1. Purpose of this method statement:
This work instruction provides guidance in docking & undocking, testing, identification, and
reinstatement of 33kv cables.
2. Scope of this method statement.
This document applies to Dubai Metro’s Red Line, Green line and Red line extension power supply
system and assets. This procedure shall apply during the diagnostic testing of 33kV cables.
The location of 33KV power cables are:
33KV power cables in the tunnel.
33KV power cables on the viaduct.
33KV power cables laid towards the switching room.
33KV power cables outgoings from 33KV GIS.
3. Task Specific Tools and Equipment
The tools and material shown with 2 Nos are required for both teams on both sides of the cables.
The rest of material for the testing team only.
Winstar should ensure tools and measuring devices (VLF) availability with no excuses:
digital multi meter 2 Nos
insulation resistance tester
VLF tester
ladders above 2m in length 2 Nos
special tools 2 Nos
Cleaning Tissues. 2 Nos
Splicing joints. 2 Nos to be used on the viaduct for cable splicing.
Dummy plugs. 2 sets
Suitable ropes at least 6 pieces for the cables and suitable lifting flat rope for the chain block
hanging.
Chain block. 2 Nos
Steel structure for hanging the chain block. 2 Nos
Container to collect the screws. 2 Nos.
4. Task Specific Personal Protective Equipment (PPE)
Safety helmet
Vest
Insulated gloves.
Safety eyeglass
Safety shoes
5. Task Specific Safety Precautions
Winstar should ensure 2 teams of 3-4 technicians (depending on the activity) to be in the site
within 2 hour if failures occurs during 6:00 to 22:00. If cable fails between 22:00 to 6:00 then the
team will be mobilized at 8:30am.
Listen to the talk box with SERCO PIC and don’t start any activity unless being permitted by the
EC (Engineering controller).
Ensure earthing of the cables being tested (to be done by the PIC in coordination with the EC,
no entry unless the PIC will give permission).

Inspect all the electrical switchgear equipment’s before use to ensure that they are in good
conditions as per recommended standards. Equipment’s with damage or malfunctioning shall be
remove or taken out.
Live parts must be Insulated and physically guarded. There shall be no exposure to the live parts
in order to avoid accidental contact.
Keep the flammable materials and corrosive chemicals away from the Switchgear Panels.
Work on electrical switchgear panels shall be carried out when the power has been
disconnected.
Never handle electrical equipment when hands, feet, or body are wet or perspiring or when
standing on a wet floor.
A minimum clearance shall always be maintained for the Electrical Panels to permit ready and
safe operation & maintenance.
Do not use water jet or amounts of water for electrical fire accidents. Use proper fire extinguisher
medium such as dry chemical, carbon dioxide etc.
Do not touch electrical equipment while standing on a wet surface or wearing wet shoes.
To protect unskilled onlookers, set up caution signs that warn people to keep away from danger.
Keep spare nuts, bolts and other objects away from your work, so that they don’t touch or fall
into the switchgear
6. Responsibilities and Authorities.
a. Mechanical, Electrical and Plumbing (MEPS) Manager
Reporting directly to the Engineering and Maintenance Director.
The MEPS Line Manager is responsible for controlling, and monitoring of the maintenance activities
of the Power Supply Maintenance Unit and the Building Services Maintenance Unit. He is also
responsible to ensure sufficient resources are available to support the maintenance services.
b. Power Supply Senior Engineer.
Reporting directly to the MEPS Line Manager, the Power Supply Sr. Engineer is responsible for:
Providing effective technical and managerial support to the Line Maintenance Team.
He is responsible for all aspects of Power Supply System relating to engineering and
maintenance works within the premises of Dubai Metro.
Responsible for following the contractors, supplier and manufacturers for all aspects related to
the maintenance work and provide the required information to the procurement team.
Responsible for staff training and improvement especially new technicians through proper
planning.
c. Power Supply Engineer.
Reporting directly to MEPS Line Manager through the PDS S Eng., the Power Supply Engineer is
responsible for:
Identifying all maintenance needs and implementing the maintenance plan as formulated for
Power Supply.
He has to prepare the maintenance schedule and team roster for the maintenance activities as
well as all relevant reports as maybe required for statistical and other relevant purposes.
He is responsible to maintain and analysis fault/failure statistics and explore solution/s to
eliminate and/or at least minimize recurrent.
He should follow the available spare parts by following the site teams and the stores periodically,
and to update and assist the replenished spares.
Coordination with the contractors and assist them by provision of accompanying staff for
switching and communication requirements.

Following up the required tools and equipment especially the measuring equipment ensuring
validity of calibrating certificates.
d. Engineering Controller (EC).
Reporting directly to the Chief Controller, the EC is responsible for:
Controlling and monitoring of power supply system including isolation of electrical equipment via
Supervisory Control and Data Acquisition (SCADA).
Liaising between the Engineering and Maintenance Department and Operation Department to
optimize the coordination for a safe and reliable Metro service.
The EC is also responsible in controlling and monitoring of line side access during engineering
hours and in the event of emergency during traffic hours.
Sending feedback to the S. Engineer the available logs and graphs for the major events.
e. Power Supply Team Leader
Reporting directly to the Power Supply Engineer, the Power Supply Team Leader is responsible to:
Ensure that all maintenance activities under his responsibilities are carried out in safe and
effective manner.
The Power Supply Team Leader shall inform the Power Supply Engineer if abnormality is found.
He should guide the team and ensure work done according to the rules and procedures.
f. Power Supply Technician
Reporting directly to the Power Supply Team Leader, the Power Supply Technician is responsible
for carrying out maintenance and repair works in safe and effective manner in accordance with the
established procedures and Instructions.
g. First Line Response Technician (FLRT)
Reporting directly to the Power Supply Engineer and EC:
The FLRT shall cover service 24/7 to respond to incidents and failures as they develop, thus limiting
their detrimental impact upon service and also assisting with post-fault recove
h. Diagnostic Engineer/Supervisor (D.E)
He shall be responsible for:
• Preparing the testing plan, for the observance of all safety precautions required by the CCC
Safety Plan, for supervising the testing activities.
• He shall prepare the testing plan that will include the equipment to be tested, the tests to be
performed, the test equipment to be used, the test procedure to be applied and the test records
to be used. Based on the testing plan, in coordination with the Electrical engineer a testing
schedule will be developed.
• The Diagnostic Engineer / Supervisor shall organize, supervise and verify the implementation of
the testing schedule.
• Any defects or variances from the approved specification and standards will be noted during the
testing and be informed to the Maintenance department by the Inspection Report. Diagnostic
Engineer (DE) shall be responsible for carrying out the tests and record the test results.

7. Corrective maintenance procedure.
This section provides guidances to Power Supply staff and outside subcontractors in
handling of the repair activities for the 33KV cable failure from:
o Preparations and mobilization,
o Testing the cables’ circuits.
o Isolating the faulty cable.
o Fault locating.
o Replacement of the faulty portion with new cable
o Cable jointing.
o Restoring the system back to normal status.
o Failure reporting.
a. Preparation and mobilization.
Power Supply Engineer
o The power supply Engineer should arrange for the followings:
o Maintenance team (Serco Staff).
o To contact maintenance team (SLA subcontractor, full coordination for the
requirements).
o Access to the site.
o Work requirements for fault rectification whether the fault is going to be rectified by
SERCO team or by a 3d party through SLA. If work is going to be done by SLA
contractor.
o Site survey to estimate all requirements from mobilization till energization.
o coordination with other parties, departments, contractors etc to start and implement
the work insuring obtaining the required permit to work and preparation of method
statement if required.
o Preparation of all required tools, material (joints) and coordination.
Diagnostic Engineer / Supervisor (D.E.)
o To collect the required teams for repairing the 33KV cable within 1.5hour and to be in
the site with the required tools and equipment. (We suggest team names to be shared
with SERCO and WhatsApp group to be created for fast communication).
o The teams should be always ready to reach the site by ensuring preparation of the
required equipment, tools and transportation. Tools and required equipment will be
stored in Winstar office in Al Qusais.
o The two teams should contains key technicians (supervisors) and labors with quantity
suitable for the work according to the plan.
o For splicing work, a certified splicer to be provided in the day of splicing.
o Enough labors to be provided in the day of transporting the healthy and the damaged
cable.
o The engineer should control both teams and to ensure smooth work progress for the
cable rectification that would finish the work within 4-6 days.
b. Testing the cables’ circuit.
o Provision of the required tools, material and testing equipment, including VLF, IR
testers, block chain, suitable ropes, ladders and the required stand for fixing the block
chain. Some of the required material should be provided in both stations.
o Undocking the cables:
o Testing the cables by megger/VLF to find the damaged cable.

o Precautions to be taken to protect the cables, termination, and the connection area,
screws to be kept In suitable cans.
c. Isolation the faulty cable.
Dock the healthy circuit and leave the damaged cable undocked from both sides.
Chain block and suitable hanger to be used for undocking, SERCO will not accepting
using the steel support of the cables with MEPS service.
d. Fault location.
o Using the megger for insulation test
o Using the offline testing equipment to locate the fault in an approximate distance.
o Use injected voltage to find the exact location of the damaged area with the Aid of the
pinpointing equipment.
o Removing the cable tray covers (for cables on the viaduct) or the concrete tiles (for
cables in the tunnel).
e. Replacement of faulty portion.
o Choose suitable place for the installation of the new joints.
o Calculate the required length of the portion to be replaced by the new cable.
o Prepare and procure the new cable and shift it to the fault location. The new cable to
be tested by IR before shifting to the site.
f. Cable Jointing.
o Cable jointing to be done by a certified technician and usually will be done by a
specialized subcontractor.
o Jointer should be certified by 3d party and he should prepare the healthy environment
for proper jointing that prevent moisture, sand and other dirt to enter the joint and
cause breakdown in the cable.
o The subcontractor should test the cable again after completing of the new joints to
ensure the correct jointing work.
o Housekeeping ot be ensured after work completion.
g. Restoring system back to normal status.
o After completion of jointing, the cable should be laid in the cable tray for the cables on
the viaduct, and to be protected by a suitable fabricated trunking with cover (for cables
in the tunnel).
o The fabricated trunking should be hanged to the walkway system as no drilling is
allowed in the tunnel concrete wall (See appendix C).
o The trunking should be earthed by earthing cable and to be connected to the main
earthing cable in the tunnel by suitable earthing clamp.
o The cable will be docked to the network after coordination with all related stakeholders
and the system to be energized under supervision of the specialized subcontractor.
o In the tunnel, the joint should be cover by suitable steel box. The steel box to be fixed
on the walkway of the steel structure, fixing on concrete wall is prohibited.
h. Failure reporting
The specialized subcontractor should submit the technical report showing the readings
before and after the mitigation work and to provide the technical cause of the failure based
on his expertise.
