Narrative:
On May 28, 2022, at 1332 hours, I responded to 438 South Beeline Highway reference
a disorderly subject in the Republican Headquarters.
It should be noted that I initially responded to 512 South Beeline Highway, which is the
Rim Country Republican Club, different than the Republican Headquarters at 438 South
Beeline Highway. While en route, dispatch advised there was a male in a blue shirt and
shorts being belligerent and refusing to leave the store.
Upon my arrival at the Republican Headquarters, I opened the door and I heard a male
and a female arguing. The male was wearing a blue shirt and shorts and I asked him to
come outside. Once we came outside, the male was not argumentative to me but he
was excitable and he was having issues with the Republican party. He was advising he
was mad based on the active shooters and stuff going on and the Republican party was
not taking any responsibility for it. In my conversation with the male, who was identified
as Michael Quinn, it was discovered that he was asked several times to leave and he
refused to do so. I attempted to explain to him that if a business manager or employee
asks someone to leave, they have the right to do so and the person has to leave and if
they don’t, they can be arrested for trespassing.
During these conversations, Michael advised he was a judge at some time and if that is
the case, he should have known the style of law where people have rights to trespass
other people off their property. I was actually provided a printout of Michael Quinn and
a Facebook post that he made. On the printout, it was a warning to employees to watch
out for Michael Quinn based on what he said in his post. In his post, he was very anti-
Republican and in that picture, he was wearing a “Make America Great Again.” When I
initially talked to him, he advised he was at the store to buy a Trump hat and the store
refused to sell him one.
I had Officer Rush stand by with Michael while I went inside and contacted the reporting
party, later identified as Lori Mills. Once inside, Lori Mills advised she had told this male
to leave several times. Shannon Ferguson had a recording of what occurred. They
tried to send it to my email address and it did not go through so I was able to watch the
recording on Shannon’s phone and record it on my own. This recording was later
placed into the P-drive as evidence. The beginning of the recording is in the business.
Michael is leaning over the counter talking about the Republican party and issues he
has with the Republican party. During this conversation with Shannon and Michael, Lori

comes over and tells Michael to leave. He refuses to leave and an argument ensues
between both parties. During this argument, Lori tells him numerous times to leave or
that he would be arrested. Towards later on in this argument, Michael advised he would
wait to get arrested and the video ends shortly after I bring Michael outside.
It is clear in the video that Michael was asked numerous times by the manager, Lori,
who had authority to remove people to trespass them from the property. Michael
acknowledged to me that he had been trespassed and asked to leave and did not. It
was also verified of this on the video. It should be noted that Lori wanted Michael
trespassed from her location, the location of 512 South Beeline Highway the Rim
Country Republican Club, as well as the Lion Headquarters at 343 South Beeline
Highway. Lori advised she does desire prosecution and they want to charge him for the
trespassing. Based on the overall video, there did not appear to have any other
customers in the store so his behavior did not disturb the business. Based on the video
and the information provided, we decided to just write him a citation for the trespassing.
I completed citation number 67876 for the trespassing in the third degree. Michael
signed it acknowledging he will have court on June 8, 2022, at 9 am. I did take arrest
photographs of Michael. He was released and informed he was trespassed from those
locations. I later went back into the Republican Headquarters where I completed
Victims' Rights Form #A479183 and Lori signed it as a representative for the business.
This report is being written to document my involvement in this investigation. This case
is closed with the cite and release of Michael Quinn for the trespassing. For further
information, please refer to the video of the incident.
