Sub: Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirements
for Compulsory Registration) Order, 2019 - reg.
Ref:
Vide MNRE's Order of even no. dated 10th March 2023, the Approved Models and
Manufacturers of Solar Photovoltaic Modules (Requirements for CompuIsorY Registration) Order,
2019 (ALMM Order) was held in abeyance for one financial year, i.e. FY 2023-24. As per further
decision on this issue I the undersigned is directed to convey that:
a) The ALMM [Approved List of Models & Manufacturers] for Solar PV Modules, is being
re-imposed with effect from 1 st April, 2024.
b) The ALMM will apply as per the Law, onIY to those projects which are sponsored/
subsidized by the Government. ALMM will appIY to Government or ItS agencles
procuring power for its own consumption or for distribution to the people through
Distribution Companies. ALMM will apply to Solar PV RooftoPS and PM KUSUM;
which are subsidized. The ALMM will not apply to projects set UP under open access
or as captive by private parties. In other words, ALMM will not be applicable for people
who set up their own capacity.
C) Aforesaid order of even no. dated 10th March 20231 inter-alial conveYed that projects
commissioned by 31 =t March 2024 will be exempted from the requirement of procurlng
Solar PV modules from ALMM. However, now, it has been decided that the relaxatlon
in ALMM shall apply to all cases where the projects are in advanced stage of
construction and the order for the modules has been placed before 31 st March 2024-
That the plant is in advanced stages of construction and the irrevocable LC has been
opened before 31 st March1 20241 Will be subject tO verification.
2. This issues in line with the approval of Hon’ble Minister (NRE & Power).
