School HISTORY

Biliran Science High School came to its existence through Republic Act No. 9872 initiated by the former
Congressman of the lone district of Biliran, Hon. Atty . Glen A. Chong, which was signed into law on the 31st of
December, 2009 by Her Excellency Pres. Gloria Macapagal Arroyo.
School Y ear 2010 - 201 1 when the school was first opened under the supervision of the Biliran National
Agricultural High School Principal, Mrs. Modesta G. Olasiman. The school was able to operate through the facilities
and instruction given by the BNAHS family to 56 pioneering students. School year 201 1 - 2012 became the turning
point for independency of the school. The curriculum offering was finalized and eventually the school was given two
teacher items with Mr . Arnel C. Gabuya as the School Head.
It was in July 2012 when the school was granted a 1-hectare school site from Biliran Central School through
the School Principal Mr. Teodorico Penaflor . It was also in that year where the school started its first stride towards a
long journey of attaining itsgoal. Opportunities of additional new teachers were hired. Buildings and facilities,
increasing enrolment, and parents’ unending support to education of their children were indications of its good start
for the school’s bright future.
On August 9, 2014, a Memorandum of Agreement was entered into by the Biliran Central School and Biliran
Science High School represented by its school heads; Mr. Raul S. Hilvano and Mr. Arnel C. Gabuya respectively,
dividing the school campus into two with the permission and approval of Dr. Pedro T . Escobarte, Jr., the Division
Superintendent, allowed the Biliran Science High School to utilize four classrooms and two other rooms which served
as the principal’s office and computer laboratory wherein 50 computer sets were donated by Department of
Education. Driven by arduous desire to have its own buildings, the school head paved ways to realize this goal, thus
realization of the 2-classroom, 1 school building (the very first building for BSHS) from DepEd and another school
building, 1 classroom which became the computer laboratory (donated by Filipino-Chinese Chamber of Commerce).
To uphold Biliran Science High School’s excellence, Mr. Arnold T . Cerera assumed into office on January
19, 2016. V arious developments came to BSHS as Mr. Cerera made linkages with various stakeholders. The two
storey , eight classroom SHS building proudly stood, the school library through LGU-BUB (Bottom-Up-Budgeting)
was born, and the school stage and pathway accomplishments the BSHS have had for the past seven years which
led to the increase in the academic performance of the school being shown during the National Achievement T est
conducted last 2015 having BSHS ranked 1st in the whole division.
From 2018 to 2020, the school was managed by a full-pledged Principal, Mr. Mario V . Jamin with 27
brilliant, talented, and active teachers serving the 410 junior and senior high school learners. Under the leadership of
Mr. Jamin, the school continued to rise even higher to the challenges and expectations thrown at them and
strengthened the participation and collaboration of its stakeholders. Eventually , all the hardwork was paid off when
the school was proclaimed as SBM Level 3-“Advanced” last October,2018.
However, the school suffered from a streak of calamities such as typhoons and earthquakes last S.Y .2019-
2020 damaging the school buildings including the FVR School House and the two-storey senior high school building.
This posed a challenge on both the teachers and especially , the learners. But through the leadership and cheerful
spirit of Mr. Jamin and the strong collaboration of its stakeholders, the school was able to overcome this challenge.
Towards the end of the school year , the COVID-19 pandemic entered the scene and once again challenged the
school to change and grow with the times. The school was able to successfully hold its first virtual graduation in the
midst of the pandemic. Ultimately, these challenges have made the school grow resilient and pliable to the ever
changing times.
Change is ever constant. Before the start of the new school year , Mr. Mario Jamin bestow the school’s
leadership to Mrs. Rowena Palconit-Gabuya, Assistant Principal I and assisted by Mr. Felix J. Abrigo, Jr., Head
Teacher I. The school together with the leadership of Mrs. Gabuya adapted and transformed with the new normal
education. With the challenges posed by the pandemic, the school found fresh, new ideas and perspectives to
ensure the delivery of quality education to the learners. One of the innovations developed by the school is the
“Project ROWENA” which is recognized by the region. Basically, it aims to develop video lessons to aid the modular
distance instruction. But most importantly it is a way to bridge the distance between the teacher and the learner.
Alongside with Project ROWENA, different innovations also aid the teachers to adapt to the new normal education.
With the dynamic leadership of Mrs. Gabuya, the school was able to hurdle through all of the obstacles and develop
itself to be pliable enough to adapt and change and to be strong enough to face and rise up to different challenges.
On April 1, 2023, a new administration was installed in Biliran Science High School. Mr. Bianito D. Agang ,
Principal IV, together with Mr. Felix J. Abrigo, Jr. presently leads 40 teaching and non-teaching personnel of Biliran
Science High School in fostering educational excellence towards realizing the Department of Education’s tagline:
MATATAG NA PILIPINAS: Bansang Makabata, Batang Makabansa.
