VII. RATIONALE:

As embodied in the DepEd’s Vision, the Department of Education must

continuously improve itself to better serve its stakeholders. Being the department’s
front liners in providing services to its clientele, teachers must be ready in the
challenges of the 21st century teaching and learning and capable of ensuring a
relevant and responsive programs and projects to the needs of learners specially in
this time that the department is at the height of learning recovery due to the
pandemic. Teachers must be provided with seminars, trainings and workshops
including Learning Action Cells and In-Service Trainings (INSET). The department is
dedicated in empowering the teachers to provide liberating education for all Filipino
children.

A strong foundation in literacy and numeracy is vital for every child and
young person, and underpins their ability to engage in education, reach their
potential, and to participate fully in the community. This contributes to a virtuous
circle, in which characteristics such as the ability to reason critically, to experiment,
and to be resilient and persistent also support the development of literacy and
numeracy. (Department of Education and Training, Melbourne June 2017)

In-Service Training (INSETI refers to a modality of professional

development that aims to continually develop, enhance, and improve the
competency of teachers, non-teaching personnel, and school leaders through formal
or informal professional development activities designed around specific work-
related development objectives. Preferably, formal and structured INSET should
undergo quality assurance by the National Educators Academy of the Philippines
(NEAP), the professional development arm for teachers and school leaders in the
Department of Education. (DO #34 s. 2022)

VIII. LEGAL BASIS:

DepEd Order No. 34, s. 2022 entitled School Calendar and Activities for the School
Year 2022-2023 has cited in its implementing guidelines the INSET as a learning
and development activity for teachers and staff that may include seminars,
workshops, conferences, exhibitions and learning action cells, Six (6) days was
allotted for the purpose from December 14-19, 2020.

The five-day mid-year break shall be spent for the conduct of the Midyear

days
shall be spent in evaluating the school's progress in the implementation of the
educational programs, projects, and activities, as well as in reviewing the
performance of teachers and the school staff to address concerns through
cooperative effort. The last three days shall be devoted to the conduct of the school-
based INSET activities for the teachers' continued professional development and the
preparation of their Instructional Materials.
