A RESOLUTION ENDORSING TO THE DEPARTMENT OF BUDGET AND MANAGEMENT (DBM)
THROUGH THE HONORABLE SECRETARY AMENAH F. PANGANDAMAN FOR ALLOCATION OF
FUNDS UNDER THE LOCAL BUDGET CIRCULAR NO 142 JANUARY 24, 2022 “GUIDELINES ON
THE RELEASE OF AND UTILIZATION OF THE LOCAL GOVERNMENT SUPPURT FUND-
FINANCIAL ASSISTANCE TO LOCAL GOVERNMENT UNITS AND SUPPORT FOR CAPITAL
OUTLAYS AND SOCIAL PROGRAMS UNDER THE FY 2022 GENERAL APPROPRIATIONS ACT
REPUBLIC ACT 11639”
WHEREAS, the Department of Budget and Management through its Local Government Support Fund –
Other Financial Assistance to Local Government Units has appropriated Five Billion Five Hundred Eighty Three
Million Three Hundred Ninety Six Thousand Pesos (Php 5,583,396,000,00) to finance priority programs and
projects of the LGUs;
WHEREAS, in order to address the unemployment brought about by the current pandemic, the City
Government desires to boost localized employment programs through cash for work and livelihood opportunities to
the vulnerable sectors;
WHEREAS, with the Barangay pro-active stance in development, it has also included some construction
projects consistent with the Build, Build, Build Program of the National Government;
WHEREAS, in line with Local Budget Circular No. 142, the following eligible projects have been
identified by the Barangay in light of the Covid-19 pandemic and some health projects arranged in order of priority:

WHEREAS, this request for funding shall be subject to the evaluation by the DBM based on just and
equitable distribution among LGUs and fund availability;
WHEREAS, the funding assistance is much-needed to address the Barangay fund deficiency brought about
by the pandemic and is an urgent need to secure the support and assistance of the Department of Budget and
Management (DBM);

WHEREAS, said project is a part of the duly approved Annual Investment Plan (AIP) 2022 and will be
included in the AIP 2023;
NOW THEREFORE, be it resolved by the Sangguniang Barangay of __________ to endorse to the
Department of Budget and Management (DBM) through Secretary AMENAH F. PANGANDAMAN for allocation
of funds under the Local Government Support Fund – Financial Assistance to Local Government Units (LGSF -
FALGU) in the FY 2022 General Appropriations Act, Republic Act No. 11639.
RESOLVED FURTHER, that copies of this resolution be furnished to all offices concerned for their
guidance and information.
