A RESOLUTION APPROVING THE BARANGAY DEVELOPMENT
AGENDA FOR GOVERNANCE AND DEVELOPMENT (BAGAD) AND
CAPACITY DEVELOPMENT AGENDA FOR 2024-2026 AND ENDORSING
THE SAME DOCUMENTS TO THE SANGGUNIANG BARANGAY OF
BARANGAY #19-A TAMBIDAO, BACARRA, ILOCOS NORTE FOR
ADOPTION
WHEREAS, Section 106 of the Republic Act 7160 otherwise known as the Local
Government Code of 1991 provides that each local government unit shall have a multi-
sectoral development plan to be initiated by its development counil and approved by its
Sanggunian;
WHEREAS, this barangay attended the Barangay Newly-Elected Officials
(BNEO) Program conducted by the DILG;
WHEREAS, based on the BNEO Program Framework, the main outputs of the
general orientation are BAGAD and CapDev Agenda;
WHEREAS, the BAGAD contains the proposed priority program, projects, and
activities for consideration and adoption by the Sangguninang Barangay for the next three
(3) years to have a development road map of this barangay towards socio-economic
transformation as well as effective and efficient service delivery;

WHEREAS, Capacity Development, on the other hand, is the process whereby
people, organizations and society as a whole unleash, strengthen, create, adapt, and
maintain capacity over time in order to achieve development results;
WHEREAS, it is often essential to enhance an organization’s capabilities to
implement a strategic plan or other major business initiatives for which successful
implementation depends on its capacity to do more without a big increase in people or
expenses;
WHEREAS, the Punong Barangay presented to the body the programs, projects
and activities contained in the BAGAD and CapDev Agenda;
WHEREFORE, on motion of SBM Maricel f. Pascual, duly seconded by the
members present, it was;
RESOLVED, AS IT IS HEREBY RESOLVED to approve BDC Resolution
2024-01: A RESOLUTION APPROVING THE BARANGAY DEVELOPMENT
AGENDA FOR GOVERNANCE AND DEVELOPMENT (BAGAD) AND CAPACITY
DEVELOPMENT AGENDA FOR 2024-2026 AND ENDORSING THE SAME
DOCUMENTS TO THE SANGGUNIANG BARANGAY OF BARANGAY #19-A
TAMBIDAO, BACARRA, ILOCOS NORTE FOR ADOPTION.
RESOLVED FINALLY, to furnish copies of this resolution to concern
authorities for their information and reference.
Adopted this 3rd day of April 2024 with unanimous votes.
