1.0 INTRODUCTION:

This Emergency Response Plan has been developed for Expansion of steel factory as part of our
commitment to the safety of all who live enter, use or work at this site. Our primary goal is to
protect the life safety of all workforce and people who visit our site. Evacuation from work area
may be necessary as the result of fire, electrical shock, dehydration, gas leakage and spillage of oil
& chemicals. These guidelines have been prepared principally for fire emergencies, but they are

suitable for use in other emergencies.


In compliance with legislation and in recognition of normal obligations, NAEL indicates
actions to be taken in the event of emergencies, which may involve danger to life,
environment, or property.

2.0 OBJECTIVE:
The objective of this manual is to establish a predetermined mode of operation for response to any
incident that could adversely impact the safe operation of NST Goal of Emergency Response and

Emergency preparedness is to:

 Ensure the safety of workers, emergency responders, and the public.


 Reduce the potential for the destruction of property.
 Reduce the magnitude of environmental and other impacts.
 Assist emergency response personnel in determining and performing proper remedial actions
quickly.
 Reduce recovery times and costs.

3.0 PURPOSE:
 Effectively establish Response Organization to provide prompt action for any incident.
 Define notification, activation, and mobilization procedures to be followed when an incident occurs.
 Define organizational lines of responsibility to be adhered to during a response.
 Ensure compliance with applicable federal, state and local regulatory requirements.

5.0 Definitions:

Safe Assembly Point: An area enough away from the emergency that, where practicable,
workforce in the site is protected from the physical impact of the emergency. And that allows for
further movement away from potential sources of danger.
Emergency: Any event that arises internally or from external sources, which may adversely
affect persons or workgroup, and which requires an immediate response.
Evacuation Exercise: A practical exercise designed to test the workforce and visitor’s
response to and emergency at site.

6.0 ROLES & RESPONSIBILITY:

6.1 Project Manager:


To implement emergency response plan.

6.2 Incident Controller


A person involves in direct execution of emergency response activities. He must be a trained fire

6.3 Incident Commander:


He is a person responsible for overall management of the incident. He shall be a senior person from

6.4 Section captain:


 Informally inspecting work areas for fire hazards or unsafe conditions and reporting
infractions to incident commander.

 Section captain should be aware of disabled persons within their area. In case of work
forces are disabled, section captain should make a record of their name and their location
to ensuring that assistance can be rendered should evacuation be necessary. It will be
necessary to periodically update this information.

6.5 First Aiders


First Aiders perform a very important role during and emergency, as they can provide
immediate assistance before the arrival of the emergency services.
 Determine the nature and scope of the emergency.

6.6 Firefighting Cum Rescue Team:

Fire Fighting cum rescue team roles & Responsibilities as described below.
 Responding immediately and safety to emergency calls and requests for assistance.
 Performing all activities necessary to suppress/ Extinguish fires
 Remove individuals from dangerous/ hazardous situations.
 Checking conference rooms, storage area for employees or visitors who may not have

6.8 Security Guard:

6.1 Site administrator/ Logistics Manager:

Provide leadership to the administration, welfare, transport, public relations in line with local

regulations. Co-ordinate to inform relatives of the affected person. Arrange necessary food or
other refreshment for the personnel engaged in emergency operation. Arrange for causality
hospitalization and medical treatment. Maintain confidentiality regarding causalities. All
confidential issues shall be shared / published as per the instructions of MD.
Renders emergency financial support required during Emergency Management. Liaison with
insurance agencies. Maintain account to meet emergency purchases. Preserve claim documents

related to emergency.

Emergency Situations and Response Flow in Site:

1. Fire Emergency:
 Activate the site alarm to alert everyone on the construction site.
 Call emergency services (civil defense) and provide detailed information about the location
and nature of the fire.
 Evacuate all personnel from the affected area and direct them to designated assembly points.

 If safe to do so, attempt to control the fire using fire extinguishers or other firefighting
equipment.
 Ensure that access roads and fire hydrants are clear for emergency services.
 Establish a communication system to provide updates and instructions to personnel and
emergency responders.

2. Serious Injury:

 Immediately provide first aid to the injured person, if possible, while ensuring personal safety.

 Call emergency medical services and provide details about the nature of the injury and
the location within the construction site.
 Secure the area to prevent further accidents or injuries.
 If required, initiate an evacuation of the immediate vicinity to allow medical professionals
to access the injured person.
 Cooperate fully with emergency responders and provide any necessary information or assistance.

3. Bomb Threat: 49

 Notify the appropriate authorities immediately, such as the police and bomb disposal units,
providing them with all available information regarding the threat.
 Evacuate the construction site following established evacuation procedures, ensuring everyone
moves to a safe distance from the area.
 Avoid using mobile phones or electronic devices in the vicinity of the suspected threat,
as they can potentially trigger explosive devices.
 Preserve any potential evidence by not disturbing the area and informing the authorities
about any suspicious objects or packages.

 Follow instructions provided by the authorities and cooperate fully with their investigations.

4. Work at Height Emergency:


 If a worker is in immediate danger of falling, call for assistance while providing relevant
details of the situation.
 Safely remove the worker from the hazardous position, if possible, using appropriate
equipment and techniques.
 Administer first aid or call emergency medical services, depending on the severity of the
injuries.

 Identify the cause of the incident and take necessary steps to prevent similar
occurrences in the future.
 Conduct a thorough review of work at height procedures, equipment, and training
to ensure compliance with safety regulations.

5. Spill Emergency:

 Contain the spill by using appropriate spill control measures, such as absorbent

materials or containment booms, to prevent further spread.


 Notify the appropriate personnel responsible for handling hazardous materials and report
the spill incident.
 If necessary, evacuate personnel from the affected area to minimize exposure and potential harm.
 Implement proper cleanup procedures, ensuring the use of personal protective equipment
(PPE) and following safety guidelines.

8.0 EMERGENCY RESPONSE TEAMS:

This section describes organizational features and duties of the Emergency Response Team. The key to an
effective emergency response is a rapid, coordinated, tiered response by the affected facility and the
Emergency response Team, consistent with the magnitude of the incident. In the absence of the Project
Manager, Project Engineer will take a charge as an Incident Controller. The team will consist of NSTstaff.

9.0 Evacuation Procedure:


Sequence of events that shall be followed in case of Emergency:
 The Person first aware of the emergency shall sound alarm.
 All employees shall proceed to assembly point through the emergency escape route,
follows the evacuation arrows (green “running man” Signs) to their nearest safe

 Everyone must stay in the vicinity of the assembly point.
 The Incident Controller shall take over the charge of emergency control.
 Roll call shall be taken by project engineer/ Foreman for their section and site
administrator for office.
 If any person is missing, rescue operations shall be initiated as per instructions given by
Incident Controller. 57

 Rescue operation team leader shall give details of rescue operations to “Incident controller”.
 Salvaging of materials shall be restricted only to the rescue team.
 In case of fire, firefighting operations shall be initiated as per instruction from
“Incident Controller”
 If fire is uncontrollable Incident Controller will arrange for fire brigade to come.
 Incident Controller will ensure that no unauthorized person and /or vehicles will
enter the premises

10.0 Evacuation Individuals with Disabilities:

ahead of time to assist individuals with disabilities during an evacuation.

11.0 Planning To face Emergency:


 Pre-determined assembly points should be arranged, with consideration of selecting the
location for an assemble site is to fully understand the fire emergency response plan.
Calculate the number of staffs that would need to assemble and if it was a multi occupied
building you would need to co-operate with the other occupants.

 It is also very important to be familiar60with the surroundings topography.

 The assembly point should be far enough away from the building not to put workforces in
danger of radiated heat and falling debris. Give ample room so you do not interfere with
firefighting operations.

 The area chosen should be larger enough to accommodate to all the staff, if this cannot be
found you may have considered additional sites. Open areas like pedestrian area also car
parks could be considered but be aware of the dangers.

12.0 Trainings and Drills:

The effectiveness of emergency response plan will depend upon the training and familiarity of
personnel in the use of such plans. Evacuation drills should be held frequently, typically at least
once in all in Six months, and all key and supervisory personnel at the facility should have a plan
should be reviewed from time to time, particularly in the light of findings arising from routine
drill and exercises.

13.0 Events (On Site):


13.1 Action in the Event of Fire:

 Action on Discovering a Fire:

 On Hearing the Alarm:


 All personnel shall vacate the workplace. Before leaving the workplace ensure that the area is
left as safe as possible by actions like switching off welding machines, gas cylinders, running
machines, gas burners, any electrical light or appliance in their vicinity.

 Once out from the building all personnel shall proceed to the safe assembly point by the

nearest fire exit route and all the members of respective teams shall report to their roll callers.

 The roll caller shall take direction from the Incident Controller

 During an evacuation, proceed calmly, but quickly.

 Close the door if you are the last one out to the room. Do not lock it since it can hinder the fire
departments search and rescue efforts.

 Once in a stairway, proceed down to the first floor and exit the building. Keep low to the

ground to avoid smoke and toxic gases.

 If possible, cover your nose and mouth with a damp cloth.

 Once you are safely outside the building, report immediately to the emergency assembly point.

 If you are Trapped:


 Do not panic. Your ability to think clearly could save your life. Call 997 or 999; clearly state
the location and type of emergency.

 Never open a closed door without feeling the door first with the back of your hand. If the door
I hot, try another exit. If no other exit exists, seal the vents and cracked around the door with
anything available.

 If you are having difficulty breathing, remain close to the floor and ventilate the room by
opening or even breaking a window.

 If your clothes catch on fire, stop, drop, and roll. Do not run. This only feeds the fire with
more oxygen, making it burn faster.

 If a co-worker catches on fire, smoker the flames by grabbing a jacket, blanket or rug and
wrapping it around him or her.

 Fire Occurrence during office Hours:


 Actions by the person discovering the fire who is trained to fight the fire or any other should
shout “FIRE” and pick up the nearest fire extinguisher and make a quick attempt to
extinguish the fire. (This action shall be carried out only if he believes that it will produce
positive and immediate results). If he fails
69to put out the fire, act as stated below:

1. Shout “FIRE” and activate the nearest fire alarm. This action is also for those who are not
trained to fight the fire.

2. Control the fire by pushing away things that can easily catch fire.

3. Employees who heard the alarm and who are trained fire fighters should pick up the nearest
fire extinguishers in his area and proceed to the location to fight of fire.

 Calling Emergency Services:


Fire needs to be extinguished with available resources if it is manageable, but if the fire is big
or has start developing and becoming uncontrollable by using the firefighting measures
available, ring up the emergency services and notification should be given to Project
Emergency Number, give your name, site location, nearest landmark and the type of
emergency.

Assign someone at the site entrance, to guide the emergency services quickly.

13.2 Action in the Event of Minor Accident:


 If you witness an accident, inform your supervisor and he nearest First Aider.

 Do not give any drinks or food to the injured unless directed by a medic.

 Send the injured person to the nearest first aider or to the first aid room for treatment.

 Once the injured person is given first aid, move him to a comfortable place, if required.

13.7 Medical Emergency:


Rescue of casualty is the primary function performed in an emergency. Rescuing is done to
minimize the severity of injury or ill effect and to save victims life. After administering first aid to
the rescued victim, casualty may be shifted to hospital for further treatment. Rescue crew are part
of Emergency Response Team. Since optimum manpower is utilized in operation, it is better to
have dual role ERT crew (First Aider cum Fire Warden). Availability of trained first aiders shall

be ensured in all the shifts. All necessary rescue equipment shall be made available to facilitate
rescuing operation.

Following Equipment shall be used for rescue:

 First Aid Kit- To treat minor injuries and avoid major ill effects of injury.

 Following guidelines shall be followed for rescue.
 In case of rescuing the fainted person.

the incident spot shall perform the actions below.

• No person shall be permitted on scaffolding during hazardous weather conditions (high

passing of a ladder up or down to a stranded person or by climbing onto an adjacent

team, one rescuer member will stay where the operative fall and try to communicate
with him. Use of mobile tower equipment located nearby can be used to assist persons
suspended at height to lower themselves down onto scaffold (if other workers available

Many situations a rescue can be carried out by simple means with a standard stretcher to
transport a person to a safe area where they can be treated if required Other stretchers

used by attaching them to a crane or hoist where they can be lifted or lowered to a point
of safety.

16.5 MEWP’s

This option for rescue can have its limitations such as available access and height
restriction as the casualty may be at a height greater than the reach of the MEWP, but
again as the first aid cage this can be used with other equipment. Cherry pickers can

have an advantage over other methods when dealing with open structures such as steel
or large pipe installations as they can be maneuvered between some obstacles to reach
an injured person

16.6 Recue by using crane and Stretcher

Depending on the circumstances if the causality is on an open suspended platform in that case crane
with in stretcher can be used.

16.7 Third Party Rescue (civil Defense)
There are several considerations to take into account when considering third party rescue. In
every consideration TIME is the critical factor and should be carried out as quickly as possible, but
100 percent safe for the rescue team. The speed with which the systems can be deployed, and the
rescue carried out is vitally important, in all cases it is important to reassure or make the injured

person as comfortable as possible until the third party arrives. Third Party rescue by Civil Defense
will only be utilized in situations beyond the control of site rescue teams in cases such as fires that
cannot be controlled or extinguished.

In situations where self-rescue is not possible, operatives must be always supervised. Regardless of
whether an operative can self-rescue or must rely on others, time is of the essence because an
operative may lose consciousness in only a few minutes.

For conscious casualties it is recommended (where possible) that the suspended person keep their
legs moving to keep the blood pumping and reduce the risk of venous pooling.

Unfortunately, this is not the case. An operative suspended in an upright position with the legs
dangling in a harness of any type is subject to suspension trauma and orthostatic intolerance.

Fall victims can slow the onset of suspension trauma by pushing down vigorously with the legs,
by positioning their body in a slight leg-high position or, by standing up. Harness design and
fall injuries may prevent these actions.

 Death by Rescue - "Toxic Shock"

If an operative is suspended long enough to lose consciousness, rescue personnel must be


careful in handling such a person or the rescued operative may die. The blood which has pooled in
the legs is prevented from collecting oxygen from the lungs and becomes stale, as it is starved of
oxygen, then becomes loaded with carbon dioxide and is contaminated with toxins, the result of
the body's metabolizing processes. The toxic shock detail and correct method on rescue will be
communicated via tool box talks and Daily Activity Briefings for such works.

If the casualty is laid down during the rescue,

vital organs. This rush of de-oxygenated and toxic blood can cause death by heart

attack or, a few days later, of organ failure. Current recommended procedures following a rescue
are to keep the casualty in a knees-bent 'W' sitting position for 30 to 40 minutes before moving the
casualty to a lying down horizontal position. This action partially closes the femoral artery
allowing any pooling of blood to be slowly released back towards the heart. The blood is then able
to be re-processed, preventing orthostatic and toxic shock.

Normal first aid rules don't apply in cases of rescue trauma. It is vitally important that emergency
and medical personnel are not allowed to lie down or transfer a casualty to a stretcher before
allowing any pooling of blood to be slowly released back towards the heart.

Warning!
An operative who has suffered a fall and is suspended in a harness is a true medical
emergency. Just because they are hanging in a harness does not mean there is plenty of

time to perform a rescue. Rescue must be planned, practiced and performed quickly and

effectively or the injured party may very well die before the rescue finally occurs.

17.0 Confined Space Rescue

Confined space emergencies are one of the leading causes of multiple deaths in the workplace. In
most cases the emergency began with very few people in the space. Then untrained and/or
unprotected “rescues: added to the problem by entering the space and becoming victims
themselves.

 Connect the hook of rescue device by using the rescue pole on the casualty’s harness (D ring).
 Connect track line if necessary.
 Connect tag line to control the lowering, to avoid hits with the protruded objects.
 Raising the casualty to release the hooks of harness.

 Lower the casualty by operating the rescue device.

Rescue by using Man Basket:

 Secondary crane operator to take the man basket together with the rigger from the loading area. This
option has several limitations and the important one is time. Target between the man down to being
rescued to be not more. Other restrictions which may need to face are:
 Crane is out of action for some reason.
 Unavailability of operator
 Rescue by crane is limited to building facades and unable to access interior area.
 The crane man basket may be in wrong location.

Rescue by using MEWP:

Ground controls- ensure that other personnel have been trained and familiarized to operate the
machine from ground controls and that a key is left in the ground controls during operation. Second
MEWP: Make sure the availability of a second MEWP along with the operators trained to use it in
the event an operator becomes incapacitated along with a method to transfer personnel in a way
the prevents falling. Certain situation will allow for a MEWP to be in the rescue of incapacitated
workers at height by providing the portability of a ladder but the benefit of an aerial work platform.
