninjured victims from the accident flight.
A typical RA (A) would only be used in the shorter term. (Please cross refer to PIF & PRC forms)

Reconciliation/Reuniting Area – Off Airport (RA (O))
A generic term covering a typical location where FRC might be re-united with their associated victims
from the accident flight – assuming that this has not already been accomplished at the RA (A). The
RA (O) might typically be located at a local hotel – for re-uniting with uninjured victims; in a hospital –
for re-uniting with injured victims or in a mortuary - for re-uniting with the deceased

Rendezvous Point (RVP)


A pre-arranged reference point or location, to which responding emergency support personnel,
vehicles and equipment should initially proceed in order to obtain direction and/or escort to the
staging area or direct to the emergency site location (see ‘Staging/Holding Area’) It is located at
RAK Airport Fire department.

Search & Rescue Co-ordination Centre (RCC)


The RAK Airport Emergency Plan is to provide for co-operation and co-ordination with the relevant
Search and Rescue Co-ordination Centre, as necessary. Notification requests for Search and
Rescue in the UAE should be channeled initially via the Area Control Centre (Air Traffic Control) in
Abu Dhabi. The Area Control Centre will further co-ordinate with:

1. UAE Police for Search and Rescue in the Northern Emirates – or


2. Military General HQ for Search and Rescue in the Abu Dhabi Emirate

(Uninjured) Survivor Reception Centre (Airside) – SRC (A)

All uninjured (or non-hospitalised) survivors (not including crew) of an aircraft accident will generally
be transported from ‘Uninjured Collection Area’ (at the crash site) to an initial, airside holding area
(SRC (A)) within or near the airport .SRC will be located at the Terminal Departure Hall.
Tactical Commander / xxxxxxx (See ‘On-scene Commander’ and ‘Overall Commander’)
A pre-nominated or designated on site commander, in charge of a particular emergency support unit,
usually located at or near the emergency site itself e.g. Rescue & Fire Fighting Services, Airport
Police, Medical Services etc

The Tactical Commander is expected to exercise tactical command and control of his own unit,
under the overall direction of the On-scene Commander

The ‘xxxxxxx” shown above is meant to represent the particular emergency support unit under
command - e.g. in this document it will typically be shown as “Tactical Commander / AFS (Airport
Fire Services); Tactical Commander/Airport Police; Tactical Commander / Medical Services – and so
on

Tagging/Triage Tag
A method used to identify casualties in a priority order for receiving medical care. The priorities are
normally ‘Immediate Care” (Priority 1), ‘Delayed Care’ (Priority 2), ‘Minor Care’ (Priority 3) and
‘Fatality’. A tag is usually attached in some way to a casualty during the triage process, such tag
indicating the priority of care to be given (see appendix E for an illustration of the triage tag)

Triage

The sorting of casualties (in order to facilitate the eventual priority of medical care) at an emergency
location - according to the nature and severity of injuries. Note that triage does not provide for
medical care to be given. The medical care process follows on from the triage process

Victim
For the purposes of this document, ‘victim’ is a term referring collectively to the passengers and crew
of an emergency flight and any other persons directly affected as a result of the accident i.e. ground
victims who are killed, injured or traumatized as a direct result of the accident .Note that ‘victim’ does
not refer to the dead alone nor is it a term which should be associated with others who might be
termed as being indirectly affected by the emergency e.g. friends and relatives of victims

For employees of RAK Airport LLC and of the SERCO Air Traffic Services organization at RAK, this
document and its associated contents are to be considered an internal directive for actions and
procedures during emergencies - which affect the airport, either directly or indirectly.

Further to the above, and where appropriate throughout this plan, its content is to be regarded as
supplementary to any established work procedures and ‘exercising of professional skills’ regarding
emergency response e.g. the AEP does not attempt to instruct the Rescue and Fire Fighting
Services, Air Traffic Controllers or Medical Services in how to conduct their own
professional responsibilities

Tenants, Franchisees and Agencies in the Supporting Community


Tenant and franchisees at RAK Airport, together with supporting community agencies and any other
organisations which might possibly be involved with the coordinated response to an emergency
directly or indirectly affecting RAK Airport - should make ‘best endeavour’ to comply with the actions
and procedures contained herein. Where such organisations are unable to comply with the above
request, notification (with details) should be made accordingly to RAK Airport LLC (A. Gafoor-

Mutual Aid Emergency Support Agreements

Such agreements are usually very simple in format (see example agreement at Appendix P) but
should include attachments or appendices including at least:

• Clarification of political and/or jurisdictional matters.


• Establishment of agreed command and control authority.
• A coordinated radio/similar communications plan.
• Supply and co-ordination of emergency transport facilities
• Pre-arrangement for the use of portable and heavy rescue equipment – plus
other specialist equipment, from all available sources

SECTION 1 - INTRODUCTION

1. Introduction

Airport Emergency Planning is the process of preparing an airport to cope with an on airport
emergency or an emergency occurring in its vicinity. The objective is to minimize the adverse effects
of an emergency, particularly with respect to the saving of life and the maintenance of aircraft
operation .This Airport Emergency Plan (AEP) documents the procedures used at Ras Al Khaimah
International Airport (RAK) for coordinating the emergency responses of the different airport
agencies and services with each other and also with the appropriate emergency support agencies in
the surrounding community together with a reasonably detailed account of who does what, when,
how, in what order etc with regard to the emergency response operation as a whole

1.1 AIM
The aim of the Ras al Khaimah Airport Emergency Plan (AEP) is to provide a timely and co-ordinate
response and recovery from an emergency at the Airport.

1.2 SCOPE
1.2.1 This Plan details the arrangements for control and co-ordination of the response to an initial
recovery from an emergency within the boundary or in the vicinity of Ras al Khaimah International
Airport.

1.2.2 This Plan is based on the assumption that each agency with a statutory responsibility has in
place appropriate supporting Airport Emergency Procedures or (Standard Operating Procedures)
which deal with that agency's response in accordance with this Plan.

1.3 Regulation
This AEP meets the requirements of ICAO Annex 14, ICAO Part 1 - Airport Services Manual Part 7
and GCAA Civil Aviation Regulation CAR part IX

SECTION 2 - GENERAL
1. Categories of Emergencies

1.1. Aircraft Emergencies

1.1.1. Aircraft Accident


An aircraft accident, which has occurred or is inevitable on or in the vicinity of RAK International
Airport

1.1.2 Full Emergency


To be instituted when it is known that an aircraft is, or is suspected to be, in such trouble that there is
danger of an accident. If there is any doubt as to the degree of risk then a Full Emergency will be
initiated rather than Local Alert.

1.1.3 Local Alert.


To be instituted when an aircraft approaching RAK International Airport is known or is suspected to
have developed some defect, but it is not such as would normally involve any serious difficulty in
effecting a safe landing.

1.1.4 Aircraft Ground Incident


An aircraft ground incident is declared when an aircraft on the ground is known to have an
emergency situation other than an accident - requiring the direct attendance of the Fire Service for
investigation or assistance.

1.1.5 Weather Standby


Weather Standby is declared when weather conditions are such as to render the landing or take-off
of aircraft difficult - or difficult to observe.

1.1.6 Bomb Warning (Aircraft)


To be instituted if a warning is received that an aircraft on the ground or landing at RAK International
Airport has or may have a bomb on board.

1.1.7 Unlawful Act


To be instituted if it becomes apparent that an aircraft that has been the subject of unlawful act and
is on the ground, or is likely to attempt a landing at RAK International Airport.

1.1.8 Domestic Fires


To be instituted when a report of a fire in or on structural building is made

1.1.9 Special Services


To be instituted for any call not covered by any of the above.

1.1.10 Natural Disaster


Natural disasters identified as possible hazards on RAK International Airport are:
• Storm and tempest (moderate possibility -moderate consequence).
• Earthquake (remote possibility -high consequence).

1.1.11 Dangerous Goods and Substances


Dangerous goods within the meaning of the Act are substances and objects which, due to their
nature, their properties or their condition could, when transported, represent a hazard to public safety
or order, especially to the general public, to important municipal property, or to the life and health of
humans, as well as animals and so on.

1.2. Emergencies Not Involving Aircraft

1.2.1 Bomb Warning (Terminals & Buildings)


To be instituted if a warning is received that a bomb may have been placed in the airport Terminals
& Buildings.

1.2.2 Domestic Fire


A fire other than an aircraft fire, within or outside the airport boundary - which is liable to cause or
constitute a danger to flying, the safety of human lives or airport property, or which the Airport Fire
Service should attend by virtue of agreement with RAK Civil Defense, or which the Airport Fire
Service should attend in response to calls from the public on humanitarian grounds.

1.2.3 Special Services


Calls for assistance for which Airport Fire Services appliances, equipment or personnel are
necessary to provide a service outside that of an emergency nature.

1.2.4 Medical Emergencies

Medical emergencies are diseases that could be communicated to others and requires that
individual(s) to be isolated from the general population in order to prevent its expansion.

2. Re-grading and Cancellation of Emergencies

2.1. Whilst aircraft are airborne, air traffic control is responsible for upgrading an emergency. When
aircrafts are on the ground, the responsibility for upgrading will be made by the HRFS.

2.2. Downgrading and cancellation of emergencies may be instituted by the Pilot in command of the
aircraft or HRFS. The HRFS being in attendance at the emergency can give information on what is,
or is not required, depending on the circumstances.

2.3. If fire cover, police supervision, salvage work etc., is still required when the state of emergency
is cancelled, then arrangements will be made on an individual basis, e.g. the Airport Fire Service will
provide fire cover as long as HRFS considers necessary.

3. Summary of Functions and Responsibilities

3.1 Air Traffic Control

3.1.1 Air traffic control is normally the authority responsible for the initiation of all airport emergencies
arising from circumstances known to the unit.

3.1.2 In the event of an accident or incident air traffic control shall ensure, without delay, that the
required alerting action is undertaken.

3.2 Airport Fire Service

3.2.1 The ARFS is responsible for all fire fighting and rescue operations at the scene of an accident
within the airport boundary and within the area, which will be attended by the service. The MRFS is
responsible for deciding whether or not to permit airport fire appliances to attend an accident scene
outside the immediate operational area of the airport.

3.2.2 Within the airport boundary the HRFS will remain in operational control of all services attending
the accident or incident during Fire & Rescue operations until he declares that life-saving operations
are over and that the aircraft wreckage is safe from further outbreaks of fire, explosion, etc.

3.2.3 The HRFS is overall responsible and will assign/assume the duties of Aerodrome Incident
Commander (AIC)for the coordination of agencies when responding to an Aircraft Accident.

3.2.4 The Airport Incident Commander (AIC) must focus on the safe and effective resolution of the
incident. The AIC tactics are based on a dynamic assessment and /or the limited resources available
at the time of the incident. At some times with in the frame of the incident the AIC will need to work in
conjunction with other mutual aid services and agencies as necessary. At this point the full
Aerodrome Emergency Plan would have been implemented.

3.3. Command Control

3.3.1 Police will be in overall control and assisted by the AEPC for all on Airport emergencies. Off
Airport emergencies under the control of RAK Police

3.4. RAK Civil Defense

3.4.1 Main role is in assisting the Airport Fire Service in fire fighting and rescue, where an accident is
on or in the immediate vicinity of the airport. RAK Civil Defense is also responsible for dealing with
and coordinating the attendance of other authorities in the event of an aircraft crash outside the
airport boundary.

3.5. Airport Police

3.5.1 The Airport Police shall establish a cordon around the accident and control entry to the area
affected. The Airport Police will be responsible for the security of the crash site.

3.5.2 The Airport Police will be responsible for the identification of corpses and in co-ordination with
the Airline Representative, notification to relatives of the dead and seriously injured by setting up of a
Casualty Bureau. The casualty should initially be organized at the incident Command Centre.

3.5.3 The Airport Police will be responsible for the security of the wreckage, personal effects, mail,
luggage and cargo.

3.5.4 In the event of a Bomb Warning or Unlawful Act, the Airport Police shall be responsible for
establishing a Command Post in co-ordination with the On-Scene Commander.

3.6. Emergency Medical Services

3.6.1 The AFS First Aider (Ambulance crew) shall initially be responsible for the coordination of
medical services. Tasks will include the provision of hospital services, mortuary facilities and co-
ordination of Department of Health doctors, nurses, and ambulance crews and armed forces / Police
medical personnel.

3.6.2 In co-ordination with the Police and medical staff present, the Airport Ambulance crew will
establish a Triage Area near to the scene of the accident.

3.7 The Coastguard / UAE RAK Police HQ / Ministry of Interior

3.7.1 The Coastguard shall participate in any offshore search or rescue operations. They shall assist
rescue services in the event of an accident or ditching in shallow waters.

3.7.2 The Ministry of Interior, the UAE Air Force / Navy shall, as required, participate in search and
rescue operations. They will transport rescue teams and medical equipment to the accident scene
and may be required to provide flying ambulance services to the injured.

3.7.3 The Armed Forces Medical Service and hospitals, in conjunction with the department of Health,
shall provide doctors, nurses, on-scene medical equipments, ambulances and hospital beds.

3.8. Ground Services RAK

3.9.1 Ground Services - having taken the necessary initial alerting action as detailed in the call out,
will then co-ordinate the following:

3.9.1.1 In liaison with the Aircraft Operator, the Airport Ground Service ( passenger service) will be
required to take care of the uninjured crew and passengers, both in registration/processing/support
roles at the SRC(A) ,CRC (A) Also they will take care of FRC.

3.9.1.2 In liaison with the Aircraft Operator, the Passenger service will assist in dealing with enquiries
from friends and relations of those on board the aircraft.

3.9.1.3 Passenger Services, where appropriate, shall act as the representative of airlines involved in
an accident / incident.

3.9.1.4 Passenger Services, in co-ordination with the Airport Police, shall assist in recovery,
transportation, storage and redistribution of baggage, personal effects and cargo.

3.9.1.5 In conjunction with Airport Police and on site Medical Services, Passenger service will track
the movement and identification of those victims taken directly from triage to appropriate medical
facilities also will track the movement and identification of deceased victims.

3.10. The General Civil Aviation Authority

3.10.1 Once the accident site is safe and secured the GCAA investigating committee will assume
control of the incident/accident site. The General Civil Aviation Authority shall carry out preliminary
accident investigation procedures, take photographs and gather evidence concerning the possible
cause of the accident as soon as the rescue operation is complete.

3.10.2 The General Civil Aviation Authority will supervise the recovery of flight data and cockpit voice
recorders and will impound these prior to shipment to relevant official read-out sources. Key
wreckage will be marked or surveyed and noted.

3.10.3 The General Civil Aviation Authority will proceed with accident Investigation. The GCAA may
seek the assistance of the Aircraft engine manufacturers, should there be a requirement.

3.11. Aircraft Operator.

3.11.1 The Aircraft Operator will be required to provide as soon as possible a passenger manifest,
crew list (General Declaration), a cargo manifest and details of restricted, dangerous and radioactive
goods on board. This information should be provided to the AEPC for redistribution to those
concerned in the various phases of the operation.

As the passenger manifest and crew list are updated (verified), updates will be passed on to the
HRFS and all other interested and eligible agencies by the EOC.

3.11.2
The Aircraft operator will be required to take care of SRC (A) and CRC (A) once the uninjured
survivors are released from airside at the airport.

3.11.3 The Aircraft Operator will be required to submit a plan for the salvage and / or recovery of the
accident aircraft / aircraft wreckage as soon as possible and to implement it with all speed once it is
approved by the GCAA.

SECTION 3 - OPERATIONAL RESPONSE & AIRPORT EMERGENCIES

3.1 Alerting & Activation

On Airport

Alerting and Activation for an on airport emergency response (aircraft accident) at RAK is expected
to be initiated by Air Traffic Control (ATC) – the latter usually being the first to become aware of or to
be alerted to a state of emergency

ATC will activate the ‘crash alarm’ which will, in turn, immediately alert the on- airport Rescue and
Fire Fighting Services (Airport Fire Service). The latter will be further alerted and receive initial
information about the emergency, as ATC will broadcast the ‘crash message’ on the radio frequency
monitored by the Airport Fire Services

Off Airport

Essentially, the same process as described above for the on-airport situation will take place, but with
additional external notifications over and above those already indicated e.g. civil defence, medical
services, military, coastguard, additional government authorities etc

3.1.1 Communication

A clear, concise, simple and documented radio communication plan is vital to the successful
response to any emergency – otherwise noise level, poor radio telephone discipline, incorrect
frequency use etc – will quickly lead to utter confusion on the various emergency radio nets in use
The communication plan shall also account for the radio needs of off airport agencies and how these
needs can be best integrated with the radio nets in use at RAK

At its simplest, the radio communication plan should enable direct and discrete communication
between the Overall Commander (EOC) and the On-scene Commander (MCP). Tactical
Commanders should make use of this discrete net as and when required

To meet the above requirements, all RAK Airport operational vehicles are equipped with main
Radios (for call signs refer the Appendix “O”) as well as hand held radios.

During an emergency the Mobile Command Post and EOC will act as main communication centers
and these centers are also equipped with Cell phones, main radios and sufficient number of hand
held radios. These hand held radios will be provided to the off airport Mutual aid agencies for their
communication under the strict supervision of the commanders of these centers.

3.2 - Airport Access

Access to On-airport Locations

Access to the actual on-airport accident site shall be controlled by the Airport Police and similar
RAK Airport LLC, using the ‘inner and outer cordon’ principle. Emergency services will deploy to the
accident location as quickly and directly as possible in accordance with standard procedures

Other (on-airport) emergency response support agencies deploying to an on airport accident site
will initially deploy to a pre-designated on airport location known as the ‘combined RVP/staging
area’ where they, their vehicles and appropriate equipment will wait to be ‘called forward’ to the
actual accident site, generally under escort

Rendezvous Point (RVP) Rendezvous EMERGENCY 


Point (RVP)  VEHICLES 

The Rendezvous Point (RVP) and staging area at RAK are co-located and will be found in the
prepared and marked area behind airport Fire Station

Emergency support agencies responding from off airport (to an on airport emergency) shall also
route to the combined RVP / staging area, using the most suitable access roads to the airport -
according to circumstances on the day

Once emergency support agencies arrive at the combined RVP / staging area, Airport Police (and
possibly similar security services) will issue pre-prepared emergency airside passes and / or
appropriate identifying apparel, and then instruct these agencies to wait to be called forward, under
escort, to the accident site

On instruction from the EOC the above agencies will be cleared (usually in convoy and under escort)
to the accident location.

On arrival at the accident site location, all responding emergency support agencies should follow
the appropriate one-way access system set up by the Airport Police – and then report to the
appropriate on site ‘Tactical Commander’ e.g. Civil Defence to AFS; General Police to Airport Police
etc

Exit

Emergency Support agencies leaving the accident site should route as briefed by the appropriate
Tactical Commander or Airport Police / Security. Initially, the marked one way system is to be used
to leave the immediate accident area – then escort will be provided to other on airport locations (as
appropriate) or the designated airport exit point

• During Low Visibility Operations all vehicles will remain at the Fire Station until the aircraft has
landed and permission shall be requested and received from ATC to proceed on the Maneuvering
Area.

1.5 UPGRADING

In the event that an aircraft subject to a Full Emergency, crashes, the incident shall be
upgraded to Aircraft Accident via the AFS Watch room Direct Line in the following manner:

And all the participating agencies shall carry out all the actions of the Aircraft Accident
Actions and Procedures as specified in the following pages (Aircraft accident)

Note: In a Full Emergency call out all the participating agencies will report to RVP and stand
by for further call from the HRFS for action.

2. ACTION BY AIRPORT FIRE SERVICE

On being alerted, the Airport Fire Service Watch room Attendant shall activate the alarm and
Dispatch full attendance of appliance to the pre determined stand by points by passing the
emergency message to Rescue One on 121.6 & 121.85 MHz. He shall then notify the following
agencies:

• MRFS
• Police Head Quarter Operations

2.3. A full attendance of appliances will be made to all Full Emergencies.

2.4. Rescue One and all appliances shall proceed to the pre determined standby positions:

2.4.1. Any subsequent action is the responsibility of the HRFS or his representative. Appliances will
not return to their stations unless the HRFS has satisfied himself that they are no longer required.

2.5 During Low Visibility Operations, all vehicles must request permission from ATC to proceed onto

• Staff from the Airport Ambulance First Aiders shall proceed to the stand by point and standby to
institute the procedures for an aircraft accident.
• On receipt of the alerting message, the Saqr Hospital shall despatch ambulances to the airport as
appropriate, to standby at the RVP.
• Hospitals will standby to carry out all the actions of the aircraft accident procedure as specified in
their respective Accident Orders.

5. ACTION BY THE AIRPORT POLICE

• The Airport Police will prepare to receive ambulance and Fire vehicles at the RVP and appoint
an RVP Officer who will be responsible for monitoring all vehicle movements at the RVP.
• The Senior Police Officer, on duty, shall proceed to the standby point to carry out the aircraft
accident procedures

6. ACTION BY THE CIVIL DEFENCE FIRE BRIGADE.

• The Civil Defence Fire Brigade shall provide such facilities as are available and despatch a
predetermined number of vehicles to standby at the Airport RVP

7. ACTION BY THE AIRCRAFT OPERATOR /PAX SERVICE

• The aircraft operator shall prepare a passenger manifesto as required for an Aircraft Accident.

2.1 ACTION BY AIRPORT FIRE SERVICE


On being alerted, the Airport Fire Service Watch Room attendant shall activate the Alarm and
dispatch full attendance of appliance and will pass the emergency message to Rescue One on 121.6
& 121.85 MHz

Calls regarding aircraft accidents will normally be received from the DATCO. However, when a call is
received from any other person, or an accident is observed, or there is reason to consider that one is
imminent, the Airport Fire Service shall, if the location is on the airport; take action in the manner as
if the DATCO had originated the call.

The DATCO must then be informed of the nature of the call and told that the appliances have been
sent.

If the location is off the airport, appliances will not be sent until permission has been received from
the HRFS, who will co-ordinate with the DATCO. He shall then notify the following agencies:

• RAK Civil Defence Fire Brigade,


• Airport Security

A full attendance of appliances will be made to all aircraft accidents.

2.2 -THE AIRPORT FIRE SERVICE IS RESPONSIBLE FOR:

• Instituting fire control and rescue of persons involved in an accident, on the airport or in the
immediate vicinity of the airport.

• Directing the fire fighting operations. The HRFS will be in overall command & control of the
Rescue & Fire Services.

• He will indicate the recommended location for the MCP(Mobile Command Post).

• Indicate a recommended location for the triage area.

• Casualty clearance from an accident to the triage centre.

• Indicate a recommended location for temporary shelter (Inflatable tents) for the passengers.

• Directing the assistance of support services during the fire fighting and rescue phase

• Determining when the aircraft is safe for the next phase of work. The HRFS will advise ATC
when any Airport Fire Appliances can be released to provide fire cover for other flying
operations
• In co ordination with Police and other agencies HRFS will compile and account for the list of
passengers and crew from those surviving, transported to hospitals or dead.

2.3 COMMUNICATIONS

The ARFS Watchroom and vehicles are equipped with Radio Telephone equipment operating on
frequency 121.6 and 121.85 MHz

During emergencies Sub.offficer on duty will take on the duties, as far as possible of the HRFS until
his arrival. The HRFS will use the Call Sign” FIRE CHIEF”, irrespective of the station from which he
is transmitting.

2.4 DANGEROUS OR RADIO-ACTIVE GOODS

As soon as circumstances permit, an assessment (based on information received from the aircraft
Operator), will be made of the presence and location of dangerous goods hazardous to rescue
personnel and/or the public. The HRFS will then indicate safe areas for emergency personnel.

• In conjunction with the Airport Police, Airport Authority and Aircraft Operator, establish an
Emergency Information Centre. The Emergency Information Centre shall deal with (non Media)
enquiries relating to the accident victims.

• Arrange tractors, baggage trolleys and cargo dollies, which will be required in the later stages of
the accident (to assemble at the RVP(s) to transport personal effects, baggage and cargo, off
loaded or recovered from the wreckage.

• Arrange catering trucks to carry refreshments to the rescue teams at the site, via the RVP(s) or
direct to the accident site

On duty passenger service staff will be mobilised to deal with the emergency and to assist in
“normal” operations at the airport, this will almost certainly be affected by the disruption, due to the
accident.

It may be possible for passengers in transit to be processed into RAK to await recall, or it may be
necessary for them to be held in the terminal. In the latter case, arrangements for their comfort will
be made by the aircraft operator and/or RAK Airport. In any event it is essential to keep all
passengers informed of the present status of their flights and predictions of when normal operations
may be resumed.

In co ordination with Police and MFRS, will compile and account for the list of passengers and crew
from those surviving, transported to hospitals or dead.

4. ACTION BY AIRPORT SECURITY

The AS will, with the co-operation of the Airport Police, control the movement of emergency and
support agency vehicles between the RVPs and the accident site.

The AS will, with the co-operation of ATC, devise an acceptable route from the RVPs to the accident
site and position signs/lights to indicate that route.

5. ACTION BY AIRPORT AUTHORITY (RAK AIRPORT) – IN GENERAL

RAK Airport Authority will support the emergency operation in all ways possible, and in particular:

• Participate in the set up and running of the Mobile Command Post (MCP) & EOC

• Participate in the set up and running of the SRC (A) and CRC (A)

• Participate in the set up and running of the FRC

• Participate in the set up and running of a joint Media Response Centre / Media Conference Centre

4. ACTION BY MEDICAL SERVICES

General
In the case of a serious accident, Saqr Hospital (RAK Department of Health) has been designated as
the Medical Disaster Centre. A Central Medical Control room is/will be established at this location.
Saqr Hospital, together with other hospitals and medical facilities in RAK will be responsible for the
care of the injured.

Initial Actions

When called by the On-scene Commander, they will proceed under escort by the Airport Police to
the Incident Site, and render immediate medical assistance, as required.

On receipt of the alerting message and dependant on the location, nature and scale of the accident,
the Airport Fire Service First Aiders together with appropriate medical equipment, will proceed to
render immediate medical assistance as required.

On receipt of the alerting message and dependant on the location, nature and scale of the accidents,
Saqr Hospital will dispatch medical staff and ambulances to the airport RVP. When called forward by
the HRFS they will proceed under escort, to the Incident site.

Additional medical staff and ambulances will be sent to the accident site as required by actual
circumstances on the day.

The on-site Medical Coordinator will estimate the number of casualty beds immediately required and
arrangements be made to obtain extra beds as necessary.

Co-ordination of Medical Services


Overall co-ordination of medical staff, ambulance services, hospitals and other medical facilities will
be carried out by the Disaster Centre (Saqr Hospital) in accordance with the general Disaster plan.

On-scene Medical Services


Arrangements necessary for the location of a triage centre, not far from the scene of the accident,
will have been made by the Airport Fire Service.
The medical teams will, on arrival, continue to set up the triage operation (as required), examining
and classifying all accident victims. Immediate medical treatment will be provided, as necessary,
after triaging

The Saqr Hospital medical team will maintain communications, through the Incident Centre with
Central Medical Control - to advise upon the numbers of injured needing medical treatment, the
destination medical facilities assigned (for correct dispatch of ambulance from accident site) and
other relevant information.

Using information obtained from Central Medical Control, ambulances carrying the injured will be
dispatched (from the accident site) appropriately.

The onsite Medical Coordinator (Saqr Hospital Doctor) will call for more assistance when needed.

Throughout the operation, the onsite Medical Coordinator will maintain close liaison with the Airport
Police at the Incident Centre, who will keep records of identifications (if possible) and destinations of
the injured and dead.

Uninjured Survivors
It is essential that uninjured survivors be medically examined e.g. many of them might at least be
suffering from shock. Medical staff will carry out this function at the SRC (A) and CRC (A), in
accordance with the “Care of the Uninjured Survivors”(US) Plan (Page 122)

Friends & Relatives (FR)


FR waiting at RAK Airport, and associated with the accident flight, will be processed and cared for as
per the “Care of FR at the Airport” Plan, (Page126)
Medical staff should be present at the selected FR “holding location” to provide medical services as
required. It is anticipated that such medical services will mainly comprise counselling and treatment
for shock.

5. ACTION BY THE AIRPORT POLICE


The Airport Police are responsible for the accident site and over all control of the area. Specific
responsibilities are:

• Establishing a cordon around the accident site and in conjunction with Airport Authority / DCA,
controlling all access thereto.

• Providing a Senior Officer at the Incident Centre to assist the HRFS in the initial stages of the
accident. The Police Incident Officer will be responsible for recording the identification (if
possible) and destination of the injured and dead

• In co-ordination with Police Traffic / Police HQ, maintain clear traffic routes to and from the Airport,
the accident site, the RVP(s) and the triage centre. Where necessary, roads in the immediate vicinity
of the accident site/airport will be closed to all except emergency services and identified priority
traffic.

All RAK Airport staff and affected airline operator responding to the emergency (by transport) via
roads in the immediate vicinity of the airport will be regarded as “priority traffic” by all Police Forces,
provided that such airline and airport staff can show relevant airline and/or airport identification. It is
vital that such staff is not denied access to the airport during emergency, as many of them will have
vital emergency roles to perform, under the RAK Airport AEP.

Should the location of the accident indicate that other emergency airfield access gate(s) are opened;
an officer will be sent to open and control access through such gates until they have been re-closed.

• Marshalling, despatching and escorting of vehicles and services at the RVP(s)


• Security of the accident site, property and cargo, and aircraft wreckage wherever it is found.
• Liaison with all responding support services/agencies - and co-ordination of emergency
communications. Where necessary, escort services will be provided for priority traffic.
• Establish temporary Mortuary facilities.

• In conjunction with Airport passenger service, establish arrangements for taking charge of,
storing and identifying personal property, baggage and cargo found at the accident site.

• The Forensic Science Division will catalogue and retain personal property found on the deceased
to assist in identification.

8. ACTION BY THE CIVIL DEFENCE FIRE BRIGADE

Acting upon the alerting message from the Airport Fire Station Watchroom, fire fighting and rescue
equipment from the RAK Fire Stations will proceed to the RVP to assist in fire fighting and rescue
work. As directed by the Fire Service Watch room, additional equipment and appliances may be sent
from various fire stations to assist.

The Civil Defence Fire Brigade shall be responsible for the following:

• Instituting fire control and rescue of persons involved in an accident not on or in the immediate
vicinity of the airport.
• Provide water, Fire fighting equipments, B.A.sets and man power.
• Assisting the Airport Fire Service in fire fighting and rescue, where an accident is on or in the
immediate vicinity of the airport.
• Assisting the Airport Fire Service with casualty clearance from an accident to the triage centre.
• All matters concerning buildings, demolition and evacuation as they affect fire fighting and
rescue work.
• All matters affecting the use of water supplies for firefighting work.

Assistance will be rendered in locating and taking action in respect of dangerous goods or
radioactive material, which may be involved in the accident.

Should fire cover be required after the Rescue Phase is complete, appliances and personnel may, at
the discretion of the Civil Defence Fire Brigade, be left on site to permit the release of Airport Fire
Service equipment to provide cover for continuing flying operations at the airport.

9. ACTION BY THE AIRCRAFT OPERATOR

The aircraft operator shall be responsible for the following:


• Providing the Airport Police, DCA and RAK airport with detailed information concerning the
numbers and names of the passengers on board and the volume and nature of cargo carried on
board, especially information concerning the presence of dangerous goods.

• Assisting in the set up and running of SRC (A), CRC (A), and FRC

• Take the prime responsibility for the set up and operation of the Emergency Information Centre
providing information to enquirers (non Media) seeking information about accident victims.

• Be primarily responsible for dealing with the Media from the aircraft operator aspect.

• Take over the longer term care and support of the accident victims and their FR once the
immediate rescue and registration/processing/support work has been done at the airport.

• Set up an aircraft operator emergency response C4 centre (either locally or abroad) from
which essential liaison with the emergency effort/emergency agencies at RAK airport can be
conducted.

The Engineering Manager(Affected Airliner/Operator)
Where the aircraft operator has an Engineering Manager/Engineer present in RAK, he should be
contacted by the aircraft operator’s alerting procedure and dispatched immediately to the RVP
On arrival at the accident site, the Engineering Manager/engineer should be prepared to assist in the
recovery of the aircraft flight recorders and assist with the stabilising of the crashed aircraft, e.g.
control of fuel in tanks. Later he might be asked to assist in Accident Investigation and
salvage/recovery of the aircraft or aircraft wreckage. He will mobilise any airline engineering staff he
may have under his control to assist as required.

Aircraft Operators having no Presence at RAK

RAK Airways Engineering may, carry out functions on behalf of RAK Airport, until such time as
Aircraft operator’s staff can take over such responsibilities.

10. COASTGUARD / ATC Dubai / RMMI (Aircraft Accident at sea)

In the event of a crash in inshore waters, or in an area adjacent to the sea, the Coastguard will be
alerted by the DATCO and render whatever assistance they can to deal with the accident. DATCO
shall also inform ATC Dubai and ATC Supervisor will alert UAE ACC giving all available details and
request assistance from the Northern Emirates Rescue Co-Ordination Center(RCC),which is
operating under the Commandant of Police Dubai and responsible for Northern Emirates incidents.

Assistance shall also be requested from available resources maintained by Ras Al Khaimah
Maritime and Mercantile International Launch Service (RMMI) and Mina Saqr port. In the event of
crash at sea the Police Directorate will co ordinate with other agencies as participating in search and
rescue operations, as required
.
11. CATERING (Albert Abela)

All Catering staff on duty, and who can be called out on duty, will be mustered to prepare and serve
food and drink to:

• SRC (A) and CRC (A)

• FRC as required

• Passengers of other airlines who are held in the terminal awaiting resumption of flying operations.

• Members of rescue teams, or other personnel engaged in rescue and recovery operations, as
directed by the Airport Ground service Manager or his nominee.

• Recover and store food already loaded onto aircraft if they are subjected to a lengthy delay.

12. ENGINEERING DIVISION (RAK Airways)

The RAK Airways Engineering Supervisor will mobilise vehicles with a small crew of engineers and
mechanics having knowledge of the aircraft type with tool kits and access equipment. They will
proceed to the RVP(s) and standby to await call to the accident site. On arrival at the accident site
they will report to the HRFS and be prepared to assist in any way, including assistance with the
recovery of the aircraft data recorders.

13. ACTION BY FUELLING COMPANY

De-fuelling

The Duty Officer of the relevant fuelling company will arrange for suitable equipment to stand-by In
anticipation of a need to de-fuel the damaged aircraft as part of the wreckage recovery process.
On receipt of the accident message, suitable crews and equipment will be readied and held in the
Company’s depot to await further instructions.

14. ELECTRICAL ENGINEERING SECTION

The Duty Electrician will stand-by on receipt of an alerting message. When required he and his staff
will proceed to the accident site or other locations as required, to advise Air Traffic Services and the
MRFS of the status of light fittings that may have been damaged in the accident and to isolate those
circuits which may have been damaged.

The Duty Electrician will be prepared to assist in the installation and operation of emergency lighting
at the site of the accident. When required he will repair lights or other electrical installations in
preparation for re- commencement of flying operations.

15. ACTION BY AIRPORT IMMIGRATION

The Immigration staff will remain responsible for the control of Immigration of arriving and departing
passengers.

Uninjured Survivors

The Duty Immigration Officer in charge will detail staff to proceed to the SRC (A)and CRC (A) to
process the uninjured survivors.

Injured Victims
The Incident Centre will list all injured victims and their locations in hospitals and casualty centres,
for immigration processing when the passenger is recovered sufficiently.

Off Airport Accidents


In the case of accidents off the airport, similar arrangements will be made using staff directed by the
Immigration Department in locations appropriate to the scene of the accident.

16. ACTION BY AIRPORT CUSTOMS


Airport Customs staff will exercise their normal responsibility for examining baggage, personal
effects and cargo brought into RAK.

Personal baggage restored to uninjured survivors, who are entering RAK will be examined in
accordance with procedures. The Customs Duty Officer in charge will detail staff for this purpose.

Personal effects collected at the scene of the accident will be held secure by RAK Airport in co-
ordination with the Airport Police. Arrangements will be made for customs inspections as and when
they are restored to the uninjured survivors as above or to the injured passengers as appropriate.

Cargo collected at the site of the accident will first be held in the Bonded Store in the Cargo Hangar.

17. RAK DCA


• RAK DCA (subordinate to the General Civil Aviation Authority) will co-ordinate its actions with
those of the GCAA.

• RAK DCA will support the emergency operation in all ways possible, and in particular:

o Participate in the set up and running of the Mobile Command Post(MCP)


o Participate in the set up and running of the Emergency Information Centre in EOC
o Participate in the set up and running of a joint Media Response Centre/Media
Conference Centre
o Monitor the Safety and Security of the site.

18. GENERAL CIVIL AVIATION AUTHORITY

The General Civil Aviation Authority is responsible for the impounding of flight data and air traffic
message recorders and logbooks.

Once the accident site is safe and secured the GCAA investigating committee will assume control of
the incident/accident site. The General Civil Aviation Authority shall carry out preliminary accident
investigation procedures, take photographs and gather evidence concerning the possible cause of
the accident as soon as the rescue operation is complete.

The General Civil Aviation Authority will supervise the recovery of flight data and cockpit voice
recorders and will impound these prior to shipment to relevant official read-out sources. Key
wreckage will be marked or surveyed and noted.

The General Civil Aviation Authority will proceed with accident Investigation. Manufacture of the
Aircraft and the Engines, as appropriate and may seek assistance in the Investigation of the
Accident from these or other overseas sources.

19. MEDIA/PRESS

ACTION BY MARKETING & P.R.O (CORPORATE COMMUNICATION)

1. Staff Press Centre with sufficient personnel in coordination with Passenger service is to
ensure continuous operations during the emergency situation

2 Receive all authorized press personnel in the Press Centre where the following will be
provided:

a. Briefing session(s) and

b. Press releases

4. Assist the CEO in coordination (with a representative of the Airline involved and the On-
scene Commander and DCA) in the development of press releases/conference to the media

5. After obtaining proper clearance, conduct a supervised tour of the area (with the
assistance of the Airport Police) for accredited member of the news media.

6. Ensure that liaison is established with Airport Security in order to prevent any breach of
security.

Note: Under no circumstances will the press or any other unauthorized persons be permitted inside
security areas until authorized by the Tactical Commander/ Airport police.

At no time should employees of Companies and Organizations based at the Airport be


allowed to speak (or speculate) to the media - unless so authorized by an appropriate person

3.5.1 AIRCRAFT ACCIDENT - (Crash off Airport-Land)


General
The decision as to whether or not fire appliances shall be sent outside the Airport Boundary is the
responsibility of the HRFS.He will take appropriate action in co-ordination with DATCO.

Airport Fire Appliances will not normally be sent more than five nautical miles (8km radius) from the
airport boundary to aircraft accidents. This limit may be exceeded, if in the opinion of the HRFS, the
circumstances warrant.

Similar arrangements & procedures to those in the Aircraft Accident (On airport) sections(Section 3.5
Aircraft Accident) will apply except that staff will be detailed by Ports and Customs, Off airport
Medical service, Directorate of Police Headquarters. Location of control and inspection activities will
be chosen as appropriate to the location of the accident.

1. ACTION BY AIR TRAFFIC CONTROL.

1.3 Further Action by ATC Manager

Using any Mutual Aid Emergency Support Agreements as reference, consult with
senior management (Chairman DCA,CEO,operation Director)as to the deployment of the ARFS off-
airport –by leaving sufficient fire fighting and rescue capability remains at the airport commensurate
with the operation prevailing. Convey the decision made to the AFS watch-room and DATCO. Then
he shall inform the Chairman-DCA.

2. ACTION BY AIRPORT FIRE SERVICE


• On being alerted, the Airport Fire Service Watch room Attendant shall activate the Alarm and
after consultation with HRFS, Airport Police, Dispatch appliance to the scene by passing the
emergency Message to Rescue One on 121.6 & 121.85 MHz He shall then notify the
following:
• RAK Civil Defense Fire Brigade,
• AP. Security
• Dir. of Police

2.1 Further action by AP Fire Service

• Determined by the distance / proximity of the crash from the airport, ARFS will make a
response;
• Subject to the response, notify ATC of any change in the ARFS Category.
• The ARFS will assess the number of casualties and situation at the scene and advise
ATC accordingly.

• Set up a rendezvous point (RVP) and best access route to get to the accident site.
Obtain as much information en route as possible, including;

• Presence of fire.
• Size and scale of damage/injury caused to property/residents at crash site
• Advise ATC, and MCP as to the extent of the accident and to the anticipated return of
personnel and equipment.
• Similar arrangements, actions & procedures to those in the Aircraft Accident (On airport)
sections (Section 3.5 Aircraft Accident) will apply and follow.

• Return to airport when no longer required at the scene and advise ATC.

On being alerted by the ATC, the authority immediately will set up the EOC and MCP and will take
the complete communication process to alert the off airport agencies. If an aircraft crash is thought to
have occurred in an area, outside 8 km radius from the Airport,. The Authority will alert the
Emergency Services, Police and other off airport agencies. The authority will also participate the
following:

• Set up, manning and operation of MCP & EOC


• Participate in the set up and running of the SRC(A) and CRC(A)
• Participate in the set up and running of the FRC(A)
• Participate in the set up and running of the Emergency Information Centre
• Participate in the set up and running of a joint Media Response Centre/Media Conference
Centre.
• Make adjustments and decisions, regarding normal airport operations and the
emergency situation off airport, as required.
• Conduct a debriefing and authorize amendments to the AEP, if considered appropriate based
on the reports received and the comments made at the debriefing session.

5. ACTION BY POLICE (ON & OFF AIRPORT)

ACTION BY POLICE

On being alerted by the Fire watch room on ‘aircraft Accident Off Airport”the Duty Officer shall take
the following actions:

• Immediate Action
• Record and verify details with watch room or other sources.
• Alert the OIC to attend the scene of the accident where he will assume the duties of Police
Tactical Commander .He will alert the Directorate of Police RAK (Off airport Police)
• Co-ordinate with Directorate of Police RAK and arrange for additional help / logistics, if
required. Deployment of the additional Police force will be in coordination with Command
Post.
• Further Action
• Directorate of Police Control will dispatch officers to maintain public order at the respective
accident site.
• Police will ensure free flow of Emergency Service vehicles to / from the accident site
• Police will compile and account for the list of passengers and crew from those surviving,
transported to hospitals or dead.
• Police Tactical Commander Duties
• In co-ordination with HRFS, the Police Tactical Commander links the activities of the various
emergency services at the scene of accident and act as the focal point for liaison with the
ATC / MCP.
• Upon arrival at the scene he will assess the severity of the accident in liaison with the HRFS
and establish control and co-ordination.
• In co-ordination with HRFS, sites will be selected for triage and should be cordoned and
guarded to facilitate access by ambulances.
• He will assist Medical teams in triaging.
• The Police shall ensure the identity of crew members are properly established .Photographs
of the entire body including its clothes will be taken / recorded and preserved carefully in
accordance with police procedures.
• Arrange a landing site in conjunction with the Fire Services Dept. for military helicopters
landing.
• Security
o All unauthorised persons should be excluded from the scene. A cordon will be
established around the scene of the accident to prevent access.
• Safeguarding of wreckage
• Police are responsible for ensuring that, subject to lifesaving operations, every attempt is
made to safeguard all aircraft parts, wreckage, personal effects, baggage etc (to be
tagged, inventoried for safekeeping) and to protect the site from intrusion by media.

6. ACTION BY CIVIL DEFENSE FIRE SERVICE

• On being alerted by the ARFS or from their own sources of an aircraft accident off Airport, the
following actions will be taken:
• Provide water, Fire fighting equipments, B.A. sets and man power.
• In liaison with ARFS, carry-out rescue and fire-fighting operations at the accident scene.
• Assist in the movement of casualties from the Collecting Points to the Triage Area.
• Agree with the ARFS for the release of ARFS appliances as soon as possible to enable the
restoration of Airport Fire Cover.
• Civil defense Fire Services Department should notify ARFS, if they become aware of any
aircraft accident occurring within the 8 km radius of the airport.

Note: For an accident occurring outside the 8 km radius from the airport -, Civil
Defence Fire Services Department will be in charge of the fire fighting and rescue operations.

7. ACTION BY MEDICAL SERVICE (OFF AIRPORT)

In the case of a serious accident, Saqr Hospital (RAK Department of Health) has been designated as
the Medical Disaster Centre. A Central Medical Control room is/will be established at this location.
Saqr Hospital, together with other hospitals and medical facilities in RAK will be responsible for the
care of the injured.
On receipt of the alerting message and dependant on the location, nature and scale of the accidents,
Saqr Hospital will dispatch medical staff and ambulances to the designated RVP of the day . When
called forward by the HRFS they will proceed, under escort, to the incident site.

Additional medical staff and ambulances will be sent to the accident site as required by actual
circumstances on the day.

Further more, the off airport medical service will carry out all the actions of Aircraft Accident
(section 3.5) of this AEP.

8. ACTION BY UAE MILITARY (HELICOPTER SERVICE)


• When informed of the ‘Aircraft Accident off Airport’ by Medical authority or ATC, military
helicopter service will :-
• Provide helicopters for the purpose of airlifting seriously injured survivors from the crash Site
to the designated hospitals.
• Advice and assistance on route selection and landing site will be provided by ATC.

9. ACTION BY AIRPORT SECURITY


The AS will, with the co-operation of the Airport Police, control the movement of emergency and
support agency vehicles between the RVPs and the accident site.
The AS will, with the co-operation of ATC, devise an acceptable route from the RVPs to the accident
site and position signs/lights to indicate that route.

10 ACTIONS BY AIRPORT CUSTOMS
Airport Customs staff will exercise their normal responsibility for examining baggage, personal
effects and cargo brought into RAK.
Personal baggage restored to uninjured survivors, who are entering RAK will be examined in
accordance with procedures .The Customs Duty Officer in charge will detail staff for this purpose.
Personal effects collected at the scene of the accident will be held secure by RAK Airport in co-
ordination with the Airport Police. Arrangements will be made for customs inspections as and when
they are restored to the uninjured survivors as above or to the injured passengers as appropriate.
Cargo collected at the site of the accident will first be held in the Bonded Store in
the Cargo Hangar.

11. ACTION BY AIRPORT IMMIGRATION


The Immigration staff will remain responsible for the control of Immigration of arriving and departing
passengers.
Uninjured Survivors
The Duty Immigration Officer in charge will detail staff to proceed to the SRC (A) and CRC (A) to
process the uninjured survivors.

Injured Victims
The Incident Centre will list all injured victims and their locations in hospitals and casualty centers,
for immigration processing when the passenger is recovered sufficiently.

12 RAK AIRWAYS(ENGINEERING DIVISION)


The RAK Airways Engineering Supervisor will mobilize vehicles with a small crew of engineers and
mechanics having knowledge of the aircraft type with tool kits and access equipment. They will
proceed to the RVP and standby to await call to the accident site. On arrival at the accident site they
will report to the HRFS and be prepared to assist in any way, including assistance with the recovery
of the aircraft data recorders.

13. ACTION BY THE AIRCRAFT OPERATOR


The aircraft operator shall be responsible for the following:
• Providing the Airport Police, DCA and RAK airport with detailed information concerning the
• Numbers and names of the persons on board and the volume and nature of cargo carried on
board, especially information concerning the presence of dangerous goods.
• Assisting in the set up and running of SRC (A), CRC (A), and FR (A).
• Take the prime responsibility for the set up and operation of the Emergency Information
Centre, providing information to enquirers (non Media) seeking information about accident
victims.
• Be primarily responsible for dealing with the Media from the aircraft operator aspect.
• Take over the longer term care and support of the accident victims and their FR once the
immediate rescue and registration/processing/support work has been done at the airport.
• Set up an aircraft operator emergency response C4 centre (either locally or abroad) from
which essential liaison with the emergency effort/emergency agencies at RAK airport can be
conducted.

The Engineering Manager
Where the aircraft operator has an Engineering Manager/Engineer present in RAK, he should be
contacted by the aircraft operator’s alerting procedure and dispatched immediately to the RVP
On arrival at the accident site, the Engineering Manager/engineer should be prepared to assist in the
recovery of the aircraft flight recorders and assist with the stabilizing of the crashed aircraft, e.g.
control of fuel in tanks. Later he might be asked to assist in Accident Investigation and
salvage/recovery of the aircraft or aircraft wreckage. He will mobilize any airline engineering staff he
may have under his control to assist as required.

Aircraft Operators with no Presence in RAK.


RAK Airways Engineering may, carry out functions on behalf of RAK Airport, until such time as
Aircraft operator’s staff can take over such responsibilities.

14. MEDIA/PRESS

ACTION BY P.R.O (CORPORATE COMMUNICATION)

1. Staff Press Centre with sufficient personnel in coordination with passenger service to ensure
continuous operations during the emergency situation

2 Receive all authorized press personnel in the Press Centre where the following will be
provided:

a. Briefing session(s) and

b. Press releases

4. Assist the CEO in coordination with a representative of the Airline involved and the on
scene commander,DCA in the development of press releases/conference to the media

5. After obtaining proper clearance, conduct a supervised tour of the area (with

the assistance of the Airport Police) for accredited member of the news media.

6. Ensure that liaison is established with Airport security in order to prevent any breach of
security.

Note: Under no circumstances will the Press or any other unauthorized persons be permitted

inside security areas until authorized by the Tactical Commander/ Airport police.

At no time should employees of Companies and Organizations based at the Airport be allowed to
speak (or speculate) to the media

3.5.2 AIRCRAFT ACCIDENT - (Crash off Airport-Water)

DEFINITION

Off-loading/Landing Point
An ‘off-loading/landing point(s)’ shall be pre-designated as part of the RAK AEP section
dealing with aircraft accident over water (alternatively, such a point(s) may be designated ‘on the
day’ by the On-Scene Commander and/or the other, relevant emergency services Commander e.g.
the UAE Navy/Coastguard).
The Off-loading/Landing Point(s) will serve as a staging area where emergency support personnel,
vehicles and equipment can be held, in preparation for the offloading/landing
of aircraft accident victims involved in an emergency which occurs in the sea area to the north, north-
west of RAK

Aircraft Accident at sea


In the event of a crash in inshore waters, or in an area adjacent to the sea, the Coastguard will be
alerted by the DATCO and render whatever assistance they can to deal with the accident. Also
DATCO shall inform ATC Dubai and DATCA will alert UAE ACC giving all available details and
request assistance from the Northern Emirates Rescue Co-Ordination Center(RCC),which is
operating under the Commandant of Police, Dubai and responsible for Northern Emirates incidents
for search and rescue.
Assistance shall also be requested from available resources maintained by Ras Al Khaimah
Maritime and Mercantile International Launch Service (RMMI) and Mina Saqr port. in the event of
crash at sea the Police Directorate will co ordinate with other agencies as required and Participate in
search and rescue operations.

has been obtained from the GCAA Air Accident Investigator(s). Appropriate NOTAM action shall be
taken

2. ACTION BY FIRE SERVICE


The ARRFS watch-room attendant, on initial alerting and activation for an aircraft accident, shall
provide acknowledgement of the crash message or similar and then immediately notify the following
agencies:
• HRFS
• Ras Al Khaimah Civil Defence
• Police General HQ – Operations
2.1. FURTHER ACTION BY FIRE SERVICE

• ARFS Sub. Officer/ HRFS to establish contact with ATC and obtain detailed information
pertaining to the accident
• All Fire and Rescue vehicles to hold on airport at immediate readiness - until despatched or
stood down by ATC
• AFS watch-room attendant to maintain written log of events
• When cleared – designated ARFS fire and rescue vehicles deploy to designated Off-
loading/Landing Point Location
• On arrival at designated Off-loading/Landing Point Location, senior AFS person shall identify
the person in charge (having on-site jurisdiction) and follow his/her directions as to fire
fighting, rescue and initial medical procedures
• Commence fire and rescue operations as directed (there may be burning fuel and oil on the
surface of the water)
• Senior ARFS officer on site shall set up and establish a temporary Tactical Command Post –
until (if) arrival of the RAK Mobile Command Post (MCP) on site

• Senior ARFS officer on site shall assume the additional role of Tactical Commander
representing RAK Airport LLC (Airport Authority), until (if) relieved by the designated person.

Point Location

• Subject to any Mutual Aid Emergency Support Agreements or otherwise
as directed - deploy to designated Off-loading/Landing Point location with
all staff and specialist equipment available (if any) and report to person in
charge having on-site jurisdiction
• Assign an Airport Police liaison officer to the EOC and RAK MCP upon its arrival
• Assist General Police(Off airport Police)//Others to set up appropriate ‘hazard warning
‘signage
• Assist General Police(Off airport Police)/Others to establish one way accident site entry and
exit lanes and mark accordingly
• Assist passenger and crew landing under the direction of the Fire and Rescue/Other Services
present
• Assist despatch of victims to collection, triage and immediate medical care areas at the

6.1 RAK Gr.Ser. shall be responsible for the following:

known as and when such information becomes available
• In co ordination with Police ,Ground service will compile and account for the list of

XX Actions of UAE Navy, Coast Guard, RCC, and Air Force will be initiated and co-ordinated

3.6. GROUND INCIDENT

1. ACTION BY AIR TRAFFIC CONTROL

1.1 Action by DATCO

1.1.1. When the DATCO becomes aware that an aircraft on the ground has an emergency situation,
other than an accident, requiring the direct attendance of the Airport Fire Service, he shall:

• Pass the following message to the Airport Fire Service Watch Room, the call should be made on
the Direct Line. If for any reason this cannot be used the call should be made by radio (121.6).

2. ACTION BY AIRPORT FIRE SERVICE

Calls on Aircraft Ground Incidents will normally be received from the DATCO. However, when a call
is received from any other person, or an incident is observed, or there is reason to consider that one
is imminent, the Airport Fire Service shall take action in the manner as if the DATCO
had originated the call. The DATCO must then be informed of the nature of the call and told that the
appliances have been sent.

• On being alerted that an aircraft ground incident has occurred, the Airport Fire Service Watch room
attendant will sound the alarm and dispatch full appliances to the incident site and shall pass the
Aircraft Ground Incident Message to Rescue One on 121.6 MHz
• He shall then notify the HRFS.
• A full attendance of appliances will be made to all Aircraft Ground Incidents.
• Rescue One/Sub. O shall request, from ATC, permission to proceed to the incident.
• The HRFS will be responsible for all subsequent action by the Airport Fire Service and the re-
grading of the incident as necessary.

3. ACTION BY GROUND SERVICES


Ground Service / Operations shall inform:
• Airline.
•Ground Services Manager.

Note: In a Ground Incident callout all the other departments and officials except the ARFS and
Ground Service will stand by for further message of upgrading (if any) for their respective actions.

4 UPGRADING

In the event that an aircraft (aircrafts) subject to a Ground Incident due to collision with other aircraft
and situation is warrant, the incident shall be upgraded to Aircraft Accident by DATCO via the AFS
Watch room Direct Line in the following manner:

3.7 SABOTAGE - BOMB THREAT (Including Buildings)
1. GENERAL

1.1 Anonymous telephone calls or written messages alleging there are bombs or other hazards in
aircraft, airport buildings or installations are received from time to time. Such warnings cannot be
ignored simply on negative evidence. It is therefore necessary to investigate each case on its own
merit.

1.2 Air Traffic Control should be informed of all Bomb Warning Messages.

1.3 If the aircraft is on the ground it should, if at all possible, be moved to a remote stand, Taxiway,
or (preferably) the designated Bomb Threat Area.
This will be released to the Police for the movement of vehicles until the incident is over..

1.4 The searching of baggage must not be undertaken in or near the terminal building or near other
aircraft.

2. ACTION BY AIR TRAFFIC CONTROL

2.1 Action by DATCO

• The DATCO shall pass as many items that are known in the following message to Airport Fire
Service Watch Room on the direct telephone (If for any reason this cannot be used the call should
be made by radio 121.6 MHZ).

2.3. Action by DATCA

The DATCA shall inform:

2.4 Airport Police will assume the role of On-Scene Commander/Incident Coordinator. All requests
for information may be made through them.

3. ACTION BY AIRPORT FIRE SERVICE

3.1. On being alerted, the Airport Fire Service Watchroom Attendant shall activate the alert bell and
dispatch the appliances by passing the alert message to Rescue one on 121.6 MHz. He shall then
notify the following agencies:

• MRFS
• Airport Security
• RAK Civil Defense Fire Brigade
• Police Head Quarter Operations

3.2. A full attendance of appliances will be made to all bomb warnings.

3.2.1 All appliances shall proceed to the pre determined standby positions.

3.3 During Low Visibility Operations all vehicles will remain at the Fire Station until permission is
requested and received from ATC to proceed on the Maneuvering Area.

3.4. When the aircraft has landed and passed the Standby Points and with the permission of ATC,
the AFS appliances shall follow the aircraft down the runway.

3.4.1 When the aircraft stops, the Fire Service shall immediately take up fire fighting positions.

3.4.2. If the Captain decides to evacuate the Aircraft, the fire crews will assist the air crew in rapidly
evacuating the occupants and direct them to an initial area at least 100M from the aircraft, where
they are to remain under the supervision of the air crew until transported to the terminal.

3.4.3. Depending on other aircraft movements, HRFS shall provide as much fire cover as can be
spared during the search and will continue to provide cover until such time as the Command Post
gives the clearance to stand-down.

3.4.4. HRFS shall be guided by aircraft movements and he must at all times be able to switch
resources should another emergency occur during the period of the standby.

3.5. If the aircraft is already parked at the airport when the bomb warning is received and
passengers and air crew are on board, in addition to this,
HRFS shall enforce the removal of any fuelling vehicles, aircraft servicing units etc., with the
exception of the towing vehicle, which may be used to remove the suspect aircraft to designated
area. The aircraft shall be moved under the direction of Airport Police.

3.6. Should an explosion occur, MRFS shall upgrade the emergency to an Aircraft Accident
4. ACTION BY Ground Services
• The Duty Officer shall inform:

• Manager Ground Services.


• Apron Supervisor
• Airline.
• Immigration
• Marketing.
• The P.R.O.
• RAK Airways

Ground Services shall take the following actions


• Inform the operator of the aircraft.
• Standby to institute aircraft accident procedures.
• When requested by the On-Scene Commander, despatch buses etc. and staff to RVP or direct to
the scene to assist with any aircraft evacuation. Ensure passengers are all accounted for and they
themselves confirm the contents of their hand luggage. They may then be removed, under the strict
supervision of the Police/Passenger Services personnel to the terminal building, where they will
remain until they are cleared by the Police.
• Remove all vehicles from a suspect aircraft, except the tow truck, when required by the HRFS.
• Ramp section shall send vehicles to the RVP to assist with escorting other services as
required and shall provide a follow-me vehicle if required.
• Runway sweepers will be held in readiness if runway cleaning is required.

5. ACTION BY MEDICAL SERVICES

5.1. Ambulance with first aiders from the Airport Fire Service shall proceed to the standby point to
institute the procedures for an aircraft accident.

• On receipt of the alerting message, the Saqr Hospitals, shall dispatch ambulances to the airport as
appropriate, to standby at the RVP

• Hospitals will standby to carry out all the actions of the aircraft accident procedure as specified in
their respective Accident Orders.

6. ACTION BY THE AIRPORT POLICE

6.1. The Airport Police shall have authority over the incident. The Airport Police shall establish a
Command Post near to where the suspect aircraft is parked.

6.2. The Airport Police shall take the following action:

• Prepare to receive ambulances and Fire vehicles at the RVPs


• Secure the services of Bomb Disposal experts.
• Prevent unauthorized persons leaving the airport.
• Maintain a record of all persons leaving the airport.
• Liaise with essential services and assist with the parking of vehicles.

7. ACTION BY THE CIVIL DEFENCE FIRE BRIGADE

7.1. The Civil Defense Fire Brigade shall provide such facilities as are available and dispatch a
predetermined number of vehicles to standby at the Airport RVP.

6. ACTION BY THE AIRCRAFT OPERATOR/ RAK passenger Services


• The aircraft operator shall prepare a full traffic list as required for an aircraft accident.
• If it is necessary to evacuate an aircraft, the aircraft operator shall assist

3.8 UNLAWFUL INTERFERENCE
1. GENERAL
1.1 The chain of communication in the event of an aircraft Hi-jack will normally be from the aircraft
Captain to Air Traffic Control. A multiplicity of demands, some of which could hazard the safety of the
aircraft and its occupants could be involved.

1.2 Whenever the DATCO receives information that an aircraft has been subjected to unlawful
interference, in the Arabian Gulf or adjacent area, and might constitute a threat to the territory
of Ras Al Khaimah, D ATCO shall inform the ATC Manager ,fire watch room and DATCA:

• 1.3 Action by the MATS


On being alerted, the MATS shall inform the following:
• Chairman-DCA
• CEO
• Ops. Director

1.4. Action by DATCA


The DATCA shall inform:
1. Airport Police
2. Manager Motor transport
3. Ground Service
4. Electronic Tech.
5. Assistance may also be obtained from the Military Authorities. However, whilst they are not on the
call out list, it is deemed that they will be made aware of the incident through their own channels.

2. ACTION BY AIR TRAFFIC CONTROL


2.1 Instructions from the Government of Ras Al Khaimah, when relayed through other parties should
only be obeyed after authentication. Such instructions should be relayed to the
CEO, Operations Director or MATS, who will be personally responsible for confirming this.

2.2. ACTION BY AIRPORT AUTHORITY

2.2.1 If the Government Authorities have denied landing permission to the incident aircraft (this
would be the normal practice at Ras Al Khaimah), the above mentioned airport authority officials will
instruct ATC to initiate Run Way Blocking procedure .The runway should be blocked before the
aircraft is estimated to be within 5 minutes flying time of the Airport.

2.3 ACTION BY DUTY ELECTRONIC TECHNICIAN

2.3.1 Navigational aids are to be switched off if the aircraft states his intention or it is thought to
be attempting, to approach the Airport for landing. All airfield lighting will be switched
off, including non-essential lighting in and on the Terminal buildings.

3. ACTION BY AIRPORT FIRE SERVICE


On being alerted, the Airport Fire Service Watchroom Attendant shall activate the station alarm and
pass the Alert Message on station PA system He shall then notify the HRFS

If ATC instructed to block the run way the following run way blocking procedure should follow.

5. ACTION BY AIRPORT POLICE

1. On receipt of the Hijack call from DATCA, Airport Police office should record the details and
confirm the message.

2. Police Control Room will coordinate the readiness and movement of Police Force,
Communication on notification.

3. Police Senior Officer will liaise with the Chairman /DCA Authorities.

4. If the aircraft permitted to land at RAK, Police will assume full responsibility in a Hijack
situation when the Crisis Management Team is activated by the Police. There shall be a
formal transfer of responsibility. Subsequent actions by Police are at their discretion, guided
by the Police SOP.

6 HIJACK - RUNWAY BLOCKING PROCEDURE (Ref Appendix


D)

6.1.The DATCO will initiate the blocking of the runway, by calling the Duty Watchroom Attendant, on
the direct line, and instruct him to commence “RUNWAYBLOCKINGPROCEDURE - HIJACK”.
From this moment, the runway is to be considered closed to all aircraft. The vehicles concerned with
the blocking procedure will make only minimum contact with the Tower and will proceed onto the
runway without further clearance.

6.2 The Duty Watch room Attendant will alert the Fire Station, which will, without delay, arrange for
four drivers to take ramp vehicles to the designated positions on the runway. The designated ramp
vehicles are 5, 6, 16 and 17, but this may change according to their state of serviceability. The keys
are normally left in ramp vehicles and the Fire Crews are updated on this procedure, periodically, by
the HRFS.

6.3 The Duty Watch room Attendant will also alert the Duty Driver at the Apron Section. This driver
will drive a spare bus, or if not available, any other suitable large vehicle, to position as instructed.
6.4 The Duty light driver in the Fire Station will take the ambulance, or any other suitable
vehicle as detailed by the Duty Fire Officer, and follow the heavy vehicles onto the runway,
collecting all the drivers.
On stand down from the HIJACK procedure, only issued from the Tower, the Light Vehicle Driver will
return the drivers to the vehicles. At this stage vehicles will clear the runway as quickly as possible.

3.9 DOMESTIC FIRE
 

1. GENERAL
1.1. Any person discovering a fire or being informed of a fire occurring within the Airport Boundary
shall raise the alarm by calling the Airport Fire Service on Ext 224 and by activating the nearest Fire
Alarm. The exact location and if possible the type of fire should be given. Depending on the nature of
the fire, staff may attempt to douse the fire utilizing the fire extinguishers located throughout the
airport.

1.2. Departmental Heads and Section Heads throughout the airport are responsible for ensuring that
employees and staff are conversant with the Fire Notices displayed throughout the airport. In the
event of a fire occurring, the instructions on these notices should be carried out and follow the
escape routes of evacuation maps

1.3. Evacuation supervised by the Police, Department Heads and Section Heads shall take place
immediately.

1.4. In the event of a terminal building fire, the Public Address system will also be used to assist with
the evacuation in the vicinity of the fire.

1.5. The HRFS will decide whether total evacuation of the whole building is required and will give
instructions accordingly and should follow the building evacuation procedures.

2. AIRPORT FIRE SERVICE

A predetermined attendance will proceed to the building or area concerned. The Fire Service
Watchroom Attendant will inform the following:

• The Tower / DATCO.


• CEO
• Ops. Director
• HRFS.
• Civil Defense
• Airport Police.
• Ground service
• The HRFS, when on the scene, will decide whether assistance is required from the Civil
Defense Fire Brigade. He will advise the Fire Service Watch room Attendant accordingly, who
will request assistance.

• Upon notification of a fire, ATC shall take the following action:-

• Provide priority airside clearance to responding ARFF vehicles

• Regulate air traffic according to the structural facility which is affected.

3.10 NATURAL DISASTER
Definition
Natural disasters identified as possible hazards on RAK International Airport are:
• Storm and tempest (moderate possibility -moderate consequence).
• Earthquake (remote possibility -high consequence).
The prime consequence of both events would be structural damage to Airport buildings and facilities
(including movement areas).The effects of a natural disaster of the magnitude to cause an
emergency on RAK International Airport would unlikely be isolated on the Airport therefore, Airport
agencies should expect that emergency service response will be limited in the early stages of the
emergency.

Command Agency
The agency is the Airport Authority.
Emergency Services Support may be sought by the Airport Authority via the Airport Fire Service
watch Room as required.

Activation
Activation to a natural disaster emergency is to be initiated by the Airport Authority

Control
The Airport Authority is in control of the response to a natural disaster emergency on RAK
International Airport.

1. Action by the RAK Airport Authority


Activate a direction and control section under the Emergency Operation Center (EOC) and will
consider the following planning. Alert the fire service watch room and ATC.
• Determine when additional response organizations should be placed on standby or dispatched
to the scene.
• Determine the need to suspend or curtail day-to-day functions and services and focus on
emergency response tasks.
• Determine timing for action taking on the following critical concerns:
• Alert the public.
• Close businesses and terminating operations.

2. Action by Airport Fire Service Watch Room


On being alerted, the Airport Fire Service Watch room Attendant shall activate the alarm and
dispatch attendance of appliance after discussing with Sub. Officer and HRFS and it depends the
situation of the incident. He shall then notify the following.
• Civil defense
• Saqr Hospital
• Airport Police
• Duty Electrician

2. 1.Action by Airport Fire Service


• Instituting fire control and rescue of persons involved .
• Evacuate the involved facility, or adjacent facilities, in conjunction with recommendations from
the Incident Commander (HRFS)
• Remove trapped and injured persons from burning/collapsed structures, administering first aid,
and assist in transporting the seriously injured to medical facilities.

• Conduct surveys to determine the scope of damage.


• Identify, remove, and dispose of rubble, wreckage, and other material.
• Inspect the involved building(s) for safety of occupancy.

3. ACTION BY CONTROL TOWER

• Upon notification of a disaster, ATC shall take the following action:-

5. ACTION BY MEDICAL SERVICES


• General
• In the case of a serious disaster, Saqr Hospital (RAK Department of Health) has been
designated as the Medical Disaster Centre. A Central Medical Control room is/will be
established at this location. Saqr Hospital, together with other hospitals and medical facilities
in RAK will be responsible for the care of the injured

• When called by the watch room, they will proceed under escort to the Incident Site, and
render immediate medical assistance, as required. On receipt of the alerting message and
dependant on the location, nature and scale of the disaster, the Airport Fire Service First
Aiders together with appropriate medical equipment, will proceed to render immediate
medical assistance, as required. On receipt of the alerting message and dependant on the
location, nature and scale of the incident, Saqr Hospital will despatch medical staff and
ambulances to the airport. Additional medical staff and ambulances will be sent to the
accident site as required by actual circumstances on the day.

6. ACTION BY AIRPORT POLICE


• Control access to the involved facility and surrounding area until it has been inspected and
determined to be safe and / or will not impede emergency response operations. Only
personnel directly involved in emergency response operations and subsequent investigations
should be allowed to enter.
• Institute overall control and security of the area.
• Conduct any necessary investigations.

7. ACTION BY DUTY ELECTRICIAN

• Cut-off/restore electrical power and water, as necessary.

3.11 LOW VISIBILITY INCIDENT
 

AIRPORT EMERGENCY DURING LOW VISIBILITY

1. Introduction
1.1 All Airport Fire Service (AFS) vehicles are equipped with radios on frequencies 121.6 MHz, and
121.85 MHz (Fire Service Frequency).

2. AFS attendance at Airport Accidents/Incidents


2.1 In any accident/incident requiring the attendance of the ARFS, the procedures laid down in this
AEP will be in force.

2.1.1 Should the emergency be initiated by the AFS, the Watch Room attendant will inform ATC
using the direct line.

2.1.2 ATC will issue clearance for the AFS vehicles to proceed to the accident/incident or to the
recognized stand-by positions.

2.1.3 However, if the safety of life is endangered whilst attending an Aircraft Accident/Ground
Incident the HRFS will use his discretion with regard to the deployment of his appliances.

3 Low Visibility Procedures - AFS Attendance at an Airport Accident/ Incident

3.1 When weather conditions dictate, DATCO will initiate Weather Stand by and inform the
AFS . watch room. He shall then inform:
ATC Manager and DATCA

3.2 If the weather conditions prevent ATC from knowing the precise location of an accident/incident,
in the Alerting Message, ATC will advise "Exact Location not known, believed to be …. “Low Visibility
Procedures in force".

4. ACTION BY FIRE SERVICE

On being alerted, the Airport Fire Service Watch room Attendant shall activate the Alarm and call all
fire appliances to stand by points and listen out for further instructions from ATC to follow.He shall
then inform the following:
• HRFS
• GROUND SERVICE-Duty Officer
• If the precise location of the accident/incident is not known, the AFS vehicles will then obtain
clearance to enter the runway at a convenient entry point depending on where the
accident/incident is believed to have occurred. ATC will switch on all runway lighting to full
brilliance to aid orientation.

3.13 DANGEROUS GOODS AND SUBSTANCES INCIDENT 
Basic Regulations
Dangerous goods within the meaning of the Act are substances and objects which, due to their
nature, their properties or their condition could, when transported, represent a hazard to public safety
or order, especially to the general public, to important municipal property, or to the life and health of
humans, as well as animals and so on.
Emergencies involving dangerous goods can occur at fixed locations on or near the airport, or they
may result from transportation accidents. This type of mishap can develop from improper packaging,
transport, storage, or use of a substance, or can create combined emergencies from a crash or a
structural fire.

Fire fighters, security and medical personnel as well as airline baggage and cargo handling
personnel should be able to recognize all international labels used in the identification of packages
containing dangerous goods. They must also be aware that besides a lack of labels, or the
destruction of existing labels, there are also occasions of mislabelling - both accidental and
deliberate.

Almost every accident or fire will involve some form of dangerous goods. Fire fighters and other
emergency workers must be trained to anticipate and recognize these hazardous materials.
Wherever hazardous materials are anticipated, all personnel entering a fire scene or accident site
must wear proper protective clothing and breathing apparatus.

For the purpose of this plan, only those accidents/incidents or fires involving large quantity of a
particular substance are addressed. In any event, agencies should respond as per Section 3 -
“Aircraft Accident (Crash on Airport)” of this plan, as the magnitude of the accident / incident
warrants.

The dangerous goods are divided into 9 classes:

Class 1 = Explosive substances.


Class 2 = Compressed, liquefied or dissolved gases under pressure or deep frozen gases.
Class 3 = Flammable liquids.
Class 4 = Flammable solids, substances liable to spontaneously combust, substances which
emit flammable gases when brought into contact with water.
Class 5 = Oxidizing agents, Organic Peroxides.
Class 6 = Poisonous (toxic) substances, pathogens.
Class 7 = Radioactive materials.
Class 8 = Corrosive substances.
Class 9 = Different dangerous substances/objects.

Action on handling

In conjunction with RAK Airport Fire service, Airport Ground service(Passenger Service and Apron)
and other off airport and on airport agencies shall handle the Dangerous Goods by following all the
Regulations and procedures as per IATA Dangerous Goods Regulations(DGR).

1. ACTION BY ATC-DATCO

1.1 Whenever the DATCO becomes aware upon notification of the hazardous cargo situation
involving an aircraft in flight, ATC will operate the alarm and pass the details of hazardous situation
including the location of Dangerous Goods on the aircraft; UN number and/or proper shipping name
of goods if possible to the fire watch room on direct line

DATCO also will pass the above details and establish communication with Emergency Operation
center and Mobile Command Post once its activated.

2.1.1 ACTION BY AIRPORT FIRE SERVICE

Respond to the incident and evaluate the extent of danger, injury (ies), pollution, etc.

Rescue and Fire Fighters entering the suspected area must wear full protective clothing and self-
contained breathing apparatus

Confine the activity of all participating personnel to upwind side of the incident area and ensure that
personnel do not remain in the contaminated area longer that it is necessary to carry out an essential
stabilizing rescue function.

Take appropriate action to:

a. Stabilize the material(s);

b. Isolate the material(s);

c. Contain the material(s);

d. Evacuate the area, if required.

Identify and hold in isolation all personnel, equipment, and clothing involved until cleared by the
appropriate radiation/chemical agency when required

Assist contamination monitoring agencies

Liaise with other agencies as required.

Upon conclusion, all personnel and equipment which participated in the stabilizing of
operations must be checked for contamination by the authorized Radiation experts / Medical
Service.

• Arrange for opening, set up and manning of the Emergency OperationsCentre located at fire

• Commence preparations of the MCP vehicle and, when completed and manned by the
Tactical Commander/Airport Authority plus team,despatch to the incident site.

• set up and running of SRC (A), CRC (A), FRC (A) .

• Oversee the emergency situation and make decisions as required

5. ACTION BY CIVIL DEFENSE FIRE SERVICE


• Assist the airport fire service in DGR incident by providing proper equipments and crew who
is specialized in Dangerous Goods.

6. ACTION BY QUALITY, SAFETY & ENVIRONMENT DEPARTMENT


• On receipt of the alerting message,Quality manager or his nominee shall alert Radiation
and environment expert.

7. ACTION BY OFF AIRPORT MEDICAL SERVICE

• On receipt of the alerting message and dependant on the location, nature and scale of the
accidents, Saqr Hospital will dispatch medical staff and ambulances to the airport RVP.
When called forward by the HRFS they will proceed, under escort, to the Incident site.
• Additional medical staff and ambulances will be sent to the accident site as required by actual
circumstances on the day.
• Deploy personnel and equipment according to type and severity of the incident, as
required
• Provide triage, treatment and transportation of any casualties as required.
• Coordinate medical activities with other agencies involved.
• Work in cooperation with the Radiation experts and related medical agencies for the
decontamination procedures and treatment of any affected items or persons subjected to
contamination

• Advise hospitals and other receiving centres of the potential of contamination so that
adequate steps may be taken
• Medical officer will provide examination, treatment, of any victims or persons exposed to the
toxic effects of the substance.

8. ACTION BY POLICE

1. Upon receipt of the notification, the Senior Officer will report to Command Post and act as
Technical Commander for incidents / accidents located on the landside areas. He will:

a. Establish a perimeter security control zone;


b. Provide security around the controlled perimeter;
c. Assist in evacuating and isolating contaminated persons;
d. Provide crowd and traffic control;
e. Cordon off the area to prevent any unauthorized entrance.
2. If explosives are involved, call upon the services of the explosive experts.

3. In liaison with Airport Fire Service, determine whether to order an evacuation. If the situation
dictates an evacuation, direct the evacuation.

4. Keep all persons, except ARFS at least 100m away from the scene.

9. ACTION BY MARKETING, P.R.O.&MEDIA

Activate the Press Centre if required and considered appropriate.

• Receive all authorized Press personnel in the Press Centre where a briefing session and
Press release will be provided only if approved by the CEO.

• Ensure that liaison is established with all government and security agencies.

NOTE 1: Under no circumstances will the Press or any other unauthorized persons

be permitted inside security lines until authorized by the Overall Coordinator.

At no time should the press be permitted access to the MCP.

NOTE 2: At no time should employees of RAK Airport or other companies based at the

3.15.╬ MEDICAL EMERGENCY╬  
 

1. MEDICAL EMERGENCY 
Medical emergencies to be initiated, when diseases that could be communicated to others and
requires that \ individual(s) to be isolated from the general population in order to prevent its
expansion.

The RAK Medical zone (M.O.H) will be in command of the emergency.

1.1 ACTION BY AIRPORT CONTROL TOWER.(DATCO)

1. Upon notification from the Pilot in Command, obtain the following information:

a. aircraft identification and type;


b. estimated time of arrival;
c. nature of the medical emergency
d. number of persons and crew affected;
e. any instructions from the Pilot-in-Command such as special treatment /
ambulance requirement.

2. Adjust air traffic to facilitate a priority landing and ground movement of the affected
aircraft.

3. Pass all information obtained in Action 1 above, to the ARFS and DATCA.

4. Upon landing, if appropriate, direct the aircraft to a pre-designated aircraft Isolation Bay.

5. In consultation with the ATC Manager and CEO, Issue a NOTAM (if required).
1.2 ACTION BY AIRPORT RESCUE AND FIRE-FIGHTING (ARFS)

On being alerted by ATC the watch room attendant will dispatch one fire tender and
ambulance to the aircraft bay and stand by to respond as per requirement. The watch room
attendant shall notify the following:

requested by the on scene Medical Commander.
Note: For a ‘normal’ medical emergency such as a Food Poisoning outbreak, provide
care and assistance to affected passengers in conjunction with the Medical Officer

• Set up reception centres(SRC & CRC) in conjunction with Police & Airline

• Maintain a chronological log of events and action taken.

1.5 ACTION BY RAK MEDICAL DEPARTMENT (SAQR HOSPITAL)

On receipt of a Medical Emergency call from ATC:

1. Respond immediately to the affected area or aircraft and the Head of Medical Team(the
Doctor)/On Scene Commander of the incident will evaluate the situation and shall take the
following actions immediately.

2. If in the opinion of the Tactical Commander/ Medical at the scene the situation is so serious
the on scene commander will activate the other medical zones as per the requirements.

3. Coordinate actions with the Airline/Ground Service if infectious disease is found on board the
aircraft

4. Provide medical assistance as required (if there is no infectious disease)

5. If infectious disease is expected or confirmed, take the necessary action in quarantining of


infected persons

6. If infectious disease is expected or confirmed, ask assistance from the Police/ Security, with
keeping the area isolated

7. Ensure that all medical staff who responds to the scene wear appropriate protective clothing.

1.6 ACTION BY AIRPORT POLICE/SECURITY

1. On being notified, proceed to the affected aircraft/area and report to the On-scene Medical
Commander

2. Provide perimeter security (set up a security cordon) if required


3. Provide crowd and traffic control, if required

3.16 FUEL SPILLAGE
In the event of a fuel spillage, the authorized refueler shall immediately stop the fuel flow.

2.1.1 Action by Duty Sub. Officer

• Small fuel spillage on the ground shall be covered with absorbent material, which can then be
collected and removed to a safe place to await disposal.
• In the case of a spillage occurring, which measures greater than two metres in diameter,
disembark passengers, crew, and other staff to a safe area, at least 15 metres (50ft) from the
spillage, upwind and upslope of the spillage.
• Put down a foam blanket over the area.
• Follow the actions as per Fire service S.O.P.

3.1. Further actions by Ground Service (Apron)

• No mechanically or electrically propelled vehicles shall be allowed to approach within 15


meters (50ft) of the spillage.
• Engines of vehicles within six meters (20 feet) of a spillage shall not be started until the area
is declared safe. The ground power and air conditioning units shall be stopped.
• Removal of the aircraft from the spillage area must depend on local conditions but tractors
shall not be brought within 15 meters (50 feet) of the spillage area until declared safe by the
airport fire service.

• Immediately stop the fuel flow by closing the valve.


• Follow the department procedures on fuel spillage.
• All spills shall be thoroughly investigated as to cause, so that remedial action can be taken to
avoid similar incidents.

5. Action by Airport Police.

• In the event of a large scale fuel spillage, the movement of persons or vehicles into the
affected area shall be stopped and all activities in the vicinity shall be restricted to reduce the
risk of ignition.

3.17 AIRCRAFT ACCIDENT INVESTIGATION

For all aircraft accidents within UAE, the ‘General Civil Aviation Authority’ (and, for the future,
possibly the RAK Department of Civil Aviation) has a statutory responsibility for the preservation of
the accident aircraft or aircraft wreckage, in order that the cause of the accident might be
investigated, with a view to preventing further accidents. When a reportable accident occurs in or
over the UAE, no person other than an authorized person, shall have access to the aircraft involved
in the accident and neither the aircraft nor its contents shall, except under the authority of the GCAA,
be removed or otherwise interfered with.

Accordingly, no accident aircraft or wreckage must be disturbed or interfered with, unless absolutely
necessary to extricate casualties, prevent fire or further damage or for reasons of safety or security
When dealing with fatalities, the provisions of Part 2 of this document (‘Victim Management –
Fatalities at the Accident Site’) should be used as a guideline
Special precautions must be taken by all concerned to avoid disturbance of anything in the cockpit
area. Should anything be so disturbed, the occurrence must be recorded and brought to the attention
of the accident investigation team
After fire and rescue operations have been completed, security procedures at the accident location
should be rigidly enforced such that only specifically authorized persons are able to access the
aircraft or aircraft wreckage itself
All personnel operating at or in the vicinity of the accident location must wear the appropriate

SECTION 4: RECEPTION CENTERS

4.1 CARE OF UNINJURED SURVIVORS (US)


4.1 Uninjured Survivor (Passengers & Crew) Reception Centres – Airside /
SRC (A) & CRC (A)
Introduction

The aim of the “Care of Uninjured Survivors Plan” is to provide a coordinated, effective, efficient
and timely response, by given agencies tasked with the care and processing of uninjured
survivors (US), in order to achieve the following:

Uninjured Passengers

• Removal of uninjured passengers from emergency site.


• Transportation of uninjured passengers to a pre-designated airside location at RAK Airport,
known as the Survivors Reception Centre - Airside. (SRC (A))
• Reception and “processing” at SRC (A)), to include:

o Humanitarian and Medical Support .


o Registration / Gathering of Information
o Provision of Information
o Appropriate Police, Immigration and Customs clearances for uninjured passengers.
o Assistance with immediate re-uniting of uninjured passengers with FR – as
appropriate.
o Release of uninjured passengers from SRC (A) - and into airline/other agency care.

(However, uninjured crew will be taken to an airside holding area separate from SRC (A)). This
pre-designated area is known as the Crew Reception Centre (Airside) – CRC (A))

SRC (A)) and CRC (A) – Locations - SRC (A)) will be located in the Terminal Arrival

CRC (A) is located in the VIP Lounge, in the northern side of the Departure Terminal

An alternate CRC (A)) might be set up, depending on circumstances on the day

The Airport Police are responsible to the senior police officer attending the emergency, for the set
up and overall command, control, communication and coordination of such centres. This
responsibility is delegated to RAK airport authority until the Airport police are in place and ready to
assume the responsibility. The Police will be assisted in the task of operating such centres by the
airport authority; the accident airline; RAK Airways; surrounding community agencies et

The Airport Police Officer In charge of SRC (A)) and CRC (A) C4 operations may delegate /
continue to delegate responsibility for SRC (A)) and CRC (A) to RAK - and other on site agencies,
as required by circumstances on the day.

Airport Police

On arrival at SRC (A)) and CRC (A), the Airport Police will:

• Appoint an overall Officer In charge of SRC (A)) and CRC (A)


• Maintain security of SRC (A)) and CRC (A).
• Keep Media away from US.
• Ensure that US are released from SRC (A) and CRC (A) as soon as it is practically possible.
• Ensure orderly departure of US from SRC (A) and CRC (A) – for handover to airline care

Department of Immigration
• Assign sufficient immigration staff to SRC (A)) and CRC (A) to ensure rapid immigration
processing of US
• Appoint an overall immigration Officer In charge of SRC (A)and CRC (A)
• Complete all immigration procedures at SRC (A) and CRC(A) and ensure that US are not
required to comply with further immigration requirements, once they leave the SRC (A) and
CRC(A).
• Ensure that all US are treated with respect and compassion at all times.

RAK Customs
Ensure that a seamless system is put in place for ensuring that US are reconciled with their
baggage and personal effects (as applicable) with the minimum of delay, administrative process
and inconvenience.
• Once US are reconciled with baggage and personal effects (as applicable), any Customs checks
required are to be conducted with the minimum of inconvenience to the US.
• US are to be treated with respect and compassion at all times.

Airport Ground Services (Passenger Services)

• Provide transportation for US from the emergency site.

• Provide details of persons on board the aircraft to relevant SRC (A) and CRC(A)
responding agencies.

• Provide humanitarian and other support of the US.

• Assist in the “processing” of the US.

• Account for all US transported from emergency site to SRC (A) and CRC (A).

• Ensure that all responding agencies at SRC (A)and CRC (A) handle US humanely, and with
respect and compassion.

• Liaise with the SRC (A)) Welfare Coordinator e.g. provision of food and beverage,
accommodation, transport, funds, emergency supplies (e.g. clothing, baby care items, toiletries
etc), for the US.

Medical Services

• Ensure that all US present in the SRC (A) and CRC (A) receive a brief medical examination.

• Provide minor medical care as required.

• Provide counseling services as required and as available.

Responding Agencies Assembly Area

Agencies responding to the SRC (A), that do not have the ability (i.e. appropriate passes and
permits and/or method of transport/access to the SRC (A) to report directly to the SRC (A)),
should assemble in a designated “holding area” for registration, briefing, tasking, escort,
transportation etc.

Reuniting Areas (Airport) – (For Immediate Re-Uniting of US with Waiting Friends &
Relatives(FR))

Where immediate reconciliation (re-uniting) between US and their waiting FR at the airport is
possible - and identified as such by the responding agencies (usually as a result of a mobile
telephone conversation between the US and corresponding FR – and the correct completion of
the PRC/PIF), the Airport Police and DCA are responsible for the set up and control of suitable
land side premises at the airport where the immediate re-uniting can take place.

Non Immediate Re-Uniting of US with FR and Other Accident Victims

The longer term re-uniting of US with other accident victims (i.e. hospitalized and/or deceased
relatives, family and friends that were travelling with the US) and with FR that were not
immediately re-united (with US) at the airport, is the responsibility of the airline.

Care of US after Leaving RAK Airport


The Airline (assisted by other agencies as appropriate) is responsible for the continued
humanitarian and other support of the US, once they have left the jurisdiction of RAK Airport.

Uninjured Crew
The process for uninjured crew is similar to that for uninjured passengers. However, uninjured
crew will be taken to an airside holding area separate from SRC (A)). This pre-designated area is
known as the Crew Reception Centre (Airside) – CRC (A).It is located in VIP Lounge which is in
the northern part of the departure terminal.

4.2 Care of Friends & Relatives (FR) Plan + FR Reception


Centre FRC - (Airport)

Introduction
Persons waiting for a flight which has been the subject of an accident can possess vital
knowledge about who was on board the accident flight (i.e. the accident victims); identification of
the next of kin of victims: identification of victims’ closest living relatives; contact numbers of other
families, relatives and friends of victims - etc. Additionally and depending on accident flight
circumstances, the persons waiting for the accident flight might be in varying degrees of shock,
anxiety and grief, and might require the necessary humanitarian and other support required in
such circumstances.

For the above reasons, RAK Airport will prepare a plan to provide a co-ordinate, effective, efficient
and timely response, by given agencies tasked with the care and processing of such waiting
persons at the airport (known henceforth in this Plan as Friends and Relatives (FR), in order to
achieve the following:

• Containment (in a suitable location) of FR


• Humanitarian and other support to FR
• Registration / Gathering of information from FR
• Provision of information to FR
• Assistance with immediate re-uniting of FR with US
• Release of FR – possibly into airline/other agency care, as appropriate
Containment of FR – Location of FRC

The FRC will be located and designed on the day of incident, in the area of the Main
Terminal Departure entrance hall. The Airport Police are responsible to the senior police officer
attending the emergency for the set up and overall command, control, communication and co-
ordination (C4) aspects of the FRC. This responsibility is delegated to RAK passenger services
until the Airport police are in place and ready to assume the responsibility.

The Airport Police Officer In charge of FRC operations may delegate / continue to delegate
responsibility for FRC to RAK Airport & other on site agencies, as required by circumstances on
the day.

Roles and Responsibilities / Airport Police

On arrival at FRC the Airport Police will:

• In conjunction with RAK Passenger service, the accident airline and other responding agencies,
take over responsibility for the set up and command, control, communication and co-ordination
aspects of the running of this site
• Appoint an Officer In charge of FRC
• Establish necessary communications with the senior police officer attending the emergency and
with all other relevant parties involved in the emergency response.
• Maintain security of FRC
• Ensure that all responding agencies at FRC handle FR humanely, and with respect
and compassion.
• Keep Media away from FR as a whole, unless individual FR express a desire to speak to
the Media.

Ground Services (Passenger Services)

• Provide details of persons on board the aircraft to relevant FRC responding agencies
• Assist in the “processing” of the FR
• Liaise with the FRC Welfare Coordinator regarding the provision of food and beverage,
accommodation, transport, funds etc, for the FR.
• Assist with interpreters if possible.
• Handle all enquiries from FR (regarding the accident flight victims), as appropriate
• Action a suitable process for matching accident flight victims with FR
• Receive FR into airline care, once released by Airport Police officer in overall charge of
FRC, or when individual FR decide to leave FRC

Medical Services

• Provide minor medical care, as required


• Provide counseling services, as required and as available.

The longer term responsibility for the re-uniting of FR with accident victims (i.e. uninjured,
hospitalised and / or deceased victims) is the responsibility of the accident airline / aircraft
operator.

It is expected that other agencies will assist the airline in this process (e.g. UAE Police, Health
Authorities, Embassies and Consulates etc). However, and in general, the RAK Airport
responsibility for care of the FR ceases once the latter have passed beyond the airport
jurisdiction.

SECTION 5 – EMERGENCY RESPONSE FACILITIES

5.1 Emergency Operation / Co-ordination Centre - EOC

A fixed emergency operations center is situated in the Airport Fire Service building & available to
deal with emergency situations at RAK Airport. It will operate under the direction of the Airport
Emergency Planning Committee(AEPC )Chairman (CEO) The Aerodrome operator shall assign a
person to assume control of the Emergency Operations Centre and when appropriate, another
person the Mobile Command Post

The main features of this unit are:


• Fixed and secure location.
• Acts in support of the On-Scene Commander (located in the mobile command post) for
aircraft accidents / incidents.
• It is the command, co-ordination and communication center for unlawful seizure
of aircraft and bomb threats; and.
• It is operationally available 24 hr a day
• Catering, toilet facilities etc are available

General Responsibilities of the EOC are:


• Strategic C4.
• High level support/co-ordination for the total emergency response effort.
• Collecting and collating data concerning accident victims plus cargo, baggage,
mail etc – carried on board the accident flight.
• Collecting and collating data on the total crisis response operation.
• Assisting with welfare of passengers.
• Assisting with matching passengers to ‘Friends and Relatives’
• Assisting with Airport re-uniting of passengers with Friends and Relatives.
• Regulate Release of Crisis Information to the Public and Media via a jointly coordinated
Crisis Information Management system
• Full support / co-operation with the Aircraft Accident Investigation Authority.
• Ensure Post Crisis Operations are completed expeditiously in order that normal
operations may be resumed as quickly as possible

5.2 Mobile Command Post (MCP)


A purpose designed (RAK Airport LLC) vehicle, which is parked near the Control Tower – and is
the point where co-operating tactical agency heads assemble to receive and disseminate
information and make decisions pertinent to the rescue operation. The MCP is capable of
providing suitable accommodation, infrastructure, facilities and communications to permit the ‘On-
scene Commander’ to undertake the local (tactical), on site command, control and co-ordination
roles required of him. (Operating under the overall command of the AEPC Chairman (CEO)) –
otherwise known as the ‘Overall Commander’
The importance of an agreed framework for command and control should not be underestimated.
This enables each agency to tailor its own response and interface with the plans of other agencies
without disrupting its own procedures.

On arrival at the scene of an accident or incident, the emergency services should take appropriate
immediate measures and assess the extent of the problem, under the command of their
respective Incident Officers. They should concentrate on their specific tasks within their areas of
responsibility reporting to and operating from the Mobile Command Post.

The main features of the MCP are:

a) Mobile facility capable of being rapidly deployed.


b) Serves as command, coordination and communication center for aircraft
emergencies and similar emergencies.
c) Is operational during aircraft emergencies.
d) Can be correctly located with respect to wind and terrain conditions.

General Responsibilities of the MCP are:

a. Facilitate tactical C4 by the On-scene Commander from a centralized accident site location

b. Provide an Accident Site Facility for Joint Agency Liaison, briefing etc

c. Act as a Central Communications Centre at the accident site

d. Act as a ‘Focal Point’ at the Accident Site on which all Other Tactical Command Posts should
be based

It is equipped with all infrastructure like seating, tables, power supply, utility supplies, air
conditioning, communications equipment, megaphone, torches, hi- visibility clothing, protective
clothing, identifying clothing, binoculars, cameras, fire extinguishers, first aid kits, stationery, triage
tags, spare batteries and chargers, whiteboards, body bags, ropes and identifying pennant,
beacon etc

Contingency Plan when MCP is not available

When the Mobile Command Post(MCP) is offline for Preventive Maintenance or for any short time
repair, the pickup vehicle held with Apron Services shall be used as the standby MCP, after due
approval from the Operation Director. In the event of a prolonged down time, an alternate vehicle
will be identified/arranged from within airport sources or hired. All the communication equipments
and other facilities will be shifted to the new vehicle so as to function as a regular MCP.

5.3 Strategic Command, Control, Co-ordination & Communication (C4)


On Airport / Aircraft Accident or Incident

The overall C4 function for an aircraft accident / incident type emergency occurring on airport at
RAK lies with a pre-nominated or designated senior manager of RAK Airport LLC – functionally
known for the purposes of this AEP as the ‘Overall Commander’

The Overall Commander will generally operate from the RAK ‘Emergency Operations Centre’
(EOC) located at Airport Fire Service building.

The Overall Commander will be chosen on the day from a core team of trained, exercised and
suitably experienced RAK Airport LLC senior managers (will normally be the CEO if available)

The Overall Commander will generally be responsible for the strategic aspects of C4 (leaving on-
site (tactical) C4 to the On-scene Commander, the Tactical Commanders and other similar
managers). This is likely to involve the overall co-ordination and support of / to - the various
participating emergency response unit operations, with the ultimate objective of ensuring the
success of the tactical response

The team operating the EOC under the direction of the Overall Commander shall include all
vested interests in the particular type of emergency underway.

For on airport aircraft accident type situations, the team of AEPC is likely to have representation.
Depending on the location and/or severity of the emergency, other agencies shall attend the EOC
e. g UAE Navy and Coastguard for an accident occurring at sea; relevant Government
department representation etc

5.3.1 On Airport / Other Types of (Non-aircraft Related) Accident / Incident

For other types of on airport emergencies, the most suitable person, by dint of seniority, training
and experience – shall be the Overall Commander e.g. for a security related emergency, a senior
Police Officer from the Airport Police might be nominated; for a Public Health type crisis, it is likely
that a suitably senior and experienced Doctor from the Ras Al Khaimah Department of Health will
be nominated etc

5.3.2 Off-airport Emergency

The appropriate person shall be nominated as Overall Commander, based on existing protocols
established in the various Mutual Aid Emergency Support Agreements – or else as required by
circumstances on the day

Whilst it is expected that the on airport EOC will be activated for such emergencies, the location
from which off airport C4 will be directed will be governed by existing protocols established in the
various Mutual Aid Emergency Support Agreements – or else as required by circumstances on
the day

5.3.3 C4 Reporting Chain

For aircraft accident type emergencies occurring on airport, Tactical Commanders report to the
On-scene Commander. The On-scene Commander reports to the Overall Commander. The EOC
team reports to the Overall Commander

5.4. Tactical Command, Control, Co-ordination &Communication (C4)

5.4.1. On Airport / All Accidents or Incidents

The ‘On-scene Commander’ shall direct all tactical operations in response to all types of on airport
emergencies

The On-scene Commander shall be the most appropriate person available on the day – based on
‘best available’ skill and experience in conducting and directing the particular type of crisis
operation of concern

The On-scene Commander will normally operate from the ‘Mobile Command Post’ vehicle located
at or near the emergency site

Tactical Commanders’ shall be responsible for directing their own specific and specialised
operation e.g. fire and rescue; medical services, security, aircraft operation etc

An appropriate Tactical Commander shall temporarily assume the role of On-scene Commander -
where circumstances so require. Tactical Commanders report to the On-scene Commander

5.4.2. Off-airport

Tactical C4 for off airport situations will generally be governed by the appropriate Mutual Aid
Emergency Support Agreements in place – or else as required by circumstances on the day

5.5 Victim Management-Casualty

In the aftermath of an aircraft accident, many lives may be lost and many injuries aggravated if
immediate medical attention is not provided by trained rescue personnel. Survivors should be
triaged, given available emergency medical aid as required, and then promptly evacuated to
appropriate medical facilities.

Causalities should be classified into four triage categories.

Priority 1: Immediate care

Priority 2: Delayed care

Priority 3: Minor Care

Priority 4: Deceased

A further general category is used for the ‘uninjured’

Assuming an on airport accident, responding Airport Fire Services personnel with suitable
training, may be assigned by the ‘Tactical Commander/Airport Fire Services’ to commence
casualty clearance, Triage and immediate medical care operations.

Immediate responders from the Airport Fire service ambulance team will takeover/start the Triage
and immediate medical care process as required. A ‘Tactical Commander / Fire Ambulance
Services’ shall be self-selected from amongst the Airport Fire Ambulance team on site.

As soon as they arrive on site, the Airport Fire Services inflatable tents will be erected and used
as part of the triage / immediate medical care programmer. Portable air conditioning and potable
water should be supplied to the tents without delay

Upon arrival of the Saqr Hospital Disaster Medical team, the senior or most experienced doctor
will take over the role of Tactical Commander / Medical Services and shall appoint a ‘Medical
Transport Coordinator’ and ensure that a medical liaison person is appointed to the On-scene
Commander in the MCP, circumstances permitting

The Tactical Commander / Medical Services shall ensure the effective, efficient and coordinated
operation of the entire on-site casualty collection, triage, immediate care and evacuation
programme with the priorities of saving life, prevention of further injury and rapid removal of
casualties to better medical care. It is also important that careful tracking is maintained of which
casualties have gone where, when, in what state and how / in what form of transport

Part of the Triage process shall be to tag uninjured survivors (passengers and aircraft crew) - as
such and then to move them on to a separate, nearby area – reserved for them i.e. the ‘Uninjured
Collection Area’ (See care of Uninjured survivors plan (US)). It is best practice to then separate
uninjured crew from uninjured passengers once they leave the accident site and the two groups
should be kept separated thereafter. Crew should also not ‘mix’ with friends & relatives of
passengers
The crew will also be ‘protected’ from the Media and appropriate humanitarian and welfare
support provided (See care of Uninjured Survivor plan (US))

5.5.1 Victim Management- Fatalities

The dead are to be triage tagged

The dead (whether whole or in dismembered parts) are to be left in their final resting place at the
accident site unless it is vital to move bodies for safety reasons or for preservation of evidence.
This is because the position and condition of the deceased at time of death might offer valuable
clues to the cause of the accident

The dead can only be moved (in general) from the final resting place and / or the scene of the
accident with the permission of the Accident Investigation Authority and / or the Coroner (Forensic
Doctor or equivalent) and / or the Police. Airport Police shall provide a high degree of security at
the temporary mortuary location.

When cleared for removal from site by the ‘appropriate authority’, bodies will be taken by suitable
means of transport to the ‘temporary mortuary’ (refer Glossary page 23) Casualties who die at
the accident location (i.e. victims not killed immediately in the accident) will be moved to a nearby
(discrete if possible) temporary body holding area prior to removal from the accident site to the
more permanent temporary mortuary facility mentioned above.

Deceased victim identification, cause of death, reconciliation (reuniting with loved ones), body
removal and disposal, recovery and reconciliation of personal effects, religious services,
memorials etc - are all likely to follow on in due course.

5.5.2 Use of Triage Tag

Black: Deceased (Dead)

Red: Critically Injured - Immediate Hospitalisation Required

Yellow: Seriously Injured - Hospitalisation Required – Not Immediate

Green: Uninjured or Minor Injuries only - No Hospitalisation Required

Recommended Use of Triage Tag

a. Enter appropriate time (when victim was triage assessed) against clock symbol

b. Complete Victim’s name and address if possible

c. Provide name of person giving treatment

d. Indicate victim’s injuries on sketch of human body

e. Write down details of injections / medication given

o For dead victims – tear off the red, yellow and green tabs

o For uninjured (or minor injuries only) victims leave all 4 colored tabs in place – etc

o Attach the triage tag securely to the body or clothing of victim

When a victim is dispatched to hospital the tear off (numbered) triangular tab at top left of front of
triage tag is to be torn off and presented to the Tactical Commander / Medical Services or
representative. This will serve as a record of the despatch of this victim from the accident site.

The registration number of the vehicle (and / or ambulance number) used and the time of leaving the
accident site should be written on reverse of this tab if possible

When a victim is delivered to a hospital, the ‘delivery person’ will tear off and retain the other
(numbered) triangular tab (top right of front of triage tag) and insert on the reverse the name of the
hospital to which the victim was delivered.

The registration number of the vehicle used (and / or ambulance number) and the arrival time at the
hospital should also be inserted if possible.

The delivery person should then (circumstances permitting) deliver (or arrange for delivery) the tab
to the appropriate hospital authority person keeping account of victim arrivals at that particular
hospital

Uninjured victims (and those with minor injuries only) should also be triage tagged before they leave
the accident location. Triangular tabs should not be removed

5.6 Crisis Information Management
With assistance of Airport Passenger Services the Marketing and Public Relations departments,
in close conjunction and co-ordination with all other relevant agencies (e.g. DCA, GCAA, Aircraft
Operator, Police etc), shall be responsible for collecting and disseminating information concerning
any crisis involving RAK Airport- via an Emergency Operation Centre (see Glossary)

Such information shall primarily be disseminated to relevant Government departments, the ‘public’
and the ‘mass Media’ – but will also be circulated within the required internal departments of RAK
Airport LLC

All press releases and statements shall reflect the mutually and jointly agreed position of all
affected parties and should be pre-cleared by the senior most management within each of
those parties – before release

5.6.1 Media Centre

In the event of a crash or emergency at the Airport and in conjunction with the Airline / Ground
service, and Police will set up a Press Centre to handle the media and issuance of press
releases.
The Press / Media Center is to be located at the Albert Abella restaurant.

5.6.2 PRESS CENTRE

The Press Centre main function is to make appropriate announcements via Press releases
or conferencing to the press in concurrence with the EOC and as approved by the DCA /
Airport security – and to liaise with the media centre.

SECTION 6 - MANAGEMENT ARRANGEMENTS

6.1 RAK – Emergency Planning Committee

The RAK Emergency Planning Committee is a joint agency forum which makes a vital contribution
in progressing the various issues pertaining to this AEP and other related emergency plans –
especially in association with those agencies supplying aid from the surrounding community.

The Committee shall continue to meet and shall take the pursuit of negotiated and completed
‘Mutual Aid Emergency Support Agreements’ as one of its major tasks. Additionally, pro-active
measures shall be taken by the Chairman of this Committee to ensure that all relevant
‘surrounding community’ agencies attend each meeting

It is essential that follow up actions assigned in meeting minutes are carried out diligently and
quickly by all parties so assigned – ideally before the next meeting of the Committee

The AEPC shall consist of representatives from RAK Airport L.L.C, DCA, and Assisting agencies
as follows.

6.2 Responsibilities

6.2.1. Identification of the core component parts of the Aerodrome Emergency Plan (AEP) to
identify how and when these are to be tested.

6.2.2. Develop comprehensive contingency plans.

6.2.3. Review response capability and issues from external emergency services.

6.2.4 Discuss and consider plans for external emergency services to become involved with
the process of aerodrome emergency planning and the resultant training implications.

6.2.5. Planning of the emergency exercise to test the participating agencies.

6.2.6 Take active role and responsibility in Real Emergency situations

6.3 Emergency Exercise

6.3.1 The purpose of Airport Emergency Exercises is to ensure the adequacy of:

a. The response of all personnel & parties involved


b. The effectiveness & efficiency of Emergency Plans and Procedures
c. The effectiveness & efficiency of Emergency Equipment and Communications

6.3.2 Types of Emergency Exercises

There are three main methods of testing (exercising) an AEP:


a. Tabletop Exercises.
b. Partial Exercises.
c. Full-scale Exercises

6.3.3 Schedule
These tests shall be conducted on the following schedule.
a. Full -scale: At least once every two years
b. Partial: At least once each year that a full-scale exercise is not held.
c. Table top: At least once each six months.

6.3.4 Tabletop Exercises

The tabletop exercise is designed to test the integration and capability of emergency response
resources – without the expense and disruption to services associated with the full-scale or partial
exercise. Typically, such exercises are run frequently in order e.g. to reconfirm procedures, policy,
emergency contact information, radio frequencies, changes in key personnel etc

Generally, tabletop exercises require only use of a meeting room, a large scale map of the airport
and surrounding area - and the attendance of the responsible and relatively senior (empowered)
representatives from all agencies involved as part of any particular exercise scenario

Typically, an accident scenario plus an accident location are selected and each exercise
participant describes what actions their agency would take in response. The exercise should be
‘inter-active’ between all participants and should test not just the specific agency procedures – but
also all aspects of the associated inter-agency co-ordination processes also required

Lessons learned’ from desktop exercises should be documented and distributed to all agencies
associated with the emergency response. Where necessary, the AEP is also to be updated in
accordance with this feedback.

6.3.5 Partial Exercises

Partial exercises involve an actual, physical response. Such exercises may be required e.g. – to
train new personnel; to evaluate new equipment, techniques or procedures; to comply with
mandatory recurrent training requirements etc

Partial exercises are relatively economical because of their limited scope and are effective and
efficient due to the ability to repeat the exercises on a fairly frequent basis.

Such exercises might only involve one responding agency – e.g. the fire and rescue services or
the medical services. However, they can also be scaled up to additionally involve co-ordination
procedures between several different units, if required.

6.3.6 Full-scale Exercise

All major agencies expected to respond to an actual emergency at or in the vicinity of RAK
should participate in Full-scale exercises

Post exercise, a full debriefing, analysis and critique of the response shall take place at which all
exercise participants shall be present. The Airport Authority person responsible for the production
and maintenance of this AEP shall be responsible for this debriefing etc. ‘Lessons learned’ shall
be compiled and documented and all associated agency emergency response plans updated, as
required

The conduct and planning of Full-scale exercises should generally be in accordance with the
proposed requirements contained in ICAO Doc 9137 / Part 7 (Airport Emergency Planning’) –
Chapter 13

The Airport Authority person responsible for the production and maintenance of this AEP shall
also be responsible for the scheduling, running, conduct and feedback of all desktop, Partial and
Full Scale exercises at RAK.

6.4 Review of the AEP

The most effective and efficient method of undertaking regular reviews of this AEP is by means of
the recurrent emergency exercise programme. It must also always be reviewed following an
actual emergency (See ICAO Doc 9137 / Part 7 – Chapter 14)

  PLANS
6.1 Disabled Aircraft Removal

Removal of Crashed/Disabled Aircraft


The aircraft operator shall be responsible for the removal of a crashed or disabled aircraft. This
shall apply to any location within the UAE
The aircraft operator shall be responsible for producing ‘pre-crisis’ documented plans and
procedures for the removal of crashed/disabled aircraft. Such plans and procedures shall be filed
(and kept current) with RAK Airport LLC.

If the aircraft operator is unable or unwilling to remove any crashed / disabled aircraft using its
own resources or in a timescale deemed acceptable by the Airport Authority in its absolute
discretion at the time of the crisis – then the Airport Authority shall request Emirates Engineering,
Manager Base operational Maintenance & Aircraft Recovery (Mr.Malcom Brown)and Manager
Line Maintenance(Mr.Alun Thomas)refer to Airport Contact list for details) to arrange the
necessary equipment to remove the aircraft. The Airport Authority shall also direct Al Faris
Transport Company in Dubai(Mr.Charles) (refer to Airport Contact list for details) for heavy crane
service(up to 500 ton capacity) and Mach Avia services, Supervisor Airport
Operations(Mr.Prem)(refer off Airport Contact list for details) for man power.

During an Aircraft removal, all charges and costs incurred by the Airport Authority, Emirates
Engineering or any other parties involved shall be borne by the aircraft operator. Charges and
equipment recharges by the Airport Authority shall be in accordance with the Ras Al Khaimah
International Airport Conditions of Use as varied from time to time.

Whilst all operations will be performed with due care and attention, the aircraft operator will
indemnify the Airport Authority, Emirates Engineering and any other third parties in relation to any
loss or damage or further damage caused for any reason to the aircraft, its equipment, its load or
the property of its crew or passengers or any personal injury caused for any reason to the crew or
passengers of, or persons servicing the aircraft unless and then only to the extent caused by the
negligence or recklessness of the relevant party .The aircraft operator may independently and
directly request assistance concerning aircraft removal from the above organizations. Such
assistance may or may not be provided depending on the commitments of the organizations at
the time .

7.2 Terminal Evacuation
7.2.1 Purpose1

The purpose of this procedure is to establish guidelines and procedures for developing and
implementing emergency evacuation plan and to define the course of action to be taken by all
RAK Airport personnel in the event of an emergency situation.

7.2.2 Responsibilities

Emergency Wardens

The responsibilities of the pre elected Safety Wardens are as follows.

• Ensuring that all employees in their department evacuate the building in a safe and controlled
Manner

• Ensuring that employees within their control are fully aware of their roles and responsibilities
in the event of an emergency.

• Ensuring evacuation routes are clearly identified and communicated.

• Ensuring that an up to date list of emergency telephone numbers is displayed on notice


boards and on telephones.

• Ensuring that all emergency exit routes are clear of obstructions and are readily identified.

• At the assembly point, the Emergency Wardens should organize each of their departments
into groups and initiate a roll call from the people in their department to determine if any
persons are missing.

• Emergency wardens should then report to the Safety Representative (SR) and identify any
missing persons.

• The Emergency Wardens and SR (Safety Officer) are responsible for ensuring no one
returns into building until the emergency services determine that it is safe to do so.

Safety Representative

Upon reaching the Assembly Point, the SR will assemble all members of staff together and
coordinate with the Emergency Wardens to identify any missing persons. This should be done in
as short a time as possible. The SR should also gather any information about the type of
emergency and any other relevant details from the personnel present.

Hosting of Visitors
Personnel who sign in visitors/contractors to the facility are responsible for those people during
their time on site. They should be made aware of the Emergency Evacuation Procedure.

7.2.3Guidance and Recommendations for Evacuations (Actions on Hearing the


Evacuation Alarm)
On hearing the alarm personnel should:
a. Immediately stop what they are doing.
b. Make safe the area that they are working in.
c. Proceed to exit the building by the nearest safe escape route in a calm manner.
d. Proceed to the Assembly Point marked on the emergency evacuation plan.
e. Follow any instructions of the Emergency Wardens.

It is important that personnel do not:


Run.
Panic
Stop to collect valuables or other personal effects.
Re-enter the building until the emergency services have declared it safe to do so.

SECTION 8 – RECOVERY

8.1 Management

8.1.1General
It is essential that the need for recovery operations is assessed and planned during the early
stages of an emergency response operation- The AEPC is responsible for the recovery process.

8.1.2 Contingency Planning


All Airport agencies should prepare contingency plans to cope immediately with the loss of all or
part of a facility, including but not limited to passenger terminals, freight facilities, fuel facilities,
road access, administration buildings etc.

8.1.3 Removal of Wreckage


Subject to clearance by the investigating teams, the owner of the aircraft or RAK Airport Authority
is responsible for the removal of wreckage and clean up of facilities. The owner / RAK Airport
authority is also responsible for the removal and disposal of fuel and hazardous materials.
Once the investigation and removal of wreckage/clean up are completed, the next stage of the
recovery phase is to bring the airport back to full operational status in a safe, efficient and orderly
manner (Refer re-grading & cancellation of emergencies page No:39)

8.2 Return to Operational Status


The following tasks shall be carried out prior to return of the Airport to full operations.

8.2.1 Airport Inspections

Inspection of Airport Runway and other maneuvering areas, apron, and airport lighting is required
by the Manager Air traffic Control and MRFS - to determine the damage, if any, resulting from the
emergency. After consultation with the DCA,MATS and HRFS - the CEO will declare the Airport
open to normal operations.

Chapter 8 – Other Facilitation Provisions

H. Assistance to aircraft accident victims


& their families

8.39 The State of Occurrence of an aircraft accident and adjacent States shall make arrangements to
facilitate the entry into their territory on a temporary basis of family members of victims of an aircraft accident.

8.40 The State of Occurrence and adjacent States shall also make arrangements to facilitate the entry into
their territory, on a temporary basis, of authorized representatives of the operator whose aircraft has met with
the accident, or of the operator’s alliance partner(s), in order to enable them to provide assistance to survivors
and their family members, the family members of the deceased victims of the accident and the relevant
authorities in these States.

Note - Code-sharing and similar alliance agreements sometimes require alliance partners to act as “first
responder” on behalf of an affected operator in case the alliance partner can get to the location of the accident
quicker than the affected operator.

8.41 Recommended Practice - In arranging for the entry of the persons referred to in 8.39, the State of
Occurrence and adjacent States should not require any other travel document than a passport, or an
emergency travel document issued specifically to such persons, to enable them to travel to these States. In
cases where the State of Occurrence of the accident or an adjacent State requires entrance visas for persons
referred to in 8.39 and 8.40 above, it should expedite the issuance of such visas

8.42 Contracting States shall make arrangements to issue emergency travel documents, if required, to their
nationals who have survived the accident.

8.43 Contracting States shall extend all necessary assistance, such as arranging transport and clearing
customs, in the repatriation of human remains to their countries of origin, on request by family members of the
deceased or the operator whose aircraft met with the accident.

Note – other parts of this ICAO Annex 9, Chapter 8 (not re-produced here) require the same type of facilitation
to be provided to Air Accident Investigation Teams (including airline teams) and their Equipment

This Mutual Aid Agreement (“ Agreement ”) is entered into in the United Arab

1. Agency Obligations

1.1. The Agency endorses the RAK Airport LLC – Airport Emergency Plan
(currently Revision xx dated yy) as varied from time to time and provided to
the Agency by RAK Airport.

1.2. The Agency endorses the attached procedures in Annexure A and agrees
to comply with all procedures and instructions herein and fulfill all
applicable responsibilities, insofar as it is capable so to do.

1.3. The Agency undertakes to perform the Actions attached as Annexure B of


this Agreement insofar as it is capable.

1.4. The Agency undertakes to advise RAK Airport of any circumstances that
may prevent the Agency from performing the Actions as soon as it
becomes aware of the circumstances.

2. RAK Airport Obligations

2.1. RAK Airport will provide assistance to the Agency in relation to any fires in
Ras Al Khaimah upon request and subject to availability of equipment
further to RAK Airport’s regulatory requirements.

2.2. RAK Airport will provide assistance to the Agency on an ad hoc basis from
time to time upon request and subject to availability of equipment further to
RAK Airport’s regulatory requirements.

2.3. RAK Airport will provide updated copies of the AEP to the Agency as and
when required.

3. Term

This Agreement is valid until superseded by a future Mutual Aid Agreement or is


terminated by either Party in writing to the other with no less than 90 days
notice.

4. Notices

Any notice or other communications from one Party to the other shall be in
English or Arabic language, made in writing and delivered by hand, courier or
