Greetings!
The Local Government Unit of Real thru DILG technical assistance and in partnership with
AKI-CBMS, the Community Based Monitoring System (CBMS) project was launched in
February 2014 which aims to address the root cause of poverty by way of knowing the gravity of
poverty in our locality, identify who are the poor, where they are and the reason why they are
poor. As the Local Chief Executive, the result of CBMS data is a very essential tool in order to
have a clear picture and broader perspective of our present situation and most importantly
identify appropriate interventions in addressing the needs in our community.
In my administration as municipal mayor, I will make sure that my five-point agenda are aligned
in poverty reduction. First is the strong collaboration between municipal and barangay
governments through direct participation of all stakeholders in governance and formulation of
development plans. Second, transparency and accountability of all local government officials
and employees. Third, economic development by means of strengthening economic
enterprises, efficient management of all local government owned facilities such as port, public

market, slaughterhouse and others. Fourth, sectoral engagement to help promote creation of
community-based projects for the barangays to augment development funds from municipal
government like education, health, livelihood, etc. Fifth, disaster preparedness, mitigation
and climate change adaptation to strengthen the mechanism on preparedness, mitigation and
adaptation on all disasters, environment protection and conservation.
I accept the challenge to fight poverty, but I cannot do this alone. I need your full support and
cooperation to achieve our goals for the general welfare of every Realeños... God Bless Real

PREFACE
It was in 2014 when the Community Based Monitoring System (CBMS) started at Brgy.
Poblacion 61. The major objective of local government unit of Real, Quezon in implementing
CBMS as a tool is to help in poverty alleviation. It challenges to build and strengthen the capacity
of the local planners and program implementers by means of collecting organized information at
the local level in order to determine the nature, extent and root cause of poverty. This tool aims
to identify and target eligible beneficiaries and come up with effective anti-poverty initiatives and
to track the impact of programs and projects being implemented especially to the barangay level.
The CBMS has 13+1 indicators that show the magnitude and proportion of households
or individuals, with either met or unmet needs, in the area of health and nutrition, shelter, water
and sanitation, basic education, income, employment and peace and order. Aside from numeric
data analysis, CBMS utilizes the advancement of technology by using Geographic Information
System (GIS) in creating maps to make figures more understandable and facilitate identification
of poor.
Brgy. Poblacion 61 would like to extend sincerest appreciation to its benevolent partners,
the local government unit of Real, Quezon headed by our Municipal Mayor, Hon. Diana Abigal
D. Aquino, the Sangguniang Bayan members headed by the Municipal Vice Mayor, Hon. Joel
Amando A. Diestro, Municipal Planning and Development Coordinator Rommel A. Poblete and
staff, Department of Interior and Local Government (DILG) thru DILG Cluster Head Mr.
Gerardo G. Gabin and MLGOO Mr. Pierre Vladimir Palogan, AKI-CBMS and to all the
Baranggay Officials, Civil Society Organizations (CSO’s) and other stakeholders who worked
tirelessly and contributed their time to make this Barangay Socioeconmic Profile and

HISTORY OF BARANGAY
POBLACION 61
Barangay Poblacion 61 is 2nd of the 17 Barangays which belongs to the urban area
having approximately 60.788+ hectares of land, 3,013 populations, 614 numbers of households
as of 2013-2015 and an IRA of almost 1.620 million to 2.199 million pesos. It is situated on the
North-East portion of the shoreline where the sea, is the major source of livelihood, industrial
farmers and businesses. The natural beauty found at Lamon Bay.

PHYSICAL CHARACTERISTICS
P
oblacion 61 is the smallest barangay of Real, Quezon which covers only 0.01% (3 hectares)
of the total land area of the municipality. It is one of ten (10) coastal barangay of the
municipality out of its total 17 barangay. It has 7 Purok namely Purok Lauan, Dau, Yakal,
Guijo, Narra, Tanguili, and Kamagong.
It is bounded north by Brgy. Ungos, east by Lamon Bay, west and south by Poblacion 1.
The barangay is classified as urban barangay, and has a population of 2546 as of 2014 CBMS
Data. The major sources of livelihood are fishing, industrial farming, and engaging in business
such as wholesale/retail.

Brgy. Poblacion 61 has only one (1) educational facility which is the Day Care Center. Basic
health care services and service facilities are also present in the barangay.
CREDIT INSTITUTIONS
Some credit institutions present in the barangay are CARD, KUMARE Inc., ASA
Real Municipal Waterworks System manages the water distribution in the barangay. Most of
the residents have their own use faucet and shared faucet water system. Commercial Water Refilling
Station is also available in the barangay. In terms of electrification, Quezon Electric Company
(QUEZELCO) provides the electric service for the residents.
WASTE MANAGEMENT
The Barangay has an ordinance with regards to segregation of waste from biodegradable and
non-biodegradable. Also, prohibit the disposal of waste from the ocean. NGO does also help the local
government for the dissemination of information with regards to proper disposal of waste.

BARANGAY POBLACION 61
Real, Quezon Community Based Monitoring System (CBMS) Technical Working Group
CBMS Module I: Training on Data Collection and training of thirty one (31) enumerators
were conducted last April 28-May 2, 2014 facilitated by DILG. The Municipal Government of Real
shouldered the training expenses for the TWG and enumerators.
The data collection/interview started May 12, 2014 and concluded December 12, 2014. The
Municipality allocated twenty five pesos (P25.00) per household surveyed.

CBMS SURVEY RESULTS:
AN EXECUTIVE SUMMARY
B ased on the Community Based Monitoring System (CBMS) survey last 2014, the result in
13+1 core indicators shows that the average composite index of Poblacion 61 is 1.1904. With
a maximum of 6 out of 14 unmet needs and a minimum of 0 out of 14 unmet needs.
Presented below are the summaries of 13+1 CBMS Core Indicator of Poblacion 61.
There are 2 deaths from children under 5 years old in the barangay which is 12.5% of the
municipal data. The only record of the municipality in women’s death due to pregnancy-related
causes can be found in Poblacion 61. Meanwhile, there are 21 or 7.1% of malnourish children
aged 0-5 years old in the barangay which is 6.58% of the municipal data. This is because children
tend to choose junk foods over nutritious foods. Also, parents prioritized their vices and neglect
their children. To address the problem, they recommended to have a feeding program and
encourage every households to have backyard gardening.
SHELTER
There are 16 households or 2.8 % living in a makeshift housing and 30 household or 5.3% who
are informal settlers. These are 3.9% and 2.8% respectively of the municipal data. Majority of
them have no land ownership. Identifying resettlement area could be of big help in addressing
this issue.
All the households in Barangay Poblacion 61 have access to improved water source however, 22
households do not have access to sanitary toilet facilities. Based on validation conducted, majority of
the residents have no available space to construct for toilet. Building public toilets is one of the
possible interventions.
BASIC EDUCATION
Children aged 6-11 years old not attending elementary has a magnitude of 36 with 10.3% proportion
while a high percentage of children aged 12-15 years old not attending high school with 51 individuals
and proportion of 23.4%. The reason for this was financial problem because parents have no stable
job and some of the students are already working to help their parents. Identified solution is to
encourage family planning.
INCOME
A total of 270 households or a proportion of 48% with income below poverty threshold and 137
households with income below the food threshold. This data shows a high poverty incidence in Brgy.
Poblacion 61 and this is deeply rooted to financial problem and inadequate educational attainment.
Although poverty incidence is higher in the barangay, no household experienced food shortage. In
order to eradicate poverty, the community suggested to identify appropriate livelihood program and
encourage everyone to participate.
EMPLOYMENT
The member of the labor force who’s unemployed is 204 or 19.8%. Majority of the residents are
engaged in fishing. Major reasons of unemployment are laziness, lack in self-esteem and inadequate
educational attainment. Identified solution is barangay’s assistance for job opportunities.

T he demographic characteristics of Barangay Poblacion 61 is based on the Community Based
Monitoring System conducted last 2014. Barangay Poblacion 61 is composed of 7 puroks
namely: Purok Lauan, Purok Dau, Purok Yakal, Purok Guijo, Purok Narra, Purok Tanguile
and Purok Kamagong. It has a total household of 562 and a total population of 2546. The average
household size of the barangay is 5.
Table 3 shows the Ratio of Households to Population per Purok. Purok Dau and Purok
Kamagong are among the most populated purok in the barangay with 627 and 546 respectively.
Meanwhile, Purok Guijo is the least populated purok with 204. In terms of household size most of the
puroks has an average household size of 5 except for Purok Dau and Purok Guijo which is 4.
Table 4 shows the Population Distribution, by Sex. The proportion of male population is
slightly higher than the proportion of female population in the barangay level. In purok level, Purok
Dao and Purok Yakal has a female majority while the other 5 Puroks has a male majority.
Table 5 shows population distribution by age 0-5 years old. Barangay Poblacion 61 has a
total of 294 children age 0-5 years old wherein 141 are male and 153 are female. Purok
Kamagong has the most number with a total of 72, with 33 male and 39 female. On the contrary,
Purok Guijo has the least number with 15, 7 male and 8 female.
Table 6 shows the population distribution by age 6-16 years old. It illustrate that out of
2546 population of the barangay, 631 or 24.8% belongs to age bracket 6-16 years old with 325
males and 306 females. The highest distribution comes from Purok Dau with 156 while the
lowest distribution comes from Purok Guijo with 53.

HEALTH AND NUTRITION
Table 7 shows the number of malnourished children 0-5 years old. Out of 294 population of
children aged 0-5, a total of 21 or 7.14% are malnourished. Purok 1, Purok Dau has the highest
magnitude of malnourish children with 15 it also holds the highest rate of malnutrition with 22.39%,
meanwhile there are no records of malnourish children in Purok Guijo, Purok Narra, Purok Tanguile,
and Purok Kamagong. Also, the majority of malnourish children are male.
Table 8 shows the children under 5 years old who died. There are 2 casualty of child under 5
years old in the barangay it comes from Purok Tanguile and Purok Kamagong.

Table 9 shows women who died due to pregnancy related causes. 1 woman died due to
pregnancy related causes in the barangay which comes from Purok Kamagong. It is the lone casualty
of women who died due to pregnancy related causes in the municipality.

Table 12 shows the household without access to sanitary toilet facility, by Purok. Out of 562
households of the barangay 3.91 % or 22 households has no access to sanitary toilet facility. Purok
Dau has the highest magnitude with 15 households. All households from Purok Yakal, Purok Guijo,
Purok Narra, and Purok Kamagong has access to sanitary toilet facility.

Table 14 shows the households living in a makeshift house. There are only 2.85% or 16
household living in a makeshift house in the barangay. The highest magnitude comes from Purok
Lauan with 7 households while there are no records of household living in a makeshift house in Purok
Yakal, Purok Narra, and Purok Tanguile.

Table 15 shows households who are informal settler. There are 5.34% or 30 households who
are informal settlers in the barangay. Purok Dau has the highest magnitude with 14 while none from
the household in Purok Guijo.

BASIC EDUCATION AND LITERACY
In Table 16 children 6-11 years old who are not attending elementary is presented. A total of
10.26% or 36 children from the barangay are not attending elementary, majority of them are male.
Purok Kamagong has the highest magnitude with 11 while none has been recorded in Purok Yakal.

Table 17 shows children 12-15 who are not attending high school. There are 23.39% or 51
children recorded in the barangay. Purok Lauan has the highest magnitude with a total of 14 children
while Purok Yakal has the lowest magnitude with 2 children.
Table 18 shows that 2.11% or 12 children age 6-15 are not attending school in the barangay.
Majority of them are male with 10 or 3.39% proportion. Purok Lauan has the most number with 6
children while Purok Kamagong has the least number with only 1.
Table 19 shows the number of illiterate persons 10 years old and above. A total of 22 persons
or 1.09% out of 2014 are illiterate. The largest number can be found at Purok Dau and Purok
Kamagong both with 6 individuals each while Purok Guijo has the least number with only 1
individual.

Table 20 shows that no households are victims to crime in the last 12 months at
Barangay Poblacion 61.
Table 21 shows that out of 2546 total population of Barangay Poblacion 61, no person is a
victim of crime.
ECONOMIC DEVELOPMENT

F ishing and farming are the major sources of income in the barangay. During peak season
(March-September), many of them are engaged in fishing while in lean season (October-
February) are into farming.
Table 22 shows the unemployment in the barangay. There are 204 members who are
unemployed out of 1032 total number of members of the labor force. It can be noted that male has
the higher rate of unemployment with 17.7% compared to female since the female member of the
labor force is relatively low compared to male. In purok level, Purok Kamagong has the highest
magnitude with 52 or 27.51% while the least is at Purok Yakal with 9 or 6.47% proportion.

Table 23 shows households with income below poverty threshold. Out of 562 households
270 or 48.04% belongs to poverty threshold. This indicates that a high percentage of the households
in the barangay do not meet the minimum income required or the minimum amount to be spent by a
reference family to satisfy their basic needs. Purok Dau has the highest magnitude with 74 households
and the least is Purok Yakal with 16.

Table 26 shows the Types of Program Implemented in the last 12 months. In food for school
program 25 or 0.98% benefited in the barangay wherein the highest magnitude comes from
Purok Dau with 12 beneficiaries, meanwhile none from Puroks Guijo, Narra, Tanguile and
Kamagong benefited from this program. On the other hand, only 7 member benefited from
Social Pencion for Indegent Senior Citizen program, wherein the highest magnitude comes from
Purok Yakal with 3 beneficiaries and the least are from Puroks Lauan and Tanguile both with
one individual each.
There are 186 (7.31%) members of Pantawid Pamilya Pilipino Program (4Ps) in the barangay
majority are in Purok Dau with 53 while Purok Yakal has the least members with only 2
individuals.
In Community Based Employment Program, only 1 member benefited in the barangay. This
individual was from Purok Dau.
There are 99 (3.89%) member of Philhealth. Majority are in Purok Dau with 33 individuals
followed by Purok Kamagong with 21.

Table 27 shows other types of program implemented in the last 12 months. In Medical/Health
Insurance Program only 1 or 0.04% benefited in the barangay. This individual was from Purok
Dau.
In Supplemental Feeding Program only 10 or 0.39% benefited in the barangay, they are from
Purok Lauan and Purok Dau, the rest of the puroks has zero beneficiaries from this program.
On the other hand, 6 or 0.24% benefited in Scholarship/Education Program. They are from
Purok Dau with 4 individuals and Purok Kamagong with 2.
In Housing Program only one member benefited in the barangay, this individual was from Purok
Lauan. On the other hand, there is 1 beneficiary in other program which was not specified.
Table 28 shows number of registered voters in the barangay. A total of 1362 or 84.02% are
registered voters out of 1621 members of 17 years old and above. Majority of registered voters are
located in Purok Dau with 320 followed by Purok Kamagong with 301. A total of 322 males and 299
females.
Table 30 shows the type of dwelling unit in Barangay Poblacion 61. Based on the survey
conducted, 482 or 85.77% are categorized as single house while others are duplex, apartment and
commercial building.

Table 31 shows number of households with access to electricity. 93.42% or 525 households
have access to electricity out of 562. Majority is at Purok Dau with 133 with the proportion of 90.48%.
Major source of electricity is Quezon Electric Cooperative (QUEZELCO).
Table 33 shows number of persons who migrated for the last 3 years in Barangay Poblacion
61. Based on CBMS survey of 2014, 88 or 3.46% out of 2546 total members had migrated. Majority
can be found in Purok Dau with 48 or 7.66%. A total of 22 males and 26 females while there were no
recorded members who migrated in puroks: Guijo, Narra, Tanguile and Kamagong.
In terms of type of disability, table 35 shows that the highest magnitude with 8 individuals has
not been specified. Meanwhile, mentally ill have 5 individuals with a proportion of 20% followed by
oral defect with 4 or 16%.
Table 36 shows number of persons with disability with ID. Only 8 individuals or 32% have
ID out of 25 PWD’s.
SENIOR CITIZENS
Table 37 shows number of senior citizens and senior citizens with ID at Brgy. Poblacion 61.
There are 177 senior citizens, with 72 males and 105 females. Majority of the senior citizens are
located in Purok Kamagong with 43 individuals. 160 senior citizens out of 177 have senior citizen’s
ID.
Table 38 shows the number of overseas Filipino worker in Barangay Poblacion 61. A total of
31 individuals are recorded as OFW’s. Majority are from Purok Dau with 9 or 29.03% followed by
purok Yakal and Narra both with 6 individuals or 19.35%. While purok Tanguile has zero recorded
OFW’s.
CIVIL REGISTRY
Table 40 shows number of members with SSS/GSIS at Brgy. Poblacion 61. There are 379
with the proportion of 24.16% out of 1569 total number of members 18 years old and above with
SSS/GSIS. Majority of them are from Purok Yakal with 104 or 47.93%. The least are from Purok
Lauan with 7 or 3.68%.
Table 41 shows number of members who are solo parents. Out of 2546, 85 or 3.34% are solo
parents. Majority of the solo parents are female with 68 and only 17 male. The highest magnitude of
solo parents are located in Purok Dau with 23 followed by Purok Yakal with 18, Purok Lauan with 17,
Purok Kamagong with 13, Purok Tanguile with 7, Purok Guijo with 5 and Purok Narra with 2.

the households are engaged in wholesale/retail with 101 or 17.97% followed by fishing with 68 or
12.10%. However, there is no household engaged in forestry and in mining & quarrying.

Graph 1 shows the number of households engaged in agriculture. Among the 7 Puroks
of Barangay Poblacion 61, Purok Lauan is the only purok with households that is engaged in
agriculture. According to CBMS Census 2014, out of 79 households in Purok Lauan, only 2
households are engaged in agriculture. Unfortunately, these households also experienced
decreased crop harvested.

According to CBMS Census 2014 there are 2 or 0.36% out of 562 total households in the
barangay who are engaged in agriculture. Unfortunately, all of them are recorded with decreased crop
harvested. The reasons for low harvest were increase in cost of farm inputs such as seeds, fertilizer,
pesticides, etc. and others which was not specified.
Graph 2 shows the number of households engaged in livestock raising. Based on the
graph, there are 7 households who are engaged in livestock raising at Barangay Poblacion 61. 3 in
Purok Dau and Purok Kamagong and 1 in Purok Yakal. However, 3 of these households
experienced decreased livestock raised. These households are from Puroks Dau and Yakal.

7 or 1.25% out of 562 total households in the barangay who are engaged in livestock raising. 3
households or 42.86% experience decreased livestock raised. Major reason for low livestock raised is

Graph 3 shows the number of households engaged in fishing. Based on the graph, there
are 68 households who are engaged in fishing at Barangay Poblacion 61. 3 in Purok Lauan, 1 in
Purok Guijo, 2 in Purok Narra, 15 in Purok Tanguile and 47 in Purok Kamagong. Unfortunately,
4 of these households experienced decreased fish catch. These households are from Puroks
Lauan, Guijo and Kamagong.
